     Police yesterday (May 30) arrested four men, aged 31 to 58, who were in suspected connection with the murder case happened in Mong Kok on May 27, in which a 46-year-old man died.



     After investigation, Police arrested three men, aged 31 to 34, for murder and a 58-year-old man for assisting offenders in Castle Peak.



     All arrestees are being detained for further enquiries.



     Police arrested four men and two women in suspected connection with the case earlier. Three arrested men and an arrested woman, aged 20 to 37, were laid a holding charge jointly with one count of murder. A 30-year-old arrested man was laid a holding charge with one count of conspiracy to wound with intent. A 34-year-old arrested woman has been released on bail and is required to report back to Police in late June.



     Active investigation by the Regional Crime Unit of Kowloon West is underway. Police do not rule out the possibility that more arrests will be made.

     To tackle the illegal shop extension and obstruction problems, a spokesman for the Food and Environmental Hygiene Department (FEHD) said today (May 30) that the second phase of trial scheme will be extended to Eastern, Sham Shui Po and Yuen Long Districts in June.



     Representatives from various government departments conducted public education and publicity activities in the three districts in recent days, including putting up banners broadcasting promotional audio clips at prominent locations and, together with representatives from relevant District Offices and the Police as well as local District Council/Area Committee members, distributing notices to shop operators, to remind shop operators and other stakeholders not to extend business areas illegally by placing goods or articles in public places or on carriageways and cause obstruction to pedestrian and vehicular flow. Otherwise, they may be liable to prosecution. The FEHD and the Police will also take action to remove those goods or articles and the shop operators concerned would be required to bear the expenses of such removal.



     The FEHD and the Police launched a trial scheme in Kowloon City, Kwun Tong and Tsuen Wan Districts since late September last year by deploying a new enforcement strategy in mounting joint operations. Apart from stepping up prosecutions against offenders, the Police would exercise its statutory powers in removing obstructions, and the FEHD would arrange to remove the obstructions (including goods), which were placed on carriageways or in public places and the owner concerned had not followed the instructions of the Police to remove them within the specified time.



     From late September last year to yesterday (May 29), the FEHD and the Police had mounted over 160 joint operations in Kowloon City, Kwun Tong and Tsuen Wan Districts with 631 fixed penalty notices or summonses issued against obstruction in public places and cleanliness offences. A total of 205 warning notices which required the owners of the articles to remove the obstruction within the specified time were also issued. Among these, 14 warning notices had yet to be complied with upon expiry of the specified time limits. The FEHD had hence removed about 7 tonnes goods or articles involved, of which most of them have been ordered by the court to be confiscated.



     Positive feedback on the trial scheme has been received from District Councils, local stakeholders and the public, considering that the cityscape and environmental hygiene of targeted streets have been improved significantly. The FEHD and the Police has thus decided to extend the trial scheme to Eastern, Sham Shui Po and Yuen Long Districts in June.



     The spokesman said, “Some shop operators have, for the sake of convenience, illegally placed goods that are delivered to shops directly on the roadsides and even to the carriageways, thus extending their business areas illegally. This practice has not only caused illegal occupation of public places and obstruction of passageways, but also jeopardised the safety of road users. The FEHD and the Police will take stringent enforcement action in these districts and offenders will be subject to legal action. Besides, if the offender fails to remove the obstructions within the time specified by the Police, the FEHD will then remove the obstructions.”

     In response to media enquiries on vacant flats in completed public rental housing (PRH) estates of the Hong Kong Housing Authority (HA), a spokesman for the Housing Department issued the following statement today (May 30):



     The number of vacant flats in PRH estates varies daily depending on circumstances. Domestic flats are recovered from time to time in PRH estates. They will be used for allocation to meet various purposes in accordance with the annual allocation plan, such as to PRH applicants on the waiting list, for rehousing use for redevelopment projects and various types of transfer exercises, including transfer of overcrowded households. During the period from recovery to successful allocation, temporary vacancy may occur due to various reasons, for example, renovation works or refurbishment being in progress, awaiting replies from applicants under offer, pending re-allocation of refused offers to other applicants, pooling flats for transfer schemes’ allocation or being reserved for internal transfer of households on social, medical or compassionate grounds.



     The above situation is normal in the allocation process and hence the number of vacant flats varies every day. The HA will adhere to the principle of optimising public housing resources and allocate lettable rental flats to various categories of applicants as soon as possible.



     For flats that are less popular with the applicants and have been vacant for some time, the Housing Department will make use of the Express Flat Allocation Scheme (EFAS) to invite eligible applicants, who have been on the waiting list for one year or more, to select flats in accordance with their priority. EFAS is launched around the middle of each year, having regard to the housing resources available. In addition to assisting PRH applicants to move into PRH flats earlier, EFAS also helps let the less popular PRH flats to optimise the public housing resources.



     Moreover, pockets of narrow spaces are found in domestic blocks of some PRH estates completed in earlier years. Most of them have been used as storerooms and vacant bays in the estates. The Housing Department has been keeping in view the usage of these storerooms and vacant bays and exploring various ways for better utilisation of these spaces, including converting them to PRH flats or other non-domestic use, subject to the compliance with related laws and regulations, technical feasibility, environmental constraints, lease restrictions and obtaining approvals, etc.



     Through enhanced provisions of natural lighting and ventilation, the Housing Department has in recent years successfully identified suitable storerooms/vacant bays for conversion to about 130 public housing flats. Amongst them, about 110 have already had the conversion works completed, while the remaining 20 or so are expected to be completed in the second quarter of this year.

Kenny Harmon was born in Chickasha, Oklahoma, on 1-12-1950. He was raised on a 475-acre farm in Dibble, Oklahoma. He watched most sports that were on TV in the 1950s and 1960s. For most of his adult life, he worked in construction as an ironworker. Throughout his career, he worked in 27 different states.
