10 million additional jobs can be created in electronics and BPO sector in two years’ time: Shri Ashwani Vaishnaw


The Minister for Communications, Electronics & Information Technology and Railways, Shri Ashwini Vaishnaw has said that 10 million additional jobs can be created in the electronics and Business Processing (BPO) sector in the coming two years, given the strides the start-up sector is making in the country.

While inaugurating the National Level Start-up Initiative organized by the Software Technology Park of India (STPI) and Electronics and Computer Software Export Promotion Council (ESC), here today, the Minister said that the electronics sector alone could create additional jobs between 2.5 – 3 million and the BPO sector could make available 8 million jobs in the coming two years, which will be a substantial addition to the existing level of employment.

Shri Ashwini Vaishnaw referred to three megatrends that are unfolding in the country as envisioned by the Prime Minister, Shri Narendra Modi. Foremost among them is determination to emerge as the technology leader powered by the country’s talent pool, ingenuity, high level of computer literacy, and commitment to excel. “We have now an ecosystem that gives importance to merit and talent, that can power innovations and disruptions,” he said, adding that such a dispensation never existed before. There is a visible drive to proliferate frontier technologies in areas like telecom, electronics, railways, and other related areas to help India to emerge as a technology leader.

Next in importance, the Minister said, is the manufacturing segment which is witnessing the mindboggling number of innovations, particularly in the mobile telephone system where India has become a major exporter now as against a net importer a few years ago. “It’s a marvellous achievement which we are trying to emulate in other segments including railways, chemicals, power and semiconductor” he said, adding that a lot of R&D efforts are currently underway to Fasttrack technological excellence in various segments.


Diversity is another trend that is discernible now, the Minister observed. This is achieved by digitally connecting tier 2 and 3 cities so that entrepreneurship can be nurtured from these cities to widen the bandwidth of the development. Of the 64 digital hubs that have been implemented, 54 are in small cities and towns, which will have a remarkable impact on the proliferation of start-ups in the country.



Releasing a report on Start-up Ecosystem Beyond Tier 1 cities




Earlier, welcoming the delegates, the Chairman, ESC, Shri Sandeep Narula explained the rationale of the ESC-STPI start-up initiative. 13+ State Conclaves were organized covering Andhra Pradesh, Karnataka, Punjab, U.P., Rajasthan, Tamil Nadu, Telangana, Gujarat, Haryana, West Bengal, Maharashtra, New Delhi, and Odisha. After scrutiny by the Knowledge Partner – Grant Thornton (GT), around 300 Start-ups were invited to join these State Conclaves against 700+ nominations received. Now, the Jury at the national level will select 40 start-ups after a rigorous process of filtering to participate at the US exposure meeting for building industry linkages, interface with venture capitalists, etc. to be held on 10-11 January 2023.




Shri Narula underscored the need for developing an Indian model of start-ups sensitive to the country’s needs, which should not give too much focus on valuation but on sustainability leading to inclusive growth.




Shri Arvind Kumar, Director General, STPI while explaining various schemes initiated by STPI, said that presently the start-up infrastructure in the country is considerably toned up. There are facilities for funding and mentoring start-ups. The government policies also have been start-up and MSME friendly. For instance, he said, the current government has done spectrum allocation and implementation in a record time, while earlier allocations took considerably longer time.




Ms Padmaja Ruparel, Founding Partner, of IAN Fund mentioned various avenues available for funding start-ups in the country, which never existed before.




Shri Vicky Bahl, Partner, Grant Thronton described the global start-up landscape and stressed the need for India to align with it to move in the value chain.

Ministry of Information and Broadcasting Issues Guidelines for Platform Services offered by Multi-System Operators.


1.         The Cable Television Networks Rules, 1994, permit Multi-System Operators (MSOs) to transmit their own programming service, either directly to their own subscribers or through one or more Local Cable Operators. These own programming services referred to as ‘Platform Services (PS)’, which also include most ‘local-channels’, are exclusive programming services being generated at local level offered by MSOs.


2.         In accordance to the Rule 6(6) of the Cable Television Networks Rules, 1994; this Ministry on 30.11.2022 has issued the guidelines in respect of ‘Platform Services’ provided by MSOs in India. These Guidelines provide the definition for the ‘platform services’ and lay down the norms for the MSOs in running the platform services which inter-alia include:


  • Simple online registration process for PS channels by MSOs at nominal fees of Rs 1,000 per PS channel. The online registration portal for this purpose is under preparation and shall be notified shortly.
  • Only entities registered as Companies are allowed to provide local news and current affairs. MSOs not registered as “company” and desirous of providing local news and current affairs are mandatorily required to apply within 3 months with Ministry of Corporate Affairs for conversion into “company”.
  • Total number of permitted PS channels per operator is to be capped at 5% of the total channel carriage capacity.
  • To cater to the need of the local language and culture of the subscribers, this cap on PS channels shall be computed at the level of State/Union Territory. Also, additionally, 2 PS channels shall be permitted at the level of each District to cater to the need of local content at the District level.
  • All PS channels to carry a caption as ‘Platform Services’ to distinguish them from the registered TV channels.
  • The Content of the PS to be exclusive to the platform and is not to be shared directly or indirectly with any other Distribution Platform Operator. However, sharing of live feeds from the religious places like Temples, Gurudwaras etc. shall be permitted. 
  • All PS channels to be placed together under genre ‘Platform Services’ in the Electronic Programme Guide (EPG) along with their Maximum Retail Price and option for activation / de-activation of PS as per the applicable orders / directions / regulation(s) of TRAI.
  • MSOs offering PS, to retain, recording of all PS channel programs for a period of 90 days.
  • Any content related complaint shall be examined by the Authorised Officer prescribed under the CTN Act, 1995, and the State/ District Monitoring Committee.
  • MSOs have been granted a period of 12 months to comply with the guidelines issued on 30th November, 2022.


3.         Cable Operators are granted registration for the distribution of Registered TV Channels. The above guidelines have been issued to ensure that network capacity of Cable Operators is utilised primarily for the same. Also, sufficient provisions have been made in the guidelines for MSOs to cater to the demand of local contents by their subscribers. Further, these guidelines mandate the adherence to Programme Code and Advertisement Code in respect to content on PS channels, keeping of recording for 90 days etc. and shall help in combating the menace of Piracy.

Sumangalam Panchmahabhoot Conference Series VAYU- The vital life force to be held in Bhubaneswar


To celebrate the spirit of Azadi Ka Amrit Mahotsav in the 75th year of Independence and channel dialogue on need for clean air in the country, a conference titled ‘Vayu – The vital life force’ is being organized at Siksha O Anusandhan University, Bhubaneswar, Odisha from December 02 – 04, 2022. This Conference is focused on varied air quality issues ranging from scientific discussions on climate change and pollution control to enriching our understanding on air quality from ancient scriptures and texts.


His Excellency Prof. Ganeshi Lal, the Governor of Odisha; Shri Bhupender Yadav, Union Minister of Environment, Forest and Climate Change; Shri Dharmendra Pradhan, Union Minister of Education and Skill Development and Entrepreneurship; Shri Ashwini Kumar Choubey, Union Minister of State for Environment, Forest and Climate Change; Shri Bhartruhari Mahtab, Member of Parliament, Cuttack; Smt Aprajita Sarangi, Member of Parliament, Bhubaneswar and distinguished dignitaries from all around the country will be gracing the event.


According to the concept of Panchmahaboot everything in nature is made up of five elements Earth, Water, Fire, Air, and Space. The imbalance or threat to any of these elements threatens the wellbeing of humanity. Thus, the clean air is vital to sustain life force and good health. The aim of the Vayu conference is to build upon the multidimensional efforts taken by Governments to achieve our air quality targets as set in National Clean Air Program by uniting all the important stakeholders.


To celebrate the achievements of our cities in their efforts to achieve clean air targets, ‘National Clean Air City’ award based on Swachh Vayu Sarvekshan will be given to best performing nine cities for meeting air quality targets and implementation of corrective, preventive and mitigation actions. Total cash prize of about Rs. 05 Crores will be awarded to these cities to motivate them to take further concrete action towards clean air goals.


To constructively engage the youth of the country and give them a platform to present their innovative ideas to solve air quality challenges, an engaging youth session has been organized on December 02, 2022, wherein students will be involved in scholar sessions on atmospheric science, climate change, human health, heritage studies, agriculture issues and mitigation measures. An exhibition to raise public awareness on air quality, natural alternatives and showcasing heritage of Odisha will also be held.


The conference will be attended by more than 500 participants comprising experts, students, academicians, State Pollution Control Boards, Pollution Control Committees, Municipal Commissioners, State Environment Secretaries, scientists, and engineers. It will be a mega participatory event to nurture Jan Bhagidari in the ongoing celebrations under Azadi ka Amrit Mahotsav.
