     The Secretary for Security, Mr Tang Ping-keung, will leave Hong Kong tomorrow (April 24) for a four-day visit to Beijing, Guangzhou and Shenzhen.
      
     While in Beijing, Mr Tang will call on the Commission for Political and Legal Affairs of the CPC Central Committee, the Hong Kong and Macao Affairs Office of the State Council, the Ministry of Public Security, the Ministry of Transport, the Ministry of Emergency Management, the Ministry of Justice and the General Administration of Customs. He will depart for Guangzhou on April 26 evening and call on the Guangdong Provincial Public Security Department and the Shenzhen Municipal Public Security Bureau the next day. He will return to Hong Kong by land transport on April 27 evening.
      
     The heads of the Hong Kong Police Force, the Immigration Department, the Customs and Excise Department, the Correctional Services Department, the Fire Services Department and the Government Flying Service will join the visit.
      
     During Mr Tang’s absence, the Under Secretary for Security, Mr Michael Cheuk, will be the Acting Secretary for Security.

     The Deputy Secretary for Justice, Mr Cheung Kwok-kwan, will visit Guangzhou and Shenzhen tomorrow (April 19) to further implement and take forward the work of the working group for Guangdong-Hong Kong co-operation on legal and dispute resolution services and the working group on Hong Kong-Shenzhen legal co-operation. This is his first visit to the Mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) since taking office.

     Mr Cheung will call on the Department of Justice of Guangdong Province, the Shenzhen Municipal People’s Government, and the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality. While in Shenzhen, he will also renew with the Shenzhen Municipal People’s Government the Co-operative Arrangement on Legal Matters between the Shenzhen Municipal People’s Government and the Department of Justice of the Hong Kong Special Administrative Region Government.

     Mr Cheung will return to Hong Kong in the evening on the same day.

     The Secretary for Education, Dr Choi Yuk-lin, will depart on Wednesday (March 8) for Dongguan, Guangzhou and Shenzhen to learn about their education development and the study life of Hong Kong students on the Mainland. She will lead a delegation to inspect the arrangements for Mainland study tours of the senior secondary subject of Citizenship and Social Development (CS) from March 9 to 10.
 
     During the visit, Dr Choi will meet representatives from the Department of Education of Guangdong Province and students studying in Mainland higher education institutions. She will also visit schools for Hong Kong children and the Hong Kong University of Science and Technology (Guangzhou). In addition, she will lead a delegation to visit the destinations of CS study tours in Guangzhou and Shenzhen to prepare for the CS Mainland study tours to be launched next month.
 
     Members of the delegation include the Permanent Secretary for Education, Ms Michelle Li, Deputy Secretary for Education, Ms Teresa Chan, and more than 20 representatives from the education sector.
 
​     Dr Choi will return to Hong Kong on the evening of March 10. During her absence, the Under Secretary for Education, Mr Sze Chun-fai, will be the Acting Secretary for Education.

     The Chief Secretary for Administration, Mr Chan Kwok-ki, will depart for Guangzhou in the evening tomorrow (February 19) for attending a conference on high-quality development of talent services in the Guangdong-Hong Kong-Macao Greater Bay Area, jointly organised by the governments of Guangdong, Hong Kong and Macao, on February 20.
      
     The Secretary for Labour and Welfare, Mr Chris Sun, will accompany Mr Chan to Guangzhou.
      
     Both officials will return to Hong Kong on February 20. 
      
     During Mr Chan’s absence, the Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, will be the Acting Chief Secretary for Administration. During Mr Sun’s absence, the Under Secretary for Labour and Welfare, Mr Ho Kai-ming, will be the Acting Secretary for Labour and Welfare.

     The Chief Executive, Mrs Carrie Lam, attended the opening ceremony of the 130th China Import and Export Fair and the Pearl River International Trade Forum in Guangzhou and met with the leaders of the city today (October 14). 

     In the morning, Mrs Lam met with the Secretary of the CPC Guangzhou Municipal Committee, Mr Zhang Shuofu, the Mayor of the Guangzhou Municipal Government, Mr Wen Guohui and other officials of the Guangzhou Municipal Government. She introduced to them the 2021 Policy Address delivered last week, in particular the chapter on Hong Kong’s integration into the national development, which expressly stated that Hong Kong would leverage the Central Government’s policies in support of the Hong Kong Special Administrative Region (HKSAR) and give full play to its unique strengths to bring continuous impetus to the economy. Noting that Guangzhou and Hong Kong have respective strengths in such areas as finance and technology, and are core cities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), she said that the two cities can strengthen co-operation to complement each other. Mrs Lam pointed out that Hong Kong’s higher institutions possess strong capabilities in basic scientific research and that seven universities have already, or are planning to, set up a presence in Mainland GBA cities, including the Hong Kong University of Science and Technology (Guangzhou) in Nansha, Guangzhou. She thanked the Guangzhou Municipal Government for its support for the project and said she is pleased that the school campus could be commissioned as soon as September next year. Mrs Lam noted that the Hong Kong Science and Technology Parks Corporation and the Hong Kong University of Science and Technology signed a co-operation agreement in August this year for a plan to establish an incubation base in Nansha, Guangzhou, and she expressed the hope that the Guangzhou Municipal Government would support the project to enhance collaboration between the two places to nurture more innovation and technology enterprises in the GBA. In the area of finance, Mrs Lam stated in the 2021 Policy Address the support of the HKSAR Government for co-operation between the Hong Kong Exchanges and Clearing Limited and the Guangzhou Futures Exchange in financial product development related to the area of carbon emission trading. The Financial Secretary, Mr Paul Chan; the Secretary for Commerce and Economic Development, Mr Edward Yau; the Director of the Chief Executive’s Office, Mr Chan Kwok-ki; and the Commissioner for the Development of the GBA, Mr Tommy Yuen, also attended the meeting. At noon today, Standing Committee Member of the CPC Guangdong Provincial Committee Ms Zhang Yizhen hosted a lunch for Mrs Lam and the officials.

     In the afternoon, Mrs Lam attended the opening ceremony of the 130th session of the China Import and Export Fair and the Pearl River International Trade Forum. She listened to the keynote speech of Premier Li Keqiang and toured the fair. The China Import and Export Fair is co-hosted by the Ministry of Commerce and the People’s Government of Guangdong Province, and is organised by the China Foreign Trade Centre every spring and autumn in Guangzhou. The Fair is a comprehensive international trading event with the longest history, the largest scale, the most complete exhibit variety and the largest buyer attendance in China.

     After her arrival in Guangzhou, Mrs Lam noted that the meeting with the Shenzhen leaders in Shenzhen originally scheduled for today afternoon had to be cancelled. The governments of the two places will fix another date for the meeting. Apart from Mr Paul Chan who will continue to stay in Guangzhou to attend the relevant forum tomorrow, Mrs Lam and the other officials concluded the visit to Guangzhou and returned to Hong Kong in the afternoon.
