2023 District Council Election Forum

The Forum will be broadcast on RTHK TV Channel 31 for seven consecutive days starting from December 1 to December 7. The radio version will be broadcast concurrently on RTHK Radio 2 (FM94.8). The broadcasting time at TV channel will be at 9.30pm, Friday to Monday; and at 6.30pm and 9.30pm Tuesday to Thursday. The radio version will be broadcast from 9pm to 12 midnight, Monday to Friday; and from 8pm to 12 midnight on Saturday and Sunday.
The Forum consists of two sessions, that is, the session on District Council geographical constituencies (DCGCs) and the session on District Committees constituencies (DCCs). For the session introducing 171 candidates from the 44 DCGCs will be broadcast from December 1 to December 4 at night; while the DCCs’ session, 228 candidates from 18 districts will be broadcast from December 5 to December 7 at night. During the Forum, each candidate will introduce his/her election platform and respond to one random question on relevant local issue. Public members may get detailed information and review the Forum by browsing the dedicated District Council Election website (app7.rthk.hk/special/dcelection2023) (Chinese version only) .
Additionally, RTHK has also produced eight episodes of TV programme, “Get a comprehensive view of the DC election” and 10 episodes of radio programme “Know more about the DC election” to explain to the members of public about the background and relevant information of the 2023 District Council Ordinary Election, in a simple and concise manner. All details about these programmes and other District Council election-related matters can also be found on the RTHK’s dedicated District Council Election website.
“This District Council election is the first large-scale territory-wide election being held after improving the district governance system and reforming the District Councils (DCs), and is of utmost significance to the good governance and the long-term stability of the HKSAR, the well-being of every citizen, and the harmony and stability of the community. By organising a number of election forums, the Government aims at providing each candidate with equal opportunities and channel to present to members of the public their election platform and views on relevant local issue. At the same time, it may enable general public to understand that improvements to the district governance system and reforms to the DCs are highly relevant to the public’s livelihood and important to improving governance at the district level, and also encourages them to actively participate in this District Council election for building a better community,” a Government’s spokesman said.

Hong Kong – 2023 District Council Election Forum
To enable voters to have thorough understanding of the background, election platform, competency of the district council candidates as well as their views and recommendations for district matters so that voters can vote for the best and the most suitable district council member to represent their requests, the Radio Television Hong Kong (RTHK) has been producing 2023 District Council Election Forum (the Forum) for broadcast starting from December 1.Hong Kong – 2023 District Council Ordinary Election – registration arrangements for voting at Near Boundary Polling Stations begin tomorrow
The 2023 District Council Ordinary Election will be held on December 10. To facilitate the electors living in the Mainland or those who need to travel to and from the Mainland on the polling day to cast their votes, the Registration and Electoral Office (REO) will set up four Near Boundary Polling Stations (NBPSs) at two schools near Sheung Shui MTR Station (namely Hong Kong Taoist Association Tang Hin Memorial Secondary School and Tung Wah Group of Hospitals Kap Yan Directors’ College). Electors of the 44 District Council geographical constituencies (DCGCs) can register to vote at the NBPSs through the online registration system (www.reo-form.gov.hk/nbps.htm) starting from 9am tomorrow (November 20) until 6pm on December 5. Late registrations will not be processed.
A spokesman for the REO said today (November 19), “The arrangement is only applicable to DCGC electors. District Committees constituency (DCC) electors must cast their votes at the 18 DCC polling stations across the territory. DCC electors in the Mainland should plan their return trips to Hong Kong as early as possible so that they can cast their votes on the polling day.”
When registering, electors are required to provide their names in both Chinese and English, Hong Kong identity card (HKID) number, email address and contact telephone number which can receive SMS in Hong Kong or the Mainland. Electors are also required to choose to vote at a specified timeslot to complete the registration.
After submitting the registration application, the REO will send a notification of registration result to the electors concerned via SMS and email instantly to confirm whether they have successfully registered to vote at NBPSs. Only upon receipt of the notification of registration result confirming their successful registration, electors can cast their votes at the relevant polling stations. In case the phone number or/and email address provided by the electors during registration is/are different from the electors’ particulars maintained by the REO, the REO will also inform them of their successful registration to vote at the NBPSs via the phone number or/and email address kept in the REO’s records to prevent fraudulent registration.
In case registrants have to change their itineraries on the polling day, they can simply cancel the registration and change back to their originally allocated polling stations for casting their votes through the online registration system during the registration period. However, if the registration period has already expired when the change of itinerary is made, the electors concerned may contact the REO at 2891 1001 to make appropriate arrangements.
On the polling day, registered electors are required to bring the original copy of their HKID cards to vote at the allocated NBPSs at the specified timeslot. DCGC electors of Hong Kong Island and Kowloon need to vote at Hong Kong Taoist Association Tang Hin Memorial Secondary School while DCGC electors of the New Territories need to vote at Tung Wah Group of Hospitals Kap Yan Directors’ College. Electors may choose to walk for five to six minutes from Sheung Shui MTR Station to the NBPSs. The REO will also arrange shuttle bus to carry electors to and from Sheung Shui MTR Station and the NBPSs. The spokesman said, “To ensure the smooth and orderly implementation of the arrangement, a preregistration system is adopted with a quota limit. The maximum number of the registration quota for the NBPSs is 38 000 which will be allocated on a first-come, first-served basis.”
If a registrant would like to ascertain whether he/she is a registered elector, he/she may log in to the Online Voter Information Enquiry System (www.vr.gov.hk) or call the election hotline (2891 1001) for checking. Miss Kathy Ma will assume the post of District Officer (Sai Kung) tomorrow (October 16), succeeding Mr Frank Tsang.
Miss Ma joined the Administrative Service in 2009. She has served in various bureaux and departments, including the Home Affairs Department; the then Transport and Housing Bureau; and the University Grants Committee Secretariat.
She was the Assistant Secretary at the Security Bureau before taking up the new post of District Officer (Sai Kung).
