Extraction of Groundwater


Ground Water Resource Assessment 2020 conducted by the Central Ground Water Board (CGWB) in collaboration with States/UTs indicates that total groundwater extraction for domestic and industrial purposes accounts around 11% of total extraction (for all uses) in the country.


Groundwater users are not required to register with local authorities. Further, as per regulation guidelines dated 24 Sep 2022 (notified by the Department) individual consumers in both rural and urban areas are exempted from seeking No Objection Certificate (NOC) from appropriate authority for extraction of groundwater for drinking and domestic uses. However, residential apartments and group housing societies located in urban areas are required to obtain NOC from Central Ground Water authority (CGWA) or the State regulating authorities.


The primary aim of the guidelines is to only allow drilling of wells based on the dynamic ground water situation of the area, availability of alternate water sources, efficient utilization of water resources, restricting extraction in water stressed areas, future impact of groundwater extraction etc. Further, the guidelines supplement other initiatives to reduce over dependence on groundwater. The provisions of the guidelines and its implementation will help in better regulation of groundwater extraction and promote more sustainable management of groundwater resources.

Construction of Toilets under SBM


Swachh Bharat Mission (Grameen) was launched on 2nd October, 2014 with the goal to make the rural areas of the country Open Defecation Free (ODF) by 2nd October, 2019, the 150th birth anniversary of Mahatma Gandhi, by providing access to toilets to all the rural households.  As it is a demand driven scheme, specific year-wise targets of construction of Individual Household Latrines (IHHLs) could not be set. More than 10 crore Individual Household Latrines (IHHLs) were constructed under the programme and, as a result, all the villages had declared themselves ODF by 2nd October, 2019.  The States/UTs were however advised to ensure that any left out household was also covered under the programme to construct IHHL by entering details of such households in the online Integrated Management Information System (IMIS) of SBM (G). 


Having achieved the outcome of the ODF, Government has now been implementing Phase II of SBM (G) during the period from 2020-21 to 2024-25 with the focus to sustain the ODF status and to cover all the villages with solid and liquid waste management by 2024-25, i.e. to convert the villages from ODF to ODF Plus.  In order to ensure that no one is left behind in having access to toilets, provision for incentive support for construction of IHHLs for new emerging households has been continued under SBM (G) Phase-II.

Purification of Rural Sewage Water


Sewerage system does not exist in rural areas of the country.  Under Swachh Bharat Mission (Grameen), for disposal of human excreta, use of safe and eco-friendly onsite sanitation technologies such as twin leach pit toilets is encouraged for most parts of the country.  Under this technology, human faeces automatically become manure in 1-2 years.  In case of septic tank and single leach pit toilets, it is advised to retrofit them by converting the single pits to twin pits and connecting septic tank with soak pits.  For treatment of faecal sludge from the septic tanks and single pit toilets, SBM (G) guideline provide for mechanical emptying of the pits and transportation of faecal sludge to nearby Sewage Treatment Plant (STP) / Faecal Sludge Treatment Plant (FSTP) in urban/rural area.  Funding provision at the rate of Rs.230 per capita is available under SBM (G) for setting up of FSTP in rural areas.

     In response to media enquiries about the three short-term measures to protect the safety of performers, staff members and audiences, a spokesman for the Leisure and Cultural Services Department (LCSD) stressed today (August 2) that these are stopgap measures which would only be applicable to performing venues under the LCSD.



     The spokesman added that the LCSD had contacted major hirers who have booked its venues before the end of September before the announcement of the measures to explain these short-term measures. In fact, most of the performances under the LCSD’s performing venues in these two months will not be affected. On the allegation that the use of moving light, mirror ball and projectors at the venues will not meet the new requirements, the spokesman said that this is a misunderstanding and these kinds of installations can continue to be used. The so-called “brought-in mechanical devices” refer to facilities that are not provided by the venues and those are more complicated installations which require the approval of registered professionals. Ordinary mechanical devices will not fall within this scope and do not require checks by competent persons.



     On the requirement on hirers to conduct daily inspection of the mechanical devices by a competent person whom LCSD agrees to assure safe working, the spokesman explained that competent persons refer to those trained with actual experience commissioned by the hirers with the consent of the LCSD. Most of the arts groups can arrange qualified stage working staff and registered professional engineers are not required.
