HAD meets representatives from Hong Kong Federation of Trade Unions on Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in Property Management Sector (with photo)

The Home Affairs Department (HAD) and the Property Management Services Authority (PMSA) met with Legislative Council member Hon Dennis Leung Tsz-wing and representatives from the Hong Kong Federation of Trade Unions (HKFTU) and its member unions today (June 22) to exchange views on the Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in the Property Management Sector (ASPM) under the Anti-epidemic Fund and matters relating to applications and its implementation.
At the meeting, HAD representatives thanked the HKFTU for its concern on and support to the ASPM, and expressed that the HAD had been keeping in view the needs of the trade and introduced various enhancement measures to facilitate submission of applications by frontline cleansing and security workers employed by eligible building blocks or premises located therein. Following earlier contacts with the HKFTU, the HAD invited the PMSA to look into the cases received by the HKFTU in which certain frontline property management (PM) workers encountered difficulties when applying for subsidies and provide mediation to these cases. The PMSA mentioned during the meeting that upon mediation with the eligible applicant organisations, nearly 90 per cent of eligible cases had been successfully resolved, including logistics centres/warehouses, telephone exchange buildings, factories located within industrial estates and premises within eligible building blocks such as department stores, banks and retail stores. As for cases involving other support schemes for cleansing and security workers launched by other bureaux and departments (B/Ds), the HAD had also helped make referrals to respective B/Ds for their follow-up. The HAD thanked the HKFTU for providing information on those cases, enabling more frontline PM workers to benefit.
As at June 22, the PMSA has received over 18 000 applications under the ASPM, which will benefit over 187 000 frontline PM workers, of which over 5 200 applications have been approved, involving over $1 billion, benefiting over 19 000 buildings and over 100 000 workers.
The application deadline of the ASPM is June 30. The HAD appealed strongly again to eligible applicant organisations to uphold corporate social responsibility and civic responsibility, following an inclusive and fair principle, and submit applications for all frontline PM workers serving eligible building blocks (including premises therein) to the PMSA promptly, so as to give recognition to their committed efforts during the pandemic.

Hong Kong – SFH meets nursing profession sector to review effectiveness of Voluntary Scheme on Advanced and Specialised Nursing Practice (with photos)
The Secretary for Food and Health, Professor Sophia Chan, met with representatives of the Nursing Council of Hong Kong (NCHK), nursing schools of universities and nursing professional organisations today (June 21) to review the progress and effectiveness of the Voluntary Scheme on Advanced and Specialised Nursing Practice (the Scheme).
The NCHK launched the Scheme on January 27 last year, with a view to enhancing the professional competence of nurses in Hong Kong, and laying the foundation for setting up a statutory registration system for advanced practice nurses (APNs) in the long run. In the light of the higher responsibilities and competencies of APNs as compared with registered nurses (RNs) at the entry level, the NCHK has specifically drawn up a set of common core competencies for APNs to differentiate the respective professional levels of an RN and an APN. In addition, the Hong Kong Academy of Nursing and its colleges have formulated the relevant core competencies for APNs of the 16 specialties in accordance with the Scheme.
Currently, the NCHK accepts applications for recognition as APNs in all 16 specialties. To date, over 3 500 applications have been received, of which around 2 600 have been approved.
Professor Chan said, “Development of specialty nursing is a global trend. I am deeply encouraged and pleased to see that the Voluntary Scheme on Advanced and Specialised Nursing Practice has progressed well thus far. I would like to express my sincere gratitude to the NCHK and all the practitioners in the nursing sector who assisted in taking forward the Scheme. I appeal to all nursing practitioners to continue their active participation in the Scheme, so as to sustain the advancement in professional competence and capability of the nursing profession, thereby providing better nursing services to the public. Successful implementation of the Scheme can be followed by setting up a statutory registration system in the next stage.”
At the meeting, Professor Chan also mentioned that, as stated in the 2021 Policy Address, the Government will legislate to make continuing professional education and/or continuing professional development a mandatory requirement in order to ensure the professional competence of local healthcare personnel (including nurses). Furthermore, the Government will continue to pursue a multi-pronged approach to enhance healthcare manpower, including increasing local healthcare training places and admitting qualified non-locally trained healthcare professionals, with a view to alleviating the healthcare manpower shortage in Hong Kong as well as supporting the development of various healthcare services.
With the Government’s extensive efforts in developing and establishing the primary healthcare system, Professor Chan also elaborated and requested the NCHK, academic institutions and organisations to add primary healthcare elements to their undergraduate and specialist training programmes. The care co-ordination role of nurses in District Health Centres should be strengthened, so as to further alleviate the pressure on the public healthcare system and enhance the health of the public.

At the meeting, HAD representatives thanked HKFLU for its support to the ASPM, and expressed that HAD had been keeping in view the needs of the trade and introduced various enhancement measures to facilitate submission of applications by frontline cleansing and security workers employed by eligible building blocks or premises located therein. The HAD also proactively approached HKFLU to understand the difficulties encountered by certain frontline property management (PM) workers in applying for subsidies as revealed in its survey conducted earlier, and referred the relevant cases to the PMSA to mediate. The PMSA mentioned during the meeting that upon mediation with the eligible applicant organisations, a number of cases had been successfully resolved, including premises within eligible building blocks such as supermarkets, banks, retail stores and clinics. The HAD thanked HKFLU for providing information on those cases, enabling more frontline PM workers to benefit.
As at June 7, the PMSA has received over 17 000 applications under the ASPM, which will benefit over 180 000 frontline PM workers, of which over 3 400 applications have been approved, involving over $750 million, benefiting over 14 800 buildings and over 80 000 workers.
The application deadline of the ASPM is June 30. The HAD appealed strongly again to eligible applicant organisations to uphold corporate social responsibility and civic responsibility, following an inclusive and fair principle, and submit applications for all frontline PM workers serving eligible building blocks (including premises therein) to the PMSA promptly, so as to give recognition to their committed efforts during the pandemic.

Hong Kong – CE-elect meets with Legislative Council Members in batches
The Chief Executive-elect, Mr John Lee, met with Legislative Council (the LegCo) Members in batches today (May 16) to gauge their views on the new-term Government and facilitate mutual communication and understanding. He met with legislators from the Business and Professionals Alliance for Hong Kong, G19 and the Democratic Alliance for the Betterment and Progress of Hong Kong today.
Mr Lee said he would lead the new-term Government to enhance communication with LegCo Members, especially taking heed of their views on policy formulation and introduction of bills through multiple channels. He looked forward to positive exchanges and interactions with the LegCo.
He thanked the LegCo House Committee for approving the setting up of a subcommittee to study the proposed re-organisation of the government structure on May 13, adding that it would help the LegCo’s deliberation and scrutiny of the proposal.
Mr Lee will continue to meet with other LegCo Members in batches.
