President of LegCo expresses sorrow over passing of Sir Yang Ti-liang

     The President of the Legislative Council (LegCo), Mr Andrew Leung Kwan-yuen, is deeply saddened over the passing of former Chief Justice, Sir Yang Ti-liang.
 
     Mr Leung said that Sir Ti-liang was a leader highly respected by the judicial and the Hong Kong community. During his tenure as the Chief Justice and his membership of the Law Reform Commission of Hong Kong, Sir Ti-liang made significant contributions to the development of Hong Kong’s Common Law system. Since the establishment of the Hong Kong Special Administrative Region, his active participation in community affairs, in the development of Hong Kong’s tertiary education and charitable affairs in particular, was evident in his appointments to numerous public service roles by the Government.
 
     On behalf of all LegCo Members, Mr Leung extended his deepest condolences to Sir Ti-liang’s family.

     The Legislative Council Panel on Security visited the Flight Simulator Training Centre of the Government Flying Service (GFS) and the Base of the Customs Canine Force today (May 9) to enhance Members’ understanding on the work of the two disciplined services.
 
     Members first visited the Flight Simulator Training Centre in the Headquarters of GFS in Chek Lap Kok and received a briefing on the helicopter flight simulator (the Simulator) to gain a better understanding on how it helps GFS to conduct pilot training that meets international civil aviation standards and its operational needs.  
 
Accompanied by the Controller of GFS, Captain West Wu, Members observed a demonstration of the Simulator and experienced firsthand the high-fidelity helicopter flying conditions. Meanwhile, Members visited other facilities at the GFS Headquarters, such as the Hangar and the Virtual Reality Aircrew Training System.
 
     Members then went to the Base of the Customs Canine Force at the Hong Kong-Zhuhai-Macao Bridge and toured the Base’s facilities, including the puppy activity room, breeding room and detector dog kennel. Accompanied by the Deputy Commissioner of Customs and Excise (Control and Enforcement), Mr Chan Tsz-tat, Members also understood how the smart collar developed by the Customs and Excise Department can help dog handlers monitor the body conditions of the detector dogs, such as their heart rates when they detect drugs, etc, and observed a demonstration of detector dogs detecting smuggled tobacco products.
 
     Members who joined the visit were the Deputy Chairman of the Panel, Ms Carmen Kan and Panel members, Mr Paul Tse, Ms Elizabeth Quat, Dr Chow Man-kong and Ms Joephy Chan; as well as a non-Panel member, Mr Chan Siu-hung.

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (February 15) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on making Chinese History a compulsory subject at senior secondary level. The motion, moved by Prof Lau Chi-pang, is set out in Appendix 1. Revd Canon Peter Douglas Koon will move an amendment to Prof Lau’s motion.

     Dr Ngan Man-yu will move a motion on improving the policies on foreign domestic helpers. The motion is set out in Appendix 2. Mr Lee Chun-keung and Ms Judy Chan will move separate amendments to Dr Ngan’s motion.

     Meanwhile, Mr Ma Fung-kwok will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Minimum Wage Ordinance (Amendment of Schedule 3) Notice 2023 and the Employment Ordinance (Amendment of Ninth Schedule) Notice 2023, laid on the table of the Council on 18 January 2023, to the meeting of 15 March 2023.

     During the meeting, Mr Shiu Ka-fai, the Chairman of the Public Accounts Committee, will present the “Report of the Public Accounts Committee on Report No. 78 of the Director of Audit on the Results of Value for Money Audits” and “Report of the Public Accounts Committee on the Reports of the Director of Audit on the Accounts of the Government of the Hong Kong Special Administrative Region for the year ended 31 March 2022 and the Results of Value for Money Audits (Report No. 79)” and address the Council.

     Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.

The following is issued on behalf of the Legislative Council Secretariat:

     Legislative Council Members conducted a site visit to two hostels that provide temporary accommodation to homeless people today (February 6) to learn about the support services offered to them.

     Members first visited the Friend Home in Tai Kok Tsui and received a briefing by representatives of the operator on the overview of the hostel’s operation and its design in protecting the privacy of residents, so as to understand the hostel’s temporary accommodation service provided for homeless people.

     Members then went to the Caritas Hostel in Hung Hom, where representatives of the operator briefed Members on the design features of the hostel as well as its short-term accommodation service for men in urgent need. During the visit, Members exchanged views with representatives of the Social Welfare Department on ways to provide better support services to homeless people.

     Members who participated in the visit were Mr Dennis Leung (convenor), Ms Elizabeth Quat, Ms Doreen Kong and Mr Tang Ka-piu.

     The Legislative Council (LegCo) will hold a meeting on Wednesday (February 8) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on “Modernising the Government’s governance”. The motion, moved by Ms Yung Hoi-yan, is set out in Appendix 1. Mr Luk Chung-hung and Dr Johnny Ng will move separate amendments to Ms Yung’s motion.

     Ms Lillian Kwok will also move a motion on “Improving the mental and psychological health of the public and promoting the development of Hong Kong’s counselling profession”. The motion is set out in Appendix 2. Mr Chan Pui-leung and Dr David Lam will move separate amendments to Ms Kwok’s motion.

     Meanwhile, Mr Tommy Cheung will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Medical Registration Ordinance (Amendment of Schedule 1A) (No. 3) Notice 2022, laid on the table of the Council on January 11, to the first LegCo sitting held not earlier than the twenty-first day after February 8.

     Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
