     At the invitation of the Government, the Legislative Council (LegCo) Public Works Subcommittee conducted a site visit to the cavern construction site and community liaison centre of “PWP Item No. 399DS – Relocation of Sha Tin Sewage Treatment Works to caverns” project today (August 29) to learn about the scope, progress and the application of innovative technologies in the project.

     Members first visited the community liaison centre and received a briefing from representatives of the Development Bureau and the Drainage Services Department on the scope and progress of the project. Members learnt that the relocation of Sha Tin Sewage Works to caverns can greatly improve the environment of the existing site and its surroundings. It can also release 28 hectares of land mainly for innovation and technology development.
 
     Members then visited the cavern construction site and inspected the Drilling Jumbo, HoloLens and Blasting Supervision System, etc, Members learnt that the project had adopted various innovative technologies which can reduce the construction cost, speed up the construction progress, improve quality control and enhance construction site safety.

     A total of 12 members and non-members of the Public Works Subcommittee joined the visit.

     The delegation of the Legislative Council (LegCo) Panel on Home Affairs, Culture and Sports concluded its duty visit to Hangzhou and Dongyang today (August 3) and returned to Hong Kong in the evening.
 
     On the last day of visit, the delegation visited the New Yuanmingyuan in Hengdian World Studios in Dongyang to learn about the cultural attraction that blends Chinese and Western cultures and architecture. The New Yuanmingyuan was built at a 1:1 scale to replicate the Old Summer Palace in Beijing, and is divided into Spring, Summer, Autumn and Winter Parks, as well as other attractions.
 
     In summing up the four-day duty visit, the delegation leader Mr Vincent Cheng described the visit as fruitful and inspiring. “Through visiting Hangzhou’s and Dongyang’s sports and cultural infrastructure, as well as exchanging views with the officials of the provincial and municipal governments, members have gained valuable insights from their experience in hosting major sports events and promoting the development of the sports and cultural industries. This will facilitate our discussion with the Government on the strategies for promoting sports in the community, developing elite athletes and making Hong Kong a venue for major international sports events. This also helps promote Hong Kong as an East-meets-West centre for international cultural exchange,” Mr Cheng said.
 
     Mr Cheng expressed his heartfelt gratitude to the arrangements made by various departments of the governments of Zhejiang Province, Hangzhou City and Dongyang City, making the duty visit a huge success.
 
     The delegation, consisting of 16 LegCo Members, visited Hangzhou and Dongyang from July 31 to August 3. The delegation was led by the Chairman of the LegCo Panel on Home Affairs, Culture and Sports cum leader Mr Vincent Cheng, Deputy Chairman of the Panel cum deputy leader Ms Joephy Chan and Panel member cum deputy leader Mr Kenneth Fok. The Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, also participated in part of the duty visit.

     The Legislative Council (LegCo) Panel on Home Affairs, Culture and Sports will depart for Hangzhou tomorrow (July 31) to conduct a four-day duty visit from July 31 to August 3.

     The objectives of the visit are for Members to visit the two major venues of the 19th Asian Games Hangzhou, to understand Hangzhou’s policies and measures for industrialisation of sports and sports in the community, as well as to gain first-hand experience in promoting sports to all in Hangzhou. Members will also make use of this opportunity to understand Hangzhou’s recent development, the related policies and achievements of the cultural industry. During the visit, Members will exchange views with representatives of the provincial and municipal governments.

     The delegation will visit the following places and organisations:
 

  • Hangzhou Municipal Bureau of Culture, Radio, TV and Tourism
  • Hangzhou Grand Theatre
  • Hangzhou Sports Bureau
  • Huanglong Sports Centre
  • 19th Asian Games Hangzhou 2022 Organising Committee

  • Dongyang Luzhai Scenic Area
  • Hengdian World Studios

     The delegation is led by the Chairman of Panel on Home Affairs, Culture and Sports, Mr Vincent Cheng. Deputy delegation leaders are the Deputy Chairman of the Panel, Ms Joephy Chan, and Panel member, Mr Kenneth Fok. Other participating Panel members include Mr Ma Fung-kwok, Mr Luk Chung-hung, Dr Johnny Ng, Mr Kenneth Leung, Mr Rock Chen, Ms Chan Hoi-yan, Mr Benson Luk and Professor Lau Chi-pang; as well as non-Panel members Mr Paul Tse, Dr Lo Wai-kwok, Mr Duncan Chiu, Ms Judy Chan and Ms Lillian Kwok.

     At the invitation of the Panel, the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, will join part of the duty visit.

     The delegation of the Legislative Council (LegCo) led by the President of LegCo, Mr Andrew Leung, continued its study visit in Fujian Province and visited Xiamen today (July 18).

     In the morning, the delegation visited the Xiamen campus of Huaqiao University, where they first listened to an introduction of the school’s development by students studying in the university. The delegation also learnt about the university’s vision in nurturing talents and toured the campus’s facilities. Members noted that Huaqiao University adheres to the education policy of “facing overseas, facing Hong Kong, Macao and Taiwan”, and it is one of the Mainland universities with the highest number of Hong Kong students. Currently, Huaqiao University has over 7,600 students from overseas countries as well as from Hong Kong, Macao and Taiwan, among these students more than 2,900 are from Hong Kong. The delegation also talked to a number of university students from Hong Kong to understand their learning situation and lives there.

     In the afternoon, the delegation visited Gulangyu Island to learn about the unique architecture on the island that combines both Chinese and foreign features, as well as efforts by local authorities to promote local history, culture and the development of tourism industry. Members learnt that Gulangyu Island was listed as a UNESCO World Heritage Site in 2017 and is rated as a national 5A tourist attraction, which is the result of the city’s heritage conservation efforts.

     Hong Kong is the largest source of external direct investment in Fujian province. In the evening, the delegation held talks with the Hong Kong Chamber of Commerce in Fujian province and exchanged views with Hong Kong businessmen to learn about their investments and business environment in the province. They also discussed how Hong Kong businesses can seize the opportunity to integrate into national development.

     The delegation will continue its study visit in Xiamen tomorrow (July 19).

President of LegCo expresses sorrow over passing of Sir Yang Ti-liang

     The President of the Legislative Council (LegCo), Mr Andrew Leung Kwan-yuen, is deeply saddened over the passing of former Chief Justice, Sir Yang Ti-liang.
 
     Mr Leung said that Sir Ti-liang was a leader highly respected by the judicial and the Hong Kong community. During his tenure as the Chief Justice and his membership of the Law Reform Commission of Hong Kong, Sir Ti-liang made significant contributions to the development of Hong Kong’s Common Law system. Since the establishment of the Hong Kong Special Administrative Region, his active participation in community affairs, in the development of Hong Kong’s tertiary education and charitable affairs in particular, was evident in his appointments to numerous public service roles by the Government.
 
     On behalf of all LegCo Members, Mr Leung extended his deepest condolences to Sir Ti-liang’s family.
