Association of Legal Administrators Announces 2023–2024 Board of Directors

 At its Annual Conference & Expo in Seattle earlier this month, the Association of Legal Administrators (ALA) inducted its Board of Directors for 2023–2024. Leading the Association and serving as President for 2023–2024 is Geoffrey M. Williams, CLM, MBA, MDiv, Chief Operating Officer with Cunningham Bounds LLC in Mobile, Alabama. Amanda R. Koplos, CLM, CPA, Executive Director with Shuffield Lowman & Wilson, PA, in Orlando, Florida will serve as President-Elect. Also, Sarah L. Evenson, JD, MBA, Director of Law School Programs and Office Administrator with Barnes & Thornburg in Minneapolis, Minnesota, will continue her service as Immediate Past President of the Board.

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) Secretariat announced today (March 21) that The Legislative Council Commission (the Commission) had approved the appointment of Mr Timothy Tso, serving Principal Assistant Legal Adviser of the Secretariat, to succeed Ms Connie Fung as Legal Adviser of the Secretariat. The Commission conducted an open recruitment exercise to fill the post of Legal Adviser upon the retirement of Ms Fung in August 2023, and appointed an executive search firm to assist in the recruitment work. The suitability of serving staff members of the Secretariat and outside candidates was considered in the same exercise.    

     Mr Tso will become Legal Adviser (Designate) from July 11, 2023 to facilitate handover arrangements. He will formally take up the post of Legal Adviser from August 11, 2023 upon Ms Fung’s retirement on the same day. Mr Tso possesses extensive professional knowledge in constitutional, legal and procedural matters and has rich management and legal experience. Prior to joining the Secretariat in 2007 as an Assistant Legal Adviser, he worked in the Department of Justice of the Government of the Hong Kong Special Administrative Region (HKSAR) as Government Counsel. At the Secretariat, he was promoted to Senior Assistant Legal Adviser in 2015 and appointed as Principal Assistant Legal Adviser in 2021.     

     Ms Connie Fung joined the Secretariat in 1996 as an Assistant Legal Adviser and was promoted to Senior Assistant Legal Adviser and Legal Adviser in 2009 and 2015 respectively. She plays a pivotal role in advising on the legal, constitutional and procedural issues relating to the business of the Council, and has made great contributions to the LegCo. She was awarded the Silver Bauhinia Star by the HKSAR in 2021. In her remaining tenure, Ms Fung will continue to lead the Legal Service Division to provide a high level of professional support for the Council, LegCo Members and the Secretariat.

Need for a new legal framework governing Telecommunication in India


Telecommunication has the potential to unleash the true power of India’s economy, accelerate socio-economic transformation and enable achievement of the vision of an “Aatma Nirbhar Bharat”. Telecommunication is an enabler of digital governance that emphasizes data driven and people-centric delivery of goods and services to citizens and enterprises.


Legal framework for telecommunication in India is governed by Laws which were enacted long before India’s independence. Technology has evolved significantly in the recent decades. To keep pace with emerging technologies, telecommunication legislation has evolved with time in most jurisdictions. These include United States (1996), Australia (1979), United Kingdom (2003), Singapore (1999), South Africa (2000) and Brazil (1997).


Stakeholders have been demanding evolution of legal framework to keep it in tune with changing technology.


            In view of above, Government of India, Ministry of Communications, Department of Telecommunications have prepared a consultation paper on need for a new legal framework in telecom sector. The consultation paper may be accessed at https://dot.gov.in/whatsnew/consultation-paper-need-new-legal-framework-governing-telecommunication-india. On the Consultation Paper, comments of the stake-holders have been invited by the last date 25th August, 2022.

 When powerhouse litigation firm, Sommers Schwartz approached Custom Legal Marketing with the idea of creating a sports themed commercial, the creative team at CLM jumped into action. The first episode features the firm’s personal injury lawyers fighting for their clients with the same focused team work as a champion football team.

The “Your Future. Our Fight. Sommers Schwartz” football commercial was released online during the weekend of Super Bowl LVI. A basketball themed commercial has been added to the series since then, and new concepts are currently in the works.

The commercial begins with the question, “What does it take to be a champion year after year in the field of play and in the courtroom?” The Michigan-based law firm undoubtedly knows the answer as their team of attorneys have recovered over $1 billion for their clients.

The concept originated from attorney, Rob Sickels of Sommers Schwartz who appears in the commercial during a scene where he’s talking to the judge. For the onsite video shoot, CLM teamed up with M-1 Studios of Ferndale, Michigan. This isn’t the first time CLM as worked with M-1 Studios on an award-winning project. The Sommers Schwartz website by Custom Legal Marketing, which features videos produced by M-1, was a 2021 Webby Honoree and a winner of a 2022 Vega Award.
