PROCUREMENT OF COW DUNG


Cow dung procurement from farmers is the responsibility of State Government. The States are implementing Schemes and programs in this regard. In addition, to supplement the efforts of State Government, the Ministry of Drinking Water & Sanitation, Government of India is implementing a multi-agency flagship programme named as GOBARDHAN project in order to promote use of organic fertilizer and fuel using animal dung and agriculture waste. National Dairy Development Board (NDDB) has established successful pilot model on manure value chain to harness the potential in cow dung in Mujkuva and Jakariyapura village of Anand district. NDDB is also working on large scale unique model in Varanasi Milk Union wherein electrical and thermal energy needs of dairy plants can be sufficed by dung based biogas plants. Besides, Banaskantha District Co-operative Milk Producers Union is also promoting cattle dung biogas plant by cooperative dairies/ entrepreneurs using cow dung and agri-wastes. Under Animal Husbandry Infrastructure Development Fund and Dairy Infrastructure Development Fund, provision has been made to provide interest subvention for the projects which can convert cow dung and agri- wastes into Compressed biogas and organic fertilizers.

Canada – The Procurement Ombudsman releases his 2020-21 Annual Report

Federal Procurement Ombudsman Alexander Jeglic published his 2020-2021 Annual Report, which was tabled in Parliament by the Minister of Public Services and Procurement on December 10, 2021. The report provides an overview of the Office of the Procurement Ombudsman’s activities from April 1, 2020 to March 31, 2021.

The report provides an overview of the Office of the Procurement Ombudsman’s activities from April 1, 2020 to March 31, 2021.

As procurement has been at the forefront of Canada’s response to COVID-19, the Procurement Ombudsman reiterates the importance of transparency, and highlights the ongoing need to simplify the overly burdensome federal procurement process.

The Annual Report provides a look at the activities undertaken by the Office to strengthen the federal procurement community and engage with suppliers, including underrepresented Canadian business owners, to diversify the federal supply chain.

The report also presents the Top 10 federal procurement-related issues from complaints and stakeholder feedback received by the Office, including unfair or biased bid evaluations, overly restrictive criteria and issues of late payment.

The Procurement Ombudsman also continued to lead initiatives to promote diversity and inclusion both within Canadian supply chains and the federal public service.

Government has procured Fair Average Quality (FAQ) of notified crops at Minimum Support Price (MSP) from the farmers during Kharif Marketing Season 2020. The details of the crops procured at Minimum Support Price (MSP) during the Kharif Marketing Season 2020-21 along with quantity are as under :-

Paddy procurement figure also reached all-time high, surpassing previous year high record

Procurement of Wheat in ongoing RMS 2021-22 is continuing smoothly in the procuring States at MSP, as was done in previous seasons and till now (upto 04.06.2021) a quantity of over 413.91 LMT of Wheat has been procured (which is all time high, as it has exceeded previous high 389.92 LMT of RMS 2020-21) against the last year corresponding purchase of 368.45 LMT. About 45.06 Lakh farmers have already been benefitted from the ongoing RMS procurement operations with MSP value of Rs. 81,747.81 Crore

Paddy procurement in the ongoing   season Kharif 2020-21 is continuing smoothly in the procuring States with purchase of 805.21 LMTs of paddy  (includes Kharif Crop 706.93 LMT and Rabi Crop 98.28 LMT) upto 04.06.2021 against the last year corresponding purchase of 732.40 LMT. About 119.42 Lakh farmers have already been benefitted from the ongoing KMS procurement Operations with MSP value of Rs. 1,52,022.37 Crore. Paddy procurement has also reached at all time high level, surpassing previous high of 773.45 LMT in KMS 2019-20.

Further, based on the proposal from the States, approval was accorded for procurement of 107.81 LMT of Pulse and Oilseeds of Kharif Marketing Season 2020-21 & Rabi Marketing Season 2021 and Summer season 2021  for the States of Tamil Nadu, Karnataka, Maharashtra, Telangana, Gujarat, Haryana, Madhya Pradesh, Uttar Pradesh, Odisha, Rajasthan and Andhra Pradesh under Price Support Scheme (PSS).The sanction for procurement of 1.74 LMT of Copra (the perennial crop) for the States of Andhra Pradesh, Karnataka, Tamil Nadu and Kerala was also given. For other States/UTs approval will also be accorded on receipt of proposals for procurement of Pulses, Oilseeds and Copra under PSS so that procurement of FAQ grade of these crops can be made at notified MSP for the year 2020-21 directly from the registered farmers, if the market rate goes below MSP during the notified harvesting period in the respective States/UTs by the Central Nodal Agencies through State nominated procuring agencies.

Upto04.06.2021, the Government through its Nodal Agencies has procured 7,51,279.59 MT of Moong, Urad, Tur, Gram, Masoor, Groundnut Pods, Mustard Seed and Soyabean having MSP value of Rs.3,928.50 crores benefitting 4,43,412 farmers in Tamil Nadu, Karnataka, Andhra Pradesh, Madhya Pradesh, Maharashtra, Gujarat, Uttar Pradesh, Telangana, Haryana and Rajasthan under Kharif2020-21 & Rabi 2021.

Similarly, 5,089 MT of copra (the perennial crop) having MSP value of Rs.52.40 crore has been procured benefitting 3,961 farmers in Karnataka and Tamil Nadu during the crops season 2020-21.  For the season 2021-22, sanction for procurement of 51,000 MT of Copra from Tamil Nadu has been given, against which procurement will be started from the date as decided by the State Government.

The respective State/UTs Governments are making necessary arrangements for commencement of procurement from the date as decided by the respective States based on the arrivals of Pulses and Oilseeds.

Procurement of Wheat in Rabi Marketing Season 2021-22 going on smoothly in States/UTs

Procurement of Wheat has recently commenced in Rabi Marketing Season RMS2021-22 in the States of Punjab, Haryana, Uttar Pradesh, Madhya Pradesh, Rajasthan,Uttarakhand, Chandigarh, Himachal Pradesh, Delhi, Gujarat and Jammu & Kashmir at MSP, as was done in previous seasons, and till now (upto28.04.2021) a quantity of 258.74 LMT of Wheat has been procured benefitting 25,08,619 farmers with MSP value of Rs. 51,100.83Crore.

Paddy procurement in the ongoing seasonKharif 2020-21 is continuing smoothly in the procuring States with purchase of over 715.35 LMTs of paddy  (includes Kharif Crop 705.06LMT and Rabi Crop 10.29LMT)upto28.04.2021against the last year corresponding purchase of 651.40 LMT. About 107.55 Lakh farmers have already been benefitted from the ongoing KMS procurement Operations with MSP value of Rs. 1,35,057.43Crore.

Further,based on the proposal from the States, approval was accorded for procurement of 107.08 LMT of Pulse and Oilseeds of Kharif Marketing Season 2020-21 & Rabi Marketing Season 2021 for the States of Tamil Nadu, Karnataka, Maharashtra, Telangana, Gujarat, Haryana, Madhya Pradesh, Uttar Pradesh, Odisha, Rajasthan and Andhra Pradesh under Price Support Scheme (PSS).  The sanction for procurement of 1.23 LMT of Copra (the perennial crop) for the States of Andhra Pradesh, Karnataka, Tamil Nadu and Kerala was also given. For other States/Uts, approval will also be accorded on receipt of proposals for procurement of Pulses, Oilseeds and Copra under PSS so that procurement of FAQ grade of these crops can be made at notified MSP for the year 2020-21 directly from the registered farmers, if the market rate goes below MSP during the notified harvesting period in the respective States/UTs by the Central Nodal Agencies through State nominated procuring agencies.

Upto 28.04.2021, the Government through its Nodal Agencies has procured 6,09,210.53 MT of Moong, Urad, Toor, Gram, Masoor, Groundnut Pods, Mustard Seed and Soyabean having MSP value of Rs. 3,195.80 Crores benefitting 3,97,097 farmers in Tamil Nadu, Karnataka, Andhra Pradesh, Madhya Pradesh, Maharashtra, Gujarat, Uttar Pradesh, Telangana, Haryana and Rajasthan under Kharif 2020-21 & Rabi 2021.

Till 28.04.2021 a quantity of 91,89,310 cotton bales valuing Rs.26,719.51Crore has been procured benefitting 18,86,498farmers.
