Police make arrests for two cases in relation to suspected contravention of National Security Law

     The National Security Department of the Hong Kong Police Force (NSD) today (March 9) and yesterday (March 8) arrested two women in two separate cases for contravening the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (National Security Law).
 
     The NSD conducted an enforcement operation on Hong Kong Island today and arrested a 65-year-old woman for suspected collusion with a foreign country or with external elements to endanger national security, contravening Article 29 of the National Security Law.
 
     Besides, the NSD conducted an enforcement operation in Sau Mau Ping on another case yesterday and arrested a 23-year-old woman for suspected inciting secession, contravening Article 20 and 21 of the National Security Law. Investigation revealed that the arrested woman was suspected of publishing online posts that incite Hong Kong independence.
 
     The arrested persons are being detained for enquiries.

     Police today (March 4) received a notification from an organisation that a public order event on Hong Kong Island scheduled tomorrow (March 5) would not be held. The Letter of No Objection issued to the organisation therefore has become invalid.
 
     Any persons who continue to assemble in the relevant locations tomorrow would be considered participating in an unauthorised assembly, and may commit the offence of “taking part in an unauthorised assembly” in accordance with the Public Order Ordinance, and on conviction, shall be liable to a maximum penalty of five years’ imprisonment; advertising or publicising an unauthorised assembly is liable to a maximum penalty of 12 months’ imprisonment.
 
     Police appeal to the public not to take part in, advertise or publicise any unauthorised assemblies. In the interests of national security, public safety, public order and other concerns, Police have the duty to adopt various appropriate measures to prevent any unlawful activities. Police will deploy adequate manpower in relevant locations on the day and take resolute enforcement actions.

     In view of a marked increase in the number of deception cases in recent years, Police, in collaboration with the Office of the Communications Authority (OFCA) and mobile network operators, set up a working group in September 2022 to coordinate the formulation of telecommunications measures against telephone and online deception, as well as enhancing cooperation on anti-deception publicity and education in order to step up efforts in combatting deception and disseminate anti-scam messages to the public in a more comprehensive manner.

     A roving exhibition themed “Smart Use of Communications Services” from yesterday (February 11) for two consecutive days, with various activities including the display of informative panels, consumer education short videos and game booths, was organised by the OFCA at L3, The LOHAS, 1 Lohas Park Road, Tseung Kwan O, with an aim to enhance public knowledge about how to choose and use communications services smartly. In support of the exhibition, officers of the Anti-Deception Coordination Centre (ADCC) and CyberDefender of Police took part in the event to elaborate some common fraud typologies and educate the public to stay vigilant against deception when using communications services.  

     Police also took this opportunity to promote the 24-hour “Anti-Scam Helpline 18222” operated by the ADCC and the one-stop scam and pitfall search engine “Scameter” on the CyberDefender website. When the public encounters suspicious calls, messages and websites and the like, they can enter the platform account name or number, payment account, phone number, email address, URL, etc. on “Scameter” to assess the risk of fraud or call the “Anti-Scam Helpline 18222” for enquiries.

     Police are investigating a Police open fire case happened in Peng Chau yesterday night (January 24).
      
     At about 10.41pm, Police received a noise nuisance report at a unit on Wing On Street, Peng Chau. When police officers sped to scene and conducted investigation, a foreign man suddenly turned emotional, suspectedly assaulted a male police officer with hands, pushed him down the stairs, chased him and attempted to assault him again. Facing threats to life, the male police officer gave verbal warnings to the foreign man but in vain and subsequently fired three shots at him.
      
     Sustaining shot wounds to his hand and abdomen, the 43-year-old foreign man was sent to Pamela Youde Nethersole Eastern Hospital by helicopter in conscious state.
      
     A 33-year-old foreign man suspectedly obstructed and assaulted another male police officer with hands. He was arrested for assaulting police officers and obstructing police officers in due execution of their duties, and is being detained for enquiries.
      
     Two male police officers, sustaining minor injuries, were sent to Ruttonjee Hospital by helicopter in conscious state.
      
     Investigation by the Regional Crime Unit of Marine is under way. Anyone who witnessed the case or has any information to offer is urged to contact the investigating officers on 3660 8731.

     Police arrested two non-ethnic Chinese (NEC) men, aged 24 and 28 respectively, in Lantau North on January 19 afternoon. The 28-year-old man was arrested for shooting with intent to do grievous bodily harm, conspiracy to wounding with intent, possession of dangerous drugs and possession of offensive weapon, while the 24-year-old man was arrested for possession of dangerous drugs, possession of offensive weapon and assisting offenders.
      
     They were in suspected connection with the open fire case happened in Central on June 10 last year. The 28-year-old man was laid a holding charge today (January 21) with one count of shooting with intent to do grievous bodily harm, one count of conspiracy to wounding with intent, one count of possession of dangerous drugs and one count of possession of offensive weapon. The case will be mentioned at Eastern Magistrates’ Courts on January 23. The 24-year-old man was released on bail and is required to report back to Police in late February.
      
     Police arrested 24 men and a woman, aged 20 to 43, in suspected connection with the case earlier.
      
     Active follow-up action by Organised Crime and Triad Bureau is underway.
