India and Vietnam today signed a Memorandum of Understanding (MoU) towards promoting scientific and technical cooperation in marine science and ecology

Vietnam Natural resources & Environment Minister, Tran Hong Ha today called on Union Minister for Science & Technology, Dr.Jitendra Singh at PrithviBhawan here and discussed ocean and marine related collaboration during the delegation level talks between the two countries.


The two Ministers also signed the first-ever MoU (Memorandum of Understanding) aimed at promoting scientific and technical cooperation in marine science and ecology, and was signed by Dr JitendraSingh,Union Science & Technology Minister on behalf of Government of India and Mr Tran Hong Ha, Minister of Natural Resources and Environment (MONRE) on behalf of Govt of Vietnam. The MoU is the first agreement related to marine science and ecology between the two countries.



The Vietnamese delegation led by Minister Tran Hong Ha included Deputy Director General of International Cooperation Departments, Government of Vietnamese Tuan Negoc Le, Head of the Office of Science & Technology Vietnamese Embassy in India Li Truong Giang, Representative officer Science and Technology Vietnamese Embassy in India Andy Bui and other senior officials while the Indian delegation led by Science and Technology Minister Dr.Jitendra Singh included Secretary in the Ministry of Earth Sciences Dr. M Ravichandran, Joint Secretary Ministry of Earth Sciences Indira Murthy, Scientist Ministry of Earth Science Dr Vijay Kumar, Scientist Gopal Aiyneger, Scientist Ministry of Earth Sciences Parvinder Mani , Scientist K R Mangalaa, Scientist P K Srivastava and others. The Ministry of External Affairs, Government of India was represented by Bharat Kuthati and NeethuRajan.


Dr Jitendra Singh said that exploration of Ocean Assets will herald a new era of International Cooperation in World Marine Economy. He said the bilateral agreement will lead to information and resource sharing related to shoreline change, sediment transport rate, coastal protection measures. The Minister said that identification of pilot location by Vietnam side and Indian experts will provide technical support in developing a coastal protection solution.


Dr.Jitendra Singh said that India has emerged as one of the frontline nations in marine scientific research under Prime Minister Narendra Modi and now actively engaged in exploring the resourceful ocean bed for meeting the country’s future energy and metal demands. He said, the “Deep Ocean Mission” initiated by the Modi government heralds yet another horizon to various resources to enrich the “Blue Economy”.



Dr Jitendra Singh said that India and Vietnam shall initiate cooperation to further the development of basic scientific and applied research with goals of advancing research in ocean science, gaining a more fundamental understanding of the oceans, and benefiting society at large. He said, both the countries are also agreed to conduct, cooperative research in the fields of marine science and ecology and those to be undertaken in the future by the two both the counties in areas of common interest.


Vietnamese Minister of the Ministry of Natural Resources and Environment (MONRE) Mr. Tran Hong Ha sought India’s help in long term Ocean Planning and Ocean Management resources. The Minister also underlined online interaction of Scientists and Experts from both the countries to strengthen cooperation in Ocean Asset Exploration.


There are seven key areas of cooperation under the Indo-Vietnam MoU agreed upon by both countries. These identified areas of collaboration aimed at sustainable development of marine resources by India and Vietnam. The key areas are coastal erosion and vulnerability, coastal management, monitoring and mapping marine ecology and critical habitats, ocean observation system, marine pollution and microplastics, marine weather forecast, and capacity building.


As part of the MoU, the two countries will facilitate the exchange of scientists, researchers, technical expertise, projects, and information in marine science and technology. They will assist each other in enhancing knowledge, fundamental research, and understanding for the larger benefit of ocean health and resources. A joint committee will also be established to suggest new areas of cooperation, prepare programs and proposals, provide financial assistance for planning and implementing the MoU mandates, decide on administrative and technical procedures, and monitor work progress.


Dr M Ravichandran, Secretary, MoES, added, “the Indo-Vietnam MoU becomes particularly important and relevant now when the United Nations has recognised this Decade for the Oceans. The Ministry of Earth Sciences is keen to collaborate in areas of mutual societal benefit such as observation, forecasts, research and development, and sustainable utilisation of resources”.


This MoU shall remain valid for a period of five years and shall be automatically renewed for subsequent period of five years only once. Either country may give a written notice to the other country, at least six months in advance of its intention to terminate this MoU before the expiry of the MoU.

Today, Canada’s Chief Veterinary Officer, Dr. Mary Jane Ireland, announced that the Canadian Food Inspection Agency (CFIA) and the Vietnam Food Administration have agreed to an African swine fever (ASF) zoning arrangement to allow for the safe trade of swine products from disease-free zones in Canada in the event of an ASF outbreak.

Today, Canada’s Chief Veterinary Officer, Dr. Mary Jane Ireland, announced that the Canadian Food Inspection Agency (CFIA) and the Vietnam Food Administration have agreed to an African swine fever (ASF) zoning arrangement to allow for the safe trade of swine products from disease-free zones in Canada in the event of an ASF outbreak.

ASF is a viral disease that does not infect humans, but poses a significant risk to the health of Canadian swine herds, pork industry and the Canadian economy.

Following their evaluation of CFIA’s zoning proposal, Vietnam has agreed that restrictions on the import of Canadian pork and pork products, valued at $59 million per year, would be limited to the Primary Control Zone(s) in the event of an ASF outbreak in Canada. This arrangement would serve to minimize trade impacts to the Canadian swine sector while protecting the swine populations in both countries.

Zoning is an internationally-recognized tool used to help manage diseases and facilitate international trade. If a case of ASF is identified, geographic boundaries are defined to contain the outbreak. The area within these geographic boundaries form the Primary Control Zone(s) established in accordance with the World Organisation for Animal Health (OIE) guidelines. The areas outside of these Primary Control Zone(s) are considered disease-free zones.

Zoning arrangements have been established with the United States, the European Union, Singapore and now Vietnam, and they are being pursued with other trading partners. The arrangement with Vietnam is another positive step in Canada’s prevention and preparedness efforts related to ASF.

Quick facts

Canada’s pork industry contributes over 100,000 direct and indirect jobs and generates approximately $28 billion to the Canadian economy.
In 2020, Canada exported 1.49 million tonnes of pork to 95 countries at a total value of over $5 billion. Canada is the third-largest pork exporting country in both value and volume and represents 14% of the world’s pork trade. Canada exports nearly 70% of its live hog and pork production.
The value of pork exports to Vietnam in 2020 was $59.2 million.
ASF cannot be transmitted to humans and it does not pose a risk to food safety. Canadian pork is safe to eat.
ASF is a contagious, fatal swine disease that spreads to pigs through both direct and indirect contact with infected pigs, pork and pork by-products.
There is no treatment or vaccine for ASF.

Members of the Vietnam Veterans Helicopter Pilots met with a Vietnam War Orphan, the daughter of Sp5 Wyley Wright Jr. Wednesday to share details of the association’s mission.  Jackie Wright, the eldest of the four children of Sp5 Wright, found the organization over the Internet.

Sp5 Wright died serving as an honor guard for the man who is deemed as “the architect of the Vietnam War,” then U.S. Secretary of Defense Robert S. McNamara.  The U.S. Army helicopter crash in the Mekong River happened on March 9, 1964 taking the lives of 33-year-old Sp5 Wright and 20-year-old PFC John Francis Shea, at a time when the soldiers in Vietnam were called advisors.

“It was an honor for me to meet with soldiers who served in Vietnam,” said Jackie Wright, a filmmaker, whose short documentary, “Love Separated in Life…Love Reunited in Honor,” won Columbia, South Carolina’s Freedom Festival International Award for Best Veteran Short Documentary; won The Houston International Film Festival Best Short; and screened at the San Francisco Black Film Festival, The San Francisco Veterans Film Festival, The Oakland International Film Festival, and the San Diego Black Film Festival . “My father was a member of the 114th Aviation Company out of Fort Knox, Kentucky and the work of crew members was imperative for the work of pilots.”

In the documentary, Wright of San Francisco at the time and her three siblings, Joe Wright of Columbus, Georgia, a U.S. Army Veteran; Stanley Wright of Orangeburg, South Carolina;  and Phyllis Wright Cameron of Antioch, California, find out that the airbase of the 114th Aviation Company was named after a pilot, 1Lt. Kenneth A. Shannon and their father, Sp5 Wyley Wright Jr., a Helicopter Crew Chief.  The airbase in Vinh Long, Vietnam was named the Shannon Wright Compound.  More about the film that chronicles the March 2014 exhumation of Wright from a segregated cemetery in Jacksonville, Florida  and reburial at Arlington National Cemetery with his beloved wife Ouida Fay Wright during the 50th Anniversary of the Civil Rights Movement and the 150th Anniversary of Arlington Cemetery, can be found at www.lovereunited.org.

Art Price, Vice President of VHPA and Mike Sheuerman, VHPA Membership Chairman and Scholarship Committee Chairman, met with Wright along with Office Manager, Sherry Rodgers.  While admiring the work of Joe Kline that graces the entrance of the office, the three met Lou Castillo, who served as a U.S. Marine in the 3rd Marine Division and 2nd Supply Battalion 1972-1975.
