     The Government announced today (December 13) that it has concluded discussions with the Governments of Laos, Mexico, Mongolia, Oman and Qatar to accept vaccination records issued by the places as recognised vaccination records for Hong Kong residents who have stayed in Group A specified places under the mechanism. The Government will also accept the vaccination records issued by El Salvador for boarding flights for Hong Kong by Hong Kong residents who have stayed in Group A specified places. The relevant arrangements will take effect at 0.00am on December 15 (Wednesday).

 

     From 0.00am on December 15, Hong Kong residents who hold a vaccination record issued by the relevant authority of Mexico, which is currently a Group A specified place, in the prescribed format can board a flight for Hong Kong from Group A specified places. The vaccines administered for the relevant travellers have to be vaccines listed on the Government’s List of COVID-19 Vaccines Recognised for Specified Purposes.

     

     The Government will also recognise vaccination records of Laos, Mongolia, Oman and Qatar from 0.00am on December 15. Although these places are currently not Group A specified places, the relevant arrangements will enable Hong Kong residents who hold vaccination records issued by the relevant authorities of these places in the prescribed format to board a flight for Hong Kong from Group A specified places.

 

     Meanwhile, the Government announced earlier that it accepts vaccination records recognised under the EU Digital COVID Certificate mechanism as recognised vaccination records required for the purpose of boarding flights for Hong Kong from high-risk Group A specified places. As the European Union (EU) has recently announced the recognition of the vaccination records issued by El Salvador as being equivalent to vaccination records issued by EU member states under the mechanism, the Government will therefore also accept the vaccination records issued by El Salvador as recognised vaccination records from 0.00am on December 15.

 

     The Government has implemented stringent inbound prevention and control measures for travellers arriving at Hong Kong from overseas places. Travellers who have stayed in Group A specified places on the day of boarding or in the 21 days before that day can only board a flight for Hong Kong if they are Hong Kong residents who are fully vaccinated and holding recognised vaccination records. Recognised vaccination records include those issued by Hong Kong, Mainland or Macao authorities or an institution recognised by Mainland or Macao authorities, an authority or recognised institution of a country where its national regulatory authority is designated by the World Health Organization as a stringent regulatory authority, or a relevant authority or recognised institution of a country with which Hong Kong has reached a recognition agreement arrangement with its government.

 

     The list of places that are accepted for issuing recognised vaccination records is set out in the Annex, and will be uploaded to the Government’s COVID-19 thematic website.

     

     The Government will continue to discuss with other places on the arrangements for the recognition of vaccination records, and will update the list as recognition arrangements are agreed with these places.

     Following the earlier announcement on the suspension of foundation works in New Acute Hospital at Kai Tak Development Area (NAH), the spokesman for the Hospital Authority (HA) provided the following update today (October 15):
      
     The safety of the works site and the vicinity has been reconfirmed by a comprehensive review carried out in the works site subsequent to the settlement exceeding the pre-set trigger level for works suspension (25mm) was recorded at four of the monitoring checkpoints on October 8. 
      
     The extent of subsidence was within the site area and comprehensive inspection revealed the adjacent public pavement and facilities surrounding were unaffected by the event. The monitoring checkpoints at Hong Kong Children’s Hospital (HKCH) did not record any movement and was unaffected by the event.
      
     The immediate stabilising works was completed on October 12, prior to the arrival of Typhoon Kompasu, including reinstatement and strengthening of temporary support works, grouting, reinstatement of subsided ground and monitoring checkpoints, continuous pumping and close monitoring. After Typhoon Kompasu, all monitoring checkpoints have been checked and the readings were stable. The NAH works site monitoring checkpoints around the said works site recorded a reading in the range of 0-1mm indicating the site is stable and safe. Nil movement was again recorded at HKCH.
      
     The settlement noted on October 8 occurred on the local ground surface near the northeast end of the works site. It is adjacent to the temporary support works installed to facilitate the upcoming basement construction. The permanent works constructed including the piled foundations was not affected.
      
     The settlement was likely due to the rapid rise of water pressure causing undue movement to some installed temporary sheetpiles locally resulting in adjacent ground settlement, and damaging the four monitoring points contained within, thus triggering the pre-set trigger level (25mm). The adjacent undamaged monitoring checkpoints recorded settlement in the range of 4-7mm on the same day, which are within the pre-set Alert level (10mm).
      
     The contractor’s proposed mitigation measures and request for resumption of the foundation works will be stringently assessed by the HA and its project team according to established procedures, with a view to ensuring the structural safety and normal operation of the public facilities. Subject to obtaining the relevant approval, the part of suspended works is targeted to resume within 6-8 weeks.
      
     Regarding the cracks appeared in a temporary public access path outside the NAH site, it was observed the temporary path has shallow, non-structural concrete finish. It was also noted that the cracking condition predates the abovementioned event on October 8. In consideration of the comprehensive monitoring records, the surface crack should not pose any safety concern.

     The two COVID-19 vaccines authorized for emergency use in Hong Kong have been evaluated by the Advisory Panel on COVID-19 Vaccines, set up under the Prevention and Control of Disease (Use of Vaccines) Regulation, Cap. 599K, that they are safe, effective and of good quality. Current scientific evidence indicates that the benefits of the two COVID-19 vaccines outweigh their risks for use as active immunisation to prevent COVID-19 caused by SARS-CoV-2 virus. The vaccines not only protect individuals from COVID-19 infection, available data also support that the vaccines could reduce the seriousness of the COVID-19 even if infected.

     The Department of Health (DH) has put in place a pharmacovigilance system for COVID-19 immunisation, including receiving reports of Adverse Events Following Immunisation (AEFIs) related to the COVID-19 vaccines used in Hong Kong from healthcare professionals and pharmaceutical industries, and setting up the Expert Committee on Clinical Events Assessment Following COVID-19 Immunisation (Expert Committee) to provide independent assessment on the potential causal link between AEFIs and COVID-19 vaccination. The main purpose of the pharmacovigilance system is to detect potential signals of possible side effects of the vaccines.

     According to the World Health Organization (WHO), an AEFI is any medical occurrence that follows immunisation and that does not necessarily have a causal relationship with the usage of the vaccine. The Expert Committee conducts causality assessments based on the WHO algorithm for suspected serious adverse events.

     As endorsed by the Expert Committee, figures and summaries of clinical events received will be released and updated through the designated website biweekly. When a suspected adverse event fulfilling the reporting criteria of AEFIs involving a death case within 14 days of vaccination is received, it will be announced as soon as possible. When there are obvious medical causes (such as clinical diagnosis and pathological evidence) for certain clinical events including death cases, the healthcare professionals may consider the event not fulfilling the criteria for reporting as AEFIs. These cases would be monitored under the COVID-19 Vaccines Adverse Events Response and Evaluation Programme (CARE Programme) conducted by the University of Hong Kong in partnership with the DH.

     As of April 25, 2021, a total of 11 737 persons were infected with COVID-19 and 209 died of the disease in Hong Kong. Separately, there were about 1 275 300 doses of COVID-19 vaccines administered and a total of 2 131 AEFI reports (0.17 per cent of all doses administered) were reported. A total of 14 death reports (0.001 per cent of all doses administered) with vaccination history within 14 days were received in the same period and none of them had clinical evidence to support the events were caused by the vaccines.

     As of 4pm today (May 2), the DH has received one death case reported as suspected serious adverse event with history of COVID-19 vaccination within 14 days from the Hospital Authority (HA) in the past 24 hours (please refer to Annex). The report did not provide clinical evidence to support that the event was caused by the vaccine. The DH has contacted the HA upon receiving the report to obtain further information to facilitate causality assessment. So far, there is no clinical evidence indicating that the event was caused by the vaccine. The HA will refer the case to the Coroner. Also, the DH will pass the case based on the established mechanism to the Expert Committee for conducting causality assessment.
