     The report delivered by General Secretary Xi Jinping at the 20th National Congress of the Communist Party of China (CPC) emphasises that the “one country, two systems” principle is the best institutional arrangement for ensuring sustained prosperity and stability in Hong Kong after its return to the motherland, and must be adhered to over the long term. The report also supports Hong Kong to play a greater role in realising the national rejuvenation by developing its economy, improving livelihoods and better integrating into the nation’s overall development. The discussion on the “one country, two systems” principle in the report is a key action guide for Hong Kong to promote the transition from chaos to order and to advance from stability to prosperity. An accurate understanding of the spirit of the 20th National Congress of the CPC is conducive to ensuring the robustness of the “one country, two systems” principle and enabling Hong Kong to better integrate into the nation’s overall development. The Southern District Office (SDO), the Yuen Long District Office (YLDO), the Tsuen Wan District Office (TWDO), the Kwai Tsing District Office (K&TDO), the Central and Western District Office (C&WDO) and the Kwun Tong District Office (KTDO) each held sessions in recent days and invited different keynote speakers with the aim of enabling Hong Kong youths and district figures to concisely grasp the essentials and connotations from the report and implement the spirit of the 20th National Congress of the CPC.



     The SDO, together with the Hong Kong Southern District Community Association, the Southern District Constructive Power, and the Hong Kong Island Federation Southern District Committee held a session on “Spirit of the 20th National Congress of the CPC” at Wah Kwai Community Hall today (November 7). Members of the Legislative Council (LegCo), Ms Judy Chan and Mr Benson Luk, and Political Assistant to the Secretary for Home and Youth Affairs Mr Gordon Cheung, were invited as keynote speakers. The District Officer (Southern), Mr Francis Cheng, also delivered a speech at the session. They expressed that “one country, two systems” is the best system for the Hong Kong Special Administrative Region (HKSAR) to maintain long-term prosperity and stability, and people must stay true to the letter and spirit of “one country, two systems”. They also called upon us to uphold the ethos underpinning the 20th National Congress of the CPC and strive to achieve the second centenary goal of the nation. About 120 participants attended the session, including members of committees under the SDO.



     The YLDO, together with the Yuen Long Branch of the Democratic Alliance for the Betterment and Progress of Hong Kong, the New Territories Association of Societies (NTAS) Yuen Long District Committee, the Hong Kong Federation of Trade Unions Yuen Long District Service Office, the Federation of Yuen Long Associations, the six Rural Committees (RCs) of Yuen Long, Yuen Long Town Hall, Yuen Long District Sports Association and Yuen Long District Arts Committee, held a session on “Spirit of the 20th National Congress of the CPC” at Yuen Long District Community Services Building today. Member of the Standing Committee of the National People’s Congress (NPC) Mr Tam Yiu-chung was invited as the keynote speaker. Hong Kong Deputy to the NPC and LegCo Member Mr Michael Tien; LegCo Members Mr Holden Chow, Mr Luk Chung-hung, Mr Lau Kwok-fan and Mr Gary Zhang; the Chairman of the Yuen Long District Council (YLDC), Mr Shum Ho-kit; and the District Officer (Yuen Long), Mr Gordon Wu, also spoke at the session. They pointed out that the report of the 20th National Congress of the CPC elaborates on the emphasis and meaning of the Chinese path to modernisation, stresses the importance to steadfastly implement the principle of “one country, two systems” and supports Hong Kong in growing its economy and improving people’s livelihood, and resolving deep-seated issues and problems in economic and social development. About 250 participants attended the session, including members of committees under the YLDO, members of the YLDC, members of the six RCs of Yuen Long, and leaders of district organisations.



     The TWDO and the K&TDO, together with the Tsuen Wan Youth Association and the Youth Power of Kwai Tsing, held the “Tsuen Wan, Kwai Chung and Tsing Yi District Outstanding Students Competition 2022 Prize-presentation Ceremony” cum session on “Spirit of the 20th National Congress of the CPC” at Kwai Fong Community Hall on November 5. Hong Kong Deputy to the NPC, Member of LegCo and Chairman of the NTAS Mr Chan Yung and Member of LegCo Mr Chan Han-pan were invited as keynote speakers. They highlighted the equal importance of the 20th National Congress of the CPC to the future development of the nation and the globe’s future development. They encouraged Hong Kong youths to study the report and the important speech delivered by President Xi Jinping at the meeting celebrating the 25th anniversary of Hong Kong’s return to the motherland, to grasp the spirit of the 20th National Congress of the CPC and the key points of the General Secretary’s report, and to contribute to the overall development of the nation and Hong Kong by adhering to the policy of “one country, two systems” over the long term. About 150 participants attended the session, including the District Officer (Tsuen Wan), Mr Billy Au; the District Officer (Kwai Tsing), Mr Huggin Tang; the Division Chief of the New Territories Sub-office of the Liaison Office of the Central People’s Government (LOCPG) in the HKSAR, Mr Yuan Mingbie; the Chairman of the Tsuen Wan District Fire Safety Committee, Mr Wong Wai-kit; the Chairman of the Kwai Tsing District Fire Safety Committee, Mr Poon Chi-shing; school principals, teachers, parents and students from the Tsuen Wan District and the Kwai Tsing District secondary schools.



     Further to the two sessions respectively held on October 27 and 28, the C&WDO, together with the Hong Kong Island Federation Central and Western District Committee and the Fong Chung Social Service Centre, held a session on “Spirit of the 20th National Congress of the CPC” in Sheung Wan on November 5. The Deputy Director General of the Hong Kong Island Sub-office of the LOCPG in the HKSAR, Mr Yang Chengwei; Hong Kong Deputy to the NPC, Mr Ip Kwok-him; and Member of LegCo, Mr So Cheung-wing, were invited as keynote speakers. They expressed that the 20th CPC National Congress charts the course and establishes a guide for realising the next five years and the second centenary goal. The Central Authorities will continue the full and faithful implementation of the principle of “one country, two systems”. Hong Kong should better integrate into national development and leverage on Hong Kong’s role as an international cosmopolitan city with its unique advantages so as to contribute to the advancement for the rejuvenation of the Chinese nation. About 130 participants attended the session, including community leaders and representatives from community organisations.



     In addition, following the two sessions held on October 26 and November 3, the KTDO, together with the Kowloon East Chaoren Association (KECA), held a session on “Spirit of the 20th National Congress of the CPC” at Kai Yip Community Hall on November 4. The District Officer (Kwun Tong), Mr Andy Lam; the Chairman of the KECA, Mr Yeung Yuk-sing; Members of LegCo Mr Tang Ka-piu and Mr Ngan Man-yu; the Chairman of the Kwun Tong District Council, Mr Wilson Or; and Vice-chairmen of the KECA Mr Chan Chan-piu and Mr Ng Kwong-lam, spoke at the session and shared their understanding of the spirit of the 20th National Congress of the CPC. About 200 participants attended the session, including district figures in Kwun Tong District.



     Other District Offices will be rolling out sessions, so as to enable more district figures to obtain a deeper understanding of the spirit of the 20th National Congress of the CPC.

     President Xi Jinping delivered an important speech at the meeting celebrating the 25th anniversary of Hong Kong’s return to the motherland and the inaugural ceremony of the sixth-term Government of the Hong Kong Special Administrative Region (HKSAR). The Eastern District Office (EDO), the Tsuen Wan District Office (TWDO), the Central and Western District Office (C&WDO) and the Sha Tin District Office (STDO) each held sessions in recent days on the topic “Spirit of the President’s Important Speech” by inviting different keynote speakers to talk and exchange thoughts on the spirit of the President’s important speech.



     Following the sessions held on July 13, 16 and 17, the EDO, together with the Cultural and Recreational Services Centre, the Shaukiwan and Chaiwan Residents Fraternal Association, the Federation of Hong Kong Chai Wan Area Societies, the Federation of Shau Ki Wan Association and the Joint Committee of Shaukiwan and Chaiwan Associations, today (July 22) held the “Sharing Session to Learn About, Promote and Implement the Spirit of President Xi’s Important Speech” at Hing Wah Community Hall. The Deputy Division Chief of the Hong Kong Island Sub-office of the Liaison Office of the Central People’s Government (LOCPG) in the HKSAR, Mr Luo Wenzhen; Hong Kong Member of the Chinese People’s Political Consultative Conference (CPPCC); Members of the Legislative Council (LegCo) Mr So Cheung-wing, Mr Kwok Wai-keung, Mr Edward Leung; and the Vice President of the Hong Kong Eastern District Community Association, Mr Lau Hing-yeung, were invited to be the keynote speakers and shared their views. Assistant District Officer (Eastern) Ms Joyce Chan also spoke at the session. Some 100 district personalities attended the session.



     Moreover, the EDO, in collaboration with the Hong Kong Eastern District Community Association, the Eastern District Fight Crime Committee, the Eastern District Fire Safety Committee and the Eastern Area Committees yesterday (July 21) jointly held the “Session to Learn About, Promote and Implement the Spirit of President Xi’s Important Speech” at Causeway Bay Community Centre. The Deputy Director General of the Hong Kong Island Sub-office of the LOCPG in the HKSAR, Mr Wang Hui; Hong Kong Member of the CPPCC and Member of LegCo Mr So Cheung-wing; Members of LegCo Mr Kwok Wai-keung, Mr Edward Leung and Mr Lee Chun-keung, and the Vice President of the Hong Kong Eastern District Community Association, Mr Li Siu-yung, were invited to be the keynote speakers. The District Officer (Eastern), Mr Simon Chan, also spoke to the audience. Around 250 participants attended the session, including local leaders, representatives of organisations and residents.



     The TWDO, together with the New Territories Association of Societies Tsuen Wan District Committee, today jointly held the “Tsuen Wan Seminar to Learn About the President’s Important Speech on July 1 in Hong Kong” at Shek Wai Kok Community Hall. The Deputy Director of the Bauhinia Academy of the LOCPG in the HKSAR, Dr Chen Suting, was invited to be the keynote speaker. Furthermore, the TWDO, in collaboration with the Tsuen Wan Committee for Celebration of Reunification of Hong Kong with China, the four Area Committees of Tsuen Wan, the Tsuen Wan District Fight Crime Committee, the Tsuen Wan District Fire Safety Committee, the Tsuen Wan District Civic Education Committee and the Tsuen Wan Youth Programme Committee, yesterday also jointly held the “Tsuen Wan District Seminar to Learn About the President’s Important Speech on July 1 in Hong Kong” in Tsuen Wan. Hong Kong Deputy to the National People’s Congress (NPC) and Member of LegCo Mr Chan Yung; the Deputy Director General of the New Territories Sub-office of the LOCPG in the HKSAR, Ms Zhu Yihua; and Members of LegCo Mr Ben Chan, Ms Joephy Chan and Ms Nixie Lam were invited to be the keynote speakers. The District Officer (Tsuen Wan), Mr Billy Au, delivered the opening and concluding remarks to the audience and explored with the speakers how to reflect thoroughly the spirit of the President’s important speech in district affairs and community building. About 430 participants attended the two seminars including members of committees under the TWDO, leaders and representatives of various district bodies in Tsuen Wan, representatives of government departments in the Tsuen Wan District Management Committee, etc. 



     The C&WDO yesterday held the “Session to Learn About the Spirit of President Xi’s Important Speech” at Sai Ying Pun Community Complex. Hong Kong Deputy to the NPC Mr Ip Kwok-him; and Member of LegCo and the Associate Director of the China Economic Research Programme of Lingnan University, Dr Chow Man-kong, were invited to be the keynote speakers. Mr Wang Hui also spoke at the session. About 180 participants attended the session, including members of the three area committees under C&WDO, the Central and Western District Fight Crime Committee, the Central and Western District Fire Safety Committee, the Central and Western District Youth Programme Committee, Central and Western district youth network, community leaders, representatives from the commercial sector and non-government organisations, as well as teachers and students. All participants received a copy of the publication “Address at the Meeting Celebrating the 25th Anniversary of Hong Kong’s Return to the Motherland and the Inaugural Ceremony of the Sixth-term Government of the Hong Kong Special Administrative Region” by President Xi.



     In addition, the C&WDO, in collaboration with the Association of the Hong Kong Central and Western District, jointly held the “Session to Learn About, Promote and Implement the Spirit of President Xi’s Important Speech” on July 19 in Sheung Wan. Hong Kong Deputy to the NPC Mr Ip Kwok-him; Member of LegCo Mr Chan Hok-fung and the Deputy Division Chief of the Publicity and Education Division of the Hong Kong Island Sub-office of the LOCPG in the HKSAR, Mr Huang Pengju, were invited to be the keynote speakers. They exchanged views with around 100 district personalities of Central and Western district. 



     Further to the four sessions held on July 8, 14 and 17, the STDO, in collaboration with the Civil Force, jointly held the “Session to Learn about, Promote and Implement the Spirit of President Xi’s Important Speech” at the Lung Hang Estate Community Centre on July 18. The Division Chief of the New Territories Sub-office of the LOCPG, Mr Liao Minghua; the District Officer (Sha Tin), Miss Carol Or; the Chairman of the Civil Force, Mr Pun Kwok-shan; and Member of LegCo Ms Yung Hoi-yan, spoke at the session. About 150 participants attended the session, including community development officers and volunteers of the Civil Force. 



     Other District Offices will be rolling out sessions, so as to enable more key district figures to obtain a deeper understanding of the spirit of the President’s important speech.

The Deputy Director General of the Hong Kong Sub-office of the Liaison Office of the Central People’s Government (LOCPG) in the HKSAR, Mr Wang Hui; the District Officer (Southern), Mr Francis Cheng, and Members of the Legislative Council (LegCo) Mr Chan Hok-fung, Ms Judy Chan and Mr Benson Luk, also spoke at the session. About 200 participants attended the session, including leaders of local organisations, members of the Southern District Fight Crime Committee, the Southern District Fire Safety Committee, the Southern District Area Committees, the Southern District Youth Programme Committee, and the Southern District Joint Schools Conference, representatives of government departments, and staff of the SDO. 

 

     Following the session held on July 13, the EDO and the Hong Kong Eastern District Youth Exchange Promotion Association yesterday (July 17) jointly held the “Celebrations for HKSAR 25th Anniversary cum Session to Learn About, Promote and Implement the Spirit of President Xi’s Important Speech” in North Point. The District Officer (Eastern), Mr Simon Chan, and the Permanent Honorary President of the Hong Kong Eastern District Youth Exchange Promotion Association, Ms Fong Choi-peng, were invited to be the keynote speakers and they exchanged views with the youth participants. Some 40 participants attended the session. In addition, the EDO, together with the Eastern Branch of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), held the “Session to Learn About and Implement the Spirit of President Xi’s Important Speech” on July 16 in Fortress Hill. Member of LegCo Mr Edward Leung and the District Officer (Eastern), Mr Simon Chan, were invited to be keynote speakers and they exchanged views with some 100 district personalities and young people.

 

     Further to the three sessions held earlier on July 8 and 14, the STDO, in collaboration with the Sha Tin Branch of the DAB, yesterday held the “Session to Learn About and Implement the Spirit of President Xi’s Important Speech for Leaders of Community Volunteers in the Sha Tin District” in Sha Tin. Hong Kong Deputy to the National People’s Congress (NPC) and Member of LegCo Mr Chan Yung was invited to be the keynote speaker. The Division Chief of the New Territories Sub-office of the LOCPG in the HKSAR, Mr Liao Minghua; the District Officer (Sha Tin), Miss Carol Or; and the Chairman of the Sha Tin Branch of the DAB, Mr Chuk Hing-toi, also spoke. About 200 participants attended the session, including district personalities and volunteers in Sha Tin District.

 

     In addition, the SKDO, in collaboration with the New Territories Association of Societies Sai Kung District Committee and the Sai Kung Federation of Associations jointly held the “Session to Learn About, Promote and Implement the Spirit of President Xi’s Important Speech” at Sheung Tak Community Hall on July 16. The Vice-chairperson of the HKSAR Basic Law Committee of the NPC, Ms Maria Tam, and Hong Kong Deputy to the NPC and Member of LegCo Mr Chan Yung were invited to be the keynote speakers. The District Officer (Sai Kung), Mr David Chiu, the Division Chief of the New Territories Sub-office of the LOCPG in the HKSAR, Mr Liao Minghua, and some community leaders also spoke at the session. About 150 participants attended the session, including members of committees under Sai Kung District, community leaders and locals in Sai Kung District.

     The WTSDO and the East Kowloon District Residents’ Committee (EKDRC) today (July 11) jointly held the “Session to Learn about, Promote and Implement the Spirit of President Xi’s Important Speech for Different Sectors” at Wong Tai Sin Community Centre. The Deputy Director of the Bauhinia Academy of the Liaison Office of the Central People’s Government (LOCPG) in the HKSAR, Dr Chen Suting, was invited to be the keynote speaker. Deputy Director General of the Kowloon Sub-office of the LOCPG in the HKSAR Mr Zhu Xiaodong; Hong Kong Deputy to the National People’s Congress and Member of the Legislative Council (LegCo) Ms Maggie Chan; the District Officer (Wong Tai Sin), Mr Steve Wong; and the Director of the Kowloon Federation of Associations Wong Tai Sin District Committee, Mr Ho Hon-man, also spoke. More than 180 participants attended the session today, including leaders of local organisations and members of the District Fight Crime Committee (Wong Tai Sin District), the District Fire Safety Committee (Wong Tai Sin District) and the Area Committees of Wong Tai Sin District, as well as young people in Wong Tai Sin District and staff of the WTSDO.

      

     In addition, the WTSDO, together with the Wong Tai Sin Branch of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB) and the EKDRC, held another session on July 7 at the Kowloon Walled City Kai Fong Welfare Continuing Promotion Association Kowloon Walled City Community Hall. About 50 representatives of various local organisations and locals in Wong Tai Sin District attended the session to share their thoughts on the spirit of the President’s important speech.

      

     The K&TDO, the New Territories Federation of Associations Kwai Tsing District Committee, the Kwai Tsing Branch of the DAB, the Hong Kong Federation of Trade Unions and the New Territories West Branch of the Business and Professionals Alliance for Hong Kong also jointly held today the “Session to Learn about the Spirit of President Xi’s Important Speech” in the conference room of the K&TDO. Hong Kong Deputy to the National People’s Congress and Member of the LegCo Mr Chan Yung and Members of the LegCo Mr Chan Han-pan, Ms Joephy Chan and Mr Benson Luk were invited to be speakers. The District Officer (Kwai Tsing), Mr Kenneth Cheng, also spoke in the session. More than 180 participants attended the session in person or online, including the Chairman of the Kwai Tsing District Council, Miss Lo Yuen-ting; other District Council members and members of committees under the K&TDO; locals in Kwai Tsing District; and staff of the K&TDO.

      

     The YTMDO, together with the Kowloon Federation of Associations Yau Tsim Mong District Committee and the Yau Tsim Mong Federation of Association, held the “Session to Learn from President Xi’s Speech” at Mong Kok Community Hall yesterday (July 10). The Deputy Director of the Bauhinia Academy of the Liaison Office of the LOCPG in the HKSAR, Dr Chen was invited to be the keynote speaker. About 150 participants, including Members of the LegCo Mr Vincent Cheng and Mr Leung Man-kwong, members of the committees appointed by the YTMDO and youth representatives of local organisations, attended the session.



     The KTDO and the Kwun Tong Branch of the DAB jointly held the “Session to Learn about, Promote and Implement the Spirit of President Xi’s Important Speech” at Sau Mau Ping Community Hall yesterday. Hong Kong Deputy to the National People’s Congress and Member of the LegCo Mr Chan Yung, was invited to be the keynote speaker. The Chairman of the Kwun Tong District Council and the DAB Kwun Tong Branch, Mr Wilson Or, and the District Officer (Kwun Tong), Mr Andy Lam, also spoke in the session. About 300 participants attended the sharing session, including leaders, locals and youths in Kwun Tong District.

Deputy Director General of the Kowloon Sub-office of the LOCPG in the HKSAR, Mr Zhu Xiaodong, Hong Kong Deputy to the National People’s Congress, member of the Executive Council and the Legislative Council, Hon Stanley Ng Chau-pei, the District Officer (Kwun Tong), Mr Andy Lam, and the Director of KFAKTDC, Mr Wong Chun-ping also spoke. More than 320 participants attended the session on July 8, including the Chairman and Vice Chairman of the Kwun Tong District Council, Mr Or Chong-shing and Mr Lui Tung-hai, other District Council members and members of committees under KTDO, locals in Kwun Tong District and staff of KTDO.



     The STDO together with the Shatin District Committee of New Territories Association of Societies held two sessions on July 8 on “Spirit of the President’s Important Speech” at the Yuen Chau Kok Community Hall in Sha Tin. Representatives of various local organisations, students and young people attended the sessions. For the first session, the Director General of the New Territories Sub-office of the LOCPG in the HKSAR, Mr Li Jiyi, was invited as keynote speaker. Participants were mainly members of the District Fight Crime Committee (Sha Tin District), the District Fire Safety Committee (Sha Tin District) and the Area Committees of Sha Tin District. The second session was dedicated to young people. National Committee Member of the Chinese People’s Political Consultative Conference and the Legislative Council Member, Dr Hon Johnny Ng, as well as All-China Youth Federation and the Vice Chairman of the Youth Development Commission, Mr Clarence Leung, were invited as keynote speakers. Participants were mainly secondary students and leaders of youth organisations. The two sessions in Sha Tin on July 8 were attended by over 350 participants.



     The YTMDO, together with a youth organisation, held a session to learn from President Xi’s speech on July 1 at YTMDO on July 7. The Deputy Director-General of the Department of Social Affairs of the LOCPG in the HKSAR, Mr Li Yun-fu, attended as a guest tutor. About 50 participants, including the chairpersons and vice-chairpersons of the committees appointed by YTMDO as well as district representatives from relevant government departments, exchanged their views on the spirit of President Xi’s speech. Hong Kong Deputy to the National People’s Congress, member of the Executive Council and the Legislative Council, Hon Stanley Ng Chau-pei, also shared his thoughts through video conferencing.



     The YLDO, in collaboration with the Yuen Long District Organising Committee for the Celebration of the 25th Anniversary of the Establishment of the HKSAR, the six Rural Committees of Yuen Long and Yuen Long Town Hall, organised the “Sharing Session on the Spirit of President Xi’s Important Speech of July 1” at Yuen Long District Community Services Building on July 6. The Sharing Session was attended by keynote speakers including member of the National Committee of the Chinese People’s Political Consultative Conference, Mr Leung Che-cheung; Second-level Inspector of the New Territories Sub-office of the LOCPG in the HKSAR, Mr Deng Weisheng; and the District Officer (Yuen Long), Mr Gordon Wu. Members of the three Area Committees, District Fight Crime Committee, District Fire Safety Committee in Yuen Long, along with leaders of local organisations such as the Federation of Yuen Long Associations, Yuen Long District Arts Committee, Yuen Long District Sports Association and Yuen Long Merchants Association attended the session. The session was attended by over 160 participants.



     Other District Offices will be rolling out sessions, so as to enable more district personalities to share their thoughts on the spirit of the President’s important speech.
