LUI Che Woo Prize donates RMB 250 million to support the development of Shanghai Jiao Tong University Zhangjiang Science Park, The new campus is named Lui Che Woo Science Park

Dr Lui Che-woo, Chairman of K. Wah Group (the “Group”) and the founder of LUI Che Woo Prize – Prize for World Civilization (“LUI Che Woo Prize”), has donated RMB 250 million through the LUI Che Woo Prize to support the development of Shanghai Jiao Tong University (“SJTU”) Zhangjiang Science Park and contribute to national science and technology development. To thank Dr Lui for his generous donation, the new campus will be named Lui Che Woo Science Park. The agreement signing ceremony was held in Hong Kong today, guests including HKSAR Chief Executive John Lee who gave a video speech; former Chief Executive Carrie Lam, Executive Director of K. Wah International Holdings Limited (“KWIH”) Alexander Lui, Executive Director of KWIH and member of board of trustees of SJTU Paddy Lui, Secretary of the CPC SJTU Committee Yang Zhen Bin; and Vice President of SJTU Zhang An Sheng. Professor Lin Zhong Qin, President of SJTU, and other university leaders participated in the ceremony via webcast. After the ceremony, Professor Ding Kui Ling, Executive Vice President of SJTU, Academician of the Chinese Academy of Sciences and Dean of the Zhangjiang Institute for Advanced Study, delivered a keynote speech on China’s Forefront Science and Technology Development through a live webcast to promote the exchange of science and technology development and ties between Shanghai and Hong Kong.

Nurture new generations of scientists with SJTU to benefit mankind through scientific research and development (“R&D”)

SJTU is a well-known comprehensive university located in Shanghai. It plays a crucial role in the national innovation strategy and supports technological development, with a profound impact on the future of China and the wellbeing of people. In 2014, President Xi Jinping expressed hope of developing Shanghai into a technological innovation hub. The National Development and Reform Commission and the Ministry of Science and Technology then accelerated the construction of a technological innovation centre in the Zhangjiang area. Located in Zhangjiang, Lui Che Woo Science Park will be key for SJTU as it actively plays a part in constructing a national science centre in the area, and from which to build a world-class R&D base by promoting technological innovation and extensive integration with economic and social development, thus further strengthening China’s international presence and influence in relevant fields.

Optimise R&D conditions to attract and train professionals and consolidate China’s international position in the R&D field

As the primary technological innovation centre in Shanghai and a top national high-tech base, Zhangjiang Science Park possesses sizeable and comprehensive facilities, platforms, and superb institutes. Lui Che Woo Science Park is positioned as a world-class influential technological innovation centre, and is set to create a strong cluster effect with other large-scale national scientific facilities in the area. It is expected to promote the leapfrog development of multiple disciplines in China, build a cutting-edge interdisciplinary research platform, and become the centre for gathering top scientists.

Lui Che Woo Science Park covers a GFA of over 100,000 square meters, half of which is for R&D use. There are eight buildings in total, housing more than 1,200 researchers from various disciplines which includes approximately 600 researchers, postdoctoral fellows, and about 600 researchers with doctoral and master degrees. They will mainly focus on the R&D of health, biomedical engineering and new materials.

Seven centres and one platform support interdisciplinary scientific research

Lui Che Woo Science Park houses seven research centres, including the AI Biomedicine Centre, DNA Storage and Research Centre, Integrated Scientific Innovation Research Centre, AI Cybersecurity Innovation Centre, Frontiers Science Centre for Transformative Molecules, Future Materials Creation Centre and Ultra-Fast Science Centre. Upon completion, the park will facilitate the construction of the Zhangjiang Comprehensive National Science Centre and drive China’s fundamental R&D and related industrial development in interdisciplinary fields, such as physics, materials, biology, medicine and network, and so on.

To facilitate collaboration among the seven research centres, the Lui Che Woo Science Park has built a public instrument platform, which currently has 65 sets of equipment worth a total of RMB137 million. It also boasts around 1,300 square meters of laboratory space, which will help further raise the standard of fundamental technologies, including element, organic molecule and molecular function analysis; providing greater and broader technical support for SJTU in terms of the detection and characterisation of such areas as organic chemistry, pharmacy, life science, medicine and material science. Furthermore, the instruments are available for teachers and students at SJTU to build a user-oriented training system. Technical training and exchanges will also be held regularly.

Collaborates with SSRF to realize research results at Frontiers Science Centre for Transformative Molecules (“FSCTM”)

The Lui Che Woo Science Park is adjacent to SSRF, which has one of the world’s top five synchrotron light source projects. The two parties have formed a strategic partnership and will cooperate in research into new molecules and materials. SSRF possesses operations that comparable to powerful “super X-ray machines” and “super microscopes”, which can be used for researching in medicine, physics, science and so on.

With the support from SSRF, the FSCTM at Lui Che Woo Science Park has developed the ultra-fast in-situ characterization technology. Through molecular electricity catalysis, new substances or materials can be developed for applications in medicine, clean energy and green chemicals. In 2022, results from the research team at the centre have been published by top international academic journals, such as Nature and Science.

Enhances technological innovation and assists the country in implementing innovation-driven development strategies

Dr Lui shares President Xi Jinping’s thoughts that “science and technology are having a profound impact on the future of the country as well as on people’s wellbeing like never before”. He believes that there is an urgency to strengthen technological innovation to help the country play a major role in implementing development strategies and accelerating the replacement of traditional strategies with new ones.

Having participated in philanthropy for nearly half a century, Dr Lui has been focusing on the support for education sector to align with the pace of national development. In particular, he is keen on supporting advanced scientific research and development in recent years, with the hope of contributing to the growth of the country. Dr Lui donated RMB120 million to the School of Life Sciences at Peking University in 2017 and RMB200 million to Tsinghua University in 2018 for the construction of two new blocks at the Biomedical Sciences Building, demonstrating his commitment to boosting life sciences development. Following these two donations, Dr Lui donated RMB250 million to SJTU to fund the construction of Lui Che Woo Science Park to support China’s new and high-tech research development.

Dr Lui concluded, “I migrated to Hong Kong at the age of four and have established K. Wah Group for nearly seven decades. Having witnessed the achievements of our motherland and Hong Kong in the new century, I was buoyed to uphold the belief of ‘giving back to society from which one has benefited’. Technology has been developing at a rocket pace and will serve as the lifeline to people and civilization in the future. I am honoured to support SJTU’s establishment of Lui Che Woo Science Park, and I hope its cutting-edge facilities and talent will contribute to scientific research and development in Shanghai and across China. I believe that the collaboration and exchange with international scientific research institutions will also boost the stature of China’s scientific research in the global arena.”

The two-day Gujarat Science Conclave of State Science & Technology (S&T) Ministers, to be inaugurated by Prime Minister Shri Narendra Modi, at Science City Ahmedabad will explore State specific technologies and innovations for adoption and scaling up through integrated approach with Centre’s collaboration.


This was stated to media by Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh after a thorough review of preparations for the two-day conclave beginning on 10th September, 2022.





Dr Jitendra Singh said, the broad theme of the conclave will be to present a Vision 2047 for S&T sector with particular reference to meeting the S&T challenges and needs of States and Future Growth Pathway and Vision for STI in States. He said, a broad mapping of priorities, challenges, expectations and technology needs of each of the States can be met through collaboration with various S&T departments of the Centre.


The Minister said, the States/UTs can work in convergence for optimum outcomes with 6 Science Departments -DST, DBT, CSIR, MoES, DAE and DoS. All these departments as well as Industry representatives will participate in the Conclave, he added.


Dr Jitendra Singh informed that “Doubling Private Sector investment in R&D by 2030” and supplementing the country’s and State’s overall economy will also be a key agenda of the Science Conclave in tune with AtmaNirbhar pitch of Modi Government. He said, dialogue on increasing private sector investment in R&D and developing collaboration for Indian states will feature prominently during deliberations.



Dr Jitendra Singh informed that important plenary sessions with State S&T Ministers will be organized during the summit on issues like Agriculture underlying Technological Interventions for improving the farmer’s income, Innovation for producing portable drinking water including application of technologies like Desalination, Heli borne methods developed by DST, Clean Energy for All including S&T role in Hydrogen mission, Deep Sea Mission of MoES and its relevance for Coastal States/UTs as well country’s future economy, Digital healthcare for All and Synergizing Science with National Education Policy.


Dr Jitendra Singh said, a special session with the CEOs of over 100 Start Ups and industry will try to explore state specific solutions for unique problems faced by individual states. The Minister promised all support from all the 6 Science Departments to the potential start-ups willing to work with state governments with funding from all stakeholders.


Dr Jitendra Singh said that the Conference this time is being given a different format with focus on new technologies relevant to each of the different States/UTs and their optimum application for “ease of living”. He said, the meet will also help break silos between the Centre and the States, while strengthening Science Technology & Innovation (STI) ecosystem through greater synergy across the country.


Science & Technology Ministers of all 28 States, Administrators of 8 UTs, key officials from States – Chief Secretaries, Principal Secretaries in-charge of S&T in the states and all Science Secretaries to Government of India e.g., DST, DBT, DSIR, MoES, DAE, DoS, ICMR, ICAR, Jal Shakti, MoEF& CC, MNRE are expected to be represented at the conference.


Dr Jitendra Singh informed that the two-day Science and Technology Conclave will have a new dimension as several action-oriented decisions will be taken and all States and UTs will be asked to have individual STI policy on the lines of National STI policy.



Dwelling on the broad agenda of the Conclave, Dr Jitendra Singh said, it will aim at fostering proactive engagementsbetween Centre and Statesin S&T, creating a mechanism to facilitate the flow of STI information and data between Centre and States, Capacity Building of Scientists, technologists and professionals from States in key technology areas. He said, Centre and States will work together to promote Private sector participation in the State R&D and will try to put in position a robust and long term “Centre-State coordination and monitoring Mechanism in STI at the highest level.

Historic $10 Million NSF Grant Establishes the National Data Science Alliance to Expand Data Science at HBCUs

 Clark Atlanta University (CAU) makes history as the first Historically Black College and University (HBCU) to receive a $10 million award from the National Science Foundation (NSF) INCLUDES program to establish the National Data Science Alliance (NDSA).

The NDSA will increase the number of Black people earning data science credentials by at least 20,000 by 2027 and expand data science research that advocates for social justice and strive to eliminate bias. To accomplish this visionary goal, the NDSA will facilitate engagement across all HBCUs with industry and academic collaboration to broaden participation and advance social justice in data science.

“This is a monumental accomplishment for the HBCU community as a whole, and we at Clark Atlanta University are deeply honored to perpetuate institutional mission through data science,” said President George T. French Jr., Ph.D. “Clark Atlanta University has deep roots in conducting data science research that promotes equity, including the seminal works of scholar and former faculty member W.E.B. Du Bois on these hallowed grounds. This historic award exemplifies our commitment to ensuring that competitive advantage for students to succeed and excel in our data-driven society.”

Talitha Washington, the lead and principal investigator of the grant, is the mastermind behind the NDSA. As the Director of the Atlanta University Center (AUC) Data Science Initiative and professor of mathematics at Clark Atlanta University, she is passionate about engaging more HBCUs and building a community to accelerate the preparation of students in data science and discover solutions for data-oriented problems that impact the lives of Blacks.

“We are excited that many HBCUs will collaborate with us to develop new equity-based discoveries in data science and expand student pathways that will change the face of data science,” said Washington.

The NDSA is supported by the AUC Consortium, led by Michael Hodge, with industry-university collaboration led by Moses Garuba (Howard University) and collective impact efforts led by H. Justin Ballenger (Morehouse College). The NDSA’s three regional hubs are led by LaTanya Brown-Robertson (Howard University), Sajid Hussain (Fisk University), and Eric Mintz (Clark Atlanta University). The evaluation will be led by Kavita Mittapalli (MN Associates).

The NDSA will catalyze systemic change at scale by engaging over 1,000 HBCU faculty and will create equity-based data science ecosystems where all students can learn and thrive.

Indo-German Science and Technology Centre (IGSTC) is all set to propose a joint “Artificial Intelligence” (‘AI’) initiative on healthcare and sustainability.


This was stated here by Dr Jitendra Singh, Union Minister for Science & Technology and Earth Sciences, during the luncheon meeting hosted by President, DFG (German Research Foundation) Prof. (Dr) Katja Becker, who also happens to be a veteran Medical professional cum researcher.


Dr Jitendra Singh expressed satisfaction that India and Germany science and technology relations have made great strides in recent years and have become truly multidimensional, spurred by a significant convergence of interests, mutual goodwill and high level exchanges. DFG has been playing an important role and we value longstanding partnership with DFG.







The Minister talked about the recently concluded MoU to support the International Research Training Groups (IRTG) program towards capacity building targeting the training of Indian and German students for pursuing the PhD program. A call for inviting proposals from Indian and German research groups has been launched. Both of them agreed that this agreement is truly remarkable for achieving greater objectives in the projects and addressing larger problems.


Dr. Jitendra Singh mentioned that under the visionary leadership of Prime Minister Narendra Modi , Government of India in recent time has initiated several new mission mode programs like Cyber Physical System, Quantum Technologies, Future Manufacturing, Green Hydrogen Fuel, Deep Ocean Mining etc. Govt. of India and DFG can explore working together in solving such issues of societal challenges.


Both of them agreed to explore opportunities for bilateral cooperation between India and DFG in the form of funding research projects and to initiate and intensify long-term Indo-German cooperative relationships in research. They also agreed to consider initiating International Research Training Groups (IRTG) programs with other scientific departments.


Both of them expressed happiness that a joint call for proposals in toxicology would be coming up in September 2022.


Dr. Jitendra Singh mentioned that India has taken several steps to harness the power of Quantum computing for societal benefit. The Govt. of India has launched the National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS) to make India a leading player in the Cyber-Physical System.


Both of them discussed the new initiatives taken by their respective governments at gender equality and the programs to address the inequalities.







Both the leaders expressed optimism that a common mechanism can be worked out to harmonise the Data protection regulations for scientific research funding between the countries.


Dr. Jitendra Singh expressed optimism at the suggestion of starting the Collaborative Research Centres between the research communities of both countries, with a special focus on urgent and high-end science topics.
