Union Home and Cooperation Minister Shri Amit Shah held a high level meeting in Delhi today and reviewed the overall preparedness to deal with floods in the coming Monsoon


The Union Minister of Home Affairs and Minister of Cooperation, Shri Amit Shah, reviewed the overall preparedness to deal with floods in the coming monsoon at a high level meeting in Delhi today. Shri Amit Shah also took stock of the preparations made under the leadership of Prime Minister Shri Narendra Modi by NDRF and NDMA in the flood affected areas. He also reviewed the long-term measures to formulate a wide and comprehensive policy to mitigate the flood-related problems of the country. Several decisions were taken in the meeting to minimize the loss of life and property during floods.


The Union Home Minister directed officials to continuously strengthen the coordination between the Central and State level agencies by establishing a permanent system to provide detailed prediction up to the local level of flood and water level rise in the major catchment areas of the country. He directed that during the current flood season, the current and forecasted river levels should be monitored every hour and during floods all concerned stakeholders should take appropriate measures like- embankments, evacuations, temporary shelters etc. He directed the NDRF to prepare SOPs with the States for issuing rain early warnings at the local, municipal and state levels in areas with heavy rainfall.

The Union Home Minister advised specialized institutions like the Indian Meteorological Department (IMD) and Central Water Commission (CWC) to continue to upgrade their technologies for more accurate weather and flood forecasting. He directed for timely dissemination of warnings about lightning to the public through SMS, TV, FM Radio and other mediums. Shri Shah said that NDRF and SDRF have been asked to make arrangements to convey lightning warnings to District Collectors and Panchayats so that there is minimum loss of life and property. He also directed to give maximum publicity to various mobile apps related to weather forecast like ‘UMANG’, ‘Rain Alarm’ and ‘Damini’ developed by IMD so that their benefits reach the target population. Shri Shah also directed to make ‘Damini’ app available in all local languages of the country. The ‘Damini’ app gives a lightning warning three hours in advance which can help in minimizing the loss of life and property.

Shri Amit Shah directed the Ministry of Jal Shakti and the CWC to take timely action in advance to further strengthen the institutional arrangements at the State level and at the dam level under the provisions of the Dam Safety Act, 2021 to further reduce water level and floods and reduce the loss of life and property. Following the directions given by Shri Amit Shah during the flood review meeting held on June 15, 2021 last year, CWC, IMD and National Disaster Response Force (NDRF) have started monitoring the water level and flood situation in the rivers and sending the regular reports to Ministry of Home Affairs.


Director General of India Meteorological Department (IMD) and Chairman of Central Water Commission (CWC) made presentations in the meeting and informed about the action taken on the directions given by the Union Home Minister in the flood review meeting held last year. He apprised them of improving weather and flood forecasting techniques and flood control measures. Director General of NDRF informed that all necessary preparations have been completed to deal with floods during the coming monsoon. He said that 67 teams of NDRF have been requisitioned by the States and 14 teams have been deployed so far.


A large area in India is flood prone with Ganga and Brahmaputra being the main flood basins and Assam, Bihar, Uttar Pradesh and West Bengal being the most flood prone States. The decisions taken in the meeting will go a long way in alleviating and mitigating the sufferings of lakhs of people of the country who have to face the wrath of floods on their crops, property, livelihood and lives.

This next 25 years is a period  for collective efforts of 130 crore people of India and to see India at the top of the world, the Prime Minister has called this period as Amrit Kaal


Gram Panchayats, Parliament and all government departments should work for the country’s progress, as the 25 years of Amrit Kaal is a period to fulfil this resolve for progress


On March 12, 2021, Prime Minister Shri Narendra Modi began Azadi Ka Amrit Mahotsav from Kashi Gandhi Ashram, thereafter more than 25,000 programs have been organized across the country


The nation has had many achievements in the 75 years since Independence and we have been successful in placing India amongst the top nations


We have created many records in all fields with joint efforts, we have been successful in preserving and promoting our history and culture


Azadi Ka Amrit Mahotsav is envisioned to be celebrated in five categories – Freedom Struggle, Idea @75, Achievements @75, Action @75 and Resolve @75


We have ensured that participation of every village and state has been increased, ensured mass participation especially the youth, their energy will be useful in taking India to the top in the Centenary year of our Independence


The nation which will live on, should move forward and the Prime Minister with his great vision for the country, has conceptualizes this Sankalp Yatra, and each one of us, rising above party politics, should take part in the Sankalp Yatra to make it a success


If the youngest associate themselves with the freedom struggle, then their life will have been devoted to national development, this is a golden opportunity to make the young generation aware about the freedom struggle and connect this with the country


Mera Gaon, Meri Dharohar is one such program with the aim to build 6.5 lakh virtual museums across the nation, which would be linked with all  districts


From now upto the end of the program, we have to work to increase public awareness and public participation

In this period, due to the second and third wave of Covid-19, difficult situation had arisen and many programs had to be done in hybrid mode and due to this public participation could not be as much as it should have been. But now that the country is coming out of the grip of Covid-19, in this remaining time we should celebrate the Azadi Ka Amrit Mahotsav with public participation. During this two-day conference, we have to decide how every village, tehsil, district and state should participate in the Azadi Ka Amrit Mahotsav and for this, to create programs and make them successful.


Shri Amit Shah said that Azadi Ka Amrit Mahotsav is envisioned to be celebrated in five categories – Freedom Struggle, Idea @75, Achievements @75, Action @75 and Resolve @75. In these five categories, we should plan for the upcoming times. The Union Home Minister said that the freedom struggle was fought against the British in many ways and the independence struggle from 1857 to 1947 should once again awaken the minds of the upcoming generation. History alone cannot give this information to the younger generation. Many incidents and characters of brave heroes will have to be brought alive on their psyche, then they will associate themselves with the struggle for freedom. If the youngest associate themselves with the freedom struggle, then their life will have been devoted to national development, this is a golden opportunity to make the young generation aware about the freedom struggle and connect this with the country. That is why this is a great opportunity to create such a new generation to inculcate the spirit of patriotism in the mind of this new generation and on the basis of that they will continue to work for the whole life for the country. For this, the Prime Minister of the country has urged all of us to celebrate the Amrit Mahotsav with wide public participation. Be it the program of national anthem, program of making Rangoli, programs of research and compilation on the unsung heroes of the freedom struggle, be it my village, my heritage program. Mera Gaon, Meri Dharohar is one such program with the aim to build 6.5 lakh virtual museums across the nation, which would be linked with all districts.


Shri Amit Shah said that many such programs have taken place. Postcards were written to the Prime Minister, Swatantra Swar in which the poems banned by the British were compiled, Vande Bharat dance festival took place, there was a program to commemorate the first freedom struggle of 1857, all these programs have awakened consciousness. From now upto the end of the program, we have to work to increase public awareness and public participation. Altogether 25,000 programs were conducted in a year but 7,200 programs were conducted in the States and Union Territories. This number will have to be increased and we will have to make the Azadi Ka Amrit Mahotsav a success from the point of view of the entire government.


The Union Home Minister and Minister of Cooperation said that in  the coming days, programmes such as Har Ghar Jhanda, International Yoga Day, Digital District Repository, Swatantra Swar and Mera Gaon, Meri Dharohar  will ensure public participation. Har Ghar Jhanda program cannot be successful without the participation of State Governments and Panchayat, Municipal Corporation, Zilla Panchayat, Tehsil Panchayat. It cannot be successful without the participation of every school and we have to take it forward. I request everyone to spread information about programmes such as Har Ghar Jhanda, International Yoga Day, Digital District Repository, Swatantra Swar and Mera Gaon, Meri Dharohar – so that they are successful in the States. The identity of the places associated with the freedom movement should be made available afresh, there is not a single village which did nothing for the freedom movement, there is not a single district where no major incident took place. Can we revive those incidents, their memory, can we make programme to take school children to the homes of freedom fighters, their villages? I believe that by doing this a wonderful patriotism will be awakened and children and our new generation will be associated with it. Colleges should also be taken aboard and by making a capsule of 75 colleges all the memorial sites associated with the freedom struggle across the country should be glorified and revive them again on the memory of the people. We will benefit a lot by doing such programs.


Shri Amit Shah said that many people have also served the country through journalism in the freedom struggle. If we take along the students of journalism on the role of journalism in the freedom struggle, then a lot of work can be done. People interested in theatrical and music were connected at that time to the freedom struggle and an attempt was made to connect many people with the freedom movement using art, we should take this forward. A new consciousness should be awakened by involving the students of fine arts as well. He said that Prime Minister Modi has laid more emphasis on paying homage to all the freedom fighters of the freedom movement and reviving their memory. It is expected from the Culture Ministers and Tourism Ministers of the states present here today, that they should try to bring this subject to the bottom in their respective states. Resolution is the soul of the Azadi Ka Amrit Mahotsav, the Union Home Minister said that if 130 crore citizens take even a small individual resolution, a huge energy can be created. If 130 crore citizens resolve on behalf of Dalits, the poor, those with poor literacy living in  villages, this collective contribution of 130 crore resolutions can be a huge step to make the nation great. This does not look much significant, but if 130 crore people do it, then its power will be huge and I believe that the Amrit Mahotsav, the time of the Amrit period and the centenary year of freedom, is the time to make India great, take  India to top position in the world and it is time to be make India a ‘Vishwa Guru’. This is what Prime Minister Modi has expected from all of us.


Shri Amit Shah said that during this two-day seminar, we should make some places in the states under the Amrit Mahotsav in such a way that they become centres of consciousness for people. Spread such resolutions which will inspire many people like I am educated and I will teach adult illiterates. He said that I am sure that you will make this type of action plan from here to make such resolutions which work to spread consciousness, patriotism and development. Once again I would like to request all of you that Prime Minister Shri Narendra Modi has envisioned that this Amrit period from the Azadi Ka Amrit Mahotsav to the centenary year of independence, which is the time of fulfilling the  resolutions, we all have the responsibility to get connected with this journey of making India great. The time of Covid-19 had come, by the grace of God and with the efforts of the Government of India and the State Governments, we have come out of it, now again we should carry forward this journey with a new energy.

Today I have come to this border darshan tourist place of Nadabet, and wish to acknowledge the imagination of Prime Minister Shri Narendra Modi


No one can understand this multidimensional conceptand vision of Prime Minister Modi, until it is seen first hand


Under the leadership of Prime Minister Shri NarendraModi, government has been working to increase facilities of CAPF jawans and their families, from health checkup and housing satisfaction ratio to rationalization of duty


Under the Ayushman CAPF card, if any person in the family of a  CAPF personnel suffers from any disease, they can receive treatment using the card


Systematic efforts are being made to take the nation to the highest position in every field in the world, ever since Shri NarendraModi became the Prime Minister


This effort will be successful because our Border Security Force personnel are at the borders with protection of impenetrable security, you protect our borders, that is why development is possible on the borders


BSF personnel are guarding our6,385 km long border despitesand storms, scorching heat, extreme cold, thus fulfilling the mantra of lifelong duty with devotion


An organization, which started with 25 battalions in 1965, today has 2,65,000 personnel in 193 battalions and 60 artillery regiments


The nation and citizensbelieve in the BSF and that this force of 2,65,000 is a guarantee of the country’s security


There is no other Border Security Force exceptBSF that works in such tough conditions, to prevent infiltration in Kashmir Valley, to maintain internal security in North-East and in some LWE areas, to remain alert for hours in knee-deep swamps even in difficult areas of acreek


Children should imbibe the feeling of respect for our border guarding force as a rite of passage, andafter seeing the heroics of BSFthey should commit themselves tocontribute to national security


I wish to thank everyone in the BSF for fulfilling the slogan of duty for life and also want to salute your bravery, on behalf of the people


When we see the full demonstration site of Nadabet and from here to the border, it is only then that we understand how our border guards work to protect us in difficult circumstances


I visit here will inculcate patriotism amongst children as well as a sense of belonging to our Armed Forces and security of our borders


Tourism will recieve a boost and the huge problem of migration from the border villages will be removed and employment opportunities will also be generatedwhen people come here, this is the beginningof the process of reaching the last village on the border


The Gujarat government has spent . 125 crore on the SeemaDarshan program in Nadabet


I can imagine that after 10 years, this sector of Nadabet will become the focus of employment of at least five lakh persons in Banaskantha district


Children should visit Nadabet, and people coming here should stay at least for a night in Banaskantha and visit Banaskantha


Children’s play facilities and the 100 feet high tricolor will all become centers of attraction


There are six galleries here which introduce us to all our borders


A gallery has been built for Gujarat tourism and also a gallery for Nadabet and Banaskantha


Prime Minister, Shri NarendraModi has a big dream for border tourism, here the Beating Retreat ceremony will be the center of attraction


I am confident that the three objectives of border security through border tourism, public communication with border guards and a sense of attraction in amongst the people towards border guards will be fulfilled by this program




Union Home and Cooperation Minister Shri Amit Shah today inaugurated the newly constructed tourism facilities for SeemaDarshan at Nadabet in Banaskantha district of Gujarat. Shri Amit Shah addressed the Nadabet Border Outpost SainikSammelanand also interacted with the jawans. Several dignitaries including the Chief Minister of Gujarat, Shri Bhupendra Patel and the Director General of Border Security Force (BSF) were present on the occasion.



In his address on the occasion, the Union Home Minister said that any border guarding organisation, especially BSF, has a very difficult job. BSF personnel are guarding the 6,385 km long border of the country, fulfilling the mantra of lifelong duty with concentration in the midst of sand storms, scorching heat andextreme cold. Ever since Shri NarendraModi became the Prime Minister, efforts are being made in a systematic manner to take the country to the highest position in every field in the world. This effort will be successful because Border Security Force personnel are guarding our borders with the protection of impenetrable security, development is possible, as they protect the borders. He said that this is the border where BSF and Army personnel have shown excellent valour.In battle, the Border Security Force snatched ​​​​about 1,000 square kilometers from Pakistan and achieved victory. For a very long time, until a settlement was reached, the BSF was also involved in administration and organization, which started with 25 battalions in 1965, and is today a force of 2,65,000 personnel with 193 battalions and 60 artillery regiments. The country and its citizens believe that this organization and this force of 2,65,000 is the guarantor of our security.



The Union Home Minister said that infiltration should be stopped in the Kashmir Valley, internal security should be maintained in the North-East and some LWE areas, while maintaining cordiality in the relations between the two countries along the India-Bangladesh International Border. Security has to be maintained, even in the difficult area of ​​the creek, there will be no other border guarding force except BSF working in such difficult conditions.


Shri Amit Shah said that the Gujarat government has spent Rs. 125 crore on the SeemaDarshan program in Nadabet. Children should imbibe the feeling of respect for our border guarding force as a rite of passage, they should also decide that they should also contribute to the security of the country afterwitnessing the heroics of the BSF here. Now the Gujarat government is also going to plan that the focus of tourism for every student from 5th to 8th classis going to be Ndabet.With this, the message of BSF’s sacrifice, dedication, sacrifice and valour will reach civil society and when children grow up, this honor will be remembered by them lifelong. The Gujarat government is also planning living convenience in surrounding areas and every person in Gujarat spends at least 2 days on the outskirts of Banaskantha, only then shall they be able to understand the difficulties of border areas and will be able to understand the border areas.



Earlier, after inaugurating the newly constructed tourist facilities for SeemaDarshan at Nadabet, Shri Amit Shah while wishing all the countrymen a happy Ram Navami said that Ram Navami is the end of ChaityaNavratri as well as the birthday of a historic personality. Crores of people celebrate this festival in their homes. He said that the life of MaryadaPurushottam Shri Ram is the best ideal for how one should play every role in life. Lord Shri Ram lived such a life in which he presented such a perfect ideal of how one should play the role of an ideal son, ideal husband, ideal king and ideal commander without saying a word, so that people can live for ages. That is why he is our adored today, we all worship him in the form of God and try to follow the path shown by him.


The Union Home Minister said that Border Security Force jawans, guard the toughest borders, and protect the country by putting their lives at risk in difficult conditions. I want to pay tribute to them on behalf of the nation, by remembering all of them who have lost their lives. He said that today, on behalf of the people of the entire country, I want to thank everyone from the BSF jawan to the DG, who have fulfilled the slogan of lifelong duty and also want to salute their bravery. Shri Shah said that whenever there was a crisis in the country, BSF has always displayedvalor. One MahaVir Chakra, four Kirti Chakras, 13 Vir Chakras, 13Shaurya Chakras and the saga of many sacrifices are carried by BSF and the whole nation is proud of their bravery.



Shri Amit Shah said he wished to acknowledge the imagination of Prime Minister Shri NarendraModi at this border darshan of Nadabet. The vision of the Prime Minister cannot be understood and appreciated until one visits this place first hand. After coming here, when we will go to the full demonstration site of Nadabet and from here to the border, then only we will know how our border guards work to protect us in difficult conditions.Coming here will instil patriotism in children as well as a sense of belonging to our armed forces and the security of our borders. Children’s play facilities and 100 feet high tricolor will all become a center of attraction here. There are 6 galleries that introduce the visitor to the nation’s borders. A gallery for Gujarat tourism and a gallery for Nadabet and Banaskantha have also been built. There will also be a gallery presenting the three wings of BSF; Marine, Air and Artillery.


Shri Amit Shah said Prime Minister Shri NarendraModihas a dream for border tourism. Here the Beating Retreat ceremony will become the center of attraction. He said that he has full faith that the three objectives of border security through border tourism, communication of people with border guards and a sense of attraction in the minds of the people towards the border guards will be fulfilled by this program. Shri Shah said Shri NarendraModi has taken initiatives for the security and infrastructure of our borders. Extending best wishes to all the people and especially the people of Banaskantha, he said that now Banaskantha will become the center of attraction not only for Gujarat but also for people across the country, due to Nadabet. It will also provide tourism facilities within the nation and people across India will have an opportunity to understand the valour of the BSF from close quarters.

Union Home and Cooperation Minister Shri Amit Shah addressed the 37th Foundation Day celebrations of National Crime Records Bureau (NCRB) as the Chief Guest in New Delhi today




Until one takes all these facilities down from the officer level to the person sitting in the police station, we will not be able to harness the benefits and this is the responsibility of the NCRB


Three aspects are important with respect to data – access to the data, registration in a good format and creating tools for its use


By dividing this work into three parts, if NCRB resolves in the Azadi Ka Amrit Mahotsav that it will increase data utility by at least 20 percent over the next five years, then it will have done a major task during the Azadi Ka Amrit Mahotsav


Now our entire focus should be in the direction of using data and getting results


This 37 year journey of NCRB is an inspiration to all Agencies involved in management of Law and Order

Union Ministers of State for Home Affairs, Shri Nityanand Rai and Shri Ajay Kumar Mishra, Union Home Secretary, Director NCRB and senior officers of the Ministry of Home Affairs and the Police were also present on the occasion.



          In his address, the Union Home Minister said today is a day of happiness for all those working in the field of internal security, that the NCRB is celebrating its 37th Raising Day. If any organization is in existence for 37 years, then it demonstrates its relevance and no matter which government was in power, the NCRB always received strength and encouragement due to its utility. To control crime it is indispensable to have data at one place, to analyse the data, to break the data down and to develope different strategies for its control. He said that a strategy can be made only when the analysis of the challenges at hand are available, one is aware of the resources available to meet the challenges and when these are analyzed and made a part of the strategy. Shri Shah said that the NCRB has a big role in handling the internal security of the country, especially the law and order situation.





          Shri Amit Shah said that when he was the Home Minister of Gujarat, IG level crime conferences were held regularly on the borders of neighbouring states of Gujarat. Data is needed to make crime conferences result-oriented and when we work on this, NCRB’s data is very useful and also greatly helps in controlling law and order in border districts. He added that when different states prepare one-year police action plans, it is found that the source of the date is from NCRB. States should use NCRB’s data in formulating their annual police strategy, it should have a multi-dimensional and multi-purposed use in crime control, only then will this institution become result-oriented 


Shri Shah said that the NCRB is like the brain and action is possible only when States make use of its data. The NCRB has created a very good framework of data protection and data analysis by assimilating many things. The Union Home Minister said that this data can be used effectively by not just considering it as raw data. A habit should be made to analyze the data and use it in every district, police station, range and DGP headquarters across the country.


The Union Home and Cooperation Minister said nothing happens just by creating data, one has to go to the States and discuss with them the methodology of using the data. Some States have used the data and both the Bureau of Police Research & Development (BPR & D) and the NCRB should share their best practices. Shri Shah said the Crime and Criminal Tracking & Network Systems (CCTNS) Hackathon has also been inaugurated today and the BPR&D should take it to every State, as hackathons can solve many challenges. Hackathons are the only way through which the police can stay two steps ahead of criminals. He said the utility of CCTNS is satisfactory in the real sense and the responsibility of implementation of the Inter-operable Criminal Justice System (ICJS) has also been given to the NCRB, and both these mechanisms should become multifunctional. The data which used to be in physical format till now is now in electronic form through the CCTNS. Connecting so many police stations of the country is not an easy task. All these have been connected through technology, but now partners have to be found to move forward and personnel will have to be trained to use it. Along with CCTNS, E-Prison, E-Forensic, E-Prosecution and E-Court in unison form a complete system of the Criminal Justice System. Shri Shah said that 16,390 police stations in the country have been connected on CCTNS, but Central agencies of such as as the Central Bureau of Investigation (CBI), the Narcotics Control Bureau (NCB) and the National Investigation Agency (NIA) are still not connected with it. All Agencies must join the CCTNS as soon as possible and make data 100 percent complete.



The Union Home Minister said that the target of the second phase of ICJS has been set by the Government of India, with an expenditure of about Rs. 3,500 crore by the year 2026. After its completion, it should be made increasingly useful by using Artificial Intelligence, Block Chain, analytical tools and fingerprint system. He said till now around one crore fingerprints have been registered and if these become available to all police stations, then there is no need to pursue criminals, as after getting their fingerprints, their address can be found on the data base of the police station.


        Shri Shah said that a NCRB should be prepared and this data should be used for crime control. This would fulfil the purpose of the data. He said NCRB’s data shows crime through the lens of the IPC. The data should also be compiled through the social perspective instead of only looking at it through the lens of the IPC. If such data can be analysed in a different way, then there will be huge benefits in crime control. For example, whenever the Kharif season is around the corner, FIRs of quarrels/fights between farmers will be registered at police stations and sometimes, such cases even reach serious levels.


Shri Amit Shah said the police should keep an eye on places where large educational institutions and new hostels are being built and monitor the type of activity that is taking place around them. A solution cannot be found by looking at them only from the perspective of the IPC, it should be analyzed separately and this is the responsibility of the NCRB and the BPR&D. After analyzing it separately, these two organisations should present a paper with a solution at the DGP conference and workshops should be organised after discussing with the States. If crime data is not used to reduce crime, then we cannot take maximum advantage of keeping the data. As long as we do not promote the use of all these features, do not place them in the user forum, until then it cannot be fully beneficial. He said that police organisations have all the resources which will make work less laborious, but they do not have information. Until one takes all these facilities down from the officer level to the person sitting in the police station, we will not be able to harness the benefit and it is the responsibility of the NCRB to implement this.



The Union Home Minister said that three aspects are important while dealing with data. Access – data should be available, publicized and retrievable in such a way that the right person gets access to the data at the right time. The data storage format – the format should not only be for storing data, but also for storing data by transforming the information into such a format that maximum data can be used. He said that a system of its analysis should be made using the most modern tools and it should also be managed. Data should be accessible, registration should be in a good format and tools should also be created for its use. By dividing work into these three parts, if the NCRB makes a resolution in the Amrit Mahotsav of Independence, it we will increase the utility of data by at least 20 percent in the next five years, then this will be a big task done by NCRB in the Amrit Mahotsav of Independence. Shri Shah said that in the past 37 years, you have done a great job by storing data and making it available. Now our entire focus needs to be towards the use of data and use of data to bring results. This 37 year journey of the NCRB is an inspiration to all agencies involved in the management of law and order.

In these 7 years, there has been a radical change in enhancing the infrastructure of the North East and by 2024, all capitals of the North East will be connected with airports

For the all-round development of the Northeast, from 2014 to 2021, Rs. 2,65,513 crore was spent on infrastructure, in 2021-22, the budget of the North East was Rs .63,000 crore and the Modi government doubled the budget in seven years

Floods are a major problem in the North East, many natural ponds will be created through ISRO and flood water will be diverted towards these ponds using heterogeneous geographical locations for flood control

It is our responsibility to fulfill the development envisioned by the Prime Minister and during the Azadi Ka Amrit Mahotsav, we have to take a pledge that we will contribute to the development of the North East

The Union Minister for Home and Cooperation, Shri Amit Shah, addressed the Annual Session and AGM of the Indian Chamber of Commerce (ICC) through video conferencing today. The theme of this address was – India@75 – Empowering North-East India.

Speaking on the occasion, Shri Amit Shah said that in 2014, when the then Chief Minister of Gujarat, Shri Narendra Modi became the Prime Ministerial candidate, he had shared his vision for the development of India as well as the development of the North East.The Prime Minister had said any country cannot progress unless there is all-inclusive, all-pervasive and balanced development. Shri Shah said that after Independence, there was more development in Western and Southern India, but if we look at the background of 70 years, then it seemed that Eastern India has lagged behind. Prime Minister had said that when we come to power, we will focus on the development of Eastern India and make it a contributor to the development of the country by bringing it at par with the development of the rest of India, and I am happy to say that in the past 7 years, the Eastern Winds of change can be seen in the area. He said that when we speak about the development of Eastern India, it cannot be imagined without the development of North East.

The Union Home and Cooperation Minister said that there are two parts to the Amrit Mahotsav of Azadi. The first part is to remember the unknown martyrs who made the supreme sacrifice to get us freedom, and connect the young generation with them. Under the second part, from where we have to take India for 75 to 100 years, let us take a pledge. Shri Narendra Modi has said that the 25 years from 75 to 100 years of our Independence will be the most productive years and in these 25 years, we have to progress with the view that India should be globally first in every field. In the field of economic development, Prime Minister has set a target of US $ 5 trillion dollar economy before us and this cannot be possible without the development of the North East.

Shri Amit Shah said the North East is a very important region of the country and unless it is connected with the rest of India in every aspect, there will be no sense of unity and the development of the North East as compared to rest of India is not possible if there is no peace and prosperity Since the Narendra Modi government came to power in 2014, we have taken forward the development of North East in a phased manner.

The Union Home Minister said that North East India has an area of ​​about 8 percent of the total land area, about 3.8 percent of the population and about a 5,000 kilometers long international border connected with five countries. The North East is one of the 18 global biodiversity hotspots. 25 percent of the country’s forest area is in the Northeast and about 30 percent of the dense forest area is in the North East and in a way we can say that the North East acts as the lungs of India. Shri Shah said that the North East is also a heterogeneous region and there are more than 270 social groups and more than 185 dialects are spokent here. However, using this aspect some people had made the North East a very difficult area. Before 2014, there was a huge mental gap between the rest of India and the North East. The Union Home Minister said that after Shri Modi’s government came to power in 2014, the first thing the Prime Minister did was to bridge this mental gap and focussed on the North East, and began sending a Union Minister there every 15 days. In the last seven years, the Prime Minister himself has visited the North East several times and has stayed overnight in the North East and now gradually the Northeast has become closer to the rest of the nation. There was a time when there were problems like violence, extremism, disputes, floods, corruption and drugs. Manipur was known only for bandhs, blockades and strikes. Assam was known only for terrorism and conflicts between ethnic groups. But today the North East remains in the news for increasing connectivity, development, tourism, employment, electricity and forests as well as ending floods. If industrial investment is to be made in any region, then it is very important to have peace, end disputes, create an environment of political stability and create a good environment for economic development. The task of creating such an environment has been done by the Narendra Modi government in the last 7 years. Today the North East is ready to be a big contributor to the development of the country. Shri Amit Shah said that the connectivity problem in the North East is being resolved by signing a land border agreement with Bangladesh. The North East will be connected to the ports of Bangladesh in two years and this will open up a huge avenue for setting up industry in the North East and for connectivity to the rest of the world.

Shri Amit Shah said that we have integrated the three Es- Empathy, Empowerment and Enabler for the development of the North East and we want to move forward with these three Es. The Union Home Minister said that the North East has suffered a lot and the aim of the North East Policy of the Modi Government is to establish peace by understanding with empathy the aspirations of the youth with sympathy to establish peace there and to empower the governments in the North East with political stability. The job of the government is that of an enabler, it is to empower the public and this is what we have done for the past 7 years. He said that in the last 7 years, we have identified four major objectives for the North East region. First, to end the instability by establishing political stability, secondly to end all the disputes in the North East and turn it into a peaceful area, thirdly to preserve its dialects, languages, dance, music, food and, culture, and to create an attraction for it in the world, Fourthly to make the North East a developed region and make efforts to bring the North East’s contribution to the l GDP back to the level before Independence Shri Shah said that I am very happy to inform that we are moving forward with success in this direction.

The Union Home Minister and Minister of Cooperation said that due to Prime Minister’s popularity and organizational efforts, instability in North East has now become history, after political stability, now North East is moving towards peace. In the last seven years, all the states of the North East have been successful in forming the governments of North East Democratic Alliance (NEDA) under the leadership of Prime Minister Narendra Modi. Today all the governments here are working stably with absolute majority, elections are also being held peacefully. People of North East have accepted Prime Minister Modi and given us 19 out of 24 seats. Out of 498 MLAs, 350 MLAs are from NEDA and where Delhi was earlier considered an outsider, now there is no hesitation in taking its help for development considering Delhi as elder brother. Prime Minister’s vision of bringing political stability has been implemented and it will be of great benefit in the development of NorthEast.

The Union Home Minister said that after 2014 and 2019, we have done a great job for the establishment of peace in the North East. In the first term, by entering into a land boundary agreement with Bangladesh, the biggest drawback of North East for going to the East has been resolved. He said that the Prime Minister Shri Narendra Modi’s government, while taking an important policy decision, has declared the Ministry of Home Affairs as “Appropriate Government” to facilitate land acquisition for border projects. He said that there was a time when agitations and disputes were everyday affairs in the Northeast. Prime Minister has set a narrative that cooperation and hard work is required for development, not agitation or controversy. The Union Home Minister said that Manipur’s blockade has been ended, agreement has been made with NLFT and they have laid down their arms. The 40-year-old problem of Bru refugees has also been resolved and now they are being resettled. After the Bodo and Karbi Anglong peace agreements, many militants have laid down their arms. About 385 civilians were killed every year in incidents of violence from 2007 to 2014 and now from 2019 to 2021, an average of two civilians have died. He said even the death of two civilians is also very unfortunate and we want to reduce it to zero. In these two years, around 3,922 militants have surrendered and 4,000 weapons have been deposited with the police. Shri Amit Shah said that the State Governments and the Central Government have given Rs. 12,000 crore for their development and rehabilitation.

Shri Amit Shah said that in these seven years there has been a paradigm shift in enhancing the infrastructure of the North East and before 2024 all capitals of the North East will be connected with airports. 7 out of 8 states of North East will be connected by rail. Work has been done to build many national highways. 32 roads of the National Highway have been constructed at a cost of Rs. 12,000 crore. For the all-round development of the North East, from 2014 to 2021, Rs. 2,65,513 crore were spent on infrastructure. The 15th Finance Commission increased the expenditure of the North East by 251 percent as compared to the 14th Finance Commission. The infrastructure, peace, political stability of the Northeast creates an environment on which you can trust and invest. In the year 2021-22, the budget of the North East is Rs. 63,000 crore and the Modi government has doubled this budget in seven years. He said many institutes like AIIMS, IITs, IIMs have been opened, so that the children of the North East are trained as a good workforce.

The Union Home Minister said that there is immense potential in the IT sector in the North East and we have also done a lot of work for IT connectivity. The North East has natural beauty that can attract tourists from all over the world. For organic food also, three states have been declared as complete organic states and organic agriculture is being promoted in rest of the states. The demand and market for organic foods is increasing all over the world and the Northeast can become a big spot for this too. He said that there is a lot of potential in the sports sector in the North East. Floods are a major problem in the North East, and for tackling this issue many natural ponds will be created and flood water will be diverted to these ponds through the use of ISRO, using the heterogeneous geographical location for flood control.

Shri Amit Shah said there is immense potential for the bamboo and paper industry. About 60 percent of India’s total bamboo production comes from the North East and now the Narendra Modi government has given the status of agriculture to bamboo. In a year or two, the North East region will be connected with Bangladesh by rail and road and after that there will be immense possibilities to go East. The investment policies of different states in the North East are quite attractive. The most important thing is that peace has been established in the North East, political stability has been established and many institutes have been set up for education which will prepare children as trained human resources.

The Union Home and Cooperation Minister said that the Prime Minister has a dream of a Self-reliant India. We are in the year of Azadi Ka Amrit Mahotsav and we have to prepare the way for those who will celebrate 100 years of Independence. If the country is to be fully developed, then every part of ​​the country should be equally developed. He said that in 7 years we created the kind of environment needed to be created for investing capital in the Northeast. Appealing to the ICC and its members, he said that they should look at the North East from a different perspective, know the change that has come and invest. Time has come to invest in the North East, empower it, connect it with the rest of the country and promote its development. It is the responsibility of all of us to fulfill the development envisioned by the Prime Minister. In the year of Azadi Ka Amrit Mahotsav all of us should resolve that we will contribute in the development of North East.
