     The memorial service for Former President of the People’s Republic of China, Mr Jiang Zemin, will be held solemnly at the Great Hall of the People in Beijing at 10am on December 6 (Tuesday). The 18 District Offices will make arrangements to facilitate members of the public to watch the live broadcast of the memorial service at designated locations. 



     The designated locations will be opened to the public from 9.30am on December 6. Details are as follows:

     A Government spokesman announced today (December 2) the memorial service for Former President of the People’s Republic of China, Mr Jiang Zemin, will be held solemnly at the Great Hall of the People in Beijing at 10am on December 6 (Tuesday). To express our deep condolences to President Jiang, the Hong Kong Special Administrative Region Government (HKSARG) and members of the public will mourn with Mainland compatriots together. Arrangements are as follows:  



     Radio Television Hong Kong (RTHK) will arrange television live-broadcast of the memorial service to the public. The Central Government Offices will also live-broadcast the service. During the mourning in silence in the memorial service, government staff will at the same time observe three minutes’ mourning in silence. All government bureaux and departments will also make similar arrangements. The 18 District Offices will make arrangements to facilitate members of the public to watch the memorial service live and observe mourning in silence at designated locations. The Home Affairs Department will announce the locations later. All government vessels will conduct three minutes’ honk during the mourning in silence in the memorial service. The Government will liaise with subvented organisations, relevant industry associations and organisations, for arranging their staff to watch the memorial service live and observe mourning in silence. 



     On the day of the memorial service, National flags and Regional flags displayed at all government departments (including offices outside Hong Kong) will be flown at half staff. Government officials will not attend any public entertainment activities. All entertainment and celebration activities organised or funded by the Government will be postponed or cancelled as appropriate. The Government appeals to industry associations and organisations to postpone or cancel any entertainment and celebration activities scheduled for December 6, and announce relevant arrangements as soon as possible.



     Executive Council (ExCo) will watch the live broadcast of the memorial service and observe a moment of silence in the morning of December 6. The ExCo meeting on that day will be held after the memorial service, and the media session before the ExCo meeting will be suspended.

The following is issued on behalf of the Legislative Council Secretariat:



     With severe tropical storm Nalgae edging closer to Hong Kong, the arrangements of the Legislative Council (LegCo) meeting tomorrow (November 2) as well as public services in the LegCo Complex will be as follows:


 


LegCo meeting


 


     (1) if a Tropical Cyclone Warning Signal No. 8 or above or a Black Rainstorm Warning Signal is issued or in force between 9 am and 11 am tomorrow, the meeting will not commence at 11 am; 



     (2) if the above warning signal is cancelled at or before 2 pm, the LegCo President will, having regard to the then prevailing weather and transport conditions, decide whether and when to hold the meeting tomorrow; and 



     (3) if the above warning signal is still in force after 2 pm, the meeting will not be held tomorrow. The LegCo President will, having regard to the then prevailing weather and transport conditions, order that the meeting be rescheduled to 11 am on Thursday (November 3).  



Public services in the LegCo Complex


 


     (1) the service of the LegCo Public Complaints Office and public services in the LegCo Complex, including the guided tours of the Complex or education activities for Members’ visitors and schools, the LegCo Library and the LegCo Archives, will be suspended when the Tropical Cyclone Warning Signal No. 8 or above or a Black Rainstorm Warning Signal is in force; and 



     (2) the services will be resumed two hours after the Tropical Cyclone Warning Signal No. 8 or above or Black Rainstorm Signal is cancelled. However, if the above signal is cancelled at or after 3 pm, the services will be suspended for the whole day.

     The Department of Health (DH) announced today (June 30) that general public (GP) sessions at the Yuen Long Jockey Club Dental Clinic will be relocated to the Yuen Long Government Offices Dental Clinic starting from July due to staffing deployment. Other services at the Yuen Long Jockey Club Dental Clinic will be suspended until further notice. The DH will inform users with prior appointments of affected services and make separate arrangements for them.
