The Closing Plenary of the 27th session of the Conference of Parties (COP 27) of the UNFCCC was held today at Sharm El-Sheikh. The conference which was held with the view to building on the previous successes and paving the way for future ambition concluded with countries coming together to take action towards achieving the world’s collective climate goals. The leader of Indian delegation and the Union Minister of Environment, Forest and Climate Change Shri Bhupender Yadav made the intervention.
“Mr President,
You are presiding over a historic COP where agreement has been secured for loss and damage funding arrangements including setting up a loss and damage fund. The world has waited far too long for this. We congratulate you on your untiring efforts to evolve consensus.
We also welcome the inclusion of transition to sustainable lifestyles and sustainable patterns of consumption and production in our efforts to address climate change in the cover decision.
We note that we are establishing a 4 year work program on climate action in agriculture and food security.
Agriculture, the mainstay of livelihoods of millions of smallholder farmers, will be hard hit from climate change. So, we should not burden them with mitigation responsibilities.
Indeed, India has kept mitigation in agriculture out of its NDCs.
We are also establishing a work program on just transition.
For most developing countries, just transition cannot be equated with decarbonization, but with low-carbon development.
Developing countries need independence in their choice of energy mix, and in achieving the SDGs.
Developed countries taking the lead in climate action is therefore a very important aspect of the global just transition.

At the 27th Session of Conference of Parties of the UNFCCC (COP 27) in Sharm El-Sheikh, Egypt, the India Pavilion hosted a side event on “Transformative Green Education: Experiences from India”, today. This side event involved deliberations by officials and experts from the National Museum of Natural History (NMNH), Ministry of Environment, Forest and Climate Change and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH highlighting the need to encourage a sustainable lifestyle for the environment among children through innovative techniques, tools and methods.
Shri Bhupender Yadav, Minister of Environment, Forest and Climate Change, Government of India gave the keynote address and released a book (both print and digital versions), calendar, postcards, bookmarks, and posters based on paintings by Indian schoolchildren on sustainable lifestyles, collected by the NMNH. On this occasion the Minister also released a short video on green transformative education. Experiences from India were also shared in the panel discussion. Addressing the gathering at India Pavilion, Egypt and children who joined virtually from India, the minister congratulated all the children who actively contributed to this campaign and said:
“We have not inherited this earth from our ancestors but we have borrowed it from our children. It is a loan we have got from them and it is our responsibility to lead a sustainable life so that our children have a safe place to live”.
About the Campaign:
To inculcate the environment friendly lifestyle among the school children, National Museum of Natural History organized a National Level Painting Competition for the school students of class 6th to 8th on the theme – “LiFESTYLE FOR ENVIRONMENT” through colours.
Over 16000 entries were received from the children from 24 states of the country. The entries presented a broad perspective of the children on the environment and their thoughts on how they would love to see their environment in the years to come. The wealth of paintings thus collected will be utilised in calendars, posts card, bookmarks, books and videos in collaboration with GIZ India. The selected paintings of this competition were displayed at the COP27 Side Event at the India Pavilion.
For thematic focus and relevance NMNH and GIZ India have planned activities to facilitate experiential learning for school children on themes covering Lifestyle for Environment and Climate Change, which contributes towards India’s NDC Goal 1. The activities include innovative permanent exhibits, climate change learning labs, outreach events and awareness programs. These are intended to enable school students to relate to the impacts of climate change on their lives, help them understand the science behind climate change, and find pragmatic solutions, especially nudging them to adopt climate-friendly lifestyles. Speaking on this occasion, Shri Bhupender Yadav said:
“Mission LiFE is a collective, conscious global movement that is human-centric and is aligned with the local culture and tradition will have a huge positive impact on the ongoing efforts on fighting climate change. Within such a community led environmental movement, children play a crucial role in our efforts towards combating climate change. Nurturing a sensitivity towards environment in young minds is the need of the hour to ensure their persistent involvement in environmental protection, as well as meaningful actions.
As a country with one of the youngest populations in the world, school children in India will act as proponents of sustainable habits within their families and communities. I also would like to highlight that the National Education Policy of India, released in 2020 emphasises on
education to be experiential, holistic, integrated, inquiry-driven, discovery-oriented, learner-centred, and discussion-based. Developing a robust and healthy environmental consciousness is part of the core theme of the education policy today.
We look forward to more collaborations from children across the country and globe on leading a sustainable lifestyle – a lifestyle that is conscious about generation of unwanted waste, consuming resources in the right quantity, conserving the precious resources of nature; and living in harmony with nature.”

The 29th Regional Workshop of Krishi Vigyan Kendras (KVKs) of Madhya Pradesh and Chhattisgarh was inaugurated by the Union Minister for Agriculture and Farmers Welfare, Shri Narendra Singh Tomar at Morena, Madhya Pradesh today. Speaking on the occasion, Shri Tomar said that the field of agriculture is vast and challenging, it is not an end-to-end task, it will continue to work from generation to generation. The contribution of all KVKs and agricultural scientists in the development of agriculture in the country is and will always be exceptional.
Union Minister Shri Tomar said that Prime Minister Shri Narendra Modi wants people to be attracted towards agriculture, for this encouragement has been given to scientists and farmers along with everyone else. The state of our agricultural landscape in the world is good. India is an agricultural country and we are a special nation from the point of view of food productivity. While discussing the interests of the farmers, he said that today the farmer is fully aware. Referring to the schemes being run by the Central Government for the farmers, he said that the Pradhan Mantri Fasal Bima Yojana is no less than a boon for the farmers, every farmer should take advantage of it. In the last 6 years, a compensation of Rs 1.24 lakh crore has been given to the farmers under this scheme.
Shri Tomar said that it is the responsibility of our agricultural scientists to find solutions to various challenges in the field of agriculture. Shri Tomar said that due to the progress being made under the leadership of Prime Minister Modi, today many countries of the world are discussing with India on issues related to agri-food. Our country has been a leader in agricultural production, milk production, food processing in the world and is progressing continuously.
On this occasion Shri Abhay Mahajan, Organization Minister, Deendayal Research Institute, Chitrakoot, Vice Chancellor Prof. SK Rao, RVS Agricultural University, Gwalior, Vice Chancellor Prof. AK Singh, RLBK Agricultural University, Jhansi, Dr. V.P. Chahal, Deputy Director General (Agriculture Extension), ICAR etc. also addressed. In the programme, senior agricultural scientists and other officers from 81 KVKs of MP and Chhattisgarh including Dr. Y.P. Singh, Dr. D.P. Sharma, Dr. Ajay Verma, Dr. S.S. Tomar were present.
A special programme of DST launched for “Accelerated Development of Particularly Vulnerable Tribal Groups”
Department of Science and Technology (DST) had established 10 “Science Technology and Innovation (STI) Hubs” in different parts of the country for holistic development of Scheduled Tribe (ST) Communities; 15 more such Hubs will be established in the next one year
DST also supported a 50 Crore rupees R&D project to develop a permanent cure for Sickle Cell Disease (SCD) using gene editing technologies
To commemorate “Janjatiya Gaurav Divas’ to be observed on 15th November, Union Minister of Tribal Affairs Shri Arjun Munda and Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today addressed National Conclave on Science & Technology for Empowerment of Tribal Community at IIT, Guwahati today.
Addressing on the occasion, Shri Arjun Munda said that Government of India under leadership of Prime Minister Shri Narendra Modi has given special attention to integrated development of tribal people while keeping their identities alive. We are proud that Shri Narendra Modi is heading the largest democracy in the world today and tribal people have a critical role to play in our country. He further added that tribals must be included in the country’s journey of growth towards 2047 when India will achieve hundred years of Independence. It is indeed appreciable that Deptt of Science & Technology has taken steps in this direction by implementing projects involving innovations for development of tribals , Shri Arjun Munda said. This is appropriate since the tribals live close to nature and have intimate knowledge of environment, he said. Shri Arjun Muda explained that the tribals continuously innovate in their surroundings especially with respect to sustainability , but their innovation hardly finds acknowledgement. Under leadership of our Prime Minister, the time has now come for new achievements and deliverables and he hoped that the steps being taken by various departments of the Government will create new opportunities for tribals to grow, he added.
Dr Jitender said that DST had so far established 10 exclusive “Science Technology and Innovation (STI) Hubs” in different parts of the country for holistic development of Scheduled Tribe (ST) communities. 15 more such Hubs will be established in the next one year for inclusive socio-economic development through creation of sustainable livelihoods for the ST population in tune to their growing aspirations.
He said that 4 out of 10 such STI Hubs had been established in the Northeast, in the States of Arunachal Pradesh, Mizoram, Sikkim and Tripura to create sustainable livelihoods for the ST population of North-Eastern States.
On the occasion, a special programme of Department of Science & Technology (DST) was launched for “Accelerated Development of Particularly Vulnerable Tribal Groups” as a part of “Azadi ki Amrit Mahotsav”.
Dr Jitendra Singh said, the theme of the conclave “Science and Technology Empowerment of Tribal Community” echoes the thoughts of Prime Minister’s Jai Vigyan-Jan Anusandhan. Vision. He said, this is the first time in the country, on such a large scale, the contribution of DST for empowerment of tribal communities in different walks of their life and livelihoods is being showcased and thanked the Ministry of Tribal Affairs and other organisations of the department and ASTEC for being a part of this conclave.
Prime Minister Shri. Narendra Modi, in November 2021 had declared 15 November as Janjatiya Gaurav Divas to remember the contribution of tribal freedom fighters, as part of the year-long celebration of the 75th anniversary of Indian independence. November 15 is the birthday of the great tribal freedom fighter Birsa Munda, who is revered as Bhagwan by tribal communities across the country.
Dwelling on his Ministry’s measures for more focused attention on the integrated socio-economic development of the Tribal Community through various Schemes and Programmes, Dr Jitendra Singh said, about 100 new projects were supported during the last three years in diverse technology areas and these projects are expected to benefit more than 50,000 ST population in various regions of the country.
Dr Jitendra Singh said, DST had also supported a 50 Crore rupees R&D project to develop a permanent cure for Sickle Cell Disease (SCD) with extensive benefits of improving the standard of life of such patients using gene editing technologies. He also added that Heritage Food and Beverage Research Centre for research on Ethnic Foods of Tribals of NE and ST community Centre of Bio resources for Innovation, Technology and Entrepreneurship has been established at Institute of Advanced Study in Science and Technology, Guwahati at a cost of Rs. 12 Crore.Listing out other series of measures for upliftment of Tribal communities, Dr Jitendra Singh said, DST has provided 700 fellowships to ST students and scholars to pursue a career in Science through INSPIRE fellowships in the last three years.

Union Minister of State for Information and Broadcasting Dr. L. Murugan reviewed preparations for the 53rd International Film Festival of India (IFFI) today. The Minister visited venues for various events and urged that they be made functional as early as possible. Secretary, Ministry of Information and Broadcasting, Apurva Chandra, Director General (Western Zone), Ministry of Information and Broadcasting Monideepa Mukherjee, Managing Director, National Film Development Corporation (NFDC) Ravindra Bhakar, Joint Secretary (Films) Prithul Kumar, Ministry of Information and Broadcasting, Goa Inspector General of Police Omvir Singh Bishnoi, Secretary, Information and Public Relations, Government of Goa, Subhash Chandra, Chief Executive Officer, Entertainment Society of Goa Swetika Sachan and other officials were present at the meeting.
Union Minister Dr. L. Murugan took a tour of the venues being prepared for various events happening at IFFI such as Film Bazaar and the State Pavilions. As the venues are still in various stages of preparation, the Minister urged that work be completed as soon as possible. Following the visit to the venues, the Minister chaired a meeting with various organizations involved in the organizing and management of IFFI 53. Speaking at the meeting, he urged all stakeholders to put their best efforts and work together so that the festival is conducted in the best manner possible. He urged to leverage Goa’s innate spirit of joy and celebration to propel IFFI to a new level.
Speaking at the meeting, Secretary, Ministry of Information and Broadcasting Apurva Chandra stressed that special care be taken to ensure that both delegates and film personalities have a pleasant experience at IFFI 53. He directed that both the website and the mobile app be made ready soon so that delegates may plan how to best experience the festival.
Managing Director, NFDC, Ravindra Bhakar apprised those present about the various new features to be introduced this IFFI. This edition will feature a greater number of film personalities, both national and international than any other previous edition, informed the Managing Director. He informed that the scheduling and planning is well on track and that the detailed schedule would be made available to delegates very soon.
Goa Inspector General of Police, Omvir Singh Bishnoi reviewed the various security arrangements in place to ensure safety and security of both film personalities and delegates. He identified the need to balance the requirements of safety while maintaining the general atmosphere of joy and festivities.
