With the holding of the 2024 Lunar New Year Fireworks Display this evening (February 11), the Leisure and Cultural Services Department reminds people to keep places clean while enjoying the fireworks display. Rubbish should be placed in rubbish bins. Anyone not disposing of rubbish properly is liable to a fixed penalty of $3,000.
Please be reminded that the Tsim Sha Tsui promenade area and the piazza area of the Hong Kong Cultural Centre, together with the waterfront of Hong Kong Island North, will be crowded. People who intend to go there should also mind their safety.

Public should take precautionary measures against carbon monoxide poisoning

The case involved a 17-year-old woman, who was found unconscious when she had a shower inside the bathroom at home yesterday (January 28). She was sent to YCH and was later transferred to Pamela Youde Nethersole Eastern Hospital for treatment. She is now in stable condition.
The EMSD conducted a site investigation immediately upon receiving the report. According to the information provided by the residents, the subject gas water heater was not bought in Hong Kong. The concerned model has not been approved by the EMSD and did not bear a “GU” mark. Preliminary investigation finding revealed that exhaust flue was not installed for the gas water heater. With the exhaust flue gas discharged into the bathroom, coupled with poor ventilation, the accumulated carbon monoxide caused the carbon monoxide poisoning. Further investigation by the EMSD is ongoing. If the investigation results confirm that there was contravention of the Gas Safety Ordinance, the EMSD will consider initiating prosecution actions against the person concerned.
The CHP said that carbon monoxide is a colourless, odourless and tasteless gas which is a by-product from incomplete combustion of any fuel which contains carbon, such as wood, natural gas and gasoline.
Exposure to a low concentration of carbon monoxide can lead to a range of symptoms such as dizziness, headache, tiredness and nausea; whereas exposure to a high concentration of carbon monoxide can lead to impaired vision, disturbed co-ordination, unconsciousness, brain damage or even death.
The CHP reminded members of the public that a gas water heater should be used in a well-ventilated area. They should seek medical attention immediately if suspected of developing symptoms of carbon monoxide poisoning.

LegCo Public Works Subcommittee visits Choi Hing Road transitional housing project in Ngau Tau Kok (with photos)

At the invitation of the Government, the Legislative Council (LegCo) Public Works Subcommittee visited the Choi Hing Road transitional housing project (Choi Hing Road project) in Ngau Tau Kok today (January 29) to understand the demounting and reuse arrangement of the Modular Integrated Construction (MiC) modules.
Accompanied by Secretary for Housing, Ms Winnie Ho, Members first received a briefing on the Choi Hing Road project and the reuse arrangement of the MiC modules to understand the flexibility and sustainability of the MiC approach.
Members learnt that the MiC modules used in the Choi Hing Road project had been used in the transitional housing (TH) project “LST Housing” at Sung Wong Toi Road in To Kwa Wan. The demounting of all the MiC modules of the three-storey “LST Housing” was completed in September last year. Subsequently, the MiC modules were transported to the warehouse in Hung Shui Kiu for inspection and restoration. The MiC modules were then reassembled into an eight-storey building in the Choi Hing Road project in January this year.
Members also observed a demonstration of installation of reused MiC and toured the mock-up unit. Members noted that the MiC modules can be demounted and reused in the newly-built TH projects using the MiC approach. Apart from the Choi Hing Road project, the Nam Cheong 220 project in Sham Shui Po is another example of reusing MiC modules in TH projects. All the MiC modules of the Nam Cheong 220 project were demounted in February last year. The modules were successfully relocated to and reassembled as one of the buildings in the “Lok Sin Village”, a TH project at Wong Yue Tan, Plover Cove, Tai Po.
A total of 12 members and non-members of the Public Works Subcommittee joined the visit.
LCSD public service arrangements during Lunar New Year holidays

After the closure during the first two days of the Lunar New Year, some recreation and sports facilities will reopen and operate as usual (please refer to Annex 1 for details) on the third day of the Lunar New Year (February 12), including sports centres, squash courts, tennis courts, turf pitches, bowling greens, Tuen Mun Recreation and Sports Centre and the archery range at Ngau Chi Wan Park.
Apart from the above facilities, some sports centres, various fee-charging land-based facilities, swimming pools and water sports centres will be closed during the first three days of the Lunar New Year (February 10 to 12). Services at gazetted beaches will also be suspended. Stadia and all sports grounds will be closed unless advance bookings have been made.
Regarding cultural venues, the opening hours of performance venues and URBTIX outlets during the Lunar New Year holidays are listed in Annex 2. From February 9 to 13 (Lunar New Year’s Eve to the fourth day of the Lunar New Year), the URBTIX Internet booking (www.urbtix.hk) and the mobile ticketing app URBTIX will maintain normal services, and both the telephone booking hotline 3166 1288 and the ticketing enquiries and customer service hotline 3166 1100 will provide normal services from 10am to 8pm daily.
The opening hours of the 15 museums and two visual art centres (see Annex 3) under the LCSD during the Lunar New Year holidays are as follow:
All Hong Kong public libraries, mobile libraries and students’ study rooms will be closed from 5pm on Lunar New Year’s Eve (February 9) to the third day of the Lunar New Year (February 12). The opening hours of all public libraries on the fourth day of the Lunar New Year (February 13) will be the same as those for public holidays.
Hong Kong – Public urged to observe road safety during Lunar New Year holidays
The Transport Department (TD) today (February 7) reminded all road users to observe road safety during the Lunar New Year holidays.
“Motorists must not drive after drinking alcohol or taking drugs, so as to avoid contravening the law. Drink driving and drug driving will not only endanger motorists themselves, but also other road users. Even a small amount of alcohol or drugs will significantly impair driving ability. After drinking alcohol or taking drugs, one should use public transport services or arrange someone else to drive,” a TD spokesman said.
“Moreover, motorists must not participate in illegal road racing and speeding. Motorists should always maintain a steady and suitable speed and keep sufficient distance with the vehicle in front.”
The spokesman also appealed to motorists not to park their vehicles illegally. They should park in a parking place or a car park so as to maintain smooth road traffic. This can avoid causing traffic jams, affecting public transport operation, blocking passage of emergency vehicles, and obstructing the sight lines of pedestrians and other road users which may otherwise cause traffic accidents. For motorists who commit traffic offences and cause traffic obstruction, the Police will issue warnings or summonses, or even tow away the vehicles concerned.
When cycling, members of the public are advised to cycle within their abilities and observe road safety, wear suitable helmets and personal protective equipment as well as properly check their bicycles. They should always be attentive, patient and law-abiding when cycling. Pedestrians must also follow the traffic rules when crossing a road. Before crossing the road, they must wait until the steady “Green man” light shows and all traffic has stopped.

The Leisure and Cultural Services Department (LCSD) announced today (January 19) the department’s public service arrangements during the Lunar New Year holidays. Parks, playgrounds, and facilities at Queen Elizabeth Stadium under the LCSD will remain open during the Lunar New Year holidays. The SmartPLAY Internet booking service will also operate as usual throughout the holidays.
Holiday camps will be closed during the first three days of the Lunar New Year and lodging will not be provided on Lunar New Year’s Eve (February 9).
SmartPLAY service counters at venues will not operate when the venues are closed. For venues scheduled to reopen on February 12, their SmartPLAY service counters will also resume operation on the same day.
Details of the opening arrangements for LCSD recreation and sports venues during the Lunar New Year holidays have been posted at all venues and uploaded to the department’s website (www.lcsd.gov.hk/en/index.html).
Moreover, system maintenance work of public libraries will be carried out from 5.30pm on February 9 to 8am on February 13, during which the following services will be suspended:
