The following is issued on behalf of the Hospital Authority:



     Members of the public are invited to attend the Hospital Authority (HA) Board Meeting to be held on June 23 (Thursday) at 4pm. 

 

     The HA Board Meeting has been open to members of the public since 1998 to demonstrate the continuous effort of the Authority to enhance its transparency and public accountability. The HA Board holds meetings at regular intervals to discuss major health policy issues that have impacts on the public.

 

     Through these open meetings, the community is able to understand more about the role and functions of the HA Board as well as the operation and services of the HA and its hospitals.

 

     The HA Board will discuss the following agenda items in the coming meeting:

 

  • Annual Report on the Operation of the Community Care Fund Medical Assistance Programmes;
  • Progress Report on Strategic Priorities; and
  • Cluster Presentation Programme – Hong Kong West Cluster – Improving Functional Outcome of Acute Ischaemic Stroke Patients.


 

     The meeting agenda and papers will be made available to the public at the meeting. Members of the public are reminded that they can attend the Board Meeting only as observers and will not be participating in the meeting discussions.

 

     In view of the epidemic situation, corresponding seating arrangements will be made at the venue to maintain a proper distance. Members of the public who are interested in attending the coming Board Meeting have to make advance booking by contacting the Secretariat of the HA Board at 2300 6797 during office hours. To facilitate booking arrangements, members of the public are advised to provide their name and contact telephone number. In view of the limited seating available in the public gallery of the meeting venue, seating will be reserved on a first-come, first-served basis.

     ​The Chief Executive, Mrs Carrie Lam, met with members of the Mainland Chinese medicine expert group of the Central Authorities (expert group) today (April 7) to listen to their views on the use of Chinese medicine against the COVID-19 epidemic, as well as on the further development of Chinese medicine in the Hong Kong Special Administrative Region (HKSAR), following their arrival in Hong Kong last week to look into and support the HKSAR’s anti-epidemic work. The Secretary for Food and Health, Professor Sophia Chan, the Director of Health, Dr Ronald Lam, and the Chief Executive of the Hospital Authority (HA), Dr Tony Ko, also joined the meeting. 



     Mrs Lam expressed her sincere gratitude to the Central Authorities for staunchly supporting Hong Kong’s anti-epidemic efforts, including sending in an expert group led by Mr Tong Xiaolin, academician of the Chinese Academy of Sciences, last Tuesday (March 29). Over a week or so in Hong Kong, not only had the expert group met with various members of the HKSAR’s anti-epidemic team, including the relevant bureaux and departments of the HKSAR Government, the HA, the Chinese Medicine Development Committee, the Chinese Medicine Council of Hong Kong and the Chinese medicine sector, it had also conducted field visits to various facilities, including hospitals, a community isolation facility, a holding centre for the elderly, residential care homes for the elderly, as well as a Chinese medicine centre of a tertiary institution, in order to further their understanding of the use of Chinese medicine at various levels of prevention and treatment of COVID-19 in Hong Kong. They had also shared with the above members their rich, invaluable experience of fighting the epidemic with the use of Chinese medicine.



     The HKSAR Government of the current term attaches great importance to the development of Chinese medicine. With Chinese medicine incorporated into Hong Kong’s public healthcare system pursuant to the 2018 Policy Address, the Government is taking forward at full steam the construction of Hong Kong’s first Chinese medicine hospital, which is expected to come into service in phases from 2025 onwards. In the fight against the epidemic, the HKSAR Government has been actively promoting a wider application of Chinese medicine. Such efforts include supporting the HA to provide Chinese medicine treatment service for COVID-19 in-patients and those in recovery, as well as to offer treatment with Chinese and Western medicines integrated at the Treatment Centre for COVID-19 at AsiaWorld-Expo in collaboration with the Mainland medical support team; supporting the Chinese medicine sector to provide telemedicine service; supporting Chinese and Western medical teams to jointly make ward rounds and formulate treatment plans at the holding centres for the elderly; and providing proprietary Chinese medicine in the anti-epidemic kits for people under isolation or quarantine, and early this month, in the anti-epidemic service bags to all households in the territory, as well as through district distributions by voluntary organisations, for use by members of the public based on health conditions.



     In addition, Mrs Lam expressed her gratitude to the expert group for formulating four plans for the Chinese medicine sector of Hong Kong, covering the use of proprietary Chinese medicine at home, Chinese medicine diagnosis, Chinese medicine rehabilitation, and Chinese medicine prevention and treatment. The details would be publicised through various channels, including the HKSAR Government’s COVID-19 thematic website (www.coronavirus.gov.hk), social media platforms and the Chinese medicine sector. On the basis of its current anti-epidemic measures and the expert group’s advice, the HKSAR Government would continue to promote the popularisation and use of Chinese medicine in Hong Kong along the “three easy” principles put forward by the expert group, viz. “easy to understand”, “easy to do” and “easy to get”. 



     Mrs Lam said, “Chinese medicine has been given full play in the whole process of epidemic prevention, treatment and rehabilitation amid the fight against the fifth wave of the epidemic, contributing to the gradual subsiding of the local epidemic situation. I am pleased to note that more members of the public have benefitted from the efficacy of Chinese medicine, and that the community at large has become more attuned to the anti-epidemic work involving Chinese medicine and more confident in using Chinese medicine. I hope that the HKSAR Government, jointly with the HA and the Chinese medicine sector, will seize the opportunity to chart a promising path for the development of Chinese medicine in Hong Kong.”

Charities play a key role in our society by providing valuable information and services to Canadians, with a particular focus on the most vulnerable. The Government of Canada is committed to ensuring that charities have a regulatory environment that supports the important work they do.

Today, the Honourable Diane Lebouthillier, Minister of National Revenue, announced the appointment of nine new members to the Advisory Committee on the Charitable Sector (ACCS).

The following incoming members begin their two-year terms with the committee on May 1, 2022:

Since 2019, the Advisory Committee on the Charitable Sector (ACCS) has been engaging in meaningful dialogue with the charitable sector to advance emerging issues related to charities. To date, they have published three reports containing a range of recommendations on important and emerging issues facing registered charities.

As part of the selection process for the new members, the CRA held an open call for applications, which closed on May 21, 2021. Over 200 people applied, and the CRA reviewed all applications to ensure that the committee is well represented, inclusive, and diverse.

On July 22, 2021, the Government of Canada hosted the Summit on Islamophobia. At the summit, the Minister of National Revenue committed to appointing a member of the Muslim community to the ACCS.

The CRA encouraged applications from a broad cross-section of experts, practitioners, leaders from the not-for-profit and private sectors, as well as members of various groups, including women, LGBTQ2+ communities, Indigenous peoples, persons with disabilities, and members of visible minorities. Increased representation is important to ensure the work done within the committee reflects the diverse needs of the charitable sector.

The Report of the Consultation Panel on the Political Activities of Charities was published in May 2017 and contained a number of recommendations, including that the Government of Canada consult with the charitable sector to modernize the rules governing the charitable sector. The ACCS is the Government’s response to that recommendation.

The Government provided $3.2 million in new funding to the CRA over the 2018-19 to 2023-24 period to support the Advisory Committee in strengthening the relationship between government and the charitable sector.

     The Government today (March 25) announced the appointment of seven new non-official members as well as the re-appointment of seven incumbent non-official members and eight institutional members to the Hong Kong Maritime and Port Board (HKMPB) for a two-year term with effect from April 1, 2022.



     The seven new members are Ms Abby Chan Shuk-bing, Mr Cheung Sai-teng, Mr Ivor Chow, Mr Horace Lo Wai-man and Mr So Wing-wah as well as Mr Mayank Shikhar Gauba and Mr Chris Zhao Peng who are appointed through the Member Self-recommendation Scheme for Youth. Ms Abby Chan Shuk-bing is the General Manager of an international liner shipping company, Mr Cheung Sai-teng is the Chairman of the Hong Kong Seamen’s Union, Mr Ivor Chow is the Managing Director of a container terminal operator company, Mr Horace Lo Wai-man is the Group Managing Director of a container terminal operator company, Mr So Wing-wah is the Senior Principal Surveyor of a classification society, Mr Mayank Shikhar Gauba is the Marine Superintendent of a ship management company, and Mr Chris Zhao Peng is the Manager of a management consulting firm.



     In addition, seven incumbent members are re-appointed, namely Mr Angad Banga, Mr Bjorn Hojgaard, Mr Kenneth Lam Sze-ken, Miss Rosita Lau Sui-yee, Mr Timothy Lee Kwok-lam, Mr Clarence Leung Ka-fai and Mr Frankie Yick Chi-ming. Eight institutional members, namely the Hong Kong Container Terminal Operators Association, the Hong Kong Liner Shipping Association, the Hong Kong Sea Transport and Logistics Association, the Hong Kong Shipowners Association, the Hong Kong Shippers’ Council, the Institute of Seatransport, the Hong Kong Trade Development Council and the Vocational Training Council are also re-‍appointed.

 

     The Secretary for Transport and Housing, Mr Frank Chan Fan, welcomed the new members and thanked the outgoing members, namely Ms Agnes Choi Heung-kwan, Mr Patrick Fong Yiu-fai, Miss Veronica Fung Kit-ming, Mr Li Lian-jun and Mr Lawrence Shum Kai-shing, for their valuable contributions to the HKMPB and the development of the maritime and port industry in Hong Kong.



     The HKMPB was established in 2016 to provide a high-level platform for setting the long-term development directions of port and maritime services and the related work in manpower training and promotions with a view to enhancing Hong Kong’s competitiveness and status in the international maritime arena.

     The Non-official Members of the Executive Council (ExCo Non-official Members) today (September 5) expressed their warmest congratulations to Hong Kong athletes Chu Man-kai and Chan Ho-yuen for winning a silver medal and a bronze medal for Hong Kong in the Badminton Men’s Singles SH6 and Badminton Men’s Singles WH2 events at the Tokyo 2020 Paralympic Games respectively. They also expressed their heartfelt gratitude to the coaches and the badminton team.

     The Convenor of the ExCo Non-official Members, Mr Bernard Chan, said, “Badminton becomes an official sport for the first time at the Games. By overcoming one hurdle over another throughout the series of matches, Chu Man-kai seized the opportunity to demonstrate his excellent skills and captured a silver medal in the event, while Chan Ho-yuen, with his outstanding performance, has lived up to expectations by winning a bronze medal in the event. They both made history for Hong Kong.”

     “With great determination, the two athletes overcame difficulties and carved out a niche of their own. We should learn from their tenacity and persistence in pursuing dreams.”

     The Hong Kong, China Delegation won a total of five medals, including two silver and three bronze medals, in the Games. The ExCo Non-official Members expressed their heartfelt gratitude to the athletes for their efforts. Regardless of their results, the athletes fully demonstrated their indomitable perseverance during the competitions. The Members hope that Hong Kong athletes will continue to shine at the international sports arena in future.
