SECI issues tender for 500 MW/1000 MWh Standalone Battery Energy Storage Systems


Solar Energy Corporation of India Limited (SECI), a Public Sector Undertaking under the aegis of the Ministry of New & Renewable Energy, has issued the tender for setting up 500 MW/1000 MWh Standalone Battery Energy Storage Systems (BESS) in India. A first-of-its-kind tender in the country, it will provide Discoms with storage facilities to be used on an “on-demand” basis.


The tender has been issued under the Standard Bidding Guidelines issued by the Ministry of Power in March 2022. The total capacity to be set up under the RfS is 1000 MWh (500 MW x 2hrs), which will constitute two projects of 500 MWh (250 MW x 2 hrs) capacity each. The Projects will be installed in the vicinity of the Fatehgarh-III Grid-Substation of the ISTS network, in the State of Rajasthan. The Buying Entities will be offered the storage capacity to charge and discharge the same daily through RE power, as per their energy shifting requirements.


The Projects will be set up on a “Build-Own-Operate” basis, with the connectivity and necessary permissions being under the scope of the Project Developer. Land for the Projects will be provided by the CTU to the Developers on a right-to-use basis. SECI is the implementing agency of this tender and will be procuring capacity on behalf of the Buying Entities, charging a facilitation fee in the form of a trading margin.


A unique feature of this tender is the composition of capacity offtake. Out of the total capacity being installed under the tender, 60% of the capacity will be off taken by SECI on behalf of the Buying Entities, and the offtake of 40% of capacity will be the responsibility of the Developers, through third-party or market sale. Thus, through this tender, the Government provides substantial support for market development in the energy storage domain. Out of the 60% capacity off taken by SECI, 30% will be earmarked to be used by NLDC, POSOCO for Grid Ancillary Services.


The Developer shall make the BESS available for 2 operational cycles per day, i.e. 2 complete charge-discharge cycles per day. The Projects are required to demonstrate minimum Availability of 95% on an annual basis, a minimum Round-Trip Efficiency of 85% monthly, and suitable liquidated damages stipulated in case of shortfall in meeting the above criteria. The term of the Projects will be 12 years, with the Scheduled Commissioning Date being 18 months from the date of signing of the Battery Energy Storage Purchase Agreement (BESPA). Financial Closure is to be achieved within 12 months of the signing of BESPA.


The tender marks the first tranche of the Government’s immediate target of setting up 4000 MWh of Battery Storage Capacity as part of achieving increased penetration of RE in the national grid. Central Electricity Authority (CEA)/MoP has prepared a Report on Optimal Generation Capacity Mix for 2029-30. As per the report, a Battery Energy Storage capacity of 27,000 MW/108,000 MWh (4-hour storage) is projected to be part of the installed capacity in 2029-30.

MPAI Issues a Call for Patent Pool Administrator on Behalf of the MPAI-CAE and MPAI-MMC Patent Holders

 The international, non-profit, unaffiliated Moving Picture, Audio and Data Coding by Artificial Intelligence (MPAI) standards developing organisation has concluded its 18th General Assembly. Among the outcomes is the publication of Call for Patent Pool Administrators for two of its approved Technical Specifications.

The MPAI process of standard development prescribes that Active Principal Members, i.e., those intending to participate in the development of a Technical Specification, adopt a Framework Licence before initiating the development. All those contributing to the work are requested to accept the Framework Licence. If they are not Members, they are requested to join MPAI. Once a Technical Specification is approved, MPAI identifies patent holders and facilitates the creation of a patent pool.

Patent holders of Context-based Audio Enhancement (MPAI-CAE https://mpai.community/standards/mpai-cae/ ) and Multimodal Conversation (MPAI-MMC https://mpai.community/standards/mpai-mmc/) have agreed to issue a Call for Patent Pool Administrator (https://mpai.community/standards/mpai-cae/mpai-call-for-patent-pool-adimistrator/) and have asked MPAI to publish the call on its website. The Patent Holders expect to work with the selected Entity to facilitate a licensing program that responds to the requirements of the licensees while ensuring the commercial viability of the program. In the future, the coverage of the patent pool may be extended to new versions of MPAI-CAE and MPAI-MMC, and/or other MPAI standards.

Parties interested in being selected as Entity are requested to communicate, no later than 1 May 2022, their interest and provide appropriate material as a qualification to the MPAI Secretariat(pooling@mpai.community). The Secretariat will forward the received material to the Patent Holders.

While Version 1 of MPAI-CAE and MPAI-MMC are progressing toward practical deployment, work is ongoing to develop Use Cases and Functional Requirements of MPAI-CAE and MPAI-MMC V2. These will extend the V1 technologies to support new use cases, i.e., Conversation about a Scene (CAS), enabling a human holds a conversation with a machine on the objects in a scene.

Human to Connected Autonomous Vehicle Interaction (HCI), enabling humans to have rich interaction, including question answering and conversation with a Connected Autonomous Vehicle (CAV).

Mixed-reality Collaborative Spaces (MCS), enabling humans to develop collaborative activities in a Mixed-Reality space via their avatars.

MPAI develops data coding standards for applications that have AI as the core enabling technology. Any legal entity supporting the MPAI mission may join MPAI, if able to contribute to the development of standards for the efficient use of data.

MPAI is currently engaged in extending some of the already approved standards and developing other 9 standards.

 J&M Foods, Inc. is issuing a voluntary recall of 535 packages of Favorite Day Soft-Baked Carrot Cake Cookies, with best before dates 07-OCT-2022, 08-OCT-2022, 09-OCT-2022 and 10-OCT-2022 (UPC CODE #0 85239 25803 3), because they contain pecans that, although stated in the ingredients list, are not listed in the “Contains” declaration. People who have a severe allergy or severe sensitivity to pecans or tree nuts might have a severe allergic reaction if they consume these products.

These 535 total products were distributed through certain Target stores in the following states: AL, AZ, CA, CO, CT, DC, FL, GA, IL, IN, KS, KY, LA, MA, MD, ME, MI, MN, MO, MS, NC, NH, NJ, NM, NV, NY, OH, OR, PA, SC, TX, UT, VA, VT, WA and WI.

Bestinet Issues Letter of Demand to Online News Site

A Letter of Demand has been issued on behalf of Bestinet Sdn Bhd (“Bestinet” or the “Company”) and Dato’ Sri Mohd Amin Abdul Nor (“Dato Sri’ Mohd Amin”) to an independent online news portal and two individuals for an online article that appeared on the website of the news portal dated 4 February 2022 containing defamatory statements.

The Letter of Demand noted that the content of the defamatory statements is malicious, untrue and unjustifiable. The defamatory statements are an attack on the integrity and reputation of the Company and Dato Sri’ Mohd Amin, who have been brought into public scandal, ridicule and contempt.

Bestinet and Dato’ Sri Mohd Amin are prepared to withhold civil action if the independent online news portal and the two individuals refrain from the actions as set in the Letter of Demand.

The Company and Dato’ Sri Mohd Amin in the meantime reserve their rights and interest at law.

Cargill issues 2021 world mycotoxin report to give animal feed industry actionable insights to improve performance and health of their animals

Survey includes key global trends, ingredient contamination rates and regional mycotoxin prevalence data

For farmers around the world, proactive risk management is key to protecting animal health and winning the battle against mycotoxins, a toxic substance produced by fungi that can grow on grains. They need comprehensive data on mycotoxin contaminates in order to make decisions regarding the inclusion of additives in feed to mitigate their presence. The report covers the contamination or prevalence rate (% positive analyses contaminated with at least one mycotoxin), the level of contamination (mycotoxin concentration level), and the species sensitivity when exposed to a given mycotoxin.

With these inputs in mind, we saw noteworthy data trends in 2021, including:


1. A high number of positive analyses above detection limits. In 2021, 72% of analyses were contaminated with at least one mycotoxin. Contamination is more likely than not across all ingredients.


2. The “Big Four.” The 2021 data shows that Vomitoxin, Fumonisin, Zearalenone and Aflatoxin are the most prevalent mycotoxins worldwide.


3. Positive analyses are not always concerning. For example, when looking at 2021 contaminated analyses, while 72% are positive for mycotoxin contamination, just 35% had contamination levels above Cargill performance risk thresholds.


Also included in the report are ingredient group trends – corn, cereals and oilseeds, species group trends and regional trends from around the world.
