MITA Calls for Strengthened Enforcement of Medical Device Remanufacturing

 The Medical Imaging & Technology Alliance (MITA), the leading trade association representing the manufacturers of medical imaging equipment, radiopharmaceuticals, contrast media and focused ultrasound therapeutic devices, called for the U.S. Food and Drug Administration’s (FDA) to strengthen its guidance on medical device remanufacturing and urged the Agency to take the necessary steps to properly enforce the regulatory requirements associated with remanufacturing activities, including implementation of a quality management system, Federal registration and reporting of adverse events.

“Central to the FDA protecting patient safety as pertains to remanufacturing, the Agency needs to know who these companies are and hold them accountable for their activities. Otherwise, a significant number of remanufacturing activities may never be known to the FDA, creating a major public health concern,” MITA Executive Director Patrick Hope said.

The letter points out that uncontrolled remanufacturing activities that escape appropriate oversight present a significant risk of:

– Performance or safety events, leading to misdiagnosis, mistreatment, or even injury

– Creating uncleared, unapproved, adulterated, or otherwise non-conforming devices

– Allowing non-conforming devices to remain in use

– Reintroducing non-conforming devices into interstate commerce

To ensure that this guidance brings about the necessary changes to protect patient safety and device performance, MITA advocates for a robust, proactive plan to implement and enforce regulatory requirements for remanufacturing.

“In its 2018 report, the FDA concluded that a majority of adverse events reported to the Agency thought to be related to servicing — including those contributing to deaths — actually pertained to remanufacturing, an activity regulated comparably to manufacturing,” said Hope. “This conclusion shows that entities performing servicing often cross into remanufacturing, which is explicitly regulated by the FDA. Therefore, the FDA needs to enforce proper oversight over servicers whose remanufacturing activities have previously escaped notice, ensuring devices work safely and effectively for their intended use.”

In addition to the risk-based approach outlined in the draft guidance, MITA also endorsed requiring all medical device servicers to proactively adopt relevant quality management systems already governing original equipment manufacturers (OEM). The MITA letter notes, “Performance of servicing and remanufacturing activities within an appropriate quality management system by properly trained technicians using qualified, properly sourced parts greatly reduces the risk of harm to the patient or operator and objectively maintains the performance of the device.”

The draft guidance from the FDA identifies activities that typically change a medical device’s performance or safety specifications and fall under the definition of remanufacturing. MITA also suggests several additional activities the Agency should consider including in the final guidance document.

MITA also advocates for removing the product labeling recommendations, noting that the policy outlined in the labeling section of the draft guidance would eliminate OEM intellectual property protections and allow for uncontrolled wide release of proprietary servicing materials, creating an irrevocable loss of trade secret protection for manufacturers.

     ​The Secretary for Food and Health, Professor Sophia Chan, visited the Community Vaccination Centre at the Hong Kong Central Library today (September 15) to view the administration of COVID-19 vaccines for the elderly.
      
     Professor Chan said, “I am pleased to learn that about 100 elderly people have joined this vaccination activity co-organised by the Central and Western District Office, the Hong Kong Chiu Chow Chamber of Commerce and the Medical Conscience. Doctors from the Medical Conscience held health talks for participating elderly prior to the administration of vaccines so as to strengthen their confidence in vaccination and enhance their understanding of the efficiency of the vaccines. It was delightful to see that the elderly were keen to ask questions on vaccination at the talks.
      
     “While the epidemic situation in Hong Kong is by and large stabilised, the pandemic situation worldwide remains severe, particularly with the ravages of the mutant virus. As stated by experts from various countries, vaccination is the best hope for Hong Kong and the rest of the world to recover from the epidemic. The most worrisome members of the population right now are senior citizens, chronic patients and other immunocompromised people who face a high risk of a deteriorating condition and death once infected. We should not solely rely on the vaccination of younger citizens as a way to protect the elderly. The most secure and effective way is to have the elderly getting vaccinated themselves for self-protection.”
      
     She continued, “In addition to the Community Vaccination Centres and private clinics, the Elderly Health Centres of the Department of Health, the Hospital Authority and the District Health Centres also provide and continue to enhance COVID-19 vaccination services to elderly people.”
      
     Professor Chan appealed again to persons who are not yet vaccinated, in particular senior citizens, chronic patients and other immunocompromised persons, to get vaccinated for their own health. “Apart from protecting oneself, members of the public who support the ‘Early Vaccination for All’ campaign can also help build a protective barrier for Hong Kong, thus enabling the city to return to normality as soon as possible,” she added.

Shri Gadkari calls for reduction in use of steel and cement in road construction without comprising on quality through innovation and research

Union Minister for Road Transport & Highways Shri Nitin Gadkari has said that use of steel and cement should be reduced in road construction without comprising on quality through innovation and research. Addressing 16th Annual Conference on “Road Development in India” he saidCNG, LNG and ethanol should be used for the road equipment machinery. The Minister emphasized  onimport substitution, cost effective, pollution free and indigenous methods and development of alternative fuel .

Shri Gadkari said India with about 63 lakh kms of road network is the second largest road network in the world. He said road infrastructure plays a critical role in the growth of the economy as 70 percent of the goods and nearly 90 percent of passenger traffic  uses roads to commute. Shri Gadkari said Prime Minister has set a vision for India to become a 5 trillion dollar economy in next five years.  He said Government is investing 1.4 trillion dollars i.e. Rs 111 lakh crores in infrastructure development through national infrastructure pipeline,further this year, Government has increased year on year infrastructure capex by 34 percent to Rs. 5.54 lakh crores. Shri Gadkari said increased investment in infrastructure  would help create employment during covidpandemic. The ministersaid  hisaim was to construct 60,000 km world class national highway at the rate of 40 km per day.

Ald. Pat Dowell Calls for Personal Dashboard for the Illinois Secretary of State’s Office

CHICAGOJune 17, 2021PRLog — Today, Chicago Alderman Pat Dowell, candidate for Democratic nominee for Illinois Secretary of State, released an innovative program for the Secretary of State’s office. She is proposing that the Secretary of State implement a personal dashboard for each resident that could be viewed on their mobile devices or the SoS website.

“The Illinois Secretary of State Dashboard (ISSD) I am proposing is designed to increase ease of use for Illinois residents who require services such as drivers license renewals, license plate stickers as well as business related online registrations. Under my administration, Illinois will lead the nation in using technology,” said Dowell. “We should not be lagging behind our neighbors.”

“Think about all of the things that you can do when you sign in to your online bank account. You can check your balance, pay your bills, transfer money, pay your mortgage, and more. Imagine having that ease of use for the functions at the Secretary of State’s office. Imagine being able to get a renewal sticker for your license plates, become an organ donor, and  renew your driver’s license online without spending hours waiting in line.”

Michigan and Indiana have already begun increasing the functionality of their SoS websites, and Dowell stressed that Illinois should not fall behind.  She noted that there have been some challenges, especially in Michigan where the site was down for five days because the site could not handle the web traffic. Dowell wants Illinois to learn from these experiences.

Dowell said, “I am committed to making the Illinois Secretary of State’s website robust, nimble and secure. The ISSD dashboard will allow customers to be able to make online appointments, pay fees, and conduct online transactions from their desktop or mobile device. In a post COVID-19 world, we need to give the public access to remote features and services.”

Dowell’s plan will transform the current “billboard” style website to an online service center where people will be able to have an interactive experience. She says this is designed to improve the efficiency of the office and cut down the expenses.

Currently, users of the SoS website can find where to go and what to bring in order to accomplish necessary tasks such as acquiring state IDs, registering LLCs and so forth. Dowell’s personal dashboard (ISSD) program will explore the possibilities of allowing people to schedule appointments online and access a variety of services.

For example, in order to renew license plates, the current webpage requires a registration ID and PIN that is located on a renewal notice received by physical mail or email. Emails are not always sent out  for this service, and physical mail delivery has been extremely challenging this past year across Illinois. In order to obtain this information, the user must call the Public Inquiry operator, and then continue through the portal to renew. With the ISSD, this process can be streamlined as a constituent’s vehicle information could be accessed through their unique login.

While there are certainly hurdles to overcome to implement an effective dashboard, this will increase the quality of life of Illinoisians as well as reduce the workload of current physical SoS locations and staff, and continue to move Illinois forward.
