मौलिक सिसोदिया देश के जाने-माने नई पीढ़ी के जल सरंक्षणकर्ता एवं सामाजिक कार्यकर्ता में से एक हैं। उन्होंने कोरोना लॉकडाउन के दौरान राजस्थान और महाराष्ट्र में गरीबों और जरूरतमंदों की सहायता के लिए कई अभियान चलाए हैं। मौलिक, तरुण भारत संघ , के संचालक और कर्ता-धर्ता हैं। यह संगठन समाज के स्थिर विकास के लिए ठोस कदम उठाकर मौलिक साधनों से महरूम गरीब और जरूरतमंदों के जीवन में समृद्धि लाने और उसे सम्मानित जिंदगी जीने के काबिल बनाने का प्रयास करती है।राजस्थान की अरावली पर्वत श्रृंखला में एक गांव भीकमपुरा स्थित है, जहां एक आश्रम है, जिसे तरुण आश्रम कहा जाता है। यहां आप मौलिक को स्वयंसेवकों को यह निर्देश देते हुए देख सकते हैं कि किस तरह वह आम जनता को जल संरक्षण और पानी बचाने की जरूरत के संबंध में शिक्षित करें। कोरोना वायरस के कारण हुए लॉकडाउन के चलते मौलिक और उनकी टीम के स्वयंसेवकों ने बिना थके कोरोना वॉरियर्स के तौर पर काम किया। तरुण आश्रम के कार्यकर्ताओं ने गरीबों और जरूरतमंदों को उनके घर की दहलीज तक आवश्यकता के सामान की आपूर्ति की। स्थानीय निकायों और गांव के सरपंचों की मदद से मौलिक ने तत्काल खानाबदोश समुदाय के लोगों और दिहाड़ी मजदूरों की मदद की योजना बनाई। उन्होंने प्रवासी मजदूरों को तैयर भोजन भी उपलब्ध कराया, जो इस लॉकडाउन के कारण बेरोजगार हो गए थे और जिनकी जेब में एक फूटी कौड़ी तक नहीं थी।
बागपत (तत्कालीन मेरठ) के समाजसुधारकों और जमींदारों के घर में मौलिक सिसोदिया ने जन्म लिया। उनका पालन-पोषण जयपुर में हुआ। राजस्थान यूनिवर्सिटी से उन्होंने इकनॉमिक्स में एमए की। इसके बाद उन्होंने महाराष्ट्र के सिंबोसिस से एग्री बिजनेस में एमबीए किया। जिसके बाद उन्होंने एक साल तक देश के नामी एग्रीबिजनेस कॉरपोरेट् के साथ काम किया। मौलिक, चंबल बेसिन में विकास की अपार संभावनाओं वाले राजस्थान के जिले करौली में शिरनी और तेवर नदी के कायाकल्प का काम कर रहे हैं। वह महाराष्ट्र के सांगली जिले में अग्रणी के बेसिन में महाकाली नदी की भी दशा सुधारने के लिए प्रयत्न कर रहे हैं। इससे एक लाख से ज्यादा परिवार प्रभावित होंगे। तीन नदी बेसिन में उन्होंने वर्षा के जल को संरक्षित करने के लिए 150 आधारभूत ढांचों (पोखर, पागारे और ताल) का निर्माण किया है।
जलसंरक्षण के लिए बनाए गए इन आधारभूत ढांचों में एक बार में 05 अरब लीटर बारिश के पानी को इकट्ठा करने की क्षमता है।उन्होंने कहा, “नदियां हमेशा से मानव सभ्यता के विकास की प्रमुख इकाई रही है, लेकिन अब इस जीवित इकोसिस्टम के प्रति अपना सारा सम्मान और सहानुभूति खो चुके हैं। इसलिए हमें छोटी नदियों को अपनाने और अपनी मेहनत, पसीने और संयम से उनका कायाकल्प करने की जरूरत है। बंद कमरों में कुर्सी मेज पर बैठकर खोखली बातें करने से कुछ नहीं होगा। अगर हम छोटी नदियों के आसपास के इकोसिस्टम को सुधारेंगे तो वर्षा के जल चक्र और इकोसिस्टम में बड़े पैमाने पर सुधार होगा। जलवायु परिवर्तन की मुश्किल चुनौती से निपटने का केवल यही एक तरीका है।“मौलिक को अपने जीवन में जलसंरक्षण की दिशा में कारर्य करने और गरीबों और जरूरतमंदों की मदद करने की प्रेरणा अपने पिता राजेंद्र सिंह से मिली, जो वॉटरमैन ऑफ इंडिया के नाम से लोकप्रिय हैं। उन्हें 2001 में रैमन मैग्सेसे अवॉर्ड और 2015 में स्टॉकहोम वॉटर प्राइज से सम्मानित किया गया। वह जलसंरक्षणवादी और पर्यावरणविद हैं।
मौलिक ने बचपन से ही सामाजिक कार्यों में अपने पिता का हाथ बंटाया। लेकिन अब समाजसेवा के क्षेत्र में उनका नाम किसी परिचय का मोहताज नहीं है। उन्होंने अपनी एक अलग पहचान बनाई है। उन्हें समाज के लिए उल्लेखनीय योगदान करने के लिए “कौन बनेगा करोड़पति”के “कर्मवीर स्पेशल”एपिसोड में सेट पर अपने पिता के साथ विशेष अतिथि के रूप में आमंत्रित किया गया था। मौलिक ने कहा, “मैंने राजस्थान और महाराष्ट्र के उन क्षेत्रों में काम किया है, जहां किसानों को अपनी रोजी-रोटी कमाने बाहर जाना पड़ता है क्योंकि उनके पास खेतों में फसलों की सिंचाई के लिए पानी नहीं है। अगर हम उन्हें उनके खेतों में फसलों की सिंचाई के लिए पानी मुहैया करा सके तो उन्हें बड़े शहरों में मजदूरी के लिए नहीं जाना पड़ेगा और वह गर्व और सम्मान से किसान की जिंदगी व्यतीत कर सकेंगे। नदियों, वनों और जंगलों का कायाकल्प और पुनरुद्धार करना ही समस्याओं से निपटने का कारगर तरीका है।“मौलिक और उनकी टीम ने राजस्थान के अलवर जिले में 1 हजार महिला किसानों को प्रोत्साहित किया और उनकी सहायता की। उन्होंने कृषि कार्यों में जल के प्रभावी ढंग से उपयोग की व्यवस्था की। उन्होंने खेती के कार्यों में पसलों की सिंचाई के लिए स्प्रिंक्लर सिस्टम को अपनाकर 10 करोड़ लीटर भूजल (ग्राउंड वॉटर) की बचत की।पानी के हक के लिए आवाज बुलंद कीमौलिक जल संरक्षण और पानी का उचित उपयोग करने के संबंध में जलसाक्षरता “जल जन जोड़ो” अभियान चला रहे हैं। उन्होंने नदियों, नहर, तालाबों में जलसंरक्षण और उनके कायाकल्प के लिए अभियान चलाया। उन्होंने जल के कीमती संसाधन पर समुदाय का हक सुनिश्चित करने की दिशा में ठोस प्रयास किए।कोरोना वॉरियरभारत सरकार ने 24 मार्च 2020 को कोरोना महामारी के बढ़ते प्रकोप पर लगाम लगाने के लिए मानव सभ्यता के इतिहास में सबसे बड़े और सबसे सख्त लॉकडाउन की घोषणा की।मौलिक ने इस स्थिति में तरुण भारत आश्रम के कार्यकर्ताओं की तुरंत बैठक बुलाई। बैठक में लॉकस्थिति में लोगों के सामने आने वाली मुश्किलों. परेशानियों और संभावित स्थिति पर पर चर्चा की गई क्योंकि उस समय देश में हालात काफी चिंताजनक थे। वह अपनी इस बैठक में इस नतीजे पर पहुंचा कि लॉकडाउन में खानबदोश समुदाय और दिहाड़ी मजदूर सबसे ज्यादा प्रभावित हुए हैं।मौलिक लॉकडाउन के पहले फेज को याद करते हुए कहते हैं, “प्राकृतिक आपदा की स्थिति में आप मदद के लिए स्वयंसेवकों के पास जा सकते हैं। लेकिन जब कर्फ्यू लगा हुआ हो तो आप किसी की मदद करना चाहते हुए भी उसकी सहायता नहीं कर सकते। ऐसा करने पर आपको कानून के तहत गिरफ्तार किया जा सकता है।“ मौलिक ने फैसला किया कि लॉकडाउन की स्थिति में गरीबों और जरूरतमंदों को तत्काल राहत के लिए सूखा राशन मुहैया कराना चाहिए। जिस दिन लॉकडाउन की घोषणा की गई थी। उन्होंने जरूरतमंदों की मदद के लिए काम करना शुरू कर दिया। वह इसके लिए स्थानीय सरकारी अधिकारियों से मिले और साधन विहीन लोगों की मदद के लिए सभी जगहों से मंजूरी ली। स्वसंयेवकों को एकत्रित किया और आपसी सहयोग और जुनून के साथ गरीबों की सेवा और मदद का काम शुरू किया।
मौलिक की टीम ने गरीबों और जरूरतमंदों की पहचान के लिए प्रक्रिया तय की। उन्होंने गांवों में राहत कार्य की सबसे ज्यादा जरूरत वाले घरों में मदद पहुंचाने के लिए सरपंचों, विकास अधिकारियों और आशा वर्करों और गावों के महत्वपूर्ण लोगों के साथ काम किया। टीम ने सबसे पहले 50 जरूरतमंद परिवारों की मदद की योजना बनाई थी, जो जल्द ही एक श्रृंखला के रूप में विकसित होती चली गई। धीरे-धीरे टीम से जुड़े कार्यकर्ताओं ने राजस्थान के 6 जिलों, अलवर, भरतपुर, दौसा, जयपुर, करौली और धौलपुर में करीब 10 हजार परिवारों की मदद की। लॉकडाउन के दौरान टीम ने गरीबों और जरूरतमंदों तक मदद पहुंचाने के लिए बिना थके काम किया। टीम ने रोजमर्रा के जरूरी सामान की किट बनाई और गांवों में उन्हें बांटने के लिए पहुंचे, जिन्हें लॉकडाउन के दौरान मदद की काफी जरूरत थी। इस राशन किट में 15 जरूरी फूड आइटम्स शामिल किए गए थे। यह किट किसी भी परिवार का एक महीने के राशन-पानी के लिए पर्याप्त थी। राहत कार्यों के दौरान उन्होंने नवजात शिशुओं के टीकाकरण के लिए विशेष अभियान चलाया। उन्होंने एक महीने तक गर्भवती महिलाओं और उन महिलाओं को पौष्टिक और स्वास्थ्यवर्धक सप्लिमेंट्स उपलब्ध कराए, जो हाल ही में मां बनी थी।
उन्होंने ब्लॉक लेवल के अस्पताल में ऑक्सीजन प्लांट स्थापित करने में भी मदद की। यह अपनी तरह का जिले का पहला प्लांट है।जब शहरों से प्रवासी मजदूर अपने घर लौटने लगे, तो उस आबादी में करीब 25 फीसदी की बढ़ोतरी हो गई, जिनके पास दो समय का भोजन जुटाने के लिए कोई साधन नहीं था। मौलिक और उनकी टीम ने 5000 से ज्यादा प्रवासी मजदूरों और उनके परिवारों को पका हुआ भोजन मुहैया कराया। यही नहीं कि उन्होंने करीब एक महीने तक इन जरूरतमद परिवार के लिए तैयार भोजन की व्यवस्था की।मौलिक ने कहा, “यह सौभाग्य की बड़ी बात है कि जब भारत में कोरोना वायरस का प्रकोप फैला, उस समय फसलों की कटाई का समय था और किसानों के पास उनके घर में खाने के लिए कुछ न कुछ अनाज था, नहीं तो लॉकडाउन के दौरान जो स्थिति थी, हालात उससे कहीं ज्यादा खराब होते।“ अपने आश्रम में मौलिक को श्रमदान करते और स्वयंसेवकों का हौसला बढ़ाते देखा जा सकता है। मौलिक महसूस करते हैं कि कुदरत की तरह मानव जीवन में संतुलन जरूरी है और हर किसी व्यक्ति को इस संतुलन को अपने जीवन में बरकरार रखने के लिए काम करना चाहिए।
