Rs 99,756 crore disputed tax amount settled under Vivad Se Vishwas scheme

The scheme ‘Vivad Se Vishwas’ is a voluntary scheme for resolving pending direct tax disputes amicably with the taxpayers and no targets were fixed by the Government under the  Scheme. This was stated by Union Minister of State for Finance Shri Pankaj Chaudhary in a written reply to a question in Lok Sabha today.

About 5 crore beneficiaries are getting the benefit of the PMGKAY scheme in Madhya Pradesh: PM

The Prime Minister, Shri Narendra Modi interacted with the beneficiaries of Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) in Madhya Pradesh today via video conferencing.An intensive campaign to create more awareness about the scheme is being conducted by the state government so that no eligible person is left out. The state is celebrating 7th August, 2021 as Pradhan Mantri Garib Kalyan Anna Yojana Day. Governor and Chief Minister of Madhya Pradesh were present on the occasion. About 5 crore beneficiaries are getting the benefit of the scheme in Madhya Pradesh.

Referring to Corona pandemic as once in a century calamity, the Prime Minister said that entire nation stood as one to fight against the challenge. He reiterated that, in the strategy for dealing with the crisis, India accorded the highest priority to the poor.  From the very first day itself, attention was paid to food and employment of the poor and labourers. Not only more than 80 crore citizens are getting free ration but more than 8 crore poor families got free gas cylinder.

Talking about the advantages double engine government at the state, the Prime Minister lauded the state government for record MSP purchase. Madhya Pradesh, this year, purchased wheat from more than 17 lakh farmers and 25 thousand crore rupees were directly deposited in their account. The state established maximum number of wheat purchase centres this year. In ‘Double-Engine governments’, state governments supplement and improve the schemes of the central government and increase their power.

It is to be noted that in year 2020, for a period of 8 months i.e., from April 2020 to November 2020, under PM-GKAY, Madhya Pradesh was allocated 21.9 Lakh MT foodgrains by Central Government for free of cost distribution to NFSA beneficiaries @ 5 Kg per person per month. Similarly, an allocation of 16.89 lakh MT of PM-GKAY food grain has been provisioned for the State of Madhya Pradesh for 7 months period in 2021 i.e., from May 2021 to November 2021. Under PM-GKAY 2020 (April to November 2020) on an average, 85.4 % of foodgrains was distributed in Madhya Pradesh and under PM-GKAY 2021 (i.e., from May to November 2021), so far, an average of almost 89% of foodgrains has been distributed in the State of Madhya Pradesh from May 2021 till July 2021. 

The State of Madhya Pradesh has established a technologically robust Public Distribution System with an automated supply chain management & Aadhaar seeding of around 100 % of the NFSA ration cards in the state. The distribution of foodgrains in the State is done with maximum transparency, with an average of more than 90.6 % of Aadhaar authenticated PDS transactions which is progressively increasing in the recent months.

The ambitious ‘One Nation One Ration Card’ (ONORC) Plan, which is also an integral part of the Hon’ble Prime Minister’s Technology Driven System Reforms under the AtmaNirbhar Bharat Abhiyan, was enabled in the State from January 2020 and since inception around 1 Crore portability transactions (including intra-state transactions) has been recorded in the State.  ONORC plan is currently enabled in 33 States/UTs and is serving as a gamechanger by allowing the NFSA beneficiaries, particularly migrant beneficiaries, to access the NFSA entitlements from any Fair Price Shop (FPS) in the country.

To ameliorate the hardships faced by the poor and needy due to economic disruptions caused by the pandemic, the Central Government through Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) almost doubled the quantity of monthly foodgrains being distributed normally to around 80 Crore beneficiaries in the country covered under National Food Security Act (NFSA) by providing them an additional quantity of 5 Kg foodgrains per person per month, free-of-cost, over and above the normal NFSA entitlement of their Antyodaya Anna Yojana (AAY)/ Priority Householders (PHH) ration cards (i.e., 35 Kg per AAY family and 5 Kg per PHH person per month respectively). Initially, this additional free benefit under PMGKAY was provided for a period of three months (i.e., April to June 2020). However, with the crisis continuing, the program was extended for another five months (i.e., July to November 2020). After the onset of the second wave of the pandemic, PM-GKAY was once again rolled-out for a period of two months (i.e., May and June 2021) and was further extended for a period of five months (i.e., July to November 2021).

Entrepreneurs availed over 29.55 crore loans of Rs. 15.52 lakh crore under Pradhan Mantri Mudra Yojana (PMMY) since 2015

Pradhan Mantri Mudra Yojana (PMMY) and Stand-Up India Scheme (SUPI) are the flagship Schemes implemented by Department of Financial Services (DFS) for extending loans to entrepreneurs. This was stated by Union Minister of State for Finance Dr Bhagwat Kisanrao Karad in a written reply to a question in Lok Sabha today.

Under PMMY, institutional credit up to Rs. 10 lakh is provided by Member Lending Institutions (MLIs) for entrepreneurial activities to micro/small business units, including for new enterprises, which help in creating income generating activities in sectors such as manufacturing, trading, services and activities allied to agriculture. Government allocates annual targets regarding the amount to be sanctioned under PMMY to MLIs. For the current financial year (FY), a target of sanction of Rs. 3.00 lakh crore has been fixed for MLIs.

The Minister stated that as per data uploaded by Member Lending Institutions (MLIs) on Mudra portal, as on 31.03.2021, over 29.55 crore loans amounting to Rs. 15.52 lakh crore have been sanctioned under PMMY across the country, since inception of the Scheme in April, 2015. Of these, more than 6.80 crore loans amounting to Rs. 5.20 lakh crore have been extended to New Entrepreneurs/Accounts.

Giving details of the other flagship scheme, Stand-Up India (SUPI), the Minister said that it facilitates bank loans between Rs.10 lakh and Rs.1 crore to at least one Scheduled Caste/ Scheduled Tribe borrower and at least one Woman borrower per bank branch of Scheduled Commercial Banks for setting up greenfield enterprises in manufacturing trading or services sector and activities allied to agriculture.

The Minister stated that bank-wise (Public Sector Banks) details regarding the number of loans sanctioned to new entrepreneurs during each of the last three years and current year in respect of PMMY and SUPI are placed at Annexure-I    and Annexure-II respectively.

The Minister also stated that the Government takes measures on complaints received from time to time in respect of implementation of PMMY & SUPI, including turning down of loan applications or non-release of funds, are redressed in coordination with the respective banks.

The Government allocated Rs. 73,000 crore for MGNREGS for 2021-22; an increase of Rs. 11,500 crore as compared to the FY 2020-21

The Government of India has allocated Rs. 73,000 crore at Budget Estimate stage for current financial year 2021-22 for Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) which is an increase of Rs. 11,500 crore as compared to Budget Estimate for the financial year 2020-21.

In the current FY 2021-22 (as on 23.07.2021), a total of 6.51 crore persons have been provided employment under Mahatma Gandhi NREGS. In this regard, State/UT-wise details is given at Annexure-I.

Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage employment programme, which provides for livelihood security by providing at least one hundred days of guaranteed wage employment in every financial year to every rural household whose adult members volunteer to do unskilled manual work. During previous financial year 2020-21, 11.19 crore persons were provided employment and more than 389.23 crore person-days were generated. In current financial year 2021-22 (as on 23.07.2021), 6.51 crore persons have been provided employment and more than 130.9 crore person-days have been generated under Mahatma Gandhi NREGS. During the financial year 2020-21, an amount Rs. 1, 11, 170.86 crore has been released and an amount of Rs. 41,187.06 crore has been released in current financial year 2021-22 (as on 20.07.2021) for the implementation of programme.

Mahatma Gandhi NREGS aims to strengthen the livelihood resource base of the rural households while creating productive assets. So far, more than 25 lakh assets have been created in the current FY 2021-22. The Act also mandates expenditure of 60% for creation of assets directly related to agriculture and allied activities through development of land, water and trees. In the current FY 2021-22, so far, 73% of the expenditure is incurred on agriculture and allied works.

The Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage employment programme. Hence, no State/UT-wise (including Tamil Nadu) financial allocation is made. During the current FY 2021-22 (as on 22.07.2021), an amount of Rs. 3322.73 crore has been released by Central Government to the state of Tamil Nadu under Mahatma Gandhi NREG Scheme.

More than 80 crore NFSA beneficiaries will be provided additional 80 LMTs of foodgrains under the PMGKAY scheme 2021

In line with Prime Minister Narendra Modi’s commitment to the poor and to ameliorate the hardships faced by the poor and needy due to Covid-19 situation, the PMGKAY scheme is announced by the Government of Indiaby the Union Government for the month of May and June 2021.The Secretary Department of Food & Public Distribution Shri Shudhanshu Pandey today briefed the media personsabout the announced Pradhan Mantri Garib Kalyan Anna Yojana.

Under this scheme it has been decided to allocate free-of-cost food grains @ 5 Kg per person per month to nearly 80 Crore beneficiaries covered under National Food Security Act, 2013 (NFSA). This allocation would be over and above NFSA foodgrains for next two months i.e. May and June 2021 on the same pattern as the earlier “Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY)”.

In his opening remarks, Shri Pandey informed that the Food Corporation of India will be providing additional 80 LMT foodgrains in the month of May and June 2021, under the special scheme to respective State/ UT Governments, in addition to their regular NFSA allocation.

Shri Pandey further added that approximately 179 LMT foodgrains, for NFSA & this scheme will have to be supplied in May and June 2021 for which FCI is fully geared and has adequate availability of stocks of food grain in States/UTs.

Further he added that the planned movement of stocks of foodgrains procured in Kharif Marketing season 2020-21 and ongoing procurement in Rabi Marketing season 2021-22, will take care of any requirements during this period.

Under this special scheme, around 80 Crore NFSA beneficiaries covered under both categories of NFSA, namely Antyodaya Anna Yojana (AAY) and Priority Householders (PHH), will be provided with an additional quota of free-of-cost foodgrains (Rice/Wheat) at a scale of 5 Kg per person per month, over and above their regular monthly entitlements under NFSA.

The Secretary informed that during 2020-21, Government of India had announced PMGKAY-I (April-June 2020) and PMGKAY-II (July-November 2020) under which 104 LMT wheat and 201 LMT rice, total 305 LMT foodgrains were successfully supplied by FCI to the respective State/ UT governments he added.
