Yat Chun Construction Decoration Engineering Company Limited and its director were prosecuted by the Labour Department (LD) for violation of the requirements under the Employment Ordinance (EO). The company and its director pleaded guilty earlier and were sentenced at Shatin Magistrates’ Courts today (September 4). The company was fined $31,000 while the director was sentenced to 12 weeks’ imprisonment suspended for 12 months. The company and its director were also ordered to pay its employees an outstanding sum of about $230,000.

The company failed to pay wages and annual leave pay to six employees totaling $260,000 within seven days after the expiry of the wage periods and termination of employment as required by the EO which also represents the awarded sums of about $260,000 payable within 14 days after the dates set by the Labour Tribunal (LT). The director concerned was prosecuted and convicted for his consent, connivance or neglect in the above offences committed by the company.

“The ruling will disseminate a strong message to all employers, directors and responsible officers of companies that they have to pay wages to employees within the statutory time limit stipulated in the EO, as well as the sums awarded by the LT or the Minor Employment Claims Adjudication Board,” a spokesman for the LD said.

“The LD will not tolerate these offences and will spare no effort in enforcing the law and safeguarding employees’ statutory rights,” the spokesman added.

The works of famed Hong Kong film director Wong Kar-wai are on display at a retrospective supported by the Hong Kong Economic and Trade Office in Dubai (Dubai ETO) at Dubai’s Cinema Akil from May 12 to 28 (Dubai time).

This one-of-a-kind event features eight of Wong’s cinematic masterpieces, namely “As Tears Go By”, “Ashes of Time”, “Chungking Express”, “Days of Being Wild”, “Fallen Angels”, “In the Mood for Love”, “The Grandmaster”, and “2046”. The retrospective kicked off on May 12 (Dubai time) with a screening of “Chungking Express”.

Speaking at the opening night of the retrospective, Deputy Director of the Dubai ETO Mr Alvin Wong, remarked that the Dubai ETO was proud to support the two-week long retrospective. “Wong Kar-wai has long been a beacon for the Hong Kong film industry, and we can think of no better ambassador of the industry to speak to the strength and diversity of our filmmaking talents in Hong Kong. We are elated to see that his films, characterised by rich visuals and the exploration of universal themes such as love, resonate with audiences here in the Middle East.”

Mr Wong added that films serve as an excellent medium for Hong Kong to showcase its unique East-meets-West culture and, in fact, Hong Kong has been positioned as an East-meets-West centre for international cultural exchange. “For years, the Government of the Hong Kong Special Administrative Region has spared no effort to promote the cultural and creative industries in Hong Kong. In the 2023-24 Budget, the Government announced that it would inject another HK$500 million into the CreateSmart Initiative, which has sponsored about 650 related projects in Hong Kong, the Mainland and overseas and created nearly 30 000 jobs since its inception in 2009.”

He further supplemented that there is much reason to be excited about the burgeoning cultural scene in Hong Kong since the lifting of various requirements associated with the COVID-19 pandemic. “In the last few months alone, we hosted Art Basel, Art Central, Hong Kong International Film & TV Market, and the 47th Hong Kong International Film Festival, all of which drew strong participation from local and overseas participants, cementing Hong Kong’s role as the international hub for arts and cultural events.”

Back in the region, the Dubai ETO will continue to promote the very best of Hong Kong’s creative and cultural industries by organising festivals, exhibitions and seminars.

Ex-CIA Director Discuses US-China Dynamics on “Talking Foreign Affairs”

“Talking Foreign Affairs” with Adil Cader, which seeks to educate young people on key international issues, has concluded an interview with Secretary Leon Panetta, former US Defense Secretary and CIA Director.

Secretary Panetta offers his unique view of American Diplomacy through the different lenses of intelligence and defense. The two discuss various contemporary issues impacting American foreign policy as well as reflections on the Biden Administration transition. The former Defense Secretary opens up about how administrative transitions take place, the interaction between outgoing and the new administration, and his own experience facilitating one.

He further recounts his time travelling abroad as the CIA Director and Secretary of Defense. On alliances he states the importance of countries sharing concern for intelligence and security threats. “I really believe that our allies and friends are critically important to protect our national security.” Moving forward, Adil Cader asks Secretary Panetta as to how detrimental events like the Capitol Hill riots are to America’s diplomatic conduct and relationships. Mr. Panetta responds that the incident was one of the most tragic events in modern US history that brought its democracy to a 4-hour “halt.” The end result, he adds, is that “it tells the American people how fragile our democracy is and we should not take it for granted.” It created a diplomatic embarrassment for the US, both towards its allies and adversaries, about the strength of the United States’ democracy. Mr. Panetta concludes by stating the importance of a strong US-Australia relationship. He adds, “if we’re together, I have great hope that ultimately the world would be a better place.”

“I sat down with President Xi to justify naval expansion… explaining to him that we are a pacific power like them, with similar concerns.” Leon Panetta

Leon Panetta served as the 23rd US Secretary of Defense from July 2011 to February 2013 and was also Director of the Central Intelligence Agency from February 2009 to June 2011. He is currently Chairman of The Panetta Institute for Public Policy.

“Talking Foreign Affairs” seeks to educate young people on key international issues and analyse key themes of foreign policy and current global affairs. Their offerings include hosting panels, addressing conferences, carrying out research and publishing.

Adil Cader specialises in Global Diplomacy and Australian Foreign Policy. He is the Perth-based Founder and Host of “Talking Foreign Affairs,” in which capacity he has interviewed Prime Ministers, Nobel Peace Prize Winners, Foreign Ministers and a UN Secretary General.
