     ​Following is the speech by the Financial Secretary, Mr Paul Chan, at the Hong Kong Institute of Surveyors 40th Anniversary Cocktail Reception today (March 22):

Francis (President of the Hong Kong Institute of Surveyors, Mr Francis Lam), distinguished guests, ladies and gentlemen, 

     Good evening. 

     It is a pleasure to be here, to join you in celebrating the 40th anniversary of the Hong Kong Institute of Surveyors (HKIS).

     The surveying profession has made remarkable contributions to Hong Kong’s development. And your Institute has been a driving force in this continuing process with a membership more than 11 000 professionals and students today.

     Over these four decades, you have nurtured generations of outstanding leaders and practitioners in the surveying industry. You have contributed to better construction and building standards, and tendered valuable advice on land development, urban renewal and town planning. 

     And you have also established longstanding ties with like-minded institutes and organisations all over the world. Through exchanges and discussions, you have been telling the good stories of Hong Kong to the world. 

     As you well know, the Government places a strong focus on land and housing supply, on economic growth and sustainability. In this, and much more, the Institute has been the Government’s close partner and valuable sounding board. 

     Take, for example, the standard rates for premium assessment in NDAs (New Development Areas) and others. It was, an initiative first proposed by the Institute in industrial buildings and agricultural land well supported by infrastructure. 

     That, as we all know, was readily and positively accepted by the market. 

     And in working out the legislative amendments for lowering compulsory sale thresholds, the Institute outlined the pain points and helped us find appropriate solutions.

     Another example concerns land leases. The Government introduced, last December, a bill to standardise and streamline lease extension arrangements.

     And I’m grateful for the valuable suggestions made by the Institute in this regard. On the day the new legislation comes into effect – by mid-year, I hope – the Government will publish the extension of land leases expiring up to 2030. We’ll do so regularly after that. 

     More than considered counsel, you contribute through constructive action. This year, the Institute and other professional organisations will partner with the Government to inspect high-risk buildings in old districts.

     Ladies and gentlemen, looking to the future, opportunities are wide open to the surveying profession. Mega-projects such as the Northern Metropolis are advancing fast. Other development projects will also progress as planned. 

     And consider the Greater Bay Area and the Mainland market beyond. In that respect, a registration system with Mainland authorities was launched three years ago, allowing surveyors to acquire equivalent qualifications in the Mainland, to provide direct service in the nine sister cities of the Greater Bay Area. I am glad to note that to date, 10 surveying consultants and 150 surveying professionals have completed their registrations.

     Ladies and gentlemen, I know you will treasure this very special evening.

     Once again, my congratulations to the HKIS on your 40th anniversary – on the major achievements you’ve accomplished over the years, and the many contributions to come. 

     And I wish you all the best of business, and health, in the coming year. Thank you.

The Hong Kong Institute of Directors Announces Winners of Directors of the Year Awards 2023 at the Institute Annual Dinner

The Hong Kong Institute of Directors (“HKIoD”) announced the winners of the Directors Of the Year Awards (“DYA”) 2023 at its Annual Dinner held at the Hong Kong Convention and Exhibition Centre yesterday. 

The opening ceremony of the event was hosted by Dr Christopher To, Chairman of HKIoD, with Dr Kelvin Wong, SBS, JP, Chairman of Accounting and Financial Reporting Council, as the Guest of Honour addressing participants.

Dr Christopher To, Chairman of HKIoD, said, “In the wake of the pandemic, all businesses need to re-evaluate their positioning, identify their new niche and engage in transformation to bring about a better tomorrow. The Institute’s theme this year is “Transform for a Better Tomorrow”. The 13 awardees, who were  well-deserving, have demonstrated their ability to navigate their companies through the unprecedented challenges presented by the pandemic. They have also embraced change and innovation, paving the way for a brighter future. The leadership exhibited by these winners aligns perfectly with this year’s award theme.”

Awards Organising Committee Chairman Ms Alice Yip, commented, “From the awardees, we see excellent corporate governance and director practice, even in challenging time.  Some of the boards have demonstrated compositions that merit an additional recognition in board diversity.  From the Awardees, we see corporate transformation, that enables corporate sustainability.  They are mindful of their business purpose in creating value for their companies, stakeholders and humankind.”

Dr Carlye Tsui, CEO of HKIoD, said, “Sustainability remains our goal in the “Better Tomorrow” part of our theme “Transform for a Better Tomorrow”. Transformation is led by the board of directors. It covers business transformation and board transformation, the latter to enable the former. Hats off from HKIoD to this year’s award-winning directors, who have demonstrated outstanding practices in this regard.”

Dr Tsui supplemented that DYA has been organised since 2001 and supported by over 100 project partners. It is a community-wide project with nominations open to the public. “We are pleased to have candidates and Awardees from Hong Kong as well as the Mainland of China. Apart from recognizing role models, the project also serves the purpose of public education.”

(Inland Empire) “The future is now.” Black Women Organized for Political Action’s The Training Institute for Leadership Enrichment (TILE) and the California Office of Partnership and Strategic Communications via “The Get Ready and Stay Prepared” Campaign are planting seeds now for a brighter future in the areas of environment to overcome the challenges of climate change, health to help eradicate inequities and business.

Climate change with its ripple effect of heat waves, droughts and wildfires has a major impact on all communities and even more so for vulnerable communities.  TILE’s community engagement program is ensuring people take the health precautions to protect themselves and families, particularly against extreme heat. TILE field organizers disseminated information about extreme heat from the HeatReadyCA.com website.  The life-saving instruction was greatly needed this past summer season in light of temperatures hitting well over the 100’s throughout many regions in California.

Two years ago, TILE launched its Black & Vaxxed (blackandvaxxed.org (http://www.blackandvaxxed.org)) initiative in conjunction with the state’s Vaccinate All 58 campaign.  The campaign was targeted to reach and prepare our underserved Black communities for the upsurge of COVID 19.  Today, officials warn, ‘the pandemic is over, but COVID-19 is still here’. As such, TILE considers it a priority to outreach to Black communities which were only second to the Latino community in being disproportionately hit hardest by COVID 19 during the pandemic.

The environment, health and business are all components of the TILE/OCPSC “Get Ready and Stay Prepared” campaign and impact quality of life.  In the area of business and employment, the campaign is focusing on assisting community-based organizations (CBOs) help individuals receive their ITIN number that will result in help in filing taxes and accessing California state services and benefits.  ITIN is a tax processing number issued by the Internal Revenue Service for individuals who are required to have a U.S. taxpayer identification number, but who do not have, and are not eligible to obtain, a Social Security Number.

To ensure that the information about HeatReadyCA, Vaccinate All 58 and ITIN number awareness is being disseminated in a culturally relevant way, TILE is utilizing interactive engagement by trusted messengers.  The highly interactive peer to peer engagements encourage the public to take action.  They include: door to door canvassing; community canvassing at events and highly trafficked areas; phone banking; training at workshops and meetings; and giving assistance to access state resources.

“Many communities of color move out of Los Angeles County for more affordable housing and geographical beauty, although once in the Inland Empire region, one can feel culturally disconnected,” said Jessica King, TILE Field Organizer. “Our field work is important for people to see there are organizations working with their interest at heart and it’s a great opportunity to make connections with non-BIPOC communities so they see a positive representation of other cultures.”

The Institute of Chartered Accountants of India (ICAI) organises RESOLVE-2023, an Exclusive International Convention on Insolvency Resolution

For the first time in its 75-years history, The Institute of Chartered Accountants of India (ICAI) will hold a mega convention overseas in Singapore. This unique international convention — RESOLVE-2023 is a highly anticipated conference that will revolve around the overall “Insolvency Resolution” ecosystem. Hip Restoration Institute Launched at Swedish Medical Center

A hip labral tear is an injury to the soft tissue (labrum) that covers the hip cup (acetabulum). White, MD, board-certified hip surgeon at the Hip Restoration Institute at Swedish Medical Center. “Thus, labral reconstruction patients report high rates of success and low rates of ongoing pain.”
