Members of the Liquor Licensing Board, led by the Board Chairman, Dr Wong Kong-tin, visited a number of premises with liquor licences in Wan Chai District and Tsim Sha Tsui District in the small hours today (March 12) to learn more about the operation of the premises and enforcement action by the Police.
During the visit, members were briefed by representatives of the Police on various issues related to the regulation of premises with liquor licences, including crowd control, traffic flow, law and order, and noise problems.
Representatives from the Food and Environmental Hygiene Department, Fire Services Department, Buildings Department and Environmental Protection Department also joined the visit.
The Board issued 1 165 new licences and renewed 6 561 liquor and club liquor licences over the past year.
Apart from the Board Chairman, others taking part in the visit were the Vice-chairman, Ms Fan Chui-wah, and Board members Mr Chung Kong-mo, Mr Ho Chin-choi, Ms Hui Mei-sheung, Mr Leung Po-sang, Ms Li Tsau-ha, Mr Lo Kin-tak, Ms Lo Oi-ling and Mr Tou Yat-lung.
They were joined by the Permanent Secretary for Environment and Ecology (Food), Miss Vivian Lau, and the Director of Food and Environmental Hygiene, Ms Irene Young.

The Liquor Licensing Board (LLB) will meet on Tuesday (February 28) to consider two applications for new issue, renewal, transfer and amendment of liquor licence.

The board will also consider revocation of the liquor licences of SAKURA in Causeway Bay, NU AER in Tsim Sha Tsui, BONNIE RESTAURANT in Mong Kok and LI’S KITCHEN in Sham Shui Po.

The Hon’ble Supreme Court of India vide its order dated 15.12.2016 and 30.11.2017 in Civil Appeal Nos 12164-12166 of 2016 (State of Tamil Nadu and Ors. Vs K. Balu & Anr.) has issued directions regarding stopping the grant of licenses for sale of liquor along national and state highways and over a distance of 500 metres from the outer edge of the national or state highways or of a service lane along the highway. In the case of areas under jurisdiction of in local bodies with a population of 20,000 people or less, the distance of 500 metres is reduced to 220 metres. As per the orders of Hon’ble Supreme Court, the Ministry has requested all the State Governments and UTs, from time to time, to take necessary action for implementation of the order(s) of Hon’ble Supreme Court. Further, Section 185 of Motor Vehicles Act, 1988 provides for punishment of imprisonment or fine or both for the offence of drunken driving cases. Besides, the Ministry undertakes campaigns through print and electronic media to spread awareness about dangers of drunken driving. The Ministry deals with the matters related to development of National Highways and providing access to properties situated along the National Highways. It has no control on the usage of and business run in these properties located beyond the Right of Way (ROW) of National Highways. Government does not collect data on removal of liquor shops as this is a state subject.
