     The Guangdong-Hong Kong Equine Industry Cooperation Task Force held its meeting today (November 29) in Guangzhou. The Permanent Secretary for Environment and Ecology (Food) of the Hong Kong Special Administrative Region (HKSAR) Government, Miss Vivian Lau, led the Hong Kong delegation to attend the meeting. At the meeting, Guangdong and Hong Kong signed the Cross Boundary Horse Movement Coordination Mechanism and confirmed that the approval of a new biosecurity passage for equine transportation has reached its final stage. Representatives of both sides have had in-depth exchanges on the development and co-operation on various issues, including nurturing talent for the development of the equine industry in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
      
     Miss Lau stated, “In the past two years, Guangdong and Hong Kong have been working closely together to promote the development of the equine industry in the GBA, and we have achieved significant outcomes so far. The relevant departments of the two sides have collaborated to streamline the procedures and processes for the cross-boundary movement of horses, and established a co-ordination mechanism for cross-boundary movement of horses between Guangdong and Hong Kong. We are also very grateful for the support of the Department of Agriculture and Rural Affairs of Guangdong Province regarding nurturing talent for the equine industry, thereby facilitating the professional development of talent in the Guangdong-Hong Kong equine industry, and providing more employment and development opportunities for youth in the GBA.”
      
     To implement the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, the HKSAR Government and the People’s Government of Guangdong Province signed the Co-operation Agreement between Guangdong and Hong Kong on Equine Industry Development in May 2021 and established the Task Force under the mechanism of the Hong Kong/Guangdong Co-operation Joint Conference. Members of the Task Force from both sides shall promote the development of equine sports and related industries in the GBA, in alignment with the accelerated national transformation and upgrading of the equine industry.
      
     The Director-General of the Department of Agriculture and Rural Affairs of Guangdong Province, Mr Liu Zonghui, and Miss Lau co-chaired the Task Force meeting. The Hong Kong delegation attending the meeting included members from the Environment and Ecology Bureau, the Constitutional and Mainland Affairs Bureau and the Agriculture, Fisheries and Conservation Department. The Guangdong delegation included members from the Department of Agriculture and Rural Affairs of Guangdong Province, the Hong Kong and Macao Affairs Office of the People’s Government of Guangdong Province, the Sports Bureau of Guangdong Province, the Department of Education of Guangdong Province, the Guangdong Sub-Administration of the General Administration of Customs of the People’s Republic of China, as well as subject officers from Guangzhou and Conghua. The Hong Kong Jockey Club also participated in the meeting as an expert member of the Task Force.

     The Secretary for Commerce and Economic Development, Mr Algernon Yau, attended the Ministerial Council Meeting of the Organisation for Economic Co-operation and Development in Paris, France on June 7 (Paris time).
 
     Speaking at a discussion session on trade policies for resilient and inclusive growth, Mr Yau stressed the importance of fighting against any form of protectionism as the world is walking out from the pandemic.
 
     “Trade is not, and should never be seen as, a ‘zero-sum’ game. We must continue to provide a free, fair, open, non-discriminatory, transparent and predictable environment for trade and investment to thrive,” he said.
 
     “Commitments to forging regional trade agreements that are inclusive and open, that seek to deepen economic integration, and that promote economic and technical co-operation will overcome divisions and bolster connectivity,” he added.
 
     He also highlighted that ongoing dialogues and exchanges between governments and also with various stakeholders should be promoted.
 
     In addition, Mr Yau called on participating ministers to uphold the rules-based multilateral trading system and drive forward the World Trade Organization’s discussions about restoring a fully and well-functioning dispute settlement system, the Joint Statement Initiatives on E-Commerce and Investment Facilitation for Development, etc.
 
     On the sidelines of the meeting, Mr Yau met with the Minister of Foreign Affairs of Vietnam, Mr Bui Thanh Son, to exchange views on enhancing bilateral relationships. He also had a breakfast meeting with the France-Hong Kong Business Association to promote Hong Kong’s advantages and business opportunities.
 
     Mr Yau will proceed to Budapest, Hungary on June 8 (Paris time) for a two-day visit.

     The Deputy Financial Secretary, Mr Michael Wong, will hold the first meeting of the Task Force for Collaboration on the Northern Metropolis Development Strategy with representatives of the Shenzhen Municipal People’s Government in Shenzhen tomorrow (February 27) to exchange views on matters relating to the implementation of the Northern Metropolis and enhance co-operation between the two places.
 
     Officials accompanying the DFS to attend the meeting will include the Secretary for Development, Ms Bernadette Linn; the Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai; the Secretary for Environment and Ecology, Mr Tse Chin-wan; the Secretary for Transport and Logistics, Mr Lam Sai-hung; the Secretary for Financial Services and the Treasury, Mr Christopher Hui; the Acting Secretary for Security, Mr Michael Cheuk; the Under Secretary for Culture, Sports and Tourism, Mr Raistlin Lau; and the Under Secretary for Innovation, Technology and Industry, Ms Lillian Cheong, as well as the heads of relevant departments.

     Mr Wong and other government officials will return to Hong Kong in the evening on the same day.

The 1st Meeting of the Organizing Committee for the 21st Conference on International Exchange of Professionals Convenes

SHENZHEN, CHINA, Feb 23, 2023 – (ACN Newswire) – The first meeting of the organizing committee for the 21st Conference on International Exchange of Professionals (hosted by “Shenzhen Center for International Exchange of Personnel”, referred to as “the 21st CIEP”) was held via video conference on February 16.

In his speech, Vice Minister Li Meng pointed out that The 21st conference on international exchange of professionals is the first large-scale international exchange activity held by the Ministry of Science and Technology since the 20th National Congress of the Communist Party of China. The 21st CIEP should take the spirit of the 20th National Congress of the Communist Party of China and the important instructions of General Secretary Xi Jinping on implementing the strategies of rejuvenating China through science and education, building a strong country through talent development, and driving development through innovation as guidance. The Conference should build an important platform for international talent exchange, showcase China’s technological and cultural exchange, promote the international exchange of talents, and further enhance service capabilities. The 21st CIEP should play a greater role in promoting the construction of a new development pattern and creating a globally competitive open innovation ecosystem. It should grasp the forefront of scientific and technological development and talent flow trends, closely follow national strategies, increase the introduction of high-quality resources, fully leverage the advantages of various media platforms, and further enhance the influence of the 21st CIEP at home and abroad. At the meeting, Wang Youming, Director of the Shenzhen Municipal Committee of Science and Technology Innovation, reported on the general work plan of the 21st CIEP, and representatives from various provinces and cities attending the conference exchanged speeches. The meeting was chaired by Huang Qiang, Deputy Secretary-General of the Shenzhen Municipal Government. Approved by the authorities, the 21st CIEP will be held in Shenzhen on April 15-16. 18th Meeting of the Joint Working Group (JWG) on Security and Border Management between India and Bangladesh held


The 18th Meeting of the Joint Working Group (JWG) on Security and Border Management between India and Bangladesh was held on December 5 and 6, 2022. The Indian delegation was led by Shri Piyush Goyal, Additional Secretary, Ministry of Home Affairs, Government of India and the Bangladesh Government delegation was led by Mr. A.K. Mukhlesur Rahman, Additional Secretary, Ministry of Home Affairs, Government of Bangladesh.


The Union Home Minister, Shri Amit Shah had met the Home Minister of Bangladesh, Mr. Asaduzzaman Khan on November 18 on the sidelines of the ‘No Money For Terror’ Conference in New Delhi. Both sides had productive exchanges on border management and common security related issues during that meeting.


 Following on from the meeting between the two ministers last month, at today’s meeting both sides highlighted the excellent bilateral relations between the two countries and reiterated their commitment to further deepen and strengthen mutual cooperation in the security and border related issues. The Bangladesh side recalled the Indian contribution during the Liberation War of Bangladesh in 1971.


Bilateral issues such as border fencing and developmental works within 150 yards of the International Border, illegal crossing, bilateral cooperation in checking insurgency, combating terrorism, organized crimes and smuggling etc. were discussed in the meeting.
