     The Leisure and Cultural Services Department (LCSD) today (August 24) invited proposals from non-profit-making organisations for the management, operation and maintenance of the Avenue of Stars (AoS) and Salisbury Garden (SG) located at the Tsim Sha Tsui harbourfront. The deadline for submission is 5pm on November 23, 2023 (Thursday).

     The AoS and SG are iconic attractions overlooking the spectacular view of Victoria Harbour. The current commissioning of the management, operation and maintenance of the AoS will end in April 2024. To further enhance the Tsim Sha Tsui harbourfront with a view to provide a synergistic arts, culture, tourism, leisure and sports public space, the LCSD is inviting interested organisations to submit proposals for the management, operation, maintenance and further enhancement of the AoS and SG for a period of 15 years starting April 2024. The scope of services, eligibility and points to note during the submission, along with the assessment process, selection criteria and key engagement terms are set out in the invitation brief. A briefing session will be held for interested parties on September 21, 2023 (Thursday). The invitation brief and details of the briefing session are available on the website www.lcsd.gov.hk/en/aosifp/index.html.

     The Social Innovation and Entrepreneurship Development Fund (SIE Fund) Task Force today (April 17) invites proposals from organisations that are interested in taking forward the Venture Building Initiative (VBI).

     The SIE Fund has earlier invited expressions of interest for implementing the VBI. The response was encouraging and 19 returns were received from different sectors including non-government organisations, philanthropies, consultancies and investors, etc. The Fund plans to launch the initiative in the second half of 2023. Suitable organisation(s) will be engaged to assist social ventures in building a collaborative network, particularly through introducing the rich resources and expertise from business sectors/investors, to help social ventures grow, thereby fostering sustainable development of the social innovation ecosystem and bring about a greater social impact. Interested organisations can submit their proposals for the VBI by 6pm on June 23, 2023.

     An invitation brief setting out the scope of intermediary services, the eligibility and submission requirements, the assessment process and selection criteria, as well as key engagement terms for the VBI are available for download at the SIE Fund website (www.sie.gov.hk/en/what-we-do/venture_building_initiative.page).      The Social Innovation and Entrepreneurship Development Fund (SIE Fund) Task Force announced today (June 2) the invitation of proposals from interested parties to serve as the new batch of intermediaries to design and administer innovative programmes under the Fund.



     The SIE Fund has engaged intermediaries as strategic partners to design and deliver funding and incubation programmes to meet the needs of the social innovation space. Services of the batch of intermediaries engaged by the Fund in 2020 are due to expire and the Fund is planning to engage a new batch of intermediaries to further take forward the Fund’s work. Interested parties are invited to submit proposals for innovative programmes by 6pm on August 4. Multiple intermediaries will be engaged to nurture and incubate social innovators or ventures of different forms and at different stages of development with innovation, diversity and impact.

NTPC invites EOI to produce torrefied biomass pellets from Startups


NTPC Ltd has invited Expression of Interest (EOI) to produce torrefied biomass pellets from Indian startups.


Through its R&D wing, NETRA, NTPC intends to provide a platform to Indian startups to enable them to develop advanced technology for producing torrefied biomass pellets that are well-suited for decentralized small-scale users. The last date of submission of the proposals titled, “Torrefied Pellet Manufacturing Plant for Agri-Waste” is 19th May 2022.


India produces an estimated 230 MMTA of biomass that is either wasted or burnt. Biomass co-firing in power plants has proven to be a major solution to cater to this menace thereby reducing carbon footprint in the environment. NTPC has been the pioneer in co-firing Biomass in its coal-fired power plants. Since the adoption of co-firing, NTPC has been continuously engaged in strengthening the entire Biomass sector value chain in various dimensions. Many of the NTPC plants have already started the requisite co-firing of biomass pellets with coal. Long-term procurement action has also been initiated for many plants.


Till now, the focus has been centred mainly on non-torrefied biomass pellets. However, for bulk utilization of biomass,  torrefied biomass pellet production needs to be given importance, as torrefied biomass pellet has more energy density, and its characteristics are closer to coal. Further, torrefied biomass pellets will reduce average transportation costs.  Currently, the technology for torrefied pellets is still in the nascent stage of development.


The Union Ministry of Power has set up the National Mission for the use of Biomass in thermal power plants (Mission SAMARTH) and has mandated 5-10 percent co-firing of Biomass in all coal-fired thermal power plants in the country. Biomass co-firing in power plants has also been included in the Union Budget speech-2022 as an important tool for carbon reduction and income generation for the farmers.


The move by NTPC is expected to reinforce NTPC’s commitment towards developing the biomass ecosystem in the country and will provide a unique platform for the Indian startups to fulfill the Prime Minister’s vision of an Aatmanirbhar Bharat and also contribute towards the ambitious Make in India movement.
