     ​The Secretary for Health, Professor Lo Chung-mau, led a delegation and started a two-day visit to Guangzhou and Dongguan today (March 13) to meet health officials of Guangdong Province and Dongguan city, with a view to deepening exchanges and co-operation between Hong Kong and Mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) on various health-related areas.

     The delegation today first met with Deputy Director General of the Health Commission of Guangdong Province (GDHC) Mr Huang Fei to discuss a number of cross-boundary healthcare services, including the Elderly Health Care Voucher Greater Bay Area Pilot Scheme (Pilot Scheme) and a direct cross-boundary ambulance service.

     Professor Lo said, “I would like to express my gratitude to the GDHC for its valuable advice in the process of pressing ahead with the Pilot Scheme, ranging from the selection of high-quality medical institutions to relevant Mainland laws and regulations which are conducive to the future monitoring of areas concerning healthcare quality and fee levels.

     “The Department of Health (DH) is working with various pilot medical institutions on follow-up arrangements such as reimbursement for claims for Elderly Health Care Vouchers (EHCVs) and system configurations. Last week, the DH conducted training sessions and briefings on the practical operations for staff of pilot medical institutions, and arranged for staff of the University of Hong Kong-Shenzhen Hospital to share their relevant experiences in running the Elderly Health Care Voucher Scheme, so as to ensure that the future operation of the Pilot Scheme will go on smoothly.

     “The GBA development is a national strategy personally devised, planned and driven by President Xi Jinping. In terms of healthcare development, the Hong Kong Special Administrative Region (HKSAR) Government has all along been reinforcing co-operation with various cities in the GBA in order to optimise the policy initiatives for providing more convenience for Hong Kong citizens under the principles of ‘complementarity and mutual benefits’ and on the premise that the development of the Mainland healthcare system will be benefited without comprising the development of Hong Kong’s local healthcare service,” Professor Lo stressed.

     As for the provision of a direct cross-boundary ambulance service, Professor Lo said that following the Chief Executive’s announcement in the last Policy Address on the discussion with Shenzhen and Macao on the provision of a cross-boundary ambulance service, the Health Bureau has been liaising with the relevant parties of the two places at full steam. The discussions are making good progress. Professor Lo said he hopes that the direct cross-boundary ambulance service can be launched as soon as possible so as to enable the direct point-to-point hospital transfer of inpatients with appropriate medical conditions.

     The delegation then visited the Zhongshan Ophthalmic Center of Sun Yat-sen University and the First Affiliated Hospital of Sun Yat-sen University. Last month, the First Affiliated Hospital of Sun Yat-sen University was included by the Health Bureau as one of the pilot medical institutions under the Pilot Scheme. Hong Kong elderly persons eligible for the EHCV will be able to use the voucher to pay for outpatient healthcare services they received at designated medical centres or medical service departments of the Hospital later this year.

     In addition, the Hospital Authority (HA) has earlier commenced discussions with the GDHC on the second batch of the exchange programme for doctors, including an ophthalmology pilot exchange programme under which outstanding ophthalmologists from the Zhongshan Ophthalmology Center of Sun Yat-sen University would come to Hong Kong for exchanges. Two ophthalmologists have already arrived in Hong Kong under the programme and commenced an exchange in March. The HA is actively following up with the GDHC on the exchange arrangements for the other ophthalmologist and doctors of different specialties.

     During the meeting with the President of the First Affiliated Hospital of Sun Yat-sen University, Professor Xiao Haipeng, Professor Lo also witnessed the signing of a co-operation agreement between the HA and the First Affiliated Hospital of Sun Yat-sen University on enhancing training and exchanges of healthcare professionals.

     Professor Lo is very supportive of the exchange of healthcare talent between the HA and Mainland medical institutions. He said, “The HKSAR Government and the HA have been proactively exploring various collaboration models with relevant bodies to further advance the exchange and co-operation of healthcare professionals in the GBA, with a view to jointly enhancing the professional standards and development of clinical healthcare in the GBA. The HA is taking forward the second batch of exchange programmes with the GDHC. It is expected that over 100 healthcare personnel, covering a wider range of healthcare professions, will come to Hong Kong from various cities in Guangdong Province to participate in the exchange programmes.”

     The delegation will visit Dongguan tomorrow (March 14) to meet with Dongguan Municipal Government and health officials and visit the Dongguan Tungwah Hospital.

     Members of the Hong Kong delegation include the Director of Health, Dr Ronald Lam; the Controller of the Centre for Health Protection of the DH, Dr Edwin Tsui; Deputy Secretary for Health Mr Eddie Lee; the Senior Advisor (Secretary for Health’s Office), Dr Joe Fan; the Chairman of the HA, Mr Henry Fan; and the Deputising Chief Executive of the HA, Dr Simon Tang. During the absence of Professor Lo from Hong Kong, the Under Secretary for Health, Dr Libby Lee, is the Acting Secretary for Health.

     The Secretary for Health, Professor Lo Chung-mau, met with representatives of the Hong Kong Dental Association (HKDA) today (February 27) to listen to their views on the Elderly Health Care Voucher Greater Bay Area Pilot Scheme (Pilot Scheme). He also expressed his concern over the criticisms made by the HKDA on the Mainland dental profession (stomatology profession) and regulatory system while commenting on the Pilot Scheme. 

     Professor Lo emphasised, “The Hong Kong Special Administrative Region (HKSAR) Government attaches great importance to the training and regulation of the dental profession. Similarly, the Mainland stomatologists, known as dentists in Hong Kong, have gone through comprehensive and standardised training which is recognised by the country. The stomatology profession is also regulated under the strict monitoring by the National Health Commission and health commissions/bureaux of various provinces and cities. I trust that the dental industry in Hong Kong would respect their counterparts in other regions, including those on the Mainland; and uphold the principles of mutual respect, mutual learning and exchange, with a view to promoting positive development of the profession. 

     “Citizens have a say in determining how well-received the dental profession in Hong Kong is within the community. I hope that dentists in Hong Kong would proactively promote further developments of the profession and their services, stay true to their aspiration in serving the public to fulfil the social responsibility, and continue joining hands with the Government in pushing forward with various initiatives for strengthening the city’s dental services with a view to enhancing the overall oral health of citizens.

     “The HKSAR Government has two objectives for implementing this Pilot Scheme. Firstly, it aims to provide more convenience for Hong Kong elderly persons residing in Mainland cities in the GBA by providing more service point options for them to use their Elderly Health Care Vouchers (EHCVs) to meet their primary healthcare needs. Secondly, it is intended to allow Hong Kong elderly persons to use their EHCVs for receiving dental services across the boundary at medical institutions in Shenzhen, with a view to addressing the pressing demand of Hong Kong elderly persons in seeking dental services, and thus to achieve a win-win situation.”

     Professor Lo stressed that the Government attaches great importance to the service quality of the pilot medical institutions under the Pilot Scheme. To this end, the medical institutions (including the dental institutions) were selected for inclusion through a robust process. From last November to early February this year, the Health Bureau and the Department of Health had conducted market research, sought opinions and recommendations from the Health Commission of Guangdong Province, and conducted site visits for direct inspection of facilities, equipment and operation of the medical institutions as well as meetings with relevant senior management to gain a thorough understanding of the institutions’ management structures and models as well as operation.

     He added, “Since the launch of the Elderly Health Care Voucher Scheme (EHVS) at the University of Hong Kong-Shenzhen Hospital (HKU-SZH) by the Government in 2015, eligible elderly persons have been entitled to use EHCVs to receive dental services at the HKU-SZH during the past eight years or so. Under the Pilot Scheme, only two dental service points are added in Shenzhen while there are some 1 500 dentists in Hong Kong having enrolled in the EHVS and providing services at over 3 300 service points. Compared with the few service points in the GBA, local dentists are still the most accessible channel for Hong Kong elderly persons to seek dental services.”

     Regarding the Hong Kong Dental Association’s concern over the Elderly Health Care Voucher Greater Bay Area Pilot Scheme (Pilot Scheme), the Health Bureau (HHB) gave the following response today (February 21):
 
     Since the launch of the Elderly Health Care Voucher Scheme at the University of Hong Kong-Shenzhen Hospital (HKU-SZH) by the Government in 2015, eligible elderly persons have been entitled to use Elderly Health Care Vouchers (EHCVs) to receive dental services at the HKU-SZH during the past eight years or so. The relevant arrangement also applies to the Huawei Li Zhi Yuan Community Health Service Center which was commissioned as an additional service point last year. To provide greater convenience to Hong Kong elderly persons, the Government rolled out the Pilot Scheme to extend the arrangement of using EHCVs for private primary healthcare services to medical institutions in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) in a bid to offer more options of service points to eligible Hong Kong elderly persons.
 
     The Government attaches great importance to the service quality of the pilot medical institutions under the Pilot Scheme. To this end, the medical institutions (including the dental institutions) were selected for inclusion through a robust process. From last November to early February this year, the HHB and the Department of Health (DH) had conducted market research, sought opinions and recommendations from the Health Commission of Guangdong Province, and conducted site visits for direct inspection of facilities, equipment and operation of the medical institutions as well as meetings with relevant senior management to gain a thorough understanding of the institutions’ management structures and models as well as operation. Having taken into account eight key factors including service quality, experience in management and operation as well as fee standards and level, the Government subsequently enlisted seven high-quality pilot medical institutions (including two dental institutions) under the Pilot Scheme.
 
     To ensure the sustainability of high quality services at the pilot medical institutions, the Government is now working with various medical institutions (including the two dental institutions) on the follow-up arrangements. In particular, a training and service assurance mechanism will be established for the Pilot Scheme to cover various aspects such as service quality, training and operation, fee level, complaint machanism and patients’ experience.
 
     A spokesman for the HHB stressed that the Pilot Scheme will be equipped with a comprehensive and robust monitoring mechanism as for the Elderly Health Care Voucher Scheme (EHVS) being implemented in Hong Kong. The DH will keep a close watch under the training and service assurance mechanism. Members of the public may turn to the DH and the pilot medical institutions should they have any complaints regarding the Pilot Scheme in the future. The DH is keeping contact with the health authorities of the Mainland and will solicit their assistance when necessary.
 
     The spokesman added that Hong Kong medical sector (including the dental profession) has been maintaining a high level of professionality, with quite a number of the healthcare professionals enrolled in the EHVS. Hong Kong healthcare professionals are also seen to be practising in the GBA. At present, some 1500 dentists in Hong Kong have enrolled in the EHVS, providing services at over 3300 service points. Comparing with the few service points in the GBA, local dentists are still the most accessible channel for Hong Kong elderly persons to seek dental services. The Government hopes that the dental profession would proactively promote further developments of the profession and its service, and continue joining hands with the Government in pushing forward various initiatives for strengthening the city’s dental services with a view to enhancing the overall oral health of citizens.
