Odisha unveils Rs 5,000 crore ‘next-generation urban growth roadmap’

The Government of Odisha presented its “Next-Generation Urban Growth Roadmap” at the 1st National Apex Committee Meeting on the Urban Challenge Fund (UCF) in New Delhi on May 11. 

The meeting was chaired by Union Minister for Housing and Urban Affairs Manohar Lal Khattar. Discussions at the meeting focused on future urban development strategies and sustainable city growth across states.

Representing Odisha, Additional Chief Secretary of the Housing and Urban Development Department Usha Padhee showcased five major urban infrastructure projects worth over Rs 5,000 crore under the Urban Challenge Fund framework. The proposed projects aim to strengthen resilient, inclusive and technology-driven urban ecosystems across the state.

Odisha Highlights Sustainable Urban Growth Vision

During the presentation, Odisha highlighted its urban development strategy focused on sustainable infrastructure, climate resilience, digital governance and citizen-centric planning. The roadmap envisions economically vibrant and technologically advanced cities while maintaining environmental sustainability and social inclusivity.

The proposed projects include measures for flood mitigation, scientific drainage systems, expansion of green spaces, sustainable water management and climate-adaptive infrastructure. The state also underlined its focus on improving civic services, urban mobility and overall quality of urban living.

Focus on Inclusive and Technology-Driven Development

Odisha stated that the roadmap aims to ensure equitable urban growth, especially for vulnerable communities, women, street vendors and economically weaker sections through improved access to urban services and opportunities.

The state also showcased the integration of smart technologies, digital platforms and data-driven governance systems to improve efficiency, transparency and responsiveness in municipal administration and service delivery.

Speaking at the meeting, Usha Padhee said Odisha’s vision extends beyond conventional infrastructure expansion and focuses on creating durable and future-ready urban ecosystems. The National Apex Committee appreciated Odisha’s proactive planning and reform-oriented governance, while the state was recognised among the leading performers in urban development initiatives.
