Service rendered in self-governing body to be counted for grant of gratuity at Centre

The service rendered in the self-governing body by a worker would be counted for the grant of gratuity in the main federal government, the Rajya Sabha was notified on Thursday.

The Department of Pension and Pensioners’ Welfare (DoPPW) has actually informed the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021 for main federal government civilian staff members, Union Minister of State for Personnel Jitendra Singh stated in a written reply.

These guidelines are not suo motu relevant to the workers of self-governing bodies, he stated.

“However, DoPPW vide Office Memorandum (OM) No.7/5/2012-P&PW(F)/B dated 12th February, 2020 provides that on mobility from autonomous bodies having National Pension System (NPS) with provision of retirement/death gratuity for its employees similar to that in the central government, the service rendered in the autonomous body would be counted for grant of gratuity in central government subject to condition that the employee resigns with proper permission to take another appointment in the government,” Singh stated.

The payment of gratuity, payment of interest or counting of service period and so forth by the self-governing bodies depends upon the specific gratuity guidelines being followed by the specific self-governing body as the guidelines of DoPPW are not suo motu relevant to the workers of self-governing bodies, the minister included.

He was inquired about the “details of rule position which allows an NPS employee, who moved from autonomous body to the government with proper permission and technical resignation, to opt not to have past service rendered in autonomous body counted in the Central Government and to receive payment of gratuity for past service”to name a few.

President of the All India NPS Employees Federation, Manjeet Singh Patel, invited the Centre’s reaction and stated it will assist in eliminating any doubt from the minds of workers worried.

“It is a very welcoming move by the government to assert that the service rendered in an autonomous body would be counted for the grant of gratuity in the central government. It will help in removing any doubt from the minds of the government employee concerned,” he informed PTI.
