State Ministers Meet on Implementation Strategies of National Optical Fibre Network

Speaking on the occasion Shri Kapil Sibal, Union Minister for Communications and Information Technology said that the Network will be a weapon to fight against all challenges of 21st Century. He asked the representatives of the States/UTs to sign a tri-partite MoU between Central Govt (Dept of Telecom), respective State Govt /UT & NOFN-SPV . Mr Sibal asked State Govts to issue directions to their concerned authorities for grant of RoW (Right of Way) for implementation, operation and maintenance of NOFN by all state government agencies like PWD/ RES/ Forest/ Municipality/ Panchayat authorities/ Electricity Boards/ Irrigation/ Private Electricity Distribution Agency etc. as applicable.. He said no RoW charges including reinstatement charges be levied by any State Government, their local bodies, companies or agencies as the information highway proposed to be created through NOFN for broadband connectivity to Panchayats is primarily for the benefit of the local communities to Panchayats and State Governments. This support will be considered as contribution of the State Government towards this project as a larger good for ensuring the time bound implementation of the programme and to avoid any delays in grant of RoW permission.

The Ministry has a limited authority except the administration of Mineral Conservation and Development Rules, 1988 (MCDR) through Indian Bureau of Mines. Over a period of times, it has come to the knowledge of the Ministry that malpractices in mining sector have increased due to poor governance at State level leading to number of cases of illegal mining. The mineral thus produced, came into mineral market by trading, stocking, procurement by end-users or exporting. This situation has necessitated the Government to take stringent measures for monitoring the mining and mineral transaction in order to control malpractices in this sector.

Upon receipt of information relating to the apprehension of Indian fishermen by Sri Lankan authorities, Government has, through diplomatic channels, immediately taken up the matter with the Government of Sri Lanka seeking the early release and repatriation of Indian fishermen along with their boats. In almost all cases, the Government of Sri Lanka has responded favourably and released the apprehended fishermen and their boats at the earliest.

Private Sector in Passport Work

As per the Passport Act 1967, the powers to issue passport vests with the Central Government. Under the Project, only non-sensitive functions like checking the entries in the application form, scanning and uploading of supporting documents, taking the applicants photograph and biometrics and accepting the application fees, are performed by the Service Provider. The sovereign and fiduciary functions of verification, granting, printing and dispatch of passports are performed by Government officials. In order to ensure security of the system, the Government has appointed the Standards, Testing & Quality Certification, Department of Information Technology to act as the Third Party Audit Agency. Strategic assets like Data Centre, Application Software, System Software, Disaster Recovery Centre and Central Passport Printing Facility are owned by the Government to have the strategic control over the Passport Seva System.
