During the programme, the Prime Minister also dedicated ‘Central Institute of Petrochemicals Engineering & Technology (CIPET), Chandrapur’ to the nation and inaugurated ‘Centre for Research, Management and Control of Hemoglobinopathies, Chandrapur’.

Earlier today, the Prime Minister flagged off Vande Bharat Express from Nagpur to Bilaspur, dedicated ‘Nagpur Metro Phase I’ to the nation, and laid the foundation stone of ‘Nagpur Metro phase- II’. The Prime Minister also inaugurated Phase – I of Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg which covers a distance of 520 kilometres and connects Nagpur and Shirdi.

The Prime Minister also dedicated to the nation, AIIMS Nagpur which is being developed at a cost of more than Rs 1575 crore, is a hospital with state-of-the-art facilities, with OPD, IPD, diagnostic services, Operation theatres and 38 departments covering all major speciality and super speciality subjects of Medical Science. The hospital provides modern healthcare facilities to the Vidarbha region of Maharashtra and is a boon to the surrounding tribal areas of Gadchiroli, Gondia and Melghat.

Addressing the gathering, the Prime Minister greeted on the auspicious occasion of Sankashti Chaturthi and hailed Lord Ganpati. The Prime Minister highlighted that this very special day when a bouquet of development works is being launched from Nagpur, Maharashtra will transform the lives of people. “Today a constellation of eleven new stars is rising for the development of Maharashtra which will help in achieving new heights and provide a new direction”, he said. Listing out all the 11 projects the Prime Minister said, “Hindu Hriday Samrat Balasaheb Thackeray Maharashtra Samridhi Mahamarg is now ready from Nagpur to Shirdi, AIIMS will benefit the people of Vidarbha, the establishment of National Institute of One Health, ICMR’s research Centre built in Chandrapur, the establishment of CIPT Chandrapur, Various Projects in Nagpur to reduce the pollution of Nag river, the inauguration of Metro Phase I and laying the foundation stone of Phase II, Vande Bharat Express between Nagpur to Bilaspur, the project of redevelopment of ‘Nagpur’ and ‘Ajni’ Railway Station, the inauguration of maintenance depot of 42 thousand horsepower rail engine at Ajni and inauguration of Kohli-Narkhed route of Nagpur-Itarsi line.” The Prime Minister congratulated the people of Maharashtra for these completed and upcoming projects.

The Prime Minister highlighted that today’s projects are proof of the pace of work by the double-engine government of Maharashtra. He underlined that Samruddhi Mahamarg is not just reducing the distance between Nagpur and Mumbai but is also linking 24 districts of Maharashtra with modern connectivity. Apart from a boost in employment opportunities, the Prime Minister said that these connectivity projects will benefit the farmers, pilgrims and industries that are situated in the region.

Throwing light on the intrinsic planning of these projects, the Prime Minister said that projects that have been inaugurated today paint a picture of the holistic vision of infrastructural development. “Be it AIIMS Nagpur or Samriddhi Mahamarg, be it Vande Bharat Express or the Nagpur Metro, all these projects may differ in their attributes but when put together in the form of a bouquet, the essence of a complete development will reach every citizen”, he said.  Highlighting the efforts of the double-engine government, the Prime Minister pointed out that whether it is about healthcare for the common man or wealth creation, be it empowering the farmer or water conservation, it is a first where the government has given a human form to the infrastructure where a human touch is impacting everyone’s life.

Giving examples of the holistic vision of infrastructural development, the Prime Minister said, “The Ayushman Bharat scheme which provides free treatment up to Rs 5 lakh to every poor is an example of our social infra, the development of our places of faith from Kashi, Kedarnath, Ujjain to Pandharpur is an example of our cultural infra, the Jan Dhan Yojana, that connects more than 45 crore poor people to the banking system is an example of our financial infrastructure.” He further added that the campaign to open modern hospitals and medical colleges like Nagpur AIIMS is an example of the medical infrastructure. “Infrastructure cannot just cover lifeless roads and flyovers, its expansion is much bigger”, he added.

The Prime Minister gave the example of the Gosekhurd Dam whose foundation was laid thirty to thirty-five years ago with an estimated cost of around Rs 400 crore but was never completed. Shri Modi pointed out that the estimated cost of the dam has now increased to Rs 18 thousand crores. He said, “After the formation of the double-engine government in 2017, the work on this dam has been accelerated, and every problem has been resolved.” The Prime Minister was satisfied that this year this dam has been completely filled.

The Prime Minister reiterated, “In the Azaadi ka Amrit Kaal, the country is moving forward with the great resolve of a developed India and it can be achieved with the collective strength of the nation. The mantra for building a developed India is the development of the state for the nation’s development.” Learning from experience, the  Prime Minister underlined that when development is limited, opportunities also get limited. Furthering his point, the Prime Minister explained that when education was limited to a select few, the talent of the nation could not come to the fore, when few people had access to banks, trade business also remained limited, and when better connectivity was limited to only a few cities, growth was also limited to the same extent. The Prime Minister said that as a result, neither the large population of the country was availing the full benefits of the development nor the real strength of India was coming to the fore. The Prime Minister emphasised that in the last 8 years, both this thinking and approach have changed with the principles of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas’. Shri Modi remarked, “Those who were deprived earlier have now become priority for the government.” Giving examples of farmer-led development, Shri Modi pointed out that the farmers of Vidarbha have also got the big benefit of PM Kisan Samman Nidhi and it is the government which has linked the facility of Kisan Credit Card by giving priority to the cattle herders.

Continuing with the theme of prioritisation of the deprived, the Prime Minister listed steps like easy loans for the vendors and more than 100 Aspirational districts. The Prime Minister informed that more than 100 districts in the country including districts of Marathwada and Vidarbha lagged behind on many parameters of development. “For the last 8 years, we have been working towards transforming these deprived areas into new centres of energy for rapid development”, he said.

The Prime Minister also warned everyone about the emergence of the politics of short-cut in India. He warned that political parties are looting the hard-earned taxpayers’ money for political interests and adopting shortcuts with the aim of forming the government by making false promises. The Prime Minister reiterated that at a time when the country is working towards becoming a developed nation in the next 25 years, some political parties want to destroy the economy of India for their own self-interest. The Prime Minister lamented the lost opportunities of not being able to take advantage of the first industrial revolution and lagging behind during the second-third industrial revolution. He reiterated that when it is time for the fourth industrial revolution, India cannot miss it. “No country can run with short-cuts, a permanent solution with a long-term vision is very important for the progress of the country”, Shri Modi remarked.

The Prime Minister gave examples of countries like South Korea and Singapore that were once considered poor but managed to change their fate with a boom in infrastructure, and have now become huge centres of economy. He reiterated that the need of the hour is that every penny of the government exchequer is spent on building a bright future for the young generations.

The Prime Minister also urged the youngsters and taxpayers of the country to expose selfish political parties that go by the policy of ‘earning less, spending more’. The Prime Minister highlighted the many countries of the world where entire economies collapsed due to such bad policymaking. On the other hand, the Prime Minister expressed delight at the people’s support towards the efforts of sustainable development and sustainable solutions in the country. “The election results in Gujarat are the result of the economic policy of permanent development and permanent solution”, the Prime Minister added.

Chief Minister of Maharashtra, Shri Eknath Shinde, Governor of Maharashtra, Shri Bhagat Singh Koshyari, Deputy Chief Minister of Maharashtra, Shri Devendra Fadnavis and Union Minister of Road Transport and Highways, Shri Nitin Gadkari were those present on occasion among others

Phase I of the Nagpur Metro is developed at a cost of more than Rs 8650 crore. The Prime Minister also laid the foundation stone of Nagpur Metro Phase- II, which will be developed at a cost of more than Rs 6700 crore.

Rail projects

At Nagpur Railway station, the Prime Minister flagged off Vande Bharat Express that will run between Nagpur and Bilaspur.

The Prime Minister laid the foundation stone for the redevelopment of Nagpur Railway Station and Ajni Railway Station, to be redeveloped at a cost of about Rs 590 crore and Rs 360 crore respectively. The Prime Minister dedicated the Government Maintenance Depot, Ajni (Nagpur) and Kohli-Narkher Section of Nagpur- Itarsi Third line project to the Nation.  These projects have been developed at a cost of about Rs 110 crore and about Rs 450 crore respectively.

Samruddhi Mahamarg

The Prime Minister inaugurated Phase – I of Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg, covering a distance of 520 kilometres and connecting Nagpur and Shirdi.

Samruddhi Mahamarg or Nagpur-Mumbai Super Communication Expressway project is a major step towards realising the Prime Minister’s vision of improved connectivity and infrastructure across the country. The 701 Km expressway – being built at a cost of about Rs 55,000 crore – is one of India’s longest expressways, passing through Maharashtra’s 10 districts and prominent urban regions of Amravati, Aurangabad and Nashik. The expressway will also help improve the connectivity of adjoining 14 other districts, thus helping in the development of about 24 districts of the state including the regions of Vidarbha, Marathwada and North Maharashtra.

Espousing the Prime Minister’s vision of integrated planning and coordinated implementation of infrastructure connectivity projects under PM Gati Shakti, the Samruddhi Mahamarg will connect to the Delhi Mumbai Expressway, Jawaharlal Nehru Port Trust and tourist locations like Ajanta Ellora Caves, Shirdi, Verul, Lonar, etc.  Samruddhi Mahamarg will be a game-changer in providing a major boost to the economic development of Maharashtra.

AIIMS Nagpur

The Prime Minister’s commitment to strengthening health infrastructure across the country will be strengthened through the dedication of AIIMS Nagpur to the nation. The Hospital, whose foundational stone was also laid by the Prime Minister in July 2017, has been established under the Central sector scheme Pradhan Mantri Swasthya Suraksha Yojana.

AIIMS Nagpur, being developed at a cost of more than Rs 1575 crore, is a hospital with state-of-the-art facilities, with OPD, IPD, diagnostic services, Operation theatres and 38 departments covering all major speciality and super speciality subjects of Medical Science. The hospital provides modern healthcare facilities to the Vidarbha region of Maharashtra and is a boon to the surrounding tribal areas of Gadchiroli, Gondia and Melghat.

National Institute of One Health, Nagpur

The laying of the foundation stone for the National Institute of One Health (NIO), Nagpur by the Prime Minister is a step towards building capacity and infrastructure in the country under the ‘One Health’ approach.

‘One Health’ approach recognises that the health of human beings is connected to the health of animals and the environment. This approach appreciates that most of the contagious diseases affecting humans are zoonotic (animal to human) in nature. The institute – to be established at a cost of more than Rs 110 crore – will collaborate and coordinate with all stakeholders and act as a catalyst to improve the research and capacity building in ‘One Health’ approach across the country.

Other projects

The Prime Minister laid the foundation stone of the project for pollution abatement of river Nag at Nagpur. The project – under National River Conservation Plan (NRCP) – will be operationalised at a cost of more than Rs 1925 crore.

The prevalence of Sickle Cell Disease in the Vidarbha region, especially in the tribal population is comparatively high. The disease along with other haemoglobinopathies like thalassemia and HbE causes a significant disease burden in the country. To address this issue, the Prime Minister laid the foundation stone of the ‘Centre for Research, Management and Control of Haemoglobinopathies, Chandrapur’, in February 2019. The Prime Minister dedicated to the nation, a centre which is envisaged to become a Centre of Excellence for innovative research, technology development, and human resource development, in the field of haemoglobinopathies, in the country.

The Prime Minister also dedicated the Central Institute of Petrochemicals Engineering & Technology (CIPET), Chandrapur to the Nation. The institute aims to develop skilled human resources to meet the requirements of the polymer & allied industries.

PM lays foundation stone of C-295 Aircraft Manufacturing Facility in Vadodara, Gujarat

The Prime Minister, Shri Narendra Modi laid the foundation stone of the C-295 Aircraft Manufacturing Facility in Vadodara, Gujarat today. He also visited an exhibition showcasing technological and manufacturing strides in the aerospace industry under Aatmanirbhar Bharat.

Addressing the gathering, the Prime Minister said that today we have taken a big step in the direction of making India the manufacturing hub of the world. He said India is making fighter jets, tanks, submarines, medicines, vaccines, electronic gadgets, mobile phones and cars that are popular in many countries. The Prime Minister remarked that India is moving forward with the mantra of ‘Make in India, Make for the Globe’ and now India is becoming a huge manufacturer of transport aircrafts in the world. The Prime Minister stated that he can foresee that India will soon be manufacturing big passenger aircrafts that will proudly bear the words ‘Made in India’.

He said that the facility for which the foundation stone was laid today, has the power to transform the country’s defence and transport sector. He pointed out that it is for the first time that this big investment is taking place in the Indian Defence sector. Transport aircrafts, manufactured here will not only give strength to the armed forces but it will help in developing a new ecosystem of aircraft manufacturing “Vadodara which is famous as a cultural and education center, will develop a new identity as an aviation sector hub”, he said.  The Prime Minister expressed happiness about the fact that more than 100 MEMEs are also associated with the project. He said that the promise of ‘Make in India, Make for the Globe’ will gain new push from this land as the project will be able to take orders for export to other countries in the future.

Commenting on the fast growing aviation sector of India, the Prime Minister said that we are about to enter among the top three countries in the world with regard to air traffic. UDAN scheme is helping in turning many commuters into air travelers, he said. Highlighting the increased demand for passenger and cargo aircrafts, the Prime Minister stated that India will need more than 2000 aircrafts in the next 15 years. The Prime Minister pointed out that today is a crucial step in this direction and India has already begun preparations for the same. Shri Modi also highlighted that India is presenting a global opportunity for the world that is beset by corona pandemic and war and marred by disruptions in the supply chain. He pointed out that the growth momentum of India has been constant even among such tough circumstances. He explained that operating conditions are constantly improving and India is focussing on cost competitiveness as well as quality. “India is presenting the opportunity of low cost manufacturing and high output”, the Prime Minister remarked. He further added that India has a huge talent pool of skilled manpower. Throwing light on the reforms made by the government in the last 8 years, the Prime Minister said that India is creating an unprecedented environment for manufacturing in the country. The Prime Minister gave examples of creating a simplified corporate tax structure while making it globally competitive, opening up the 100 per cent FDI route, opening up defence and space sectors for the private companies, reforming 29 central labour laws into 4 codes, abolishing 33,000 compliances, and creation of the Goods and Service Tax by putting an end to a complex web of dozens of taxes. He said, “A new saga of economic reforms is being written in India today and the manufacturing sector is reaping the most benefits from this apart from the states.”

The Prime Minister credited a change in mindset for the success. He said “Today, India is working with a new mindset, a new work-culture”. He recalled the time when the reigning notion was that the government was know-all, a mindset that suppressed the country’s talent and the power of the private sector. “Now following ‘Sabka Prayas’, the government has started giving equal importance to the public and private sector. The Prime Minister also lamented the makeshift approach of the previous government where the manufacturing sector was kept barely functional through subsidy. There was neglect of basic facilities like logistics, electricity supply or water supply. “We have abandoned the makeshift approach of decision making and have come up with various new incentives for investors. We launched the Production Linked Incentive scheme, which made the change visible. Today our policies are stable, predictable and futuristic”, he said.

The Prime Minister also recalled a time when dominant thought was to focus on the service sector as manufacturing was considered to be beyond reach. “Today we are improving both services and manufacturing sectors,” he said. He underlined the importance of a holistic approach that focuses on both the manufacturing and service sector. “Today India is preparing to stay ahead of everyone in manufacturing”, he added. “This became possible because in the last 8 years we focused on skill development and created an environment for it. By assimilating all these changes, today India’s development journey in the manufacturing sector has reached this stage”, the Prime Minister pointed out.

Highlighting the investment friendly policies of the government, the Prime Minister remarked that its benefits are clearly visible in FDI. “In the last eight years” he said, “companies from more than 160 countries have invested in India.” He further elaborated that such foreign investments are not limited to certain industries but spreads across 61 sectors of the economy and covers 31 states of India. The Prime Minister informed that more than $3 billion has been invested in the aerospace sector alone. The Prime Minister noted that post 2014, investment in this sector grew 5 times of what was invested during the year 2000 to 2014. Shri Modi highlighted that in the coming years, the defence and aerospace sectors are going to be the crucial pillars of the Atmanirbhar Bharat campaign. “We aim to scale our defence manufacturing beyond $25 billion by 2025. Our defence exports will also exceed $5 billion” he added. The Prime Minister pointed out that the defence corridors being developed in Uttar Pradesh and Tamil Nadu will immensely help in scaling-up this sector. Shri Modi also praised the Defence Ministry and the Government of Gujarat for organising the biggest ever Def-expo in Gandhinagar. He underlined that all the equipment and technologies displayed in the Def-expo were made in India. “The reflection of Project C-295 will also be visible to us in the Def-expo of the coming years”, the Prime Minister added.

In concluding the address, the Prime Minister urged all those associated with the industry to make the most out of the unprecedented investment confidence in the country at the moment. He further added that more thought must be given to helping the start-ups of the country in moving forward. The Prime Minister also stressed on increased participation of the private sector in the field of research. “If we push in this direction, then we will be able to develop a more strong ecosystem of innovation and manufacturing. You always have to remember the mantra of Sabka Prayas”, the Prime Minister concluded.

Chief Minister of Gujarat, Shri Bhupendra Patel, Governor of Gujarat, Shri Achara Devvrat, Union Minister of Defence, Shri Rajnath Singh, Union Minister of Civil Aviation, Shri Jyotiraditya Scindia, Chairman of Tata Sons, Shri N Chandrasekaran and Chief Commercial Officer of Airbus, Mr Christian Scherer were those present on occasion.

After arriving at the venue, the Prime Minister took a walkthrough of the Health Infrastructure Projects. This was followed by the Prime Minister’s arrival on the dais where he was felicitated. The Prime Minister unveiled the plaque and dedicated to the nation: (i) Institute of Kidney Diseases Research Centre (IKDRC) in Manjushree Mill Campus (ii) Hospital Building 1C of Gujarat Cancer Research Institute at Civil Hospital Campus, Asarva (iii) Hostel at UN Mehta Hospital (iv) Expansion of Gujarat Dialysis Programme with One State One Dialysis (v) Chemo Programme for Gujarat State. This was followed by the Prime Minister laying the foundation stone of (i) New Medical College, Godhra (ii) New Super Speciality Hospital of GMERS Medical College, Sola (iii) Medical Girls College at Civil Hospital, Asarwa (iv) Ren basera Civil Hospital, Asarwa (v) 125 bed District Hospital, Bhiloda (vi) 100-bed sub-district hospital, Anjar.

The Prime Minister interacted with patients in CHCs in Morva Hadaf, GMLRS Junagadh and CHC Waghai.

Addressing the gathering, the Prime Minister said that it is a huge day for health in Gujarat and congratulated everyone associated with these projects for completing them on time. Shri Modi remarked that the most advanced medical technology of the world, improved benefits and medical infrastructure will be made available to the public of Gujarat thereby benefiting the society. With the availability of these medical benefits, the Prime Minister informed that those who cannot afford private hospitals can now head to these government-run hospitals where medical teams will be deployed to serve with urgency. The Prime Minister recalled that approximately three and a half years ago, he got the opportunity to inaugurate a maternal and child health super speciality hospital with a 1200 bed facility.

The Prime Minister noted that the capacity and services of the Institute of Kidney Diseases and U N Mehta Institute of Cardiology are also being expanded. Facilities like upgraded bone marrow transplants are also starting with the new building of Gujarat Cancer Research Institute. “This will be the first government hospital in the country where state-of-the-art technology like Cyber-Knife will be available”, he said. The Prime Minister said that Gujarat is rapidly scaling new heights of development. He pointed out, then the pace of development is like that of Gujarat, the work and achievements are so much that it becomes difficult to even count them at times.

Dwelling upon the ills of the system in Gujarat 20-25 years ago the Prime Minister listed the diseases of backwardness of the health sector, mismanaged education, scarcity of electricity, misadministration and law and order issues. At the top of this was the biggest ill, that is, vote bank politics.   He said today Gujarat is moving ahead, leaving behind all those diseases. Today, when it comes to hi-tech hospitals, Gujarat stands at the top. When it comes to educational institutions, Gujarat has no match today. Gujarat is moving ahead and scaling new trajectories of growth, he added. Similarly, water, electricity and law and order situation in Gujarat has improved tremendously. Shri Modi said, “Today Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas Government is working tirelessly for Gujarat.”

The Prime Minister said that Health Infrastructure Projects that were unveiled today have given a new identity to Gujarat and these projects are the symbols of the capabilities of the people of Gujarat. He also noted that along with good health facilities, the people of Gujarat will also feel a sense of pride that the world’s top medical facilities are now witnessing continuous growth in our own state. This will also contribute to the medical tourism potential of Gujarat.

The Prime Minister stressed that intention and policies both need to align for good health infrastructure. “If the heart and intention of the government are not filled with concern for the people’s problems, then the creation of suitable health infrastructure is not possible”, he said. The Prime Minister pointed out that when efforts are made wholeheartedly with a holistic approach, their results are equally multifaceted. “This is the success mantra of Gujarat”, he said.

Taking the analogy of medical science further, the Prime Minister said that he, as Chief Minister,  applied ‘surgery’ i.e. weeding out old irrelevant systems with intention and force. Second ‘medicine’ i.e. ever-new innovation for strengthening the system, third  ‘Care’ i.e.working with sensitivity for the development of the health system. He informed Gujarat was the first state who took care of animals also. He said given the nature of diseases and pandemics, One Earth One Health Mission needs to be strengthened. The Prime Minister pointed out that the government acted with care. “We went among the people, shared their plight”, he added. Reflecting on the efforts that were made by connecting people together through public participation, the Prime Minister said that when the system became healthy, the health sector of Gujarat also became healthy and Gujarat was being used as an example in the country.

The Prime Minister reiterated that he applied the learnings from Gujarat to the Central Government. He informed that in the last 8 years, the Central Government has presented 22 new AIIMS in different parts of the country and Gujarat has also benefited from this. “Gujarat got its first AIIMS in Rajkot”, Shri Modi added. Reflecting on the work done in the health sector in Gujarat, the Prime Minister pointed out the day will not be far when Gujarat will excel in medical research, biotech research, and pharma research and make a name for itself on the global level.

The Prime Minister noted that when the government is sensitive, then it is the society that reaps the biggest benefit including the weaker sections, as well as mothers and sisters. Recalling the time when infant mortality rate and maternal mortality rate were of grave concern to the state and the previous governments had blamed destiny for such unfortunate incidents, the Prime Minister interjected that it was our government that took a stand for our mothers and children. “In the last twenty years”, Shri Modi added, “we drafted the required policies and put them into application that resulted in a drastic decline of the mortality rates.” Throwing light on ‘Beti Bachao Beti Padhao Abhiyan’, the Prime Minister remarked that the number of girls being born has now surpassed the number of newborn boys. The Prime Minister attributed such successes to the policies of the Gujarat government such as ‘Chiranjeevi’ and ‘Khilkhilaahat’. Shri Modi further added that Gujarat’s success and efforts are showing the way to central government missions like ‘Indradhanush’ and ‘Matru Vandana’.

Concluding the address, the Prime Minister pointed out schemes like Ayushman Bharat for the treatment of the poor and needy. Elaborating on the strength of the double-engine government, the Prime Minister said that the combination of Ayushman Bharat and Mukya Mantri AmritamYojna is serving the health needs of the poor in the state of Gujarat. “Health and Education are the only two sectors that decide the direction of the future, not just the present.”  Giving the example of a civil hospital with 1200 bed facility in 2019, the Prime Minister said that the same hospital emerged as the largest health centre and served the people during the Covid-19 pandemic that hit the world a year later. “That single health infrastructure saved the lives of thousands of patients during the pandemic”, he added. The Prime Minister concluded by stressing the need to improve the present conditions as well as work for the future. “I wish that you and your families stay free from any diseases”, Shri Modi said.

Chief Minister of Gujarat, Shri Bhupendra Patel, Members of Parliament, Shri C R Patil, Shri Narhari Amin, Shri Kiritbhai Solanki and Shri Hasmukhbhai Patel were those present on occasion among others.
