(HFA) their prestigious Ovation Awards. Robert Mulligan is a Supervisor at HFA within our Governmental Audit Department and one of the winners in the Emerging Leader category. Mr. Mulligan joined HFA 2018 as a Staff Accountant and quickly demonstrated his exceptional talents and work ethic. In a remarkably short time, he ascended through the ranks, becoming a supervisor by 2022. This rapid rise was not only due to his technical competence but also his ability to lead, inspire, and collaborate effectively with colleagues and clients alike. One of the qualities that truly sets Mr. Mulligan apart is his willingness to go above and beyond to assist his colleagues in overcoming challenges and meeting client needs. Whether it is providing mentorship to junior staff, sharing his insights and knowledge during team meetings, or stepping in to resolve complex client issues, Mr. Mulligan consistently exhibits leadership qualities that inspire those around him.

Jessica Leta, a Supervisor within the Non-Profit Audit Department also received the Emerging Leader award. Ms. Leta was recognized because of her commitment to growth within the accounting profession. One of Ms. Leta’s most notable achievements is her initiative in developing and presenting training sessions for HFA. She has created valuable resources that have not only enhanced the skills and knowledge of her colleagues but have also contributed to the overall improvement of the firm.

Innovation award winner, Matthew Holman is the lead Partner of HFA’s Advisory Department. Mr. Holman has been at the forefront of implementing and enhancing HFA’s internal quality control measures, ensuring that services consistently meet and exceed industry standards. His meticulous attention to detail and unwavering commitment to quality has set a gold standard for the firm. Mr. Holman’s most remarkable achievements is his visionary expansion of the firm’s services. Under his leadership, the Client Accounting and Advisory Services Department (CAAS) was founded. This strategic transformation not only showcases Mr. Holman’s innovative thinking but also positions HFA as a leader in the industry, offering a wider range of services to meet the evolving needs of our clients.

Jerry W. Conaty is a Partner at HFA within our Municipal Audit Department and was the recipient of the Impact Ovation Award. Mr. Conaty was specifically recognized for his unwavering commitment to his peers and the community at large. Whether he is mentoring his colleagues or supporting local charities and organizations, Mr. Conaty’s impact resonates beyond the walls of HFA. His exceptional contributions showcase his ability and desire to initiate positive change around him.

Sarah Snell, the Woman to Watch awardee, is the Chief Operating Officer and Director of Client Accounting & Advisory Services at HFA. With extensive experience in public accounting, she transitioned into Operations Management in 2012. In her role at HFA, she manages the day-to-day operations in administration, human capital, finance, technology, facilities, and marketing. Ms. Snell also advocates the importance of operations in CPA firm growth. She previously served as President of the NJ Chapter of the CPA Firm Management Association (CPAFMA), and currently holds the role of Director of Growth & Membership on CPAFMA’s national Board of Directors. Officials from multiple countries applaud infrastructure projects built by China Communications Construction Company

Major infrastructure projects undertaken by China Communications Construction Company Limited(CCCC) have received widespread praise from global officials in charge of transportation at two side events of the recently concluded 2023 Global Sustainable Transport Forum (GSTF).

The 2023 GSTF and the 15th International Exhibition on Transport Technology and Equipment, hosted by China’s Ministry of Transport, were held from Sept. 25 to 26 in Beijing. CCCC has actively participated in the forum and organized the forum’s two side events themed “effectively  advancing high-quality international infrastructure connectivity for coordinated regional economic development” and “smart, green and sustainable transportation infrastructure”, respectively.

During riveting discussions on the sustainable development of global transportation at the side events, ministers of transport and experts in transportation from many countries lauded landmark infrastructure projects built by CCCC, such as the Mombasa – Nairobi Standard Gauge Railway (SGR) in Kenya, the Colombo Port City of Sri Lanka, and the China-Laos Railway.

“I was there at the inauguration ceremony,” said Kipchumba Murkomen, the Kenyan Cabinet Secretary for Roads, Transport and Public Works, pointing to a photo showing the inauguration ceremony of the Mombasa – Nairobi SGR with excitement.

“Companies like CCCC have done a fantastic job in our country in modernizing our railway system. Now we have an SGR system of almost 600 kilometers, and we believe that system will be further extended,” said Murkomen.

He also pointed out that CCCC has made great efforts to ensure ecological conservation during the construction of the railway. By transforming some technologies and building wildlife crossings, among many other measures, CCCC has managed to minimize the environmental impact of the project, according to Murkomen.

Calling the China-Laos Railway one of the models of green transportation system, Ngampasong Muongmany, the Lao Minister of Public Works and Transport, underscored the importance of realizing “green, low-carbon and sustainable transportation”, and noted that various countries should work together to achieve the goal.

Participants in the events also recognized the rich fruits of international cooperation in the transportation sector under the framework of the Belt and Road Initiative over the past 10 years and shared their views on green development in the future.

“Because Sri Lanka highly values international exchanges in transportation construction, the Belt and Road Initiative is very important for us,” said Bandula Gunawardhana, Sri Lanka’s Minister of Transport, Highways, and Mass Media.

“It (the Belt and Road Initiative) is an excellent initiative, as all initiatives that are promoting connectivity in transport, just to connect better the world,” said Francisco Esteban Lefler, President of the World Association for Waterborne Transport Infrastructure (PIANC).

Canada – Multiple seizures of contraband and unauthorized items at Kent Institution

Agassiz, British Columbia – Correctional Service Canada

Between May 19 and July 27, 2021, as a result of the vigilance of staff members, contraband and unauthorized items were seized at Kent Institution, a maximum security institution.

The contraband and unauthorized items seized include the follow

May 19, 2021: Contents sent to the Royal Canadian Mounted Police (RCMP) for further analysis (estimated institutional value to be determined);


 June 27, 2021: 1 ounce of THC butter, 1 bale of tobacco, 4 USB readers, and sim cards (estimated institutional value $8,000);
July 16, 2021: 52 nicotine patches and 3.5 grams marijuana (estimated institutional value to be determined);
July 17, 2021: 2 cell phones, 2 stabbing weapons, 30 grams of crystal methamphetamines, and remnants of an unmanned air vehicle (estimated institutional value $15,000);
July 20, 2021: Remnants of an unmanned air vehicle (estimated institutional value to be determined);
July 22, 2021: 1 bale of tobacco, 2 grams of marijuana, 15 grams of crystal methamphetamines, 27.9 grams of shatter, 2 Micro SD chargers, and an unidentified powder (estimated institutional value to be determined);
 July 27, 2021: 10 grams of cocaine, 41 grams of crystal methamphetamines, and 4 packages of THC butter product (estimated institutional value $25,000).

The current estimated institutional value of these seizures is $48,000. The remaining contents that have not yet been valued are currently undergoing analysis by our partners at the RCMP.

The Correctional Service of Canada (CSC) uses a number of tools to prevent drugs from entering its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates, and visitors.

CSC is heightening measures to prevent contraband from entering its institutions in order to help ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to introduce contraband into correctional institutions.

CSC has set up a telephone tip line for all federal institutions so that it may receive additional information about activities relating to security at CSC institutions. These activities may be related to drug use or trafficking that may threaten the safety and security of visitors, inmates, and staff members working at CSC institutions.

The toll-free number, 1‑866‑780‑3784, helps ensure that the information shared is protected and that callers remain anonymous.
