Home and Youth Affairs Bureau holds Hong Kong’s five-year strategy Thematic Consultation Session – District Governance (with pictures)

The Home and Youth Affairs Bureau (HYAB) held the Hong Kong’s five-year strategy Thematic Consultation Session – District Governance at the Central Government Offices today (May 18). The assessment session was carried out in a hybrid format to collect views from District Council members, agents of the 3 District Committees, District Services and Community Care Teams, grassroots associations and clansmen associations in regard of district governance in Hong Kong’s five-year strategy. Around 670 district characters participated in either personally or online.
The 4th session of the 14th National People’s Congress authorized the “Outline of the 15th Five-Year Plan for National Economic and Social Development of the People’s Republic of China” (the 15th Five-Year Plan) in March 2026. The Hong Kong Special Administrative Region (HKSAR) is proactively lining up with the 15th Five-Year Plan and is preparing its very first Hong Kong’s five-year strategy, which must take a macro view and be tactical and forward looking.
Speaking at the thematic assessment session, the Secretary for Home and Youth Affairs, Miss Alice Mak, highlighted that the 15th Five-Year Plan sets out crucial methods for the nation in numerous locations, consisting of enhancement of the social governance system. She worried that the HKSAR Government will carefully line up with these techniques, reinforce institutional benefits, and enhance the effectiveness of district governance, therefore reinforcing the general public’s sense of fulfilment, joy and security. The HYAB wanted to collect the insights and expectations of stakeholders with abundant district experience through the thematic assessment session to help the HKSAR Government in preparing the very first Hong Kong’s five-year strategy.
