Draft notification issued to formalize the movement of Non-Transport ( personal) vehicles registered in other countries when entering or plying in the territory of India.


The Ministry of Road Transport and Highways has issued a draft notification – Inter-Country Non-Transport ( personal)  Vehicle Rules, 2022  dated 16.03.2022. These rules propose to formalize the movement of Non-Transport ( personal)  vehicles registered in other countries when entering or plying in the territory of India.


The following documents shall be carried in the vehicle(s) operating under Inter-Country Non-Transport Vehicle Rules during the duration of stay in the country, namely:–


(i)         A valid registration certificate;


(ii)        A valid driving license or international driving permit, whichever is applicable;


(iii)       A valid insurance policy;


(iv)       A valid pollution under control certificate (if applicable in the origin country);


In case the documents referred to above are in a language other than English, then an authorized English translation, duly authenticated by the issuing authority, shall be carried along with the original documents.


Motor vehicles registered in any country other than India shall not be permitted to transport local passengers and goods within the territory of India.


Motor vehicles registered in any country other than India shall be required to comply with rules and regulations made under Section 118 of Motor Vehicles Act, 1988 of India.

     The Chief Executive in Council has approved the draft Wan Chai Outline Zoning Plan (OZP).
      
     “The approved OZP provides a statutory land use planning framework to guide the development within the Wan Chai area,” a spokesman for the Town Planning Board said today (November 19).
      
     The planning scheme area, covering about 89 hectares, is bounded by Gloucester Road to the north; Percival Street to the east; Leighton Road, Queen’s Road East and Kennedy Road to the south; and Monmouth Path and Arsenal Street to the west.
      
     Wan Chai has been developed into an area characterised by a mixture of commercial and residential developments. Along Queen’s Road East, there is a trend towards more intensive commercial development. The area to the south of Johnston Road contains some new buildings amidst low-rise pre-war residential buildings, many of which are in a dilapidated state.
      
     The approved OZP has incorporated amendments shown on the draft Wan Chai OZPs No. S/H5/26, No. S/H5/27 and No. S/H5/28, which mainly involved incorporation and revision of building height restrictions, non-building area and lot boundary setback requirements for various development zones; rezoning of the “Commercial/Residential” sites to “Commercial”, “Residential (Group A)” or “Other Specified Uses” (“OU”) annotated “Mixed Use” zones; rezoning of the old Wan Chai Police Station and ex-Wan Chai Police Married Quarters sites from “Government, Institution or Community” (“G/IC”) to “OU (Historical Building Preserved for Hotel, Commercial, Community and/or Cultural Uses)” and “Commercial (4)” respectively; rezoning of sites at 99 Kennedy Road and 269 Queen’s Road East from “G/IC” to “Residential (Group E)”; rezoning of the terraces and the stepped street in the Sau Wa Fong area to area shown as “Road”; and rezoning of various sites to reflect the as-built conditions of completed developments.
      
     The approved Wan Chai OZP No. S/H5/29 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Hong Kong District Planning Office and the Wan Chai Home Affairs Enquiry Centre.
      
     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the OZP can be viewed at the Town Planning Board’s website (www.info.gov.hk/tpb).

     The Town Planning Board today (April 30) announced amendments to the draft Kennedy Town & Mount Davis Outline Zoning Plan (OZP).

     The Board’s decisions on a representation were subject of judicial reviews (JRs). According to the Court’s rulings on the JRs, the Board’s decisions on the representation to the draft Kennedy Town & Mount Davis OZP No. S/H1/18, together with the comments thereon, had to be remitted to the Board for consideration. The Board has reviewed the development restrictions taking into account the implications of various building and design guidelines, permissible development intensity and land use, air ventilation and urban design aspects for all “Residential (Group A)” (and its subzones), “Residential (Group B)” (“R(B)”), “R(B)1”, “Residential (Group E)” and “Other Specified Uses” annotated “Commercial, Leisure and Tourism Related Uses” zones on the OZP. The review also includes the non-building area and building gap requirements on the OZP to provide flexibility for future redevelopment.
 
     The Board has now made amendments to the OZP as outlined in the Schedule of Amendments. The amendments mainly involve the revision of building height restrictions for four residential sites, rezoning of two sites on Mount Davis Road from “Residential (Group C)2” to “R(B)1” zone, and deletion of two building gap requirements. Opportunity has also been taken to amend the Notes and Explanatory Statement of the OZP to reflect the above amendments and to update the general information of various land use zonings and the planning circumstances, where appropriate.

     The draft Kennedy Town & Mount Davis OZP No. S/H1/21, incorporating the amendments, is now available for public inspection during office hours at (i) the Secretariat of the Board, (ii) the Planning Enquiry Counters, (iii) the Hong Kong District Planning Office, and (iv) the Central and Western Home Affairs Enquiry Centre.
     
     Any person may make written representation in respect of the amendments to the Secretary of the Board on or before June 30. Any person who intends to make a representation is advised to read the revised Town Planning Board Guidelines No. 29B on “Submission and Publication of Representations, Comments on Representations and Further Representations under the Town Planning Ordinance” (TPB PG-No. 29B).

     Submission of a representation should comply with the requirements set out in TPB PG-No. 29B. In particular, the representer should take note of the following:
 
* If the representer fails to provide his or her full name and the first four alphanumeric characters of his or her Hong Kong identity card or passport number as required under TPB PG-No. 29B, the representation submitted shall be treated as not having been made; and
* The Secretariat of the Board reserves the right to require the representer to provide identity proof for verification.

Canada – Suncor Base Mine Extension Project — Comment Period on the Draft Tailored Impact Statement Guidelines and Draft Public Participation Plan

The Impact Assessment Agency of Canada (the Agency) decided an impact assessment is required for the proposed Suncor Base Mine Extension Project. The project is located approximately three kilometres north of Fort McMurray, Alberta, within the Regional Municipality of Wood Buffalo. The project’s impact assessment has been referred to an independent review panel that will be appointed at a later date.

As part of the planning phase in the impact assessment, the Agency invites the public and Indigenous groups to review and provide feedback on the draft Tailored Impact Statement Guidelines (Guidelines) and the draft Public Participation Plan.

The draft Guidelines outline the project-specific factors that will be considered in the assessment and provide direction to the proponent, Suncor Energy Inc., on the information and studies required in its Impact Statement. The draft Public Participation Plan explains how the public will be engaged throughout the review process. The Plan provides details on how and when public participation opportunities will take place for each phase of the impact assessment.

Virtual information sessions will be held during the comment period.

Written comments in either official language will be accepted until April 7, 2021.

Comments can be submitted online by visiting the project home page on the Canadian Impact Assessment Registry (reference number 80521). All comments received will be published online as part of the project file.

The Agency recognizes it is more challenging to undertake meaningful public engagement and Indigenous consultation in light of the circumstances arising from COVID-19. The Agency continues to assess the situation, adjust consultation activities and provide flexibility as needed in order to prioritize the health and safety of all Canadians and conduct meaningful engagement with interested groups.

As next steps, the Agency will consider all input received and finalize the Public Participation Plan and the Tailored Impact Statement Guidelines. Afterwards, the Agency will post the Notice of Commencement for the project and start the impact statement phase. There will be other opportunities for the public and Indigenous groups to participate throughout the impact assessment process.
