     The report delivered by General Secretary Xi Jinping at the 20th National Congress of the Communist Party of China (CPC) emphasises that the “one country, two systems” principle is the best institutional arrangement for ensuring sustained prosperity and stability in Hong Kong after its return to the motherland, and must be adhered to over the long term. The report also supports Hong Kong to play a greater role in realising the national rejuvenation by developing its economy, improving livelihoods and better integrating into the nation’s overall development. The discussion on the “one country, two systems” principle in the report is a key action guide for Hong Kong to promote the transition from chaos to order and to advance from stability to prosperity. An accurate understanding of the spirit of the 20th National Congress of the CPC is conducive to ensuring the robustness of the “one country, two systems” principle and enabling Hong Kong to better integrate into the nation’s overall development. The Eastern District Office (EDO), the Southern District Office (SDO), the Sha Tin District Office (STDO), the Kowloon City District Office (KCDO), the Wong Tai Sin District Office (WTSDO) and the Tsuen Wan District Office (TWDO) each held sessions in recent days and invited different keynote speakers with the aim of enabling Hong Kong youths and district figures to concisely grasp the essentials and connotations from the report and implement the spirit of the 20th National Congress of the CPC.


 


      The EDO, in collaboration with the Hong Kong Eastern District Community Association, the Eastern Area Committees, the Eastern District Fight Crime Committee and the Eastern District Fire Safety Committee today (November 17) held a session on “The Eastern District Community to Learn about, Promote and Implement Spirit of the 20th National Congress of the CPC” at Causeway Bay Community Centre. The Deputy Director General of the Hong Kong Island Sub-office of the Liaison Office of the Central People’s Government (LOCGG) in the Hong Kong Special Administrative Region (HKSAR), Mr You Bin; Hong Kong Deputies to the National People’s Congress (NPC) Mr Ng Chau-pei and Mr Wong Kwan-yu; Hong Kong Member of the Chinese People’s Political Consultative Conference (CPPCC) Mr So Cheung-wing; Legislative Council (LegCo) Members Mr Kwok Wai-keung and Mr Leung Hei; the District Officer (Eastern), Mr Simon Chan; and the Executive Vice-president of the Hong Kong Eastern District Community Association, Mr Wong Kin-pan, served as keynote speakers to express their views and share how to spearhead the spirit at the district level. Over 350 participants attended the session, including community leaders in the Eastern District, representatives of local organisations, representatives of clansman associations and residents. 


 


      The SDO, together with the Southern District Constructive Power, the Hong Kong Southern District Community Association and the Hong Kong Island Federation Southern District Committee, today held a session on “Spirit of the 20th National Congress of the CPC” at Wah Kwai Community Centre. The Deputy Secretary for Justice, Mr Cheung Kwok-kwan; Hong Kong Deputy to the NPC Mr Nicholas Chan; and Hong Kong Member of the CPPCC, Mr Chau Hau Lap, were invited as the keynote speakers. They highlighted the importance of the report of the 20th National Congress of the CPC to the future developments of the nation and the globe. They stressed that people must stay true to the letter and spirit of “one country, two systems” and should contribute to the overall development of the nation and Hong Kong. The Deputy Director General of the Hong Kong Island Sub-office of the LOCPG in the HKSAR, Mr Wang Hui; LegCo Member Mr Chan Hok-fung; and the District Officer (Southern), Mr Francis Cheng, also spoke at the session. About 250 participants attended the session, including LegCo Member Ms Judy Chan and leaders of district bodies.


 


      Following the two sessions respectively held on October 28 and November 9, the Sha Tin District Office (STDO), together with the Sha Tin Alliance of Societies, today held a live broadcast sharing session in Sha Tin of the sharing session on “Spirit of the 20th National Congress of the CPC” hosted by the Director of the LOCPG in the HKSAR, Mr Luo Huining. The District Officer (Sha Tin), Miss Carol Or; the Chairman of Sha Tin Alliance of Societies, Mr Deng Kairong; the Chairman of Sha Tin Rural Committee, Mr Mok Kam-kwai; the staff of the STDO and over 150 district leaders and residents in Sha Tin District also participated in the live broadcast of the sharing session to gain a deeper understanding of the spirit of the 20th National Congress.


 


      Following the session held on October 23, the KCDO, together with the Hong Kong Federation of Trade Unions (FTU) Kowloon West Office, the office of LegCo Member Mr Wong Kwok, FTU Kowloon City, Sham Shui Po and Yau Tsim Mong District Service Offices and the Ambitious and Energetic Youths Club held a session on “Spirit of the 20th National Congress of the CPC” at the FTU To Kwa Wan Workers’ Club on November 15. LegCo Member and the Chairman of the FTU Mr Wong Kwok was invited as the keynote speaker. He succinctly indicated the key points of General Secretary’s report delivered at the opening session of 20th National Congress of the CPC. He also emphasised that the report delivered at the 20th National Congress of the CPC and President Xi Jinping’s important speech presented at the meeting celebrating the 25th anniversary of Hong Kong’s return to the motherland and the inaugural ceremony of the sixth-term Government of the Hong Kong Special Administrative Region echo with “The Chief Executive’s 2022 Policy Address”, providing crucial guidance on good governance and development of Hong Kong in the coming years. The District Officer (Kowloon City), Miss Alice Choi, and the Deputy Secretary of the FTU, Mr Fung Yuk-fung, also shared their thoughts at the session. Over 150 participants attended the session, including the secretaries and officers from the FTU’s District Service Offices and associations.



     Following the seven sessions respectively held on October 23, 25, 26, 27, 29 and November 3 and 7, the WTSDO, together with the office of LegCo Member Ms Starry Lee, the Wong Tai Sin Branch of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), the Wong Tai Sin District School Liaison Committee and the Federation of Parent-Teacher Associations Wongtaisin District, held a session on “Spirit of the 20th National Congress of the CPC” at Wong Tai Sin Community Centre on November 15. The Under Secretary for Education, Mr Sze Chun-fai, and LegCo Member Ms Starry Lee were invited as the keynote speakers. They pointed out that the report delivered at the 20th National Congress of the CPC is closely connected to Hong Kong. Students should obtain a deeper understanding of the spirit of the 20th National Congress of the CPC and contribute to building China into a modern socialist country in all respects. The District Officer (Wong Tai Sin), Mr Steve Wong, also spoke at the session. About 80 participants attended the session, including Advisor and founding member of the DAB Mr Kan Chi-ho; the Chairman of the Wong Tai Sin District School Liaison Committee, Mr Kwok Man-kwan; the Chairlady of Wong Tai Sin District Primary School Heads Association, Ms Cheung Chok-fong; and the Chairman of the Federation of Parent-Teacher Associations Wongtaisin District, Mr Wong Miu-sung, principals, vice-principals and staff members of primary and secondary schools in Wong Tai Sin District and members of the Federation of Parent-Teacher Associations Wongtaisin District.



     In addition, following the session co-organised with the Kwai Tsing District Office on November 5 and the two sessions held on November 9 and 11, the TWDO, together with the New Territories Association of Societies Tsuen Wan District Committee, the Tsuen Wan East Residents’ Association, the Luk Yeung and Fairview Club, the Hong Kong Tsuen Wan People’s Association and the Tsuen Wan Kwai Tsing Residents Association, held a session on “Spirit of the 20th National Congress of the CPC” at Shek Wai Kok Community Hall on November 13. LegCo Member Mr Chan Han-pan was invited as the keynote speaker. He shared how community workers can adhere to the spirit in community work. About 150 participants attended the session, including representatives from local organisations.


 


     Other District Offices will be rolling out sessions, so as to enable more district figures to obtain a deeper understanding of the spirit of the 20th National Congress of the CPC.
