Campaign for the pensioners of the Central Government was conducted in collaboration with SBI today in Gwalior, Madhya Pradesh


The Department of Pension & Pensioners’ Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India has launched a nation-wide campaign for promotion of Digital Life Certificate for Central Government pensioners.


The Face Authentication Technology was launched in by Dr. Jitendra Singh, the Union Minister of State (PP) of the Ministry of Personnel, Public Grievances and Pensions. All the registered Pensioners Associations, Pension Disbursing Banks, Ministries of Government of India and CGHS Centers had been directed to promote the Digital Life Certificate (DLC) and Face Authentication Technique for giving Life Certificate by organizing special camps for ‘Ease of Living’ of pensioners.


A one- day campaign for the pensioners of the Central Government was conducted in collaboration of SBI on 12 November 2022 at the main branch of State Bank of India at Bada, Gwalior.


DLC figures from 1.10.22 till today are:


Total DLC – 45, 16,038


Total DLC through Face Authentication – 2, 36,556




Total DLC CGOV – 17, 27,993


 Total DLC of CGOV through Face Authentication – 1, 44,719




Pensioners participated in the campaign enthusiastically which can be gauged from the fact that many old pensioners even female pensioners also turned up for submitting his life certificate through Face Authentication. He expressed his pleasure and satisfaction with the introduction of this new technology. These pensioners were guided by the Department officials how to download the Face Authentication Jeevan Pramaan App in their mobile phones and give Life Certificate from their phones.  The Life Certificate is generated within 60 seconds and a link sent on the mobile phone from where the same can be downloaded. This is a milestone leap into the Digital world taken by the Department of Pension & Pensioners’ Welfare, Government of India. Shri  Rajesh Kumar, Under Secretary, Department of Pension and Pensioners Welfare and Shri Anil Kumar Koiri, Senior Translation Officer, Department of Pension and  Pensioners Welfare explained that earlier to give Life Certificate in physical form the aged pensioners had to queue up for hours outside banks.  Now, the same has been made possible at the click of a button from the comfort of their home.




In the process of submission of Life Certificate through Face Authentication by mobile, details regarding Aadhar Number, Mobile Number for OTP, PPO Number, Account Number with Bank/Post Office are required the first time. This facility is also available for State Government Employees and having Disbursing Authority as Treasury Office of the State.




The event was also attended by representatives of banks, pensioners associations, India Post Payments Bank (IPPB) and UIDAI. The participation of these stakeholders was invaluable for the success of the campaign. The Under Secretary (Pension) thanked all representatives for their efforts during the event. The department is running the campaign throughout the month of November to submit your life certificate through face authentication.

Integrated Pensioners’ Portal for “Ease of Living” of Pensioners to be developed by Department of Pension & Pensioners Welfare


A two-day Bankers’ Awareness Program has been inaugurated today by Shri V Srinivas, Secretary, Department of Pension and Pensioners’ Welfare (DoPPW) at Government of India at Amritsar. Shri Gauri Prasad Sharma, CGM, GBD PNB, Shri S N Mathur, Joint Secretary (DoPPW), Shri Bhupal Nanda, CCP, CPAO, and Shri Parveen Goyal, GM, PNB participated in the inauguration ceremony.  More than 50 officers from northern zone from CPPCs and pension dealing branches are participating in this 2-day program.


Shri V Srinivas, in his inauguration address, stressed on providing seamless experience to pensioners for which the Department is working on an AI/ML enabled Integrated Pensioners Portal, linking the Department of Pension & Pensioners Welfare portal Bhavishya and Pension Portals of various Banks, creation of Chat bot to ensure seamless interaction between pensioners, Government and banker.



Shri Srinivas said, the Department is setting up a technology team for creating the above digital systems as the first deliverables in collaboration with PNB as well as with other banks. Utmost attention is to be given on process and people related grievances by PNB.  Digital life Certificate was launched in 2014 which is available through Aadhar based bio-metric devices, Indian Post Payments bank’s 1,90,000 Gramin Dak Sevaks and Doorstep banking by banks. Face authentication technology was launched in November, 2021 which will transform the way pensioners submit their life certificate. Use of fintech in much larger way will enable quality of life for pensioners.



To enhance “Ease of Living” of pensioners and family pensioners, Department of Pension & Pensioners Welfare, Government of India has taken a number of welfare measures inpension policy as well as in digitization of pension related processes. There have been a number of amendments in the pension rules and several clarificatory orders/ instructions have been issued during the last 50 years. These have been compiled and brought out as Central Civil Service (Pension) Rules, 2021 in December, 2021.


Since the major Pension Disbursing Authorities are banks, the Department of Pension and Pensioners’ Welfare (DoPPW) has started a series of Awareness Programs for Central Pension Processing Centres and field functionaries handling pension related work in the bank. The objective of these programs is to spread awareness of the various rules and procedures regarding disbursement of pension to Central Government pensioners as well as to update the field functionaries about the changes that take place from time to time through various amendments in the policy and procedures. The purpose of the program is also to understand issues faced by Bank officials in handling these processes and pensioners’ grievances. Digital life certificate and face authentication technology would be a game changer for pensioners and banks in submission of life certificates. These awareness programs would serve as a huge capacity building exercise for bank officials.


It is expected that such awareness programs would be highly useful for bank officials and pensioners/ family pensioners. The first such program for officers of Punjab National Bankis being held on 30th and 31st August, 2022 at Amritsar, covering the Northern region of country. Four such awareness programs will be conducted in collaboration with Punjab National Bankto cover the whole country. On similar lines, awareness programs will be conducted in collaboration with other Pension Disbursing Banks in 2022-23.

Defence Pensioners requested to complete their Annual Identification immediately


The process of Annual Identification/Life Certification is a statutory requirement for continued and timely credit of monthly pension. However, upon verification of data received as on 30 June 2022, it has been noticed that 22,939 Pensioners who have been migrated to System for Pension Administration (Raksha) i.e. SPARSH, have not completed their annual identification.


Further, in the case of legacy pensioners (pre-2016 retirees who are not on SPARSH) who continue to be on the old system of Pensions, it is informed that nearly 45,500 pensioners have not completed their annual identification through any of the means available.


All Defence Pensioners who are yet to complete their annual identification, have to complete their annual identification/life certification immediately to ensure smooth processing of monthly pension. Annual Identification/Life Certification can be done via the following means:

Defence Pensioners Requested to Complete Annual Identification by June 25, 2022


The Ministry of Defence has extended the timeline for completing the annual identification/life certification by those defence pensioners who are yet to complete the same, until 25th June 2022.


Upon verification of data received as of 25th May 2022, it is noticed that 34,636 Pensioners who have been migrated to SPARSH have not completed their annual identification – neither online nor through their respective banks by November 2021. The April 2022 Monthly Pension was credited through a special one-time waiver for 58,275 Pensioners (out of 4.47 lakh Migrated Pensioners on SPARSH), as their annual identification details could not be verified by their respective banks by month-closing.


The process of Annual Identification/Life Certification is a statutory requirement for continued and timely credit of monthly pension. In the absence of Annual Identification/Life Certification, the initial waiver was given till 25 May 2022 and the same has now been extended by MoD till June 25, 2022.


Annual Identification/Life Certification can be done via the following means:

Department of Pension & Pensioners’ Welfare issues instructions laying down procedure and time-line for change of option by the pensioners/family pensioners for availing OPD facility under CGHS or Fixed Medical Allowance


As per the existing instructions, pensioners/family pensioners residing in an area not covered by CGHS have the option to avail Fixed Medical Allowance (FMA) of Rs. 1000/- per month in lieu of OPD facility under CGHS. The pensioners/family pensioners can change the option from FMA to OPD facility under CGHS or vice versa once during their life time. Department of Pension & Pensioners’ Welfare, Ministry of Personnel, Public Grievances and Pensions, GoI, has now issued instructions laying down the procedure and time-line for change of option by the pensioners/family pensioners for availing OPD facility under CGHS or Fixed Medical Allowance.


As per these instructions, if a pensioner/family pensioner in receipt of FMA, intends to avail the OPD facility under CGHS, he/she may apply to the concerned pension disbursing bank for discontinuation of FMA. The pension disbursing bank shall discontinue the payment of FMA and issue a certificate to this effect within three working days from the date of receipt of application. Thereafter, the pensioner can apply to the concerned CGHS authorities for issue of CGHS card after paying requisite CGHS contributions, if not already paid and the CGHS authorities will, issue a provisional CGHS card to the pensioner/family pensioner within four working days from the date of completion of all formalities and deposit of contributions by the pensioner/family pensioner, till issue of a regular CGHS Card.




If a pensioner/family pensioner, who is availing CGHS/medical facility for both IPD and OPD, intends to avail FMA while residing in a non-CGHS area or on shifting of residence from a CGHS area to a non-CGHS area, he can  apply to the CGHS authorities for  surrender of OPD facility under CGHS. The CGHS authorities will make necessary endorsement on the CGHS card and issue a certificate within four working days from the date of receipt of application, that the pensioner/family pensioner is not availing OPD facility. Thereafter, the pensioner/family pensioner can submit an application to the Head of Office along with  a copy of the surrender certificate for issue of a revised pension payment authority for payment of FMA. The revised Pension Payment Authority will be issued within two months from the date of submission of application by the pensioner/family pensioner. The payment of FMA in such cases will be made from the date of issue of the surrender certificate by the CGHS authorities.
