Paddy Procurement Crosses 231 LMT Mark benefiting over 13.50 Lakh Farmers with MSP value of about Rs. 47644 Crores


Paddy procurement for KMS 2022-23 (Kharif crop) is progressing smoothly in 13 procuring States/UTs viz. Punjab, Chandigarh, Chhattisgarh, Uttarakhand, Himachal Pradesh, Bihar, Uttar Pradesh, Gujarat, J&K, Kerala, Telangana, Haryana and Tamil Nadu with purchase of over 231 LMT of paddy upto 10.11.2022 against the previous year corresponding paddy purchase of about 228 LMT. Over 13.50 Lakh farmers have already been benefited from the ongoing KMS procurement operations with MSP value of Rs. 47644 crores.



The rainfall condition this year has been fairly good in the country and the production of paddy is expected to remain normal. For Kharif crop of current KMS 2022-23, a quantity of 771 LMT Paddy (518 LMT in terms of Rice) has been estimated to be procured as against 759 LMT paddy (510 LMT in terms of Rice) actually procured during last KMS 2021-22 (Kharif Crop). With the inclusion of Rabi paddy, it is expected that around 900 LMT paddy is going to be procured during the entire KMS 2022-23. There is sufficient stock of food grains available under Central Pool to meet the requirement of NFSA/ PMGKAY/ OWS.



Procurement in other States is also going to commence soon and all arrangements are in place for hassle-free procurement operations.

532.86 LMT of Paddy procured in KMS 2021-22 (up to 09.01.2022)


The paddy procurement is progressing smoothly in Kharif Marketing Season (KMS) 2021-22 at MSP from farmers, as was done in previous years.


A quantity of over 532.86 LMT of Paddy has been procured in KMS 2021-22 upto 09.01.2022 in the procuring States/UTs of Chandigarh, Gujarat, Assam, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Punjab, Uttar Pradesh, Uttrakhand, Telangana, Rajasthan, Kerala, Tamil Nadu, West Bengal, NEF (Tripura), Bihar, Odisha, Maharashtra, Chhattisgarh, Andhra Pradesh and Madhya Pradesh.


Till now about 64.07 Lakh farmers have been benefitted with MSP value of Rs. 1,04,441.45 crore.

Active paddy residue burning events in Punjab, Haryana and 8 NCR districts of U.P. comes down significantly this year, fewer fire counts reported in 2021 as compared to last year.

To curb and abate air pollution during the ongoing harvest season, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) has been actively monitoring paddy residue burning events from 15th September 2021 onwards in the states of Punjab, Haryana and 8 National Capital Region (NCR) Districts of Uttar Pradesh (U.P.).

As per the report based on the protocol framed by ISRO for the Commission, paddy residue burning events have been reduced by 69.49% in Punjab, by 18.28% in Haryana and by 47.61% in the 8 NCR Districts of Uttar Pradesh during the one-month period compared to the same period last year.

During one month period of the current year, the total reported residue burning events in Punjab are 1286 as against 4216 for the same period of last year. Similarly, in respect of Haryana, the reported fire incidents are 487 as against 596 for the corresponding year last year. In the 8 NCR Districts of Uttar Pradesh, the total stubble fire incidents reported during this period are 22 as against 42 for the corresponding period of last year.

No fire counts have been reported from Delhi and two NCR Districts of Rajasthan. The first paddy residue burning was reported on 16th September in Punjab, 28th September in Haryana and 18th September in the NCR area of Uttar Pradesh.

The major hotspots of paddy residue burning in the state of Punjab are Amritsar, Tarn Taran, Patiala and Ludhiana. These four districts account for 72% of stubble burning events. Similarly, the major hotspots in Haryana are Karnal, Kaithal and Kurukshetra. These 3 districts account for 80% of the stubble burning incidences.

The Commission is taking up with the State Governments of Punjab, Haryana and Uttar Pradesh on a daily basis to ensure strict implementation of the action plan and the framework to curb paddy residue burning events. CAQM has also held series of meetings with State Government Officials including the District Collectors/ District Magistrates of Punjab, Haryana and Uttar Pradesh.

Out of a total 1795 sites where burning has been reported in Punjab, Haryana and 8 NCR Districts of Uttar Pradesh up till 14.10.2021, 663 fields have been inspected by the enforcement agencies and officials concerned of the respective states. Environmental Compensation (EC) has been imposed in 252 cases.

Harvesting will be at its peak in the next few weeks and the State Governments are taking steps as per the Plan of Action to improve the efficacy of enforcement and implementation to effectively tackle the problem of stubble burning.

Paddy procurement figure also reached all-time high, surpassing previous year high record

Procurement of Wheat in ongoing RMS 2021-22 is continuing smoothly in the procuring States at MSP, as was done in previous seasons and till now (upto 04.06.2021) a quantity of over 413.91 LMT of Wheat has been procured (which is all time high, as it has exceeded previous high 389.92 LMT of RMS 2020-21) against the last year corresponding purchase of 368.45 LMT. About 45.06 Lakh farmers have already been benefitted from the ongoing RMS procurement operations with MSP value of Rs. 81,747.81 Crore

Paddy procurement in the ongoing   season Kharif 2020-21 is continuing smoothly in the procuring States with purchase of 805.21 LMTs of paddy  (includes Kharif Crop 706.93 LMT and Rabi Crop 98.28 LMT) upto 04.06.2021 against the last year corresponding purchase of 732.40 LMT. About 119.42 Lakh farmers have already been benefitted from the ongoing KMS procurement Operations with MSP value of Rs. 1,52,022.37 Crore. Paddy procurement has also reached at all time high level, surpassing previous high of 773.45 LMT in KMS 2019-20.

Further, based on the proposal from the States, approval was accorded for procurement of 107.81 LMT of Pulse and Oilseeds of Kharif Marketing Season 2020-21 & Rabi Marketing Season 2021 and Summer season 2021  for the States of Tamil Nadu, Karnataka, Maharashtra, Telangana, Gujarat, Haryana, Madhya Pradesh, Uttar Pradesh, Odisha, Rajasthan and Andhra Pradesh under Price Support Scheme (PSS).The sanction for procurement of 1.74 LMT of Copra (the perennial crop) for the States of Andhra Pradesh, Karnataka, Tamil Nadu and Kerala was also given. For other States/UTs approval will also be accorded on receipt of proposals for procurement of Pulses, Oilseeds and Copra under PSS so that procurement of FAQ grade of these crops can be made at notified MSP for the year 2020-21 directly from the registered farmers, if the market rate goes below MSP during the notified harvesting period in the respective States/UTs by the Central Nodal Agencies through State nominated procuring agencies.

Upto04.06.2021, the Government through its Nodal Agencies has procured 7,51,279.59 MT of Moong, Urad, Tur, Gram, Masoor, Groundnut Pods, Mustard Seed and Soyabean having MSP value of Rs.3,928.50 crores benefitting 4,43,412 farmers in Tamil Nadu, Karnataka, Andhra Pradesh, Madhya Pradesh, Maharashtra, Gujarat, Uttar Pradesh, Telangana, Haryana and Rajasthan under Kharif2020-21 & Rabi 2021.

Similarly, 5,089 MT of copra (the perennial crop) having MSP value of Rs.52.40 crore has been procured benefitting 3,961 farmers in Karnataka and Tamil Nadu during the crops season 2020-21.  For the season 2021-22, sanction for procurement of 51,000 MT of Copra from Tamil Nadu has been given, against which procurement will be started from the date as decided by the State Government.

The respective State/UTs Governments are making necessary arrangements for commencement of procurement from the date as decided by the respective States based on the arrivals of Pulses and Oilseeds.

13.51% more paddy procured in comparison to corresponding period last year

In the ongoing Kharif Marketing Season (KMS) 2020-21, Government continues to procure Kharif 2020-21 crops at MSP from farmers as per existing MSP Schemes, as was done in previous seasons.

Paddy procurement for Kharif 2020-21 is continuing smoothly in the procuring States & UTs of Punjab, Haryana, Uttar Pradesh, Telangana, Uttarakhand, Tamil Nadu, Chandigarh, Jammu & Kashmir, Kerala, Gujarat, Andhra Pradesh, Chhattisgarh, Odisha, Madhya Pradesh, Maharashtra, Bihar, Jharkhand, Assam, Karnataka, West Bengal and Tripura with purchase of over 684.48 LMTs of paddy up to 19.03.2021.This is an increase of 13.51 % against the last year corresponding purchase of 602.97 LMT. Out of the total purchase of 684.48LMT, Punjab alone has contributed 202.82 LMT which is 29.63% of total procurement.

About 100.65 Lakh farmers have already been benefitted from the ongoing KMS procurement Operations with MSP value of Rs. 1,29,230.20 Crore.

Further, based on the proposal from the States, approval was accorded for procurement of 107.08 LMT of Pulse and Oilseeds of Kharif Marketing Season 2020-21 & Rabi Marketing Season 2021 for the States of Tamil Nadu, Karnataka, Maharashtra, Telangana, Gujarat, Haryana, Madhya Pradesh, Uttar Pradesh, Odisha, Rajasthan and Andhra Pradesh under Price Support Scheme (PSS).The sanction for procurement of 1.23 LMT of Copra (the perennial crop) for the States of Andhra Pradesh, Karnataka, Tamil Nadu and Kerala was also given. Till 19.03.2021 a quantity of 91,86,803 cotton bales valuing Rs.26,719.51 Crore has been procured benefitting 18,97,005 farmers.
