     The following is issued on behalf of the Quality Education Fund Steering Committee:

     In celebration of its establishment for 25 years, the Quality Education Fund (QEF) held the Opening cum Prize Presentation Ceremony of the QEF 25th Anniversary Exposition cum Teachers’ Professional Experience Sharing Month 2023 today (March 25), with the theme of “Leveraging Wisdom from Experience Inspiring Future with Innovation”.

     Officiating at the opening cum prize presentation ceremony, the Secretary for Education, Dr Choi Yuk-lin, said that the QEF has allocated about $6.4 billion to fund over 13 000 projects so far, providing more resources for schools to try out innovative teaching pedagogies, implementing all-rounded measures to support students’ learning and development for the benefit of students as well as to provide new impetus to the school sector. The QEF is an epochal investment in education, which fully demonstrates the determination of the Government to enhance the quality of education and the great importance it attaches to nurturing talents.

     Dr Choi said that the QEF has launched designated funding schemes in recent years to support diverse development of the school sector, including the Dedicated Funding Programme for Publicly-funded Schools starting from the 2018/19 school year, which provides schools with additional resources to implement school-based curriculum design, student support measures, and develop new domains in learning. The QEF also launched the “My Pledge to Act” funding programme in the 2019/20 school year and the enhanced funding programme in 2021 to provide schools with additional resources to foster students’ positive values, implement national education and national security education, and media and information literacy education.

     Dr Choi thanked the current and past members of various committees and task forces for their efforts and contributions in leading the QEF for continual development and also the school sector for their full support to the work of the QEF. She said, “With our joint efforts, the QEF will continue to strive for excellence and support more innovative projects to promote the development of quality education.”

     The Chairman of the QEF Steering Committee, Dr Gordon Tsui, thanked the school sector for their continuous support to the QEF, and said that the QEF aims at promoting quality school education and facilitating learning and teaching. Over the past 25 years, the Education Bureau and the QEF Steering Committee have been working together to lead the development of the QEF, constantly seeking changes to keep pace with the trend of education development. To facilitate the submission of applications, the QEF has continued to enhance the application procedures and put forward measures to help schools apply for funding, including the streamlining of application forms, providing reference information and arranging regular consultation sessions.

     This morning, thematic seminars were held on-site and online simultaneously with a view to discussing with the school sector new trends in education development. The seminars were presented by the Executive Director of the Hong Kong Academy for Gifted Education, Dr Jimmy Wong, Associate Vice President (Academic Affairs and External Relations) and Professor of Department of History of Lingnan University Professor Lau Chi-pang, and Associate Head of the Department of Social and Behavioural Sciences of City University of Hong Kong Professor Sylvia Kwok Lai. The topics of the seminars covered technology education, national education and positive education. Moreover, there were also student performances, a QEF project exhibition, QEF Thematic Networks showcases with game booths and a QEF products sales booth to disseminate the fruitful achievements of QEF projects and promote professional exchanges in the education sector. In the afternoon, the activities included 15 sharing sessions conducted via live streaming, covering topics such as “Values Education”, “STEAM Education”, “Early Childhood Education”, “Creative Education” and “National Identity” and so on.

     To celebrate the 25th anniversary of the QEF, a folder design competition and a pin design competition were held at the end of 2022.      ​To celebrate its 70th anniversary, the Civil Aid Service (CAS) today (January 2) held the “CAS 70th Anniversary Celebration Events Kick-off Ceremony” at the Yuen Tun Camp which was officiated by the Chief Secretary for Administration, Mr John Lee.

     

     Officiating at the Kick-off Ceremony and at the unveiling ceremony of the Unity Garden today, Mr Lee said that since the CAS’ establishment in 1952, it has marked its 70th anniversary and has been upholding the pledge of “Provide Emergency Relief, Serve the Community”. It has also been relentlessly providing diverse services for government departments, as well as joining hands with society in conquering various challenges and overcoming different obstacles.



     He noted that the CAS has undertaken numerous missions in the history of Hong Kong. Examples include the major duties in civil defense and clearance of sites of accidents back in the 1950s and 1960s, and management of Vietnamese boat people centres for 25 years starting from the 1970s. Since Hong Kong’s return to the Motherland, the CAS has kept its mission to serve the public in mind. Examples include the management of isolation camps during the outbreak of the SARS in 2003, the deployment of officers to assist the Hong Kong residents in Phuket, Thailand during the tsunami in South Asia in 2004, the search operations for hikers stranded in Tai Mo Shan owing to icy road surface in 2016, and the search and rescue missions and relief work conducted without hesitation in the wake of super typhoon Mangkhut in 2018. Since the outbreak of COVID-19 in early 2020, the CAS has exerted extraordinary efforts in the anti-epidemic work including being assigned to manage multiple quarantine centres. The CAS has been performing its duties round the clock, mobilising more than 170 000 man-time of personnel. It has received nearly 60 000 confinees subject to quarantine. Mr Lee recognised the numerous anti-epidemic contributions made by the CAS in these two years, saying that the CAS members have shown meticulous care and spared no effort to cater for the different dietary and daily needs of the confinees, which is acclaimed by different sectors of society. He recognised the contributions made by the CAS in this regard.



     Mr Lee also mentioned that youth development is also a pivotal work of the CAS. The CAS Cadet Corps, which was founded more than 50 years ago, is a youth uniformed group well supported in Hong Kong. Currently there are nearly 4 000 cadets receiving training. In recent years, the CAS has strengthened the national education among youths and cultivated the care for society and the spirit of loving the country and Hong Kong among the Cadet Corps. The CAS has implemented the School Partnership Scheme, in which discipline and leadership training are provided for junior secondary school students with a view to helping them build confidence and sense of responsibility. The Youth Potential Development Scheme, on the other hand, is promoted to people of diverse races and aims at recruiting youths of diverse races into the CAS. He commended the CAS for promoting youth development and racial inclusion. In recent years, the CAS has been increasing its services and improving its quality of service. To meet the developments and needs in society, the CAS has rolled out different reforms, including the effective promotion of national security education. He supported the CAS to make strides and to strive for excellence.



     In celebration of its 70th anniversary, the CAS has built the Unity Garden in Yuen Tun Camp to highlight the unity within the CAS and to demonstrate the CAS’ determination to stand united and strive together with different sectors of society with the goal of serving the public. In addition, in celebration of the 25th anniversary of the establishment of the Hong Kong Special Administrative Region and Hong Kong’s return to the Motherland, the CAS will hold activities including a New Year Hiking cum CAS 70th Anniversary Yuen Tun Camp Open Day, Mountaineering Safety Promotion Campaign and a Grand Parade.



     The chairman of the CAS 70th Anniversary Celebration Events Steering Committee, Mr Wilfred Lam, said that the 70th anniversary of the CAS marked one of the important milestones and that the CAS should look to the future as well as the past. The CAS will continue to spare no effort in the future, showing constant dedication to serving the public and being poised to accept new challenges, with a view to making more contribution to the sustained development, prosperity and stability of Hong Kong.



     On the same day, Mr Lee inspected an educational and social inclusion event namely the “CAS Inclusion Challenge Camp”, which was held at the Yuen Tun Camp. The event included activities such as zip wire, casualty evacuation simulation, youth challenge activities and pioneering, attracting more than 100 youths from diverse races and backgrounds. They gained a better knowledge of relief work and learned about each other’s background, thereby helping build a harmonious and inclusive society.

PM to inaugurate activities related to ‘Azadi Ka Amrut Mahotsav’ on 12th March

Prime Minister Shri Narendra Modi will flag off the ‘Padyatra’ (Freedom March) from Sabarmati Ashram, Ahmedabad on 12th March 2021 & inaugurate the curtain raiser activities of the ‘Azadi Ka Amrut Mahotsav’ (India@75). Prime Minister will also launch various other cultural and digital initiatives for the India@75 celebrations and will also address the gathering at Sabarmati Ashram. Governor of Gujarat Shri Acharya Devvrat, Union  MoS(I/C) Shri Prahalad Singh Patel and Chief Minister of Gujarat Shri Vijay Rupani will also be present on the occasion, scheduled to commence at 10:30 AM.

Azadi Ka Amrut Mahotsav

Azadi Ka Amrut Mahotsav is a series of events to be organised by the Government of India to commemorate the 75th Anniversary of India’s Independence. The Mahotsav will be celebrated as a Jan-Utsav in the spirit of Jan-Bhagidari.  

A National Implementation Committee headed by the Home Minister has been constituted to chalk out policies and planning of various events to be undertaken under the Commemoration. The curtain raiser activities are beginning from 12th March 2021, 75 weeks prior to 15th August 2022. 

Padyatra

The Padyatra to be flagged off by PM, will be undertaken by 81 marchers from Sabarmati Ashram in Ahmedabad to Dandi in Navsari, a journey of 241 miles that will end on 5th April, lasting for 25 days. The Padyatra will be joined by different groups of people on the way to Dandi. Union Minister Shri Prahalad Singh Patel, will lead the first lap of 75 kilometers of the padyatra.

Curtain Raiser Initiatives under India@75

The event will witness the inauguration of the curtain raiser activities planned under the theme India@75 like a film, website, song, Aatmanirbhar Charkha and Aatmanirbhar Incubator.

Along with the above initiatives, a cultural program presenting the celebration of the indomitable spirit of the country will also be organized. It will include music, dance, recitation, reading of the Preamble (each line in a different language, representing the different regions of the country). Depicting the youth power, as the future of India there will be 75 voices in the choir as well as 75 dancers in the event.

State and UT Governments are also organizing programs all over India on 12th March, 2021. In addition to these programs, The Archaeological Survey of India and Zonal Cultural Centres under the Ministry of Culture, Ministry of Youth Affairs and TRIFED have planned various activities to mark the occasion.
