TAC informed on proposed regulative information for ride-hailing services

The following is released on behalf of the Transport Advisory Committee:

The Transport Advisory Committee (TAC) was informed today (May 18) on the proposed regulative information for ride-hailing services by the Government.

With improvements in innovation and altering travel patterns, scheduling and supplying customised point-to-point transportation services through online channels have actually ended up being a global pattern. Different sectors of society, consisting of the general public, the taxi trade and ride-hailing platform business, anticipate the Government to control ride-hailing services as quickly as possible. This will assist in the general public’s varied travel requirements and on the other hand promote a healthy and sustainable competitive environment for the general customised point-to-point transportation service market.

The TAC Chairman, Professor Wong Sze-chun, stated, “The TAC welcomes the Government’s proposal on the regulatory details for ride-hailing services, which is based on the consensus reached by society last year on three major policy objectives, that is, “people-oriented, complementary coexistence, total control”. The proposition enforces policy from 3 elements, specifically platforms, cars and chauffeurs, to protect traveler security and rights, and to satisfy and assist in the general public’s travel requirements.

“The TAC suggests that, following the implementation of the regulatory regime, the Government conduct dynamic assessments in light of market developments and actual operational situations, and review in a timely manner whether adjustments to the number of ride-hailing vehicles are warranted. Meanwhile, taxis can continue to maintain their current advantages, coexisting and complementing ride-hailing services, and jointly playing a supporting role in the overall public transport system to meet passengers’ needs.”
