Canada – Dozens of Manitoba projects to receive funding for forage productivity enhancement on agricultural crown lands

More than 40 projects will receive a total of $704,000 in targeted financial assistance through the Agricultural Crown Lands Forage Productivity Pilot Program under the Canadian Agricultural Partnership, federal Agriculture and Agri-Food Minister Marie-Claude Bibeau and Manitoba Agriculture Minister Derek Johnson announced today.

More than 40 projects will receive a total of $704,000 in targeted financial assistance through the Agricultural Crown Lands Forage Productivity Pilot Program under the Canadian Agricultural Partnership, federal Agriculture and Agri-Food Minister Marie-Claude Bibeau and Manitoba Agriculture Minister Derek Johnson announced today.

In all, 42 projects have been approved for the one-year pilot project, the ministers noted. These projects will receive up to $30,000 with a cost share ratio of 75 per cent government and 25 per cent applicant, and must be completed by December 2022.

Forage lease holders in good standing with the agricultural Crown lands program were eligible to apply for funding for planning, infrastructure or rejuvenation activities related to forage management techniques that would improve productivity and sustainability. Recipients were required to complete an environmental farm plan.

Canada – Canada and Manitoba renew commitment to protect Lake Winnipeg and its basin

Lake Winnipeg is a valuable freshwater resource known for its fisheries, critical habitat for migratory birds, plentiful beaches, and importance to the livelihood of many communities along its shores.

Today, Terry Duguid, Parliamentary Secretary to the Honourable Jonathan Wilkinson, Minister of Environment and Climate Change, and the Honourable Ralph Eichler, Manitoba’s Minister of Agriculture and Resource Development, announced the signing of a new Memorandum of Understanding (MOU) between the governments of Canada and Manitoba to advance collaborative work to protect Lake Winnipeg.

Building upon a previous ten-year agreement between the two governments, the new MOU will support a cooperative and coordinated approach to understand and protect the water quality and ecological health of Lake Winnipeg and its basin, including reducing nutrient loading. The MOU will also support engagement of Indigenous Peoples to advance reconciliation and mutual priorities related to water quality and the ecological health of Lake Winnipeg.

Parliamentary Secretary Duguid also announced $519,600 in federal funding today to support 10 new projects under Environment and Climate Change Canada’s Lake Winnipeg Basin Program.

The Parliamentary Secretary was joined by a representative from Northeast Red Watershed District. Their project received $25,000 to improve water quality by stabilizing creek banks and creating a water retention site to help reduce erosion and retain excessive nutrients from reaching waterways.

The projects will rehabilitate key water and wastewater infrastructure, as well as raise, rehabilitate, and replace dikes and dams to community needs and make these Manitoba communities even more resilient.

Brandon, Manitoba, August 13, 2021—The governments of Canada and Manitoba continue to invest in local infrastructure during this unprecedented time to meet the needs of communities, enhance quality of life, and support economic recovery from COVID-19. 

Today, the Honourable Jim Carr, Minister and Special Representative for the Prairies, on behalf of the Honourable Catherine McKenna, Minister of Infrastructure and Communities, and the Honourable Reg Helwer, Minister of Central Services, announced more than $146.5 million in joint funding for  eleven projects across Manitoba to support green infrastructure. The projects will rehabilitate key water and wastewater infrastructure, as well as raise, rehabilitate, and replace dikes and dams to community needs and make these Manitoba communities even more resilient.

Brandon’s water treatment facility will be upgraded and expanded. This $115 million project is jointly funded by the Government of Canada, The Government of Manitoba, and the City of Brandon. The project includes the addition of a membrane treatment facility, which will help Brandon to meet and exceed water quality requirements, as well as increase capacity and operational redundancy.  Other additions include a new intake, yard piping, and settling pond, which will reduce maintenance and ensure the residents of Brandon have continued access to safe and reliable drinking water for decades to come.

The City of Thompson will benefit from the rehabilitation of more than 13.8 km of water pipes, and more than 3.3 km of wastewater pipes. The water and wastewater lines are deteriorating, and this rehabilitation project will ensure that residents of Thompson will continue to benefit from clean and safe drinking water. The Government of Canada is contributing more than $ $18.8 million to this project. The Government of Manitoba is contributing more than $15.6 million, and the City of Thompson is contributing more than $12.5 million.

Dikes in St. Adolphe and St. Agathe  will be raised to the 1:200 year flood protection level, ensuring the safety of the communities and surrounding areas for years to come. The project includes riverbank stabilization measures. The federal and provincial governments will contribute over $2.8 million in joint funding to these two projects.

The Government of Canada is investing more than $78.6 million in these projects through the Green Infrastructure Stream of the Investing in Canada Plan. Federal funding is conditional on fully satisfying environmental assessment requirements and consultations with Indigenous groups. The Government of Manitoba is investing more than $67.8 million, and contributions by recipients toward their respective projects are over $43.2 million. Funding recipients are responsible for any additional project costs.

Canada – Manitoba to receive federal assistance with ongoing wildfire situation

Today, the Honourable Bill Blair, Minister of Public Safety and Emergency Preparedness, and the Honourable Harjit S. Sajjan, Minister of National Defence, have approved a formal Request for Federal Assistance from the Province of Manitoba to help with firefighting efforts across the province.

Today, the Honourable Bill Blair, Minister of Public Safety and Emergency Preparedness, and the Honourable Harjit S. Sajjan, Minister of National Defence, have approved a formal Request for Federal Assistance from the Province of Manitoba to help with firefighting efforts across the province.

The number of wildfires that Manitoba has experienced since the beginning of the year is well above the seasonal average and has resulted in over 500,000 hectares burned. This has placed a considerable strain on local and provincial firefighting resources.

The Government of Canada is responding to this request by sending personnel from the Canadian Armed Forces to assist with extinguishing hot spots on contained fires and building fire lines to contain priority fires, which will help relieve the pressure on firefighters already on the ground.

The Government Operations Centre is coordinating the federal response to wildfires in Manitoba and across the country. Partners from across the federal and provincial government will work closely to coordinate this assistance.

Brandon, Manitoba, July 20, 2021—Investments in local infrastructure by the governments of Canada and Manitoba during this unprecedented time will help stimulate the economy and address the needs of all communities, including rural and remote communities, as they recover from the effects of the COVID-19 pandemic. Investments to build and upgrade culture and recreation infrastructure will ensure that Manitobans have access to the services and networks they need to stay connected, share experiences, and build healthy, inclusive, and vibrant communities.

Today, Terry Duguid, Parliamentary Secretary to the Minister of Economic Development and Official Languages (Western Economic Diversification Canada) and to the Minister of Environment and Climate Change (Canada Water Agency), on behalf of the Honourable Maryam Monsef, Minister for Women and Gender Equality and Rural Economic Development, the Honourable Reg Helwer, Minister of Central Services, and the Honourable Cathy Cox, Minister of Sport Culture and Heritage announced funding for 15 culture and recreation infrastructure projects in Manitoba’s rural and northern communities.

In Brandon, funding will go to the construction of an Outdoor Sports Complex, consisting of 10 soccer fields, including one FIFA-size field with lighting and bleachers, additional fields constructed to allow for multiple sport uses like Ultimate Frisbee, a clubhouse with washrooms and change rooms, a maintenance garage and parking, as well as green spaces for events and picnics.

The Dood Cristall Family YMCA will be expanded to include a new fitness studio and functional fitness spaces, to provide capacity for youth programming, including summer camps, and to facilitate additional memberships and community participation. The expansion will also accommodate 34 new childcare spaces.

In Flin Flon, funding will build a new Community Aqua Centre and Recreational Facility to replace the former facility, which was closed in 2020 due to structural concerns. The new energy efficient facility will increase and improve community programs and recreational activities, encouraging residents to swim, train, and stay healthy.

The Government of Canada is investing more than $13.6 million in the 15 projects announced today through the Rural and Northern Communities Infrastructure Stream of the Investing in Canada Infrastructure Program. For projects requiring consultations with Indigenous groups, funding is conditional on consultation requirements being met. The Government of Manitoba is funding over $9.5 million. Project recipients are also contributing approximately $14.6 million towards eligible project costs for their respective projects.
