Cooperation between the Institut National de la Propriété Industrielle, France and the Council of Scientific and Industrial Research (CSIR) on Access to the Traditional Knowledge Digital Library (TKDL), a prior art database of Indian traditional knowledge


The Institut National de la Propriété Industrielle (INPI; the National Industrial Property Institute), France and the Council of Scientific and Industrial Research (CSIR) entered into a cooperation on the Traditional Knowledge Digital Library (TKDL) Access through an Agreement in the gracious presence of Dr. N. Kalaiselvi, DG, CSIR and Secretary, DSIR. The Agreement was exchanged by Mr. Sebastien Connan, Regional IP Counselor for India and Dr. Viswajanani J Sattigeri, Scientist-H and Head, CSIR-TKDL   Unit.  Through this Agreement, the INPI, France gains access to the complete TKDL database towards examining prior art related to Indian traditional knowledge for the purposes of patent grant procedure.





Speaking on the occasion, DG, CSIR welcomed the collaboration with France in the area of traditional knowledge. She encouraged concerted efforts for upcoming health care challenges.  Mr. Connan while thanking India for the cooperation stated that the TKDL database would be an important instrument not only for the INPI but also for the traditional industrial entities in France. He stated that France also looks forward to strengthening ties with the CSIR for scientific pursuits in traditional areas.


The signing of the TKDL Access Agreement with the INPI, France marks the beginning of a new partnership and mutual cooperation in the domains of Intellectual Property Rights as well as traditional knowledge between France and India.


About TKDL:


The TKDL database, first of its kind worldwide, was established in 2001 by the Government of India, through a collaboration between CSIR and Ministry of AYUSH. The key objective of the TKDL is to prevent the erroneous grant of patents on Indian traditional knowledge (TK) and deter misappropriation of the country’s traditional knowledge. Currently, the TKDL contains information on over 4.2 lakh formulations and techniques of Indian Systems of Medicine such as Ayurveda, Unani, Siddha, and Sowa Rigpa as well as Yoga from the traditional texts. The TK information from diverse languages and subject areas are transcribed into value-added information correlated with modern terminologies.


The TKDL information is presented in a digitized format in five international languages including English, German, French, Japanese and Spanish, and format easily understandable by patent examiners. As per the extant approvals in place, the TKDL database is available only to patent offices through TKDL Access Agreements. With this cooperation with Danish Patent and Trademark Office, the number of patent offices worldwide that have access to the TKDL database rises to fifteen.


The TKDL is a global benchmark in the defensive protection of traditional knowledge and has been successful in protecting India’s interest against any possible misuse of its heritage. The impact has been significant, with over 265 patent applications world-over being revoked, amended, withdrawn or abandoned, based on the prior art evidences presented from the TKDL database.

     The Transport Department (TD) today (December 29) announced that the auction of traditional vehicle registration marks will be held on January 15 (Saturday) in Meeting Room N101, L1, New Wing, Hong Kong Convention and Exhibition Centre, Wan Chai.



     “A total of 240 vehicle registration marks will be put up for public auction. The list of marks has been uploaded to the department’s website, www.td.gov.hk,” a department spokesman said.



     Applicants who have paid a deposit of $1,000 to reserve a mark for auction should also participate in the bidding (including the first bid at the reserve price of $1,000). Otherwise, the mark concerned may be sold to another bidder at the reserve price.



     People who wish to participate in the bidding at the auction should take note of the following important points:



(a) Successful bidders are required to produce the following documents for completion of registration and payment procedures immediately after the successful bidding:



(i)the identity document of the successful bidder;

(ii)the identity document of the purchaser if it is different from the successful bidder;

(iii)a copy of the Certificate of Incorporation if the purchaser is a body corporate; and

(iv)a crossed cheque made payable to “The Government of the Hong Kong Special Administrative Region” or “The Government of the HKSAR”. (For an auctioned mark paid for by cheque, the first three working days after the date of auction will be required for cheque clearance confirmation before processing of the application for mark assignment can be completed.) Successful bidders can also pay through the Easy Pay System (EPS). Payment by post-dated cheques, cash or other methods will not be accepted.



(b) Purchasers must make payment of the purchase price through EPS or by crossed cheque and complete the Memorandum of Sale of Registration Mark immediately after the bidding. Subsequent alteration of the particulars in the memorandum will not be permitted.



(c) A vehicle registration mark can only be assigned to a motor vehicle which is registered in the name of the purchaser. The Certificate of Incorporation must be produced immediately by the purchaser if a vehicle registration mark purchased is to be registered under the name of a body corporate.



(d) Special registration marks are non-transferable. Where the ownership of a motor vehicle with a special registration mark is transferred, the allocation of the special registration mark shall be cancelled.



(e) The purchaser shall, within 12 months after the date of auction, apply to the Commissioner for Transport for the registration mark to be assigned to a motor vehicle registered in the name of the purchaser. If the purchaser fails to assign the registration mark within 12 months, allocation of the mark will be cancelled and arranged for re-allocation in accordance with the statutory provision without prior notice to the purchaser.



(f) In view of public health concerns, all persons entering the auction venue will have to undergo on-the‑spot body temperature checks arranged by the TD. Any member of the public whose body temperature is higher than 37.5 degrees Celsius or who refuses to undergo a body temperature check will be denied entry to the auction hall and the payment office. The TD also requests all persons entering the auction hall and payment office to wear masks and clean their hands with alcohol-based sanitiser, and to wear masks throughout the duration of the auction and payment process.



(g) In order to reduce the risk of the virus spreading, the TD will adjust the distance between seats and the number of seats in the auction hall and the payment office, and implement crowd-control measures. The TD also appeals to the bidders to reduce the number of accompanying persons as far as possible. Furthermore, the auctions in the morning and afternoon will each be divided into two sessions so as to shorten the duration of crowd congregation. The first session of the morning auction will commence at 9.25am while the second session will begin no earlier than 10.35am. The first session of the afternoon auction will commence at 2.25pm while the second session will begin no earlier than 3.45pm. The auction venue will be disinfected before the commencement of the second sessions. Interested bidders may arrive at the auction venue in accordance with the time schedule for the auction of vehicle registration marks.



(h) To align with the Government’s arrangement on the strict enforcement of the use of the “LeaveHomeSafe” mobile application when entering government buildings or offices, except for exempted persons, members of the public are required to use the app to scan the venue QR code before they are allowed to enter the auction venue (including the auction hall and the payment office).  Persons who are aged below 12 or aged 65 or above, and those with disabilities that render use of the “LeaveHomeSafe” app difficult, will be exempted from the requirement of using the app when they enter the auction venue. However, they are required to complete a record form to register their names, the first four digits or letters of their identification documents, their contact numbers and the date and time of their visits. They are also required to present relevant identification documents for verification at the request of the TD staff during registration. TD staff will also verify the contact numbers by making phone calls. As a result of the arrangement, members of the public are advised to remain patient as the waiting time for entering the auction venue may be lengthened. Unwillingness to use the app will not be considered as justification for granting exemption.

Promoting Traditional Agro-Products

The National Gene bank (NGB) at ICAR-National Bureau of Plant Genetic Resources (ICAR- NBPGR), New Delhi is currently conserving more than 4.52 lakh accessions of various crops of which over 0.92 lakh accessions are of indigenous/local/traditional varieties and landraces.

ICAR-NBPGR has evaluated 635 designated rice land races from Assam, Uttarakhand, Himachal Pradesh and Chhattisgarh for major nutrients. Based on farmer’s preference, local demand and nutritional value of 24 land races from Assam are identified for promotion under a trade name “Native Basket” of these marketing of four land races namely Amona Bao, Kola Joha, Boga Bet Guti, Ronga Bao is already started, similarly two land races from Himachal Pradesh are identified for promotion under trade name “Mountain Grain” and in Chhattisgarh 15 rice land races are promoted through  Indira Gandhi Krishi  Vishvavidalaya (IGKV), Raipur under the brand name “Indira”. Geographical Indicator (GI) is obtained for popular small seed aromatic rice “Jeera Phool” and application for GI is submitted for land race “Nagri Dhrubraj”.

In order to improve the access to good seeds, 23 community seed banks were established at community level involving KVKs and Self Help Groups in remote and tribal areas of the country. A total of 26 community seed banks conserving >4000 native landraces and farmers’ varieties of many food crops have been strengthened and established                         

ICAR-NBPGR and Biodiversity International are jointly executing  UN Environment implemented project entitled “Mainstreaming Agricultural biodiversity conservation and utilization of the agriculture sector to ensure ecosystem services and reduce vulnerability” in seven states    and Union Territory of Ladakh, to make communities more resilient to climate variation by growing   more variety of crops .Under the project,  More than 25,000 farmers across four agro-ecoregions covering 120,000 ha in India   maintain and use   20 crops including rice  of traditional local varieties, many of which were lost or got degenerated due to non-cultivation and poor maintenance.

Besides, in the  United Nation- Global  Envoirment  Facility (UNEP-GEF) project, NBPGR, Biodiversity International and other institutes are also executing “Seeds for Needs” project using crowd sourcing (CS) and Participatory Varietal Selection trials (PVS) approaches to look for the “best set” of traditional varieties of wheat and rice farmers across 4 states (Bihar, Chhattisgarh, UP and MP). So far, set of selected varieties of wheat (44) and rice (34) were promoted with 15000 and 7000 wheat and rice farmers, respectively.

Government has also been promoting traditional ways of crop cultivation through dedicated schemes of Paramparagat Krishi Vikas Yojana (PKVY) and Mission Organic Value Chain Development in North East Region (MOVCDNER). In addition , Organic cultivation on either side of River Ganga, natural farming, large area certification and support for individual farmers have also been introduced under PKVY to increase organic coverage using organic/ bio inputs for  production of  organic products.
