The 43rd AFSRB meeting, held in Bogor District, West Java Province, was attended by representatives of all ASEAN member countries, the ASEAN Secretariat, the AFSRB Secretariat, the ASEAN Plus Three Emergency Rice Reserve (APTERR) Secretariat, and the ASEAN Food Security Information System (AFSIS) Secretariat.

“We have to take concrete action to address the potential global food crisis, including various other risks threatening the food system,” the Head of Indonesia’s National Food Agency (NFA) Arief Prasetyo Adi said. Therefore, it is important to ensure the stability, availability, accessibility, and wise utilization of the food stocks in the region.

One of the attempts to address food and nutrition security dynamics is by strengthening the commitment of ASEAN member countries through the establishment of an ASEAN Leaders’ Declaration regarding food security. It is expected to be endorsed by the leaders of ASEAN member countries at the 43rd ASEAN Summit scheduled to be held in Jakarta in September 2023.

The ASEAN Leaders’ Declaration on Strengthening Food Security and Nutrition in Time of Crises is one of the Priority Economic Deliverables (PEDs) of Indonesia’s chairmanship in ASEAN 2023 as well as the topics in the 43rd AFSRB meeting.

The document will encourage the establishment of a cooperation mechanism among various domestic institutions of ASEAN member countries in the agriculture, trade, finance, and transportation sectors to strengthen food security in the region. The cooperation mechanism also aims to bolster regional supply chains and sustainable farming.

Apart from the declaration, the meeting also brought attention to the recent food issues in each member country, so that problems can be solved through regional cooperation. Representatives of each Southeast Asian country would report on food commodity availability, and the forum would determine which and how much food resource should be reserved.

As quoted from the Indonesian Foreign Affairs Ministry’s website, the ongoing Russia-Ukraine conflict had disrupted the global supply chain, resulting in an increase in food prices by up to 30 percent. The condition also affects ASEAN member countries. The average inflation rate in the countries reached 15 percent in 2023 so far.

The NFA, as a governmental institution responsible for maintaining food security in Indonesia, developed a national food reserve and distribution system to anticipate the global food crisis potential. The agency develops collaboration with related ministries and institutions, State-owned Enterprises, universities, non-governmental organizations, agricultural and farmer associations, and the private sector as well as international stakeholders.

Fulfilling Prime Minister Narendra Modi’s vision of Left Wing Extremism Free India and Union Home Minister Shri Amit Shah’s zero tolerance policy against extremism, the Ministry of Home Affairs has reached the final stage of decisive battle against Left Wing Extremism across the country. The security forces today achieved a decisive victory in the ongoing fight against Left Wing Extremism.


As a result of Prime Minister Shri Narendra Modi’s zero tolerance policy against Left Wing Extremism, for the first time by entering the ‘Budhapahad’ situated at  the border of Chhattisgarh and Jharkhand and the extremely inaccessible areas of Chakrabandha and Bhimabandh of Bihar and successfully ousting the Maoists from their strongholds, permanent security forces camps have been set up. All these areas were strongholds of top Maoists and a huge quantity of arms, ammunition, foreign grenades, Aero Bombs and IEDs were recovered by the security forces at these places.


A special strategy is being adopted against Left Wing Extremism from the year 2019. The coordinated efforts and campaigns of Central and State Security Forces and related agencies have led to unprecedented success in the fight against Left Wing Extremism.


On this decisive success, the Union Home Minister Shri Amit Shah congratulated the CRPF and the State Security Forces and said that the Ministry of Home Affairs under the leadership of Prime Minister Shri Narendra Modi will continue the zero tolerance policy against Left Wing Extremism and Terrorism and this fight will be further intensified.


In 2022, the security forces have achieved unprecedented success in Operation Octopus, Operation Double Bull, Operation Chakrabandha in the fight against Left Wing Extremists. 7 Maoists were killed and 436 arrested/surrendered in Chhattisgarh/ 4 Maoists killed in Jharkhand and 120 arrested/surrendered. 36 Maoists arrested/surrendered in Bihar. Similarly, in Madhya Pradesh, 3 Maoists have been killed by security forces. This success becomes even more important because many of these Maoists killed had bounties of lakhs and crores of Rupees on their heads like Mithilesh Mahto had a reward of Rs. 1 crore.


As a result of the efforts of the Union Home Ministry to expedite these operations, success has been achieved in eliminating the security vacuum from Bihar. In Jharkhand and Odisha, to a great extent success has been achieved in eliminating the security vacuum and in these states the security vacuum will be filled completely by destroying the strongholds of the Left Wing Extremists. Following this strategy, there is an action plan to fill the security vacuum in other states. There has been a steady decline in both the incidence of violence and its geographical spread. This campaign/fight reaching its final stage is proven by the fact that in 2022 in comparison to 2018, there has been a 39% reduction in the incidents of Left Wing Extremism related violence, 26% reduction in the number of sacrifices made by the security forces, the civilian casualties has reduced by 44%, the number of districts reporting violence has decreased by 24% and the number of these districts has been reduced to just 39 in 2022.


Compared to before 2014,   incidents of Left Wing Extremism violence have come down by 77 percent. Incidents of violence have come down from the highest level of 2258 in 2009 to 509 in 2021. The death rate due to violence has also come down by 85 percent. In the year 2010, death toll was at highest level of 1005 which has come down to 147 in the year 2021 and their sphere of influence has decreased significantly. Simultaneously, the area of ​​influence of Maoists has also reduced significantly and the influence of Maoists has reduced from 96 districts in the year 2010 to only 39 districts in 2022.

     ​Noting that the United States (US) House Speaker, Nancy Pelosi, who is on a visit to Asia, has arrived in Taiwan yesterday evening (August 2), the Security Bureau of the Hong Kong Special Administrative Region (HKSAR) Government expressed strong opposition to the US ignoring the firm position repeatedly stated by the People’s Republic of China and going ahead with the visit to Taiwan.

     

     The Preamble of the Constitution of the People’s Republic of China clearly stipulates that Taiwan is part of the sacred territory of the People’s Republic of China. For a US politician to go ahead with a visit to Taiwan is an act that attempts to challenge the sovereignty, unification and territorial integrity of the country.



     It is obvious that safeguarding national security falls within the internal affairs of every sovereign state. The arbitrary and unreasonable bullying act by the US House Speaker has seriously violated international norms and grossly interfered in China’s internal affairs.



     It is the common responsibility of all the people of China, including the people of Hong Kong, to safeguard the sovereignty, unification and territorial integrity of the People’s Republic of China. The HKSAR Government strongly condemns any acts that challenge the sovereignty, unification and territorial integrity of the country.

Safety and security of the country is Government’s top priority and all efforts are being made to safeguard its unity and integrity,” said Raksha Mantri Shri Rajnath Singh while addressing a conclave organised to commemorate 60 years of Chetak helicopter’s service to the Nation. The conclave ‘यशस्वत् षट् दशकम्’ on the theme ‘चेतकआत्मनिर्भरता, बहुविज्ञता एवं विश्वस्तता के छः गौरवशाली दशक’ was organised by the Indian Air Force at Air Force Station, Hakimpet in Hyderabad on April 02, 2022. Chief of the Air Staff Air Chief Marshal VR Chaudhuri, senior retired & serving officers of the helicopter stream from the three services and officials of Ministry of Defence, Indian Coast Guard & Hindustan Aeronautics Limited (HAL) were present on the occasion.


The Raksha Mantri described the conclave as a fitting tribute to those who have served the Nation with hard work and dedication. Paying his respects to this invaluable contribution, he said, “Whenever a country fights a war for the safety and security, it is not just the Armed Forces who take part. The whole nation fights that war. The scientists, engineers and technicians of organisations like HAL, who develop helicopters like ‘Chetak’ and other platforms, play an equally important role as our soldiers. Lakhs of employees and workers associated with MSMEs also contribute by supplying parts to these projects. This conclave celebrates the hard work and dedication of all of them”.


Comparing ‘Chetak’ named horse of Rajput king Rana Pratap, Shri Rajnath Singh described ‘Chetak’ helicopter as not just a machine, but a vibrant & dedicated entity which has been continuously engaged in the service of the nation for the last six decades and has set an example for others. He noted that nearly 700 Chetaks manufactured so far have served the nation in war and peace with full dedication, describing its multi-service employment as a shining example of jointness.


Elaborating on the capabilities of the helicopter, the Raksha Mantri said, “’Chetak’ has proved its mettle in the battlefield by targeting enemies with accuracy and successfully landing troops. It has also helped in delivering essential logistics. It has saved precious lives through its evacuation efforts in case of emergency. It has provided important information whenever needed, which has helped in decision making and paving way for victory in wars. ‘Chetak’ has always been at the forefront in providing humanitarian aid and disaster relief during natural calamities. This is the first time a platform has reached this stage.” He appreciated the fact that ‘Chetak’, through adaptation, modification and upgradation, remains a frontline platform even after 60 years of its creation.


Shri Rajnath Singh recalled the extraordinary contribution of the Chetak helicopter during the 1971 war. “From providing air support to ground troops to heli-bridging operations and destroying enemy positions, our air warriors onboard ‘Chetak’ showed exemplary courage and professionalism during the war. The helicopter was also used to train the pilots of ‘Mukti Bahini’. Chetak’s role can also be seen as a shining example of promoting integration and jointmanship. Our victory in the war has been written in golden letters in the history books. Neither did we want any power, land, resources, nor any domination. We fought that war to protect humanity and democracy,” he stated.


The Raksha Mantri was of the view that India has shown its strength in the design, development and operation of helicopters in the five-tonne category, terming the indigenously designed and developed Advanced Light Helicopter DHRUV and its variants as examples of India’s prowess. He described the Light Combat Helicopter as another example of the country’s capability in light helicopters for combat operations. Light Utility Helicopters, being operated by the Armed Forces, are also great examples of the capability in the helicopter sector, he added.


Shri Rajnath Singh stressed on the need to march forward in the design and development of the 10-tonne Indian Multirole Helicopter which, he said, is a significant requirement for the Armed forces and has a huge market potential. He called to fast-track the design and development of helicopter technology in the country, terming it is one of the dual-use technologies which will not only prove to be effective in the defence sector, but will make India a dominant force in the helicopter market. “According to an estimate, there is a demand for more than 1,000 civilian helicopters in the country and an equal number of helicopters in the defence sector. We need to exploit this huge potential in the helicopter market. In addition, we need to make efforts to strengthen India’s claim in the Rotary wing domain. The era is changing. I am sure that in the times to come we will be more bright, strong and completely self-reliant,” he added.


The Raksha Mantri reiterated the Government’s resolve of achieving ‘Aatmanirbharta’ in defence production and preparedness, in view of the constantly changing global security scenario. “These days, there have been challenges in ensuring supply lines. External situation has affected the serviceability of critical weapons and equipment. Therefore, we are leaving no stone unturned to achieve self-reliance. Earlier, the country was dependent on imports from other countries to bolster the defence sector. This Government believes in strengthening our own shoulders to protect ourselves. We are making sure that India is not dependant of anyone,” he stressed.


Shri Rajnath Singh, however, maintained that by being strong, India does not mean to establish dominance in the world. He said, India has always followed the path of truth, non-violence & peace and does not support aggression of any kind. He stressed that the relationship between peace, security and military power has deepened in the country in the last few years. Underlining the importance of a strong security apparatus for nations to maintain peace in the world, he stated that in the last few years the Government has created an environment which has enabled the Armed Forces, scientists and defence manufacturers to think pro-actively and move forward on the path of making India strong and self-reliant.


The Raksha Mantri spoke on the major role domestic industry can play in achieving ‘Aatmanirbhar Bharat’ as envisioned by Prime Minister Shri Narendra Modi. “Free technology is being transferred to the private companies by DRDO. FDI limit has also been increased. Two positive indigenisation lists of defence items have been issued, while the third list will be out soon,” he said, listing out the measures being taken by the Government to encourage the participation of the private sector. He pointed out the huge positive response from the three services, research and development organisations and public and private sector industries. The MSMEs, start-ups, innovators and academia are together exploring new avenues of defence production, he said, exuding confidence of unprecedented response to the unprecedented steps taken by the government.


The conclave was organised to provide a platform to showcase six decades of helicopter operations in the country, highlighting the operations of ‘Chetak’. The event comprised reflections, narrations and discussions by prominent speakers from the veteran community and the Services.
