Later this month, the San Diego Union-Tribune will once again host its own Festival of Books, offering newly published authors to share ideas, stories and information to many avid readers.

But for some authors, however, it is an opportunity to share a perspective on some of Americas most pressing issues. These authors include former Chief of the Albuquerque Police Department Mike Geier, who has just published his memoir The Blue Journey: Memoirs of a Cops Cop.

Geier has served in policing for nearly 47 years, both in the A.P.D. and suburban Chicago. He also was the commander for the Violent Crimes Division along with an area command in the field known as the War Zone. Asides from crime reduction, he ushered in significant reforms in use-of-force policy and their implementation.

Mike Geier is the former Chief of Police of the Albuquerque Police Department (APD.) His Police career began in 1974 with the Wilmette, IL Police Department where he retired as a lieutenant after 20 years in 1994. He then joined APD, starting over as a recruit and served for another 20 years, retiring in 2014 as a commander to become the Chief of the Rio Rancho, NM Police Department. He returned to APD as the Chief in 2017 until he retired at the end of 2020.

His career spanned nearly fort-seven years that saw him hold various pivotal position in law enforcement, including Metro Anti-Crime Team Supervisor, Gang Unit Supervisor, Crisis Negotiations Team Leader, Emergency Response Team Lieutenant, Commander of the Violent Crimes and Juvenile Division and Southeast Area Commander.

Under his leadership as Chief, Geier was instrumental in driving crime reduction and enhancing community relations. He ushered in significant reforms, including a revamped use-of-force policy and the implementation of numerous anti-crime and public safety initiatives.

     The National Security Department of the Hong Kong Police Force this morning (July 27) arrested a 29-year-old man and a 29-year-old woman for suspected “conspiracy to collusion with a foreign country or with external elements to endanger national security”, contravening Article 29(4) of the National Security Law, and for suspected “conspiracy to doing an act or acts with seditious intention”, contravening Sections 9 and 10 of the Crimes Ordinance (Cap. 200).

     Investigation revealed that the two arrested persons were suspected of having connection with the group of persons arrested on July 5. They are being detained for further enquiries.

     The operation is ongoing. Police do not rule out the possibility that more arrests will be made.

     The National Security Department of the Hong Kong Police Force today (July 5) arrested four men, aged between 26 and 28, in various districts for suspected of “conspiracy to collusion with a foreign country or with external elements to endanger national security”, contravening Article 29(4) of the National Security Law, and for suspected of “conspiracy to doing an act or acts with seditious intention”, contravening Section 9 and 10 of the Crimes Ordinance (Cap. 200).
 
     Investigation revealed that the arrested persons were suspected of receiving funds from operating companies, social media platforms and mobile applications to support people who have fled overseas and continue to engage in activities that endanger national security. They were also suspected of repeatedly publishing posts with seditious intention on social media platforms, including content which provoked hatred towards the Central Authorities and the Government of the Hong Kong Special Administrative Region, and advocated “Hong Kong independence”.
 
     Police conducted searches at the arrested persons’ residence and office with a court warrant. Some related documents and electronic communication devices were seized.
 
     The arrested persons are being detained for further enquiries. Police’s operation is ongoing and the likelihood of further arrests is not ruled out.
 
     Police remind members of the public that “conspiracy to collusion with a foreign country or with external elements to endanger national security” and “conspiracy to doing an act or acts with seditious intention” are serious crimes. Offenders shall be liable upon conviction to imprisonment. Members of the public are urged not to defy the laws.

     Senior Police Call (SPC) officially launched the “SPC Share the Love 2023” today (May 13) to express care and love to the elderly and the people in need.

     Officiating at the kick-off ceremony held at the Police Sports and Recreation Club, the Commissioner of Police, Mr Siu Chak-yee, expressed gratitude to the community for their support in making the SPC annual highlight a resounding success. He added that the event promotes the SPC spirit of “helping oneself and others” and assists the Police to disseminate anti-crime and safety messages. The Commissioner also took the opportunity to call on the SPC members to remind their relatives and friends to stay vigilant against telephone deceptions.

     During the ceremony, a Chinese drum performance was staged by Mong Kok District SPC members together with students from the Shanghai Alumni Primary School Drum Troupe, a school club of the Eastern District Junior Police Call. In addition, Mr Anderson Junior, was invited as special guest to join with the SPC members in a drama performance to promote anti-deception messages.

     This year, the scale of “SPC Share the Love” has fully resumed after epidemic. Prior to the ceremony, SPC Central Advisory Board (CAB) members and SPC members of different police districts worked together to make wishing cards and pack blessing bags with love and care. After the ceremony, Mr Siu Chak-yee and the Director of Operations, Mr Chan Joon-sun, another officiating guest, visited Yan Chai Hospital Tang Bik Wan Memorial Neighbourhood Elderly Centre in Shek Kip Mei and Sik Sik Yuen Ho Yee Neighbourhood Centre for Senior Citizens in Wong Tai Sin respectively, to distribute the blessing bags with food, daily necessities, wishing cards and anti-deception leaflets to the elderly.

     From today until May 19, “SPC Fight Crime Vigour” publicity trucks will tour across the territory to disseminate crime prevention messages. SPC members from all the 22 police districts will also distribute blessing bags to the people in need to echo the Force’s motto of “Serving Hong Kong”. The members would also wish to promote the spirit of “Love and Care” to the needy in the community, in pursuit of SPC spirit of “helping oneself and others”.

     Other officiating guests of the ceremony included the Chairperson of SPC CAB cum the Regional Commander of Hong Kong Island, Mr Kwok Ka-chuen; the Vice-Chairperson of SPC CAB cum the Chief Superintendent of Public Relations Wing, Ms Tsang Shuk-yin; and representatives of SPC CAB, Dr Albert Wong; Dr Dominic Chu Chun-ho; Mr Wilfred Ng Sau-kei; and Dr Malcolm Lam Wai-wing.

     Launched in February 2014 with the motto- “SPC Spirit Helping Oneself and Others”, the SPC Scheme is open to anyone aged 55 or above. Through this scheme, the Hong Kong Police Force hopes to provide an effective platform for the elderly to maintain close contacts with the Force, raise their awareness of crime prevention and boost their sense of belonging to the community.

     In response to media enquiries concerning the earlier search and seizure of an exhibit related to an “incitement to subversion” case under the National Security Law by the National Security Department of the Hong Kong Police Force, a spokesman for the Hong Kong Police Force reiterated that the search was conducted with a court warrant. Like any other case, to collect evidence following progress of investigation to take forward the relevant case is legal, reasonable and rational. 
      
     The spokesman emphasized that the Government all along carries out its duties and obligations to safeguard national security in accordance with the law, and the handling of this case is no exception. The HKSAR Government will continue to handle the exhibit, including the arrangement after the judicial proceedings, in accordance with the law.
