     ​Correctional officers stopped a remand person in custody committing self-harm in Lai Chi Kok Reception Centre today (August 24).

     At 8.30am, a 66-year-old male remand person in custody was found emotionally unstable and banging his head against the wall inside a hospital ward. Officers at the scene immediately stopped him and called for reinforcement. The person in custody was found conscious. After receiving examination and treatment by institution medical officer, he was referred to a public hospital for further treatment.

     A clinical psychologist of the department will follow up on the case.

     A spokesman for the Correctional Services Department said, “The department uses all possible measures to prevent persons in custody from attempting suicide or self-harm. These measures include administrative arrangements, improvement of institutional facilities, staff training and first aid services.”

     The person in custody was remanded for the offence of murder in August 2023.

     Thirty Customs officers on July 9 arrived in Xian to participate in the “Mainland, Hong Kong and Macao Course on Capacity Building to Prevent Illegal Trafficking of Cultural Heritage”, which was jointly organised by the National Cultural Heritage Administration and Hong Kong Customs for the first time. They successfully completed the course and attended the closing ceremony today (July 14).

     At the closing ceremony, the Deputy Commissioner (Control and Enforcement) of Customs and Excise, Mr Chan Tsz-tat, said that the course was an invaluable and unprecedented opportunity that enhanced the participants’ capability of detecting and deterring illegal trafficking activities of cultural heritages and fostered ties between Hong Kong and Mainland Customs, contributing to the establishment of a solid co-operation foundation to combat related crimes in the future. Mr Chan also mentioned that the National Cultural Heritage Administration and Hong Kong Customs will sign a memorandum of co-operation this year to strengthen enforcement efforts against the illegal trafficking of national cultural heritage between the two sides.

     The course members comprised 61 officers from Hong Kong Customs and different departments of the Mainland, Hong Kong and Macao. A series of lectures about anti-smuggling of cultural heritage, relevant laws and enforcement strategies on the Mainland were covered in the course. In addition, the participants visited several institutions, including the Shaanxi Archaeological Museum, the Shaanxi History Museum, and the Shaanxi Institute for the Preservation of Cultural Heritage, to study and enhance their capacity in identifying and handling cultural heritages.

     Mr Chan and the Hong Kong Customs participants will return to Hong Kong tomorrow (July 15).

     ​The Correctional Services Department (CSD) today (February 23) launched an operation at Stanley Prison to combat illicit activities of persons in custody.

     The management of Stanley Prison recently stepped up measures to combat illicit gambling activities among persons in custody and took disciplinary actions against those suspected to have committed disciplinary offences. Thereafter, the institution management continued to closely monitor other target persons in custody.

     At 8.47am today, 15 male persons in custody aged between 26 and 51 engaged in a fight inside a dining hall for illicit gambling issue. Officers at the scene immediately stopped the fight and summoned reinforcement. OC foam was applied to subdue them after warnings given were futile. 

     During the incident, 10 persons in custody sustained injuries to their head, back, hands, legs, etc. respectively. After examination and treatment by the institution Medical Officer, two of them were referred to a public hospital for further treatment whilst eight of them did not need to be sent out. The remaining five persons in custody did not sustain any injury. The case has been reported to the Police for investigation. All the persons in custody concerned have been removed from association pending further investigation.

     In order to crack down on the illicit activities, the CSD has deployed the Regional Response Team, staff of the Security Section and Dog Unit to reinforce the management of Stanley Prison to conduct a special searching operation. During the operation, eight persons in custody were found in possession of unauthorised articles and removed from association for investigation. The atmosphere at Stanley Prison is stable at present. The CSD will closely monitor the situation and the activities of persons in custody concerned.

     In order to assist persons in custody to rehabilitate in a safe and orderly environment, the CSD spares no effort in combating illicit activities of all kinds in its institutions.

     Stanley Prison is a maximum security institution for the detention of male adult convicted and remand persons in custody.

     Correctional officers at Lo Wu Correctional Institution stopped a female person in custody attacking staff today (January 17).

     At 3.18pm today, a 27-year-old female person in custody suddenly became emotional and attacked two correctional officers outside a cell. Officers at the scene immediately stopped the assailant and called for reinforcement.

     During the incident, the officers sustained injury to their face and abdomen respectively. After examination and treatment by the institution Medical Officer, they were referred to a public hospital for further treatment. The assailant sustained injuries to her hands and back. She did not need to be sent to a public hospital after examination and treatment by the institution Medical Officer.

     The case has been reported to the Police for investigation.

     The assailant was sentenced to imprisonment for the offence of riot in November 2019.

     Correctional officers at Lai Chi Kok Reception Centre stopped a male person in custody attacking staff yesterday (August 12).



     At 7.18pm yesterday, a 43-year-old male person in custody suddenly became emotional and attacked a correctional officer inside a cell. Officers at the scene immediately stopped the assailant and applied OC foam to subdue him after repeated warnings were ignored.



     During the incident, the officer sustained injury to his forehead while the assailant sustained injuries to his face and chest. After examination and treatment by the institution Medical Officer, they did not need to be sent to a public hospital.



     The case has been reported to the Police for investigation.



     The assailant was sentenced to imprisonment for the offence of assaulting police officer in execution of duty.
