     The Director of the Hong Kong Economic and Trade Office in New York (HKETONY), Ms Candy Nip, congratulates the Hong Kong Exchanges and Clearing Limited (HKEX) on the official opening of its New York office today (June 21, New York time).

     Ms Nip said she was delighted to see HKEX expanding its footprint to the largest financial hub in North America. Hong Kong plays an important role in the global financial market. Strengthening connections with North American enterprises is a welcoming move.

     In collaboration with HKETONY, the Asia Society organised a luncheon with the Executive Director and Chief Executive Officer of HKEX, Mr Nicolas Aguzin, as the featured speaker. Mr Aguzin shared with the audience his insights on Hong Kong’s long-term future as an international financial centre, and its super-connector role between the East and the West.

     In the same evening, Ms Nip attended a reception hosted by HKEX in celebration of its New York office opening.

     In relation to media enquiries on a report of water seepage in Cheung Wo Court in Kwun Tong, the Joint Office for Investigation of Water Seepage Complaints (JO) today (May 2) responded as follows:

     Upon receipt of reports of water seepage, staff of the JO would be sent to the complainant’s premises to conduct inspection and investigation. After identifying the source of water seepage, if it falls into the nuisances (such as seepage of wastewater) stipulated in section 12 of the Public Health and Municipal Services Ordinance (Cap. 132) (the Ordinance), the JO would issue a Nuisance Notice to the owner(s) of the premises causing the seepage problem. Other cases not involving the nuisances under the Ordinance (such as seepage of rainwater due to structural defects of roofs, external walls or windows, and leakage from dilapidated fresh water mains, etc.) would be referred by the JO to relevant departments for follow-up actions as necessary.

     Regarding the premises concerned, the JO received a complaint of water seepage in June last year. Staff was deployed to the premises for investigation and the moisture content of the location reported was found below 35 per cent. According to the established mechanism of the JO, the case could not be followed up and the complainant was informed of the result in July last year. The JO received in February this year another complaint of suspected external wall water leakage concerning the premises. The staff of the JO had explained to the complainant that seepage of rainwater through the external wall falls out of the remit of the JO. The case was thus referred to the Independent Checking Unit under the Office of the Permanent Secretary for Housing (the Unit) for follow-up.

     Upon receiving the referral case in February this year, the Unit had promptly contacted the complainant and was informed by the complainant that the repair work of the building concerned had been completed, and no follow-up action from the Unit was required.

Office of The Ombudsman announces results of direct investigation into problem of alleged illegal operation of kaito ferry service (with photo)

The following is issued on behalf of the Office of The Ombudsman:

 

     The Ombudsman, Ms Winnie Chiu, today (September 1) announced at a press conference the completion of a direct investigation into the problem of alleged illegal operation of kaito ferry service, and made 10 recommendations for improvement to the Marine Department (MD) and the Transport Department (TD).

 

     In general, kaito service is the mode of point-to-point marine transport charging passengers separate fares for commuting to and from remote destinations in Hong Kong that are largely inaccessible by roads. Operators are required to apply for kaito ferry service licences from the TD and provide the service with specified vessels.

 

     Investigation by the Office of The Ombudsman revealed the prevalence of illegal kaito service. However, there is currently no government department dedicated to monitoring the issue of unlicensed kaito service. While the MD monitors the carriage of passengers by local vessels, its patrols were found to be ineffective in deterring such irregularities. The MD has also failed to adequately clarify the meaning and restriction of using Class IV pleasure vessels for prescribed purposes. Meanwhile, the TD has not implemented effective measures to assist the public to identify unlicensed or illegal kaito service.

 

     Ms Chiu said, “In recent years, excursions to the outlying islands and remote local spots have become popular pastimes of the public. Given the thriving demand for kaito service, it is incumbent upon the authorities to step up monitoring of kaito service and curbing illegal carriage of passengers so as to ensure public safety.”

 

     The Office has made 10 recommendations for improvement to the MD and the TD, which include:

 

  • The MD to conduct more frequent patrols and decoy operations, as well as draw up guidelines on the inspection of vessels to enhance deterrence against irregularities;


 

  • The MD to explain clearly the restriction of using Class IV vessels “exclusively for pleasure purposes” to assist the public to identify illegal carriage of passengers by vessels. The TD to elaborate on the elements of marine transport that constitute kaito service requiring such a licence, and step up publicity to assist the public in easy identification of licensed kaito ferries;


 

  • The TD to assess the supply and demand of licensed kaito routes and their service standard, and implement measures for monitoring illegal operation of kaito service to ensure prompt referral of suspected irregularities to the Police for further action; and


 

  • The MD to step up publicity to raise awareness of passenger safety on chartered pleasure vessels and kaito ferries.


 

     The MD and the TD have in general accepted all of the Office’s recommendations.

Union Minister of Ayush Shri Sarbananda Sonowal dedicated two new building of Ayush institutes to the people of India on the occasion of 75th year of Independence. Shri Sarbananda Sonowal inaugurated new building headquarters office of Central Council for Research in Siddha (CCRS) at Tambaram Sanatorium, Chennai and new extension OPD block of Ayothidoss Pandithar Hospital of National Institute of Siddha today.


On this occasion Shri Ma. Subramanian, Minister for Health and Family Welfare Govt. of Tamil Nadu, Prof. (Dr.) K. Kankavalli, Director General, CCRS, Prof. (Dr.) R. Meenakumari, Director, National Institute of Siddha, Shri Pramod Kumar Pathak, Special Secretary, Ministry of Ayush, and other distinguished guests, CCRS officials & Staff, NIS faculty members were present.







Addressing the gathering, Shri Sarbananda Sonowal, said, “I am deeply grateful and thankful to Prime Minister Shri Narendra Modi ji for giving a special impetus to all the Ayush systems including Siddha nationally as well as globally. I believe that with this new infrastructure, further more innovations and academic developments will blossom in the minds of the scientists, academicians and students. I am expecting better outcomes in both research and academics from CCRS and NIS.”





Central Council for Research in Siddha (CCRS) is an apex organization for Research in Siddha system of medicine. Its prime focus is to scientifically validate the claims of Siddhars for global acceptance. CCRS have recently proved the strength of Siddha formulations during the COVID-19 pandemic through scientific validation by carrying out Randomized Double-Blind Placebo Controlled Trials and has published more than 30 quality research articles in peer reviewed journals.


Whereas, National Institute of Siddha (NIS) is an apex and premier Institute for Siddha system of Medicine with a primary mandate for patient care, teaching and research in higher education for post graduate and doctoral research scholars.
