Indonesia highlights the need for democracy to face challenges at the 15th Bali Democracy Forum

Minister of Foreign Affairs of the Republic of Indonesia, RetnoMarsudi, said that democracy is considered to be able to help not only Indonesia but also the world leaders, in facing the challenges in the coming year.
Democratic leadership is urgently needed from leaders around the world to direct sustainable recovery by reaching out to the people most affected by the pandemic and other crises caused by geopolitical turmoil, Marsudi stated at the 15th Bali Democracy Forum (BDF) meeting in Nusa Dua, Bali, Thursday (Dec 8).

Marsudi officially opened the meeting, which was attended by 323 participants from 112 countries and five international organizations, with 52 of them attending virtually. “With democracy, freedom of expression and conveying aspirations is also guaranteed, and space for effective dialogue and decision-making is also possible because of checks and balances,” Marsudi said.

While citing data from the Central Statistics Agency (BPS) that show 4.15 million productive workers are still affected by the COVID-19 pandemic, she emphasized that the principle of solidarity is very much needed in promoting an inclusive recovery. In this recovery effort, she emphasized that no party should be left behind. Democracy is the choice of the Indonesian people and has proven to play an important role in advancing peace, stability, and prosperity.

Additionally, the Secretary General of the United Nations, Antonio Guterres, acknowledged that democracy is currently experiencing a setback. Therefore, democracy needs to be defended and strengthened. “In a time of turmoil, tension, and chaos, divisions are widening, and people are hurting, democracy is declining, and civil society is shrinking,” he said. Hence, the world community is obliged to act by defending and strengthening democracy.

He highlighted the importance of promoting the rule of law and the universal nature of all types of basic human rights, including economic, social, political, civil and cultural aspects. Therefore, it is necessary to uphold the democratic principles of inclusivity and dialogue because they are the foundation of a renewed social contract and the key to lasting peace, as well as stability and sustainable development.

Meanwhile, global solidarity is also needed to ensure that all people, wherever they are, can have the necessary resources and support to invest in society and their future, he added.

Minister Marsudi again said in her speech that democracy is not a goal, but a way to achieve a goal. “Then, the future of democracy will really depend on us, whether we will continue to support or give up on democracy,” she said. Minister then emphasized that Indonesia is sticking to efforts to maintain the spirit of democracy and strengthen the foundations of democracy.

The Bali Democracy Forum is a cross-country forum in the Asia Pacific region that emphasizes democracy issues. The BDF 2022 has the theme ‘Democracy in a Changing World: Leadership and Solidarity’. This theme underscores the importance of leadership and solidarity as part of the pillars of democracy in the midst of world turmoil due to geopolitical and economic crises. Since it was first held in 2008 until now, BDF has presented many diplomatic representatives from countries as well as experts.

Indonesia wants ASEAN to become the epicenter of economic growth

Indonesia takes over the ASEAN chairmanship from Cambodia and will hold the chairmanship in 2023.

It is an honor for Indonesia to be the Chair of ASEAN in 2023, President Jokowi said.

According to Jokowi, ASEAN must be a stable and peaceful region, and an anchor for world stability.

The organization must also consistently enforce international law and not be a proxy for anyone, he said adding that ASEAN must be a dignified region, and uphold human values and democracy.

The President also wants ASEAN to become a fast-growing, inclusive, and sustainable economic region.

He noted that capacity building of ASEAN institutions must also be a concern in order to be able to answer the challenges of the next 20 years.

The President hopes that by 2045 ASEAN must be more adaptive, responsive, and competitive.

All of this must be fought for the ASEAN way, which is in line with the spirit of cooperation and the full implementation of the ASEAN Charter.

The President invited all ASEAN leaders to attend the ASEAN Summit in Indonesia next year.

Meanwhile, Indonesian Minister of Foreign Affairs Retno Marsudi said Indonesia’s chairmanship of ASEAN in 2023 took the theme “ASEAN Matters: Epicentrum of Growth”.

Indonesia wants ASEAN to remain important and relevant to make ASEAN matters. Important and relevant inward for its people, as well as important and relevant outward for Indo-Pacific region and the World.

With this premise, the chairmanship of Indonesia will take the theme ASEAN Matters: Epicentrum of Growth.

The Foreign Minister said ASEAN has three pillars of cooperation namely the political- security pillar, the economic pillar, and the sociocultural pillar.

During the chairmanship, the handling of the political-security pillars will be coordinated by the Coordinating Minister for Political, Legal and Security Affairs and the Minister for Foreign Affairs.

The economic pillar will be coordinated by the Coordinating Minister for Economic Affairs, and the socio-cultural pillar by the Coordinating Minister for Human Development and Culture.

Next year, the first activity will be a Foreign Ministers Meeting in the form of a retreat which will be held in January.

In order to maximize the use of the ASEAN Secretariat building, most meetings at the technical level will be held at the ASEAN Secretariat, Jakarta.

The new ASEAN Secretariat building has adequate meeting rooms and is very suitable to be used for ASEAN meetings.

Retno hopes Indonesia’s chairmanship in ASEAN will be able to bring benefits not only to the people of Indonesia but also to the people of ASEAN and the world.

MHI and Indonesia Power Jointly Investigate Co-Firing with Hydrogen, Biomass and Ammonia in Power Plants Across Indonesia

Mitsubishi Heavy Industries, Ltd. (MHI), and PT. PLN Indonesia Power, a sub-holding of Indonesia’s state-owned electricity provider PT. PLN (Persero) (PLN), yesterday concluded a Memorandum of Understanding (MoU) to commence three feasibility studies on co-firing less carbon intensive fuels at power plants owned and operated by Indonesia Power. The three studies will be conducted jointly by Indonesia Power and MHI with support from its power solutions brand, Mitsubishi Power, and will aid in the advancement of solutions to accelerate the decarbonization of energy systems in Indonesia.

The first study will examine the technical and economic feasibility of co-firing up to 100% biomass at the Suralaya coal-fired power plant (CFPP). The study will consider various aspects of the biomass supply chain, including handling, storage, transport and boiler modification.

The second study, which will also use Suralaya CFPP as the reference plant, will investigate co-firing of ammonia produced by existing ammonia plants in Indonesia. A particular area of focus will be the potential to establish a blue ammonia supply chain with production and transportation from the ammonia plant and ammonia co-firing technology to apply in existing boiler.

The third study will evaluate technical and economic feasibility of hydrogen co-firing in an M701F gas turbine at the Tanjung Priok gas turbine combined cycle (GTCC) facility. MHI completed construction of the plant’s Unit 2 GTCC system in 2019 as part of PLN’s plans to build an 880 MW plant under the Jawa-2 Project.

The MoU was inked at an Energy Transition Day event organized by Indonesia’s PLN Group on November 1, 2022. The event included discussions of initiatives and recommendations to achieve Indonesia’s commitment of reaching net zero emissions by 2060, with over 250 industry professionals, government representatives and business leaders in attendance.

This new MoU builds on strong existing cooperation between MHI and PLN in Indonesia. Since 1971, MHI’s power solutions brand Mitsubishi Power has been supporting PLN and Indonesia Power with solutions for power plants across the country, including the Tanjung Priok, Suralaya and Grati power plants. More recently, in March this year, MHI and PLN, together with Institut Teknologi Bandung, prepared a joint proposal on biomass co-firing adoption at Indonesia’s thermal power plants and presented their findings to the national government.

Through this MoU and other ongoing initiatives, MHI, with support from Mitsubishi Power, will work to help the country achieve its Net Zero Emission 2060 target.

Indonesia to offer 80/160-year building (HGB) permits in IKN Nusantara to incentivise investment

Indonesia’s Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is offering building use permits (HGBs) of up to 80 years, extendable to 160 years, as an incentive for investors to join in the construction of the Indonesian new capital (IKN) Nusantara, to be built in Samarinda, East Kalimantan.
“The HGB permits will benefit all parties, both the welfare of those who live in the city, and the business actors themselves,” ATR Minister and BPN head Hadi Tjahjanto said to Antara here on Monday. The 80-year HGB will be divided into three stages: the first phase will span 30 years, the second phase 30 years, and the third phase 20 years.

During the first stage, the investor must submit an assessment report, after which the “The permit will continue up to 80 years,” said Hadi, and can be extended if it is productive for the community. “If it is still used properly and beneficially for the community, we can still extend it for another 80 years, up to 160 years,” the minister informed.

He further said that his ministry has completed four regional spatial planning plans (RDTR) for IKN Nusantara, which will be submitted to the IKN Authority for immediate approval. Furthermore, RDTRs are being prepared for the five regions of IKN Nusantara and are targeted to be completed by the end of 2022.

The ministry will provide facilities related to land, spatial planning, and business licensing in the IKN Nusantara area, which will then be submitted to the IKN Authority. “We will facilitate it, and we will hand it over to the head of the IKN Authority, including RDTR, spatial planning, and land issues. We will help the process,” Hadi said.

The IKN Nusantara Authority is preparing a government regulation draft (RPP) on incentives for business, to make it easier to invest in the new capital city, while another measure will be preparing an IKN Authority-owned enterprise (BUMO). The IKN Authority will carry out market sounding of domestic and international investors later in October.

A number of Asian countries have shown interest in the development of the new Indonesian capital (IKN) Nusantara. Japan, China, Malaysia, Australia, Hong Kong, and South Korea have all evinced an interest in investment, East Kalimantan Governor Isran Noor has disclosed.

Earlier this year, President Joko Widodo said, “The new capital city is not merely a move of government offices. The goal is to build a new smart city that is competitive at the global level. Building a new locomotive for the transformation of Indonesia into an Indonesia based on innovation, technology, green economy. This is where we will start.”

Indonesia Market Poised for Big Growth in Streaming

For the first time in three years the Asia Video Industry Association (AVIA) returned to Jakarta to host Indonesia in View 2022, an event that welcomed some of the industry’s biggest players for a day of discussions dissecting the opportunities for growth in this expansive market.

Opening comments were made by Yuliandre Darwis, Commissioner with the Indonesian Broadcasting Commission (KPI) who talked about the development of the KPI over the last twenty years, and the hope for revisions to the broadcasting law which could see greater responsibilities given to them.

Highlights of the Indonesia in View Report, to be published by AVIA, were given by Bettina Cavenagh, President Director, Clarity Research Indonesia, outlining the state of Indonesia’s video markets in the post-pandemic economy. Pay television had plateaued and while DTH services were the biggest victims of increased broadband penetration, cable numbers were increasing meaning the overall pay TV market remained significant, even if ARPU’s were under pressure. But all eyes were now on the premium OTT market. Subscription Video on Demand (SVOD) has grown by more than 50% from 2020 to 2021, to 11.5M subscribers, while digital advertising grew by 33% over the same period. This set the scene for much debate throughout the conference on the relative merits of the subscription versus the advertising led business model for OTT.

In a conversation around growth and monetization, Hermawan Sutanto, COO of Vidio talked of the need to educate the market to pay for premium OTT services and Guntur Siboro, Country Head for Lionsgate Play further made the point that ad supported VOD (AVOD) was a different ballgame which required significant investment to monetise successfully. Whatever the business model, Avijit Duta, Deputy Country Manager for Viu, emphasized the need for the business to be sustainable and everyone was witnessing rising production costs as the production talent pool was still limited today.

In his keynote conversation, Sutanto Hartono, Managing Director of EMTEK and CEO of SCM and Vidio, discussed Vidio’s emphasis on local originals and live sports as differentiators in their quest to acquire customers and keep churn down. While sports rights were expensive and not owned in perpetuity, they played a crucial role in a growth strategy. Marlo Budiman, CEO & President Director, Link Net, later added that while the pay TV market had plateaued, its death knell had not quite sounded yet and also attributed this to the role of sports and original content keeping OTT churn low.

Clarissa Tanoesoedibjo, Managing Director of MNC’s Vision+, also talked about the importance of local original content and that Vision+ was increasing their investment in this sector for the service. She also pointed out that while Vision+ was primarily subscription led, the accompanying RCTI+ service was advertising led.

There was little doubt about the importance advertising played in the growth prospects for the market when Gavin Buxton, Managing Director, Asia for Magnite, Florencia Eka, Country Manager, Client Services, for The Trade Desk, and Lesley Simpson, Country Manager for WeTV and iflix Indonesia, got together. They agreed that OTT was the natural evolution of TV and provided unique opportunities for digital advertisers given the engagement with viewers. And while fragmentation of services was an issue, it was clear that there was more than enough scale in premium OTT as they looked forward to sustained growth in the sector.
