The Union Minister for Home and Cooperation, Shri Amit Shah has condoled the death of senior leader of Samajwadi Party Shri Mulayam Singh Yadav. Shri Amit Shah paid last respects to Netaji at Medanta Hospital, Gurugram and offered condolences to his son Akhilesh Yadav and his family members.

In a series of tweets, the Union Home and Cooperation Minister said that due to the death of Mulayam Singh Yadav, a huge vacuum has been created in Uttar Pradesh and national politics.

Shri Mulayam Singh Yadav remained active in politics for decades with his unique political skills. During the Emergency, he raised his voice for the restoration of democracy. He always will be remembered as a grassroots leader of masses. His death marks the end of an era in Indian politics.

On this occasion, Shri Amit Shah also honoured the Freedom Fighters Shri Bhrigu Nath Sharma and the families of Freedom Fighters Late Shri Gopal Rai Vaidya and Late Shri Lal Ranjan Rai for the contribution made by them in the Freedom Struggle.

In his address, Shri Amit Shah said that the Azadi ka Amrit Mahotsav is a moment that will never come again in history. He said that we are all fortunate that we are in the year which is known as the Azadi ka Amrit Mahotsav. He said that when the country became Independent after hundreds of years of slavery, sacrifices of countless people and long Freedom Struggle of 90 years from 1857 to 1947, people had many hopes and dreams. Those who laid down their lives always thought that if we get Freedom through our sacrifices, then only will the true meaning of our lives be realised and we became Independent through the sacrifices of such people. Shri Shah said that we have completed this journey of 75 years so far with great pride, but in the 75th year of Independence, the country has achieved much. He said that in 2014, the country’s economy was ranked 11th in the world and in this year of the Azadi ka Amrit Mahotsav, our economy has overtaken the United Kingdom to become the fifth largest economy in the world. He said that today India is telling the world that in 75 years we have made our Independence meaningful in the true sense by overtaking the British with our tireless efforts and patience.

The Union Home Minister said that the Prime Ministe Narendra Modi has set three goals before tye citizens while celebrating Azadi ka Amrit Mahotsav. First, to inculcate the spirit of patriotism by making the youth aware about our known or unknown Freedom Fighters. He said that it was Veer Babu Kunwar Singh, 85, of Bihar, who defeated the British many times during the Revolution of 1857 and tried to liberate the country till his last breath. He said that the whole world knew India by the name of ‘Sone ki Chidiya’ (Golden Bird). People from all over the world came to Takshashila, Vikramaditya and Nalanda to study medical science, engineering, Vedas, Upanishads and grammar of many languages ​​of the world. The brave sons of the country sacrificed their lives to take the country to the same place. He asked can we all do this together to accelerate the process of making the country great again and when the country becomes great then we all become great. When India becomes great, every Indian becomes great.

Shri Amit Shah said that the second objective of celebrating the Azadi ka Amrit Mahotsav  was that we should glorify what we have achieved in 75 years and remember those who have contributed to this. When we became Independent, we did not even make needles, but now India is manufacturing  equipment to send missions to Mars. In these 75 years, the roots of our democracy have deepened, power had changed hands many times,  we have set an example for the world that the transition of power can happen without bloodshed. Shri Shah said that the third goal of Azadi Ke Amrit Mahotsav is that when the Centenary of our Independence is celebrated in 2047, then the period between 75 years to 100 years will be celebrated as Amrit Kaal. In this Amrit Kaal, we have to decide where the country will be in every field. He said that this Amrit Kaal is the Amrit Kaal for the people of the country to decide their goals.  Our national goals are fixed when 130 crore people make their own goals. He told all the youth that you must decide a goal for their life,  and have a resolve, even if that resolve is only for you. If 130 crore people maje one resolution then the country moves forward 130 crore steps together and becomes a very big power. This Azadi ka Amrit Mahotsav is the time to take a pledge for the country and its 130 crore citizens.

The Union Home and Cooperation Minister said that when the Centenary of Independence will be celebrated, many of us will not be alive, but many of those in this orogramme will definitely be alive. Such persond will be citizens of an India, in which every Indian will be proud and for this  the Nation and 130 crore people need to make collective efforts and make a collective determination in one direction, that is why the decision to celebrate Azadi ka Amrit Mahotsav has been taken.

Cooperation between the Institut National de la Propriété Industrielle, France and the Council of Scientific and Industrial Research (CSIR) on Access to the Traditional Knowledge Digital Library (TKDL), a prior art database of Indian traditional knowledge


The Institut National de la Propriété Industrielle (INPI; the National Industrial Property Institute), France and the Council of Scientific and Industrial Research (CSIR) entered into a cooperation on the Traditional Knowledge Digital Library (TKDL) Access through an Agreement in the gracious presence of Dr. N. Kalaiselvi, DG, CSIR and Secretary, DSIR. The Agreement was exchanged by Mr. Sebastien Connan, Regional IP Counselor for India and Dr. Viswajanani J Sattigeri, Scientist-H and Head, CSIR-TKDL   Unit.  Through this Agreement, the INPI, France gains access to the complete TKDL database towards examining prior art related to Indian traditional knowledge for the purposes of patent grant procedure.





Speaking on the occasion, DG, CSIR welcomed the collaboration with France in the area of traditional knowledge. She encouraged concerted efforts for upcoming health care challenges.  Mr. Connan while thanking India for the cooperation stated that the TKDL database would be an important instrument not only for the INPI but also for the traditional industrial entities in France. He stated that France also looks forward to strengthening ties with the CSIR for scientific pursuits in traditional areas.


The signing of the TKDL Access Agreement with the INPI, France marks the beginning of a new partnership and mutual cooperation in the domains of Intellectual Property Rights as well as traditional knowledge between France and India.


About TKDL:


The TKDL database, first of its kind worldwide, was established in 2001 by the Government of India, through a collaboration between CSIR and Ministry of AYUSH. The key objective of the TKDL is to prevent the erroneous grant of patents on Indian traditional knowledge (TK) and deter misappropriation of the country’s traditional knowledge. Currently, the TKDL contains information on over 4.2 lakh formulations and techniques of Indian Systems of Medicine such as Ayurveda, Unani, Siddha, and Sowa Rigpa as well as Yoga from the traditional texts. The TK information from diverse languages and subject areas are transcribed into value-added information correlated with modern terminologies.


The TKDL information is presented in a digitized format in five international languages including English, German, French, Japanese and Spanish, and format easily understandable by patent examiners. As per the extant approvals in place, the TKDL database is available only to patent offices through TKDL Access Agreements. With this cooperation with Danish Patent and Trademark Office, the number of patent offices worldwide that have access to the TKDL database rises to fifteen.


The TKDL is a global benchmark in the defensive protection of traditional knowledge and has been successful in protecting India’s interest against any possible misuse of its heritage. The impact has been significant, with over 265 patent applications world-over being revoked, amended, withdrawn or abandoned, based on the prior art evidences presented from the TKDL database.

Under the leadership of Prime Minister Shri Narendra Modi, a new ministry of Cooperation was set up on 06th July 2021 with an objective to provide renewed impetus to the growth of Cooperative Sector and realization of vision from Cooperation to Prosperity. Under the dynamic guidance of Union Home and Cooperation Minister Shri Amit Shah, Ministry of Cooperation is working incessantly for development of cooperative sector, in collaboration with all State Governments and other stakeholders.


In this background, a two-day Conference of State Cooperation Ministers was organized by Ministry of Cooperation at Vigyan Bhawan, New Delhi on 08-09 September, 2022. On the opening day, the conference began with welcome speech of Minister of State for Cooperation, Shri B. L. Verma and inaugural address by the Union Home & Cooperation Minister Shri Amit Shah.


On day one of the conference yesterday, State Ministers of Cooperation, Lt. Governors of UTs and several senior officials put their thoughts forward on a number of sectors associated with Cooperation.


In the two-day conference, Cooperation Ministers from 21 states and Lt. Governors of 2 UTs, Shri Gyanesh Kumar, Secretary (M/o Cooperation, Government of India), Shri Vijay Kumar, Additional Secretary and Central Registrar of Cooperative Societies, Chief and Addl. Chief Secretaries, Principal Secretariesand the Registrar of Cooperative Societiesof the States/UTsshared their views and suggestions for strengthening the cooperative sector. All States/UTs made presentation and shared their best practices amongst themselves.


Deliberations were held on various important themes including – National Cooperation Policy, National Cooperative Database, New Proposed Schemes of Ministry of Cooperation viz. PACS in every Panchayat, Export of Agro-based and other products, promotion and marketing of Organic Products, expansion of Co-operatives to New Areas. Further, Subjects related to PACS and Model Bye-Laws including PACS Computerization, Action Plan for Revitalization of defunct PACS, Model Bye-Laws of PACS were also discussed along with issues related to Primary Co-operative Societies regarding prioritizing long term financing, Milk Co-operative Societies and Fish Cooperative Societies etc.


NCDC being a leader in cooperative financing informed about the prospects and avenues of lending to the Cooperative sector, with facilitation through its Regional Directorates across States.


Shri Gyanesh Kumar, Secretary, (Ministry of Cooperation, Government of India) highlighted the strength of Cooperative movement in the Country and requested States to adopt the state of art Software alongwith up-to-date hardware under the Project onComputerization of PACS, as approved by the Government of India. Further, to give boost to the export of Cooperatives, the Ministry is facilitating registration of a National LevelCooperative Export House under MSCS Act 2002, that will work in close coordination with Union Ministry of External Affairs and Union Ministry of Commerce to harness the export potential of nearly 30 Crore people associated with the Cooperative movement. The Secretary (Cooperation) also briefed about the Multi-State Cooperative Society being registered for production, procurement, branding and marketing Organic products and Quality Seeds. He further conveyed that Ministry of Cooperation has been taking action to ensure that cooperatives are treated at par with the other economic forms.


The conference concluded with the resolve of all stakeholders to work together for giving impetus to cooperative based economic model in the country to realize the mantra of Sahkar Se Samaridhi.

Union Home and Cooperation Minister Shri Amit Shah inaugurated the 6th All India Prison Duty Meet at Kankaria, Ahmedabad today


Shri shah said that it is a matter of coincidence that when the first prison meet was held in Gujarat, Shri Narendra Modi  was the Chief Minister of the State and he was the Home Minister and today, when the  prison meet is being organized for the second time in Gujarat, Shri Modi is the Prime Minister and he is the Union Home Minister.




The Union Home Minister said this important Prison Meet would not only boost sportsmanship in a positive way but also the prison administration would be benefited by the interaction and exchange of successful experiences between the participants during their three-day stay here




After joining the government under the leadership of Prime Minister Shri Narendra Modi, after  a very comprehensive review, a model jail manual was brought in 2016 replacing the old jail manual




Prison administration is also an important part of the internal security of the country and we cannot ignore it, the way in which prisons are seen in society also needs to change




The process of punishment is very important, but it is also the responsibility of the jail administration that if a person is not a criminal by nature or habit, then they should be the medium to put back such prisoners into society




90% of those sentenced are prisoners whose societal rehabilitation is very important, not only from the from a human point of view but also from the point of view of law and order 




Many types of competitions are going to be held in this meet, which will create sensitivity for the process of rehabilitation among employees and officers of the prison administration




Many remedial points have been incorporated in the Model Jail Manual brought out by Shri Modi in 2016 and  emphasis for bringing in basic uniformity in human rights, reform  and rehabilitation, rules and regulations for prisoners through computerization




In this, there are special provisions for rights of women prisoners along with after care facilities, good scientific manuals for prison inspection, rights of prisoners sentenced to death and many good provisions have been made for employees looking aftervprison reforms




After the Prison Manual, the government is now also going to bring the Model Jail Act, due to which there will be necessary changes in the Act which have continued since the British era




The Model Jail Act is being discussed extensively with States and it is believed that within the next 6 months, a Model Jail Act will be brought which will make jails State-of-the-Art in terms of technology




The States will also have to think over the issue of overcrowding in prisons, as until overcrowding is not reduced, jail administration cannot be improved




States should provide video conferenceing facility with the court in every district jail, to deal with this




Prisons were ignored and the jail remains a neglected field, there are many states in which the prisons built by the British still exist




Along with modernizing them, it is very important to equip them with technology, to make them safe from the point of view of security and to have good living conditions for prisoners




Prisoners during the British era were mostly political prisoners, torture could have been a means for the British to maintain their rule, but now awe are free and the attitude towards imprisonment needs to be re-evaluated




The Prime Minister Narendra Modi has given the mantra of Fit India to the people, along with maintaining of good health , the body should be kept in such a way that no one need go to hospitals and this is the basic mantra of Fit India




The sporting spirit helps make ideal human beings, sports alone can inculcate the passion to win and the courage to accept defeat




A person who does not have the passion to win and the courage to accept defeat cannot do anything in life

Shri Amit Shah said the BPR&D is creating a common programme across the country on many topics and aspects related to the internal security and security of our borders. He said the jail administration is also an important part of the internal security of the country and we cannot ignore it. There is also a need to change the way prisons are seen by society. He said if there is no punishment then there will be no fear, if there is no fear then there will be no discipline and if there is no discipline then we cannot imagine a healthy society. The Union Home Minister said after the government came under the leadership of Prime Minister Shri Narendra Modi, a model Jail Manual was brought in 2016 in place of the old Jail Manual after a very comprehensive review. He said that only 11 States and Union Territories have adopted this jail manual. He said the Model Jail Manual contains several remedial points and emphasizes on computerization in prisons to bring about basic uniformity in Human Rights, reformed rehabilitation of prisoners and rules and regulations. It has special provisions for the rights of women prisoners along with aftercare facilities, good scientific manuals for prison inspections, rights of death row prisoners and many good provisions have also been made for staff involved in prison reforms.

Shri Amit Shah said after the Prison Manual, the government is now going to bring the Model Jail Act as well, which will bring about necessary changes in the Act which are continuing since the British era. Right now, it is being discussed extensively with the States and it is believed that within the next 6 months, a Model Jail Act will be brought which will make all the jails State-of-the-Art in terms of technology. The Union Home Minister said the States will also have to think over the issue of overcrowding in prisons because until the overcrowding is not reduced, the jail administration cannot be improved. He requested the States that they should provide video conferencing facility with  courts in every district jail. Shri Shah said there is also a need to make arrangements to keep those prisoners separate who are convicted for crimes of spreading  propaganda of radicalization and promoting narcotics. He said information is also being given in the manual to control the gangs inside jails.

Shri Amit Shah said prisons have been neglected and jails have been a neglected field. While requesting the States, he said there are many States in which even today, jails built by the British remain in the same situation. Along with modernizing them, it is very important to equip them with technology, to make them apt from the point of view of security and to make arrangements for the good living of the prisoners. Building a library for prisoners, rehabilitate them by providing them with various types of education, taking care of their health, a good hospital in the jail itself and various programs for mental development can be started. He said during the British era, prisoners were mostly political prisoners, and torture could have been a means for the British to maintain their rule, but now we are free and there is need to re-evaluate attitudes towards imprisonment.
